Brig. Gen. Michael Greiner to Lead USAF Cost Analysis Integration

Brig. Gen. Michael Griener, director of cost analysis integration within the U.S. Air Force, has been appointed to oversee the service branch’s budget operations and personnel as director. He will perform his new duties within the Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, the Department of Defense said Monday.

Griener oversaw the use of over $110 billion in major procurement efforts to support USAF planning and budgeting. He also contributed service to a number of major military operations including Iraqi Freedom and Enduring Freedom. The brigadier general has been with the U.S. military since 1992.

Jennifer Costello Takes Lead as DHS Acting Inspector General

Jennifer Costello, deputy inspector general of the Department of Homeland Security, will take on the new role as the agency’s acting inspector general, replacing John Kelly, who was scheduled to retire June 10, The Hill reported Monday. “I accelerated my retirement because I feel it’s in the best interest of the organization and its employees,” Kelly said in a statement. 

He spent 11 years at DHS OIG and left office a week after reports emerged stating he overrode audits showing issues with the Federal Emergency Management Agency’s response to disasters. A report by The Washington Post alleged Kelly directed FEMA auditors to write “feel-good reports” about disaster response. The former DHS watchdog denied the reports.

Kenneth Cuccinelli, former attorney general of Virginia, has been named acting director of the U.S. Citizenship and Immigration Services within the Department of Homeland Security.

“I look forward to working with the men and women of USCIS to ensure our legal immigration system operates effectively and efficiently while deterring fraud and protecting the American people,” Cuccinelli said in a statement published Monday. 

Acting DHS Secretary and 2018 Wash100 Award recipient Kevin McAleenan announced Cuccinelli’s appointment Monday. Cuccinelli will oversee an agency with about 19,000 employees and contractors who manage the country’s immigration system to ensure national security and protect citizens. Reports emerged in May about President Trump’s plan to nominate Cuccinelli for the USCIS director post.

Brig. Gen. Laura Yeager to Lead Army 40th Infantry Division

Brig. Gen. Laura Yeager, commander of the Joint Task Force North within Northern Command, will assume command of the U.S. Army’s 40th infantry division on June 29, The Orange County Register reported Thursday. She will succeed the retiring Maj. Gen. Mark Malanka during a ceremony at the Joint Forces Training Base in Los Alamitos, Calif later this month.

Yeager, who will become the first woman in history to lead an Army infantry division, joined the service in May 1986 and served as a UH-60 Black Hawk helicopter aeromedical evacuation pilot earlier in her career.

She held several leadership roles in the Army including commander of the 40th combat aviation brigade, chief of operations, training and standardization at Joint Forces Headquarters-California and aviation maintenance officer at Headquarters California National Guard in Sacramento.

DHS Expects Challenges to Follow Trump Plan to Ban Chinese Techs

The Department of Homeland Security admitted that President Trump’s plan to ban products from Huawei will be costly and complicated to implement, Politico reported Friday. 

One official said U.S. companies may also face challenges to comply. Robert Kolasky, head of DHS National Risk Management Center, discussed Trump’s supply chain executive order during a webinar hosted by the USTelecom and Inside Cybersecurity. “Security can cost money,” he said. “And costs can sometimes be prohibitive to do things that might be optimal levels of security.”

Meanwhile, the supply chain task force at DHS plans to expand initiatives in the information and communications technology sector to further secure the U.S. industry.

Sue Gordon, principal deputy director of national intelligence and 2019 Wash100 Award winner, said the intelligence community needs to reassess how it adopts data and digital connectedness as it faces a new inflection point, C4ISRNET reported Monday. 

“We find ourselves again at a point where we have to reimagine how this magical mission of intelligence is going to be effective, because this is a world where the threats are to and through information,” Gordon said during her keynote speech at the GEOINT 2019 Conference in San Antonio. “It is a world of ubiquitous technology, of digital connectedness and data abundance and those three things are so different and will challenge so many things that we thought,” she added.

Gordon said she believes the National Geospatial-Intelligence Agency has been the first agency within IC to consider how to use data and become more open to commercial innovation.

Marine Corps Looks to Buy MQ-9 Reapers to Take New Missions

The U.S. Marine Corps wants to make the MQ-9 Reaper unmanned aerial systems permanent in its inventory through President Trump’s fiscal year 2020 budget proposal, National Defense Magazine reported Friday. The service requested $117 million in funding to buy three Reapers in the coming year and additional three for fiscal year 2021.

Officials said the UAS will enable the Marines to bring new weapons to the field and conduct missions currently unsupported by its existing systems. Capt. Christopher Harrison, a spokesperson for the Marine Corps, said the service currently operates the Reapers under a contractor-owned, contractor-operated agreement.

“The MQ-9 Reaper provides increased lethality to the Marine Air-Ground Task Force by providing persistent intelligence, surveillance and reconnaissance and strike capability, which the Marine Corps has not previously possessed in an unmanned system,” Harrison said. 

Bryan Clark, a senior fellow at the Center for Strategic and Budgetary Assessments, said the drones would support the service in surveillance and electronic warfare in the South China Sea, armed reconnaissance in Iraq, Afghanistan, Syria and Africa and power competition against Russia and China. Congress has yet to approve the funding for the FY20 budget proposal.

NOAA Releases Online Water Level Forecast Tech

The National Oceanic and Atmospheric Administration unveiled an online tool to help users prepare and handle the effects of coastal flooding. The Coastal Inundation Dashboard is designed to deliver 48-hour water level forecasts, storm surge information and historic flooding data through the use of real-time information gathered from 200 coastal water level stations, NOAA said Friday. 

“The Coastal Inundation Dashboard, like OceanReports and other National Ocean Service online tools, brings vast amounts of NOAA’s data together to benefit businesses and communities that drive our nation’s blue economy,” said Nicole LeBoeuf, acting director of national ocean service at NOAA.

The agency noted that the platform will help coastal residents and decision makers validate flooding risks and allow fishermen to secure tidal information. The platform will also enable access to Storm QuickLook, an information tool built to provide cyclone track forecast and storm surge warnings to users.

FCC Eyes Change in Aviation Safety Regulations

The Federal Communications Commission proposes to modify policy on its Aviation Radio Service to accommodate modern avionics technology, boost aeronautical spectrum efficiency and promote aviation safety. FCC said Thursday its changed rules are designed to modernize communications between aircraft and ground-based telecommunications stations.

The Aviation Radio Service works to facilitate aircraft movement, support flight safety and ensure that aviation communications are functioning properly. The commission proposes a set of rules to guide the technical and service aspects of the Aeronautical Mobile Airport Communications System, a platform designed to facilitate airport surface operations via broadband technology. FCC’s proposal also includes new rules for detection procedures in environments that constrain pilot vision.

Notice of an Initial Enrollment Period for Our Electronic Consent Based Social Security Number Verification Service

The Social Security Administration will open the enrollment period for an electronic system developed to help permitted entities accept electronic consents. The Consent Based Social Security Number Verification tool works to validate if an SSN holder’s information matches social security records, the agency said Friday.

The system will require the SSN holder to provide a written and signed consent to show social security information. In addition, the platform will provide a notification if the SSN holder is deceased. Permitted entities may submit their applications from July 17 through July 31 and will be required to provide payment to assist in the development of the platform. SSA intends to launch eCBSV in June 2020 with further plans to expand the user count within six months.
