NIWC Atlantic Helps Navy Sustain F-35 Logistics Management System

Naval Information Warfare Center Atlantic works to support the technical needs of a platform to manage the F-35 aircraft’s logistics activities. The Autonomic Logistics Information System facilitates the aircraft’s operations, maintenance, prognostics, supply chain, customer support services, training and technical data in one integrated platform, the U.S. Navy said Thursday. 

NIWC delivers software and architecture engineering, installation and testing support to keep ALIS running for the Navy’s F-35 operations. 

“NIWC Atlantic is strategically placed to bring new capabilities at a reduced cost to the program with a focus on products, people and processes,” said John Smith, information technology systems architect at NIWC Atlantic. The center functions to address the information warfare needs of the Navy, as well as joint forces.

Sandia Nat'l Labs Developing AI Capabilities for Hypersonic Vehicles

The Department of Energy’s Sandia National Labs is working to integrate automated technology into hypersonic vehicles to support flight and mission planning and improve aircraft survivability, National Defense reported Thursday.

Alex Roesler, deputy director of Sandia’s integrated military systems center, said that automating mission and flight planning for hypersonic aircraft would accelerate testing operations that normally require extensive expert input and take weeks to plan during the U.S. Army’s Mad Scientist event in Texas.

“What we think is needed are solutions that are artificial intelligence- and machine learning-based that automates that analysis,” he noted.

The lab is collaborating with various universities to develop AI-driven aerospace platforms as part of the Autonomous New Mexico research initiative. Sandia is conducting tests to support the development of hypersonic vehicles over the past three decades.

Federal CISO Calls for Scalable Approach to Secure Supply Chain

Grant Schneider, federal chief information security officer, said the government should expand its approach for providing security to the federal supply chain to stay ahead of the latest threats, Nextgov reported Thursday.

The government implements government-wide restrictions to secure networks and contractors. Russian firm Kaspersky Lab and Chinese companies ZTE and Huawei were previously banned from selling products in the U.S. government due to alleged ties to foreign spies. However, Schneider said preventing technologies from entering the government is not enough.  

“In my mind, they’re really whack-a-mole solutions to a challenge that we need a far more systemic approach to,” he said at the McAfee Security Through Innovation Summit.

The federal CISO suggests incentivizing cybersecurity in the marketplace and encouraging agencies, companies and individuals not to buy the cheapest products and services to assure security. Schneider serves as the head of a newly-established federal council that monitors threats to the government supply chain.

DoD Undersecretary Ellen Lord Meets with Exchange Program Participants

Undersecretary of Defense for Acquisition and Sustainment and 2019 Wash100 Award recipient Ellen Lord conducted a meeting with the participants of the Department of Defense’s Public-Private Talent Exchange initiative.

The initiative has assigned private sector employees to civilian defense positions and vice versa to allow the participants to comprehend each area’s operations and share practices, DoD said Thursday. The participants shared their experiences during the performance of their assignments and gave recommendations to reinforce the program for future participants.

“This program presents an incredible opportunity for development and growth, I strongly recommend those interested step up and take advantage,” said Lord.

The agency will proceed with the next batch of exchange participants in January 2020.

Lauren Knausenberger: Air Force Accelerating Accreditation Process for SaaS Apps

Lauren Knausenberger, director of cyberspace innovation at the U.S. Air Force, said the service is developing methods to speed up the accreditation of software-as-a-service applications to handle controlled unclassified information, FedScoop reported Thursday. 

Knausenberger said at the Security Through Innovation Summit Thursday that she is working with Wanda Jones-Heath, the Air Force’s chief information security officer, on a pilot that intends to accelerate the assessment and authorization of SaaS apps used to handle data at Impact Level 4 based on the Department of Defense’s cloud security requirements.

“I expect that we will be able to accredit some SaaS offerings in a month or less. It could be faster if they had everything ready to go and we had a team ready to go test anything that was needed to be tested,” she said at the event.

CIO Andrea Norris on NIH’s Core Data Network, Digital Transformation Effort

Andrea Norris, chief information officer at the National Institutes of Health, said her office moves approximately 6 petabytes of data each day through a core computational network, Federal News Network reported Thursday.

“Our backbone network is one core because the predominant data that we’re moving through there is scientific by far, but we do have set up in some cases, we architect virtual local networks for specialized scientific instrumentation,” Norris said on the network’s Federal Monthly Insights – Digital Transformation. “We also have a scientific — what’s referred to as a scientific DMZ that can be used for dedicated needs for fast traffic, for science purposes.”

Norris, who also serves as director of NIH’s Center for IT, said the center collaborated with key leaders of the Department of Health and Human Services to implement the Federal Information Technology Acquisition Reform Act in a way that shows the diverse missions of HHS. She also noted that her office sought outside experts to update the network to handle big data workloads as part of a digital transformation effort launched five years ago.

Officials from FBI and the Department of Homeland Security said that agencies should look at the advantages and potential risks of integrating emerging technologies, like the cloud, 5G network and augmented reality, into their operations, GovernmentCIO Media & Research reported Thursday.

Federal agencies are exploring the cloud that could increase flexibility and accessibility of data. However, the migration may also put sensitive information at risk of interference. For the FBI, moving to the digital platform could allow hackers to manipulate digital evidence, said Jeremy Wiltz, assistant director of the FBI’s enterprise services division.

The rise of 5G network has advantages and some challenges. Agencies should maintain integrity of older technologies 4G and LTE to provide a roadmap for how to secure communications over 5G. Another emerging technology that’s gaining attention is augmented reality. For some agencies, AR could help understand new information technology capabilities and threats through simulation. 

Brian Gattoni, chief technical officer at Cybersecurity and Infrastructure Security Agency under the Department of Homeland Security, said the technology could secure critical infrastructures and manage cyber risks for national security. The technology can also help train cybersecurity professionals to prepare for future threats.

GAO: Agency Officials Need Improved Knowledge of Post-Disaster Contracting

A new report by the Government Accountability Office calls for agencies to improve how they award contracts to help businesses recover and rebuild in disaster-hit areas. The report issued on Wednesday highlights the contracting activities of the Federal Emergency Management Agency, U.S. Army Corps of Engineers, the Defense Logistics Agency and the Coast Guard during the 2017 disaster season.

The government released $5 billion in contracts to support local businesses in disaster response and recovery efforts after hurricanes Harvey, Irma, Maria and the California wildfires that hit 15 percent of the population. GAO found that during this period officials from the four agencies were not efficiently familiar with the process to grant post-disaster contracts, including the planning process, regulations and justifications for awards. 

To address the planning challenges, GAO recommends that federal agencies issue guidance on contracting process and requirements and that the Department of Homeland Security reopen its national interest action code to allow agencies to monitor and track data on contract actions.

US-China Security Review Commission Seeks Action on Chinese Space Dev't

Experts from the U.S.-China Economic and Security Review Commission urge lawmakers to take action as China continues to advance its space-related activities, Space News reported Thursday. Members of the commission, which was established in 2000 to analyze the national security impacts of U.S. trade relations with China, testified before Congress on the actions the government must take to address China’s space achievements and growing anti-satellite arsenal.

According to Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics and 2019 Wash100 Award winner, the service branch is investing technologies to address potential threats. Todd Harrison, a senior fellow at the Center for Strategic and International Studies, said the Department of Defense must improve deterrence and develop satellite communications capabilities with advanced encryption and anti-jamming features.

“Ultimately, to effectively deter conflict from extending into space we must credibly communicate that we are prepared to fight a conflict that extends into space,” he added.

Mark Stokes, executive director of the Project 2049 Institute, warned that China’s counter space technologies could potentially target U.S. space assets including GPS, communications and reconnaissance capabilities.

Michael Griffin: DoD Labs Must Work, Collaborate to Support Warfighters

Michael Griffin, undersecretary of defense for research and engineering and 2019 Wash100 Award recipient, highlighted the mission of the Department of Defense’s organic laboratories during DoD Lab Day. He said that laboratory engineers must work with a balance between speed, diligence and quality to boost the military’s lethality and protection, DoD said Thursday.

These organic laboratories work on emerging weapons, medicine and other technologies that haven’t been commercialized in the private sector. Griffin emphasizes the importance of the speed and direction in laboratory work and noted that the U.S. must be technologically ahead of adversaries. The former NASA administrator also discussed the significance of multi-branch collaboration across the department. 

Maj. Gen. William Cooley, who commands Air Force Research Laboratory, said that they work with other defense laboratories, other government agencies, industry and academia, as a follow up to Griffin’s statement. DoD Lab Day is a congress-recognized science and technology event that takes place every two years.
