DHS Gathers Responders to Test New Techs in Texas

The Department of Homeland Security held a large-scale experiment in Texas to see how emergency responders can utilize new government-developed and commercial technologies integrated into existing public safety systems. The Next Generation First Responder Program– Harris County Operational Experiment at the Port of Houston gathered Houston-based public safety agencies, industry partners, DHS components and the U.S. Coast Guard, DHS said Tuesday.

First responders and partners used new on-body sensors and situational awareness screens to respond to a simulated release of a volatile chemical on the Houston Ship Channel.

“In this experiment the key data points are how to get multi-jurisdictions responding to an event to share information and situational awareness through sensors and communication systems,” said Sridhar Kowdley, program manager and OpEx director at DHS Science and Technology Directorate. “We’re now looking at integrating and fusing these technologies and incident command on various situational awareness platforms or dashboards,” he added. 

DHS plans to release case studies, guides and an after action report on the lessons from the experiment in late summer. The agency will conduct the last NGFR experiment, Birmingham Shaken Fury OpEx, in August.

Fred Kennedy, director of Space Development Agency, said that lawmakers are showing interest in supporting the newly-established agency, SpaceNews reported Tuesday.

The Pentagon stood up SDA to help utilize commercial technologies to accelerate development of space systems in March. Kennedy said a House Armed Services subcommittee included provisions to the 2020 National Defense Authorization Act, which would direct the agency to procure commercial space situational awareness services and design navigation satellite receivers to support NATO and Japan space techs. 

“They’ve assigned tasks. That’s a good sign,” he said during a speech at the MITRE campus. “That means they recognize the need for something like an SDA and they’re trying to figure out what to make it go do.” 

Kennedy added that previous meetings in Congress were “very fruitful” despite the lack of final budget for SDA. The Department of Defense requested a $149.8 million funding for the agency in fiscal year 2020. Initial project assigned to SDA will focus on planning a new constellation of low-cost satellites in low-Earth orbit for the military.

Col. Stoney Trent, chief of operations at the Department of Defense’s Joint Artificial Intelligence Center, said that commercial entities are “poorly incentivized” to conduct AI development and testing during a recent C4ISRNET conference, C4ISRNET reported Sunday. Trent noted that the DoD needs to encourage private sector partners to develop better AI testing tools and methods that can be used in potential activities relevant to national security.

“Hopefully, the nation will be at peace long enough to not have a high bandwidth of experiences with weapons implementations, but when that happens, we need them to absolutely work. That’s a quality of commercial technology development,” he said.

Kara Frederick, associate fellow for the Center for a New American Security’s technology and national security program, said the Pentagon can also spur industry participation by providing a conducive environment for AI development. She cited better information technology environments, common data processing standards and uniform industry interaction procedures as factors to support this effort.

Hitachi Vantara Federal announced on Wednesday that Dr. Pragyansmita Nayak has joined the company as the chief data scientist. In the new role, Dr. Nayak will empower customers to better leverage their data through machine learning, artificial intelligence and advanced data analytics.

“Dr. Nayak’s expertise and insight in developing mission-focused data strategies using the most advanced tools available in artificial intelligence and machine learning will be a great asset to our federal customers as well as our internal team,” said Dave Turner, president and CEO of Hitachi Vantara Federal.

With more than 20 years of experience in software and data science research and development, Nayak is an expert in data intelligence, machine learning and analytics within the government technology industry. Throughout her career, she has served as a resource in data, analysis, systems integration and computer science for various federal customers.

Before joining Hitachi Vantara Federal, Dr. Nayak served as the principal research engineer with Apogee Research LLC. With the company, she led the implementation of solutions for the Defense Advanced Research Projects Agency on the System of Systems Integration Technology and Experimentation program and the Vetting Commodity IT Software and Firmware project.

Prior to Apogee, Nayak worked on the Momentum Financial project at CGI Federal Inc. as a technical and data architect solving the data challenges of civilian agencies, including the Departments of the Interior and State, Environmental Protection Agency, Federal Communications Commission and the U.S. Agency for International Development.

Dr. Nayak is the founder of the Northern Virginia Deep Learning Meetup and leads the partnership committee for Viz for Social Good. Nayak also serves as a reviewer with ACM Computing Reviews, Python conference SciPy and Grace Hopper Celebration in Computing.

Dr. Nayak graduated from Birla Institute of Technology and Science with a Bachelor’s Degree in Computer Science, and earned her Doctorate in Computational Sciences and Informatics from George Mason University.

NGA to Help States Work on Cybersecurity Ahead of 2020 Election

The National Governors Association picked six states to enhance interagency operations and communications ahead of the 2020 election. Arizona, Hawaii, Idaho, Minnesota, Nevada and Virginia will work with NGA’s Homeland Security and Public Safety division to boost cybersecurity, promote cooperation and create statewide response plans for attacks on election systems, the organization said Wednesday. 

State cabinet agencies, election officials and governors’ offices will join the initiative. The plan comes after National Summit on State Cybersecurity in Louisiana, where NGA and representatives from 50 states discussed the efforts to address common cybersecurity challenges. 

Christopher Krebs, director of the Cybersecurity and Infrastructure Security Agency and 2019 Wash100 Award recipient, said cyber attacks during the 2016 election served as the “wake-up call” across the federal government. He added the incident changed how the public look at threats to elections.

GAO: Agencies Must Establish ‘Complete’ IT Modernization Plans

The Government Accountability Office has found that most federal agencies with critical modernization needs haven’t established plans for updating their legacy systems. GAO said in a report published Tuesday that the 10 most critical agencies with systems that range from eight to 51 years old are using outdated programming languages, deploy unsupported software and hardware and operate with known security vulnerabilities. 

According to the report, three of the agencies in the list don’t have any documented modernization plans while only two established a strategy with “key practices for success”. Agencies identified in the list include the Office of Personnel and Management as well as the departments of Defense and Homeland Security.

“Until the other eight agencies establish complete modernization plans, they will have an increased risk of cost overruns, schedule delays, and project failure,” GAO noted.

The Justice Department is implementing its direct-hire authority as well as a National Initiative for Cybersecurity Education-based approach to establish its cyber workforce and codify related roles, Federal News Network reported Monday.

Greg Hall, chief information security officer and assistant director for information system security at the Executive Office for U.S. Attorneys, said at a DOJ event that the Investment Review Board authorized the hiring of personnel in information system security, governance policy and compliance manager roles. Hall also noted that efforts to retrain and incentivize employees for retention are just as important as recruitment initiatives.

“As these data solutions become more complex, as these IT solutions become more complex, the need for integration is always going to be there. And so it’s important that we develop this knowledge capital,” he said.

Federal Chief Information Officer Suzette Kent said government agencies are showing progress around cloud efforts for collaboration and email tools, Federal News Network reported Friday. Kent, a 2019 Wash100 winner, said on the network’s Ask the CIO that application rationalization is vital since it goes in concert with data center-related initiatives.

“By understanding what our technical environment and application environment needs are, that will help us get that last mile on the data centers both from a closure perspective as well as optimizing the ones we believe there is a reason to keep them there,” she said. “All of these things are part of our effort around re-skilling on the workforce side. We will over the summer and going into the fall complete the execution of a lot of these pilot programs and then we will turn our attention on how to scale them.”

Kent noted that the Office of Management and Budget will issue new data on cloud and other IT modernization metrics later this month and that her office is collaborating with the Government Accountability Office and lawmakers to update the Federal IT Acquisition Reform Act scorecard. She also provided updates on the quality service management office and the Trusted Internet Connections policy.

Cindy Daniell, director of research at the National Geospatial-Intelligence Agency, told C4ISRNET in an interview published Tuesday that artificial intelligence could help NGA analysts address the “nothing significant to report” issue in image triage.

“We are looking to AI to filter that, to perform video triage for us and tell us where there’s something significant and meanwhile they can just cull out all of the NSTRs,” Daniell said. “We’re looking to AI to perform those mundane processes and to help us allow the analysts then to focus on the real problems of complexity. The problems that take spatial analysis, that take correlating patterns of activity together and take more of a strategic reasoning; the AI can process out all of these simple robotics.”

She noted that NGA is intent to address other challenges including source strategies, image understanding beyond automatic target recognition and automated feature extraction.

House Panel-Approved FY 2020 DHS Spending Package Includes $2B for Cyber Agency

The House Appropriations Committee passed a bill to authorize approximately $2 billion in fiscal year 2020 for the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, reflecting a $408 million increase from the president’s budget request, FCW reported Tuesday.

“This 20% funding increase will help the new agency move faster to improve our cyber and infrastructure defense capabilities,” said Rep. Lucille Roybal Allard (D-Calif.), chair of the House Appropriations’ homeland security subpanel.

The bill includes funding increase for several cyber programs at CISA such as the election security initiative, Continuous Diagnostics and Mitigation program, Federal Domain Name System egress service and industrial control system cyber efforts. The $63.8 billion budget package for DHS includes $266 million in FY 2020 funds for the Customs and Border Protection, according to the report.
