Trump-Kim Agreement to Advance US-North Korea Relations, DenuclearizationPresident Donald Trump and North Korean leader Kim Jong Un have signed an agreement to establish U.S.-North Korea relations and reaffirm the Asian country’s commitment to conclude denuclearization efforts on the Korean peninsula in support of the Panmunjom Declaration signed in April, CNBC reported Tuesday.

Trump and Kim signed the joint statement on Tuesday during their summit in Singapore.

The agreement also covers the U.S. commitment to offer security guarantees to the East Asian country, development of a peace regime on the Korean peninsula and commitment of both countries to recover the remains of prisoners of war and missing soldiers to facilitate their repatriation.

Secretary of State Mike Pompeo and his North Korean counterpart will lead follow-on negotiations to immediately carry out the summit’s outcomes, according to the agreement.

DoD Program Offers Mobile Communication Services for Military, Civilian UseThe Defense Information Systems Agency has implemented initiatives to simplify the review process for mobile applications, increase security and expand the availability of tablet devices for Defense Department military and civilian personnel.

Approximately 1,600 customers use the classified communications service from the DoD Mobility Program, DISA said Monday.

Jake Marcellus, the program’s manager, told audience at a recent Armed Forces Communications and Electronics Association-hosted symposium that DISA has provided unclassified mobility services to more than 100,000 civilians and service members.

The agency collaborates with authorization officials to determine requirements and accelerate the process to approve mobile apps designed for DOD Mobility Unclassified Capability users.

DISA also completed the first phase of mobile endpoint protection development project and chose two vendors to test a prototype during the second phase.

Frank Cabral Jr., the program’s deputy portfolio manager, said the agency plans to implement a third DOD Mobility Classified Capability gateway outside the continental U.S.

The platform is scheduled to be completed by the end of 2018.

DISA also started to offer an Android tablet designed to support non-data at rest and at the DMCC-Secret level, as well as secure voice communications via the Defense Red Switch Network and Defense Enterprise Email systems.

The agency intends to conduct a pilot test of a Windows 10 DMCC-S tablet built to support data at rest.

House Science Committee Eyes Legislation for Space Traffic ManagementRep. Lamar Smith, R-Texas, who chairs the House Science Committee, announced at a Secure World Foundation panel discussion that Congress is considering legislation to address issues on space traffic management, Space News reported Monday.

Smith said the legislation will aim to oversee in-orbit objects and warn satellite operators of possible collisions.

Mike Mineiro, staff director of the committee’s space component, said later in the discussion that he is meeting with different stakeholders to talk about space traffic management issues that the bill would need to address.

The committee intends to pass a draft of the bill this year, as Smith will retire at the end of 2018, the report noted.

USACE Submits Army Civil Works Project Plan to CongressThe U.S. Army Corps of Engineers has submitted its proposed appropriations for the 2018 Army Civil Works initiative to Congress, as part of an act that President Trump signed in March.

R.D. James, assistant secretary of the Army for Civil Works, said in a statement published Monday that the work plan includes funding for studies and construction projects to modernize infrastructure and improve the economy and environment.

The Consolidated Appropriations Act of 2018 allocates $6.8 billion for the Army Civil Works program, of which $6.4 billion will be used for: investigations; construction, operations and maintenance; Mississippi River and tributaries; and the Formerly Utilized Sites Remedial Action Program.

USACE reported in its work plan that $4.6 billion for the five accounts will be allocated to specific programs, projects and activities, while $1.8 billion will be subdivided into different categories and subcategories such as navigation, flood risk management, other authorized project purposes and FUSRAP.

USACE aims to complete 39 feasibility studies, four projects in the program’s pre-construction engineering and design phase and 13 construction efforts.

Senators Aim to Keep Commerce Dept’s Penalties on ZTE Via Amendment to FY 2019 NDAASenators announced plans to add a bipartisan amendment to the fiscal 2019 National Defense Authorization Act that would retain the Commerce Department’s penalties against Chinese telecommunications firm ZTE for breaching U.S. sanctions on North Korea and Iran, The Hill reported Monday.

The proposed amendment would also prevent U.S. agencies from purchasing telecommunications services and equipment from ZTE and Huawei and preclude them from offering loans and subsidies to both Chinese firms.

Senate Minority Leader Charles Schumer (D-N.Y.) worked with Sens. Tom Cotton (R-Ark.), Marco Rubio (R-Fla.) and Chris Van Hollen (D-Md.) on the amendment.

The proposed measure is in response to the Commerce Department’s announcement on Thursday that it struck a new deal that would allow ZTE to resume business with the U.S. in exchange for the payment of a $1 billion fine and $400 million in escrow for future violations.

The new agreement also calls for the introduction into ZTE of a team of coordinators selected by the department’s bureau of industry and security to monitor the company’s compliance with U.S. export control laws for a 10-year period.

Sen. Kamala Harris, D-Calif., has introduced a bill that seeks to form a Defense Department-led consortium to coordinate quantum computing research efforts between government, academic and commercial entities.

The Quantum Computing Research Act would establish the Quantum Computing Research Consortium to offer grants and manage public-private sector collaboration, according to an article published Thursday on Harris’ website.

The bill would assign the Army Research Laboratory, Office of Naval Research, the Office of Science and Technology Office and National Quantum Initiative members to lead an East/West Quantum Consortium of Partner Universities and Companies.

“Quantum computing is the next technological frontier that will change the world and we cannot afford to fall behind,” Harris said.

“It could create jobs for the next generation, cure diseases, and above all else – make our nation stronger and safer.”

The Fiscal 2018 National Defense Authorization Act signed into law in December mandates the Pentagon to create a quantum research program.

Robins AFB to Host Advanced Battle Management System Initial ComponentsRobins Air Force Base will house the initial components of a new Air Force platform designed to manage information on air and space intelligence, surveillance and reconnaissance.

The Advanced Battle Management System is geared to provide increased situational awareness for commanders by integrating battlefield surveillance information, Hill AFB said Thursday.

The Air Force selected Robins AFB for the base’s existing infrastructure and intends to continue using the E-8 Joint Surveillance Target Attack Radar System throughout the 2020s as the service transitions to the ABMS.

The ABMS network will consist of a fusion center, supporting activities and Robins-based remotely piloted aircraft equipped with sensors for gathering battlefield information.

Implementation of the ABMS is among USAF’s efforts to increase lethality and resiliency of the service’s force.

Heather Nauert, a spokesperson for the State Department, reportedly held a meeting to talk about the recent leaks at the agency, Axios reported Thursday.

A source familiar with the public affairs meeting said those leaks involved the release of an article about the plan to retain Brett McGurk, a special envoy appointed under the Obama administration, for another six months and a news story on Palestinian funding.

“The unauthorized release of information, whether it’s classified or not, is always a concern of the State Department,” Nauert told Axios.

“It can jeopardize ongoing operations and negotiations in which the State Department is involved,” she added.

Nauert noted that the diplomatic security bureau serves as the law enforcement and security arm of the State Department with a mission to “provide a secure environment for the conduct of U.S. foreign policy.”

OMB Selects 3 Federal Departments for Initial Technology Modernization Funding RoundThe Office of Management and Budget has awarded the first round of funds totaling $45 million to help federal government organizations modernize information technology systems.

The departments of Housing and Urban Development, Energy and Agriculture have secured initial funding awards under the Technology Modernization Fund, the Office of the Federal CIO said Thursday.

HUD received $20 million to accelerate the migration of its mainframe applications, while USDA landed $10 million to build the farmers.gov customer experience portal.

DOE will use $15 million in efforts migrate the department’s email service to enterprise cloud infrastructure.

“The board believes these projects deliver citizen benefits, meet the specific technology transformation goals defined in the MGT Act, have agency leadership support, and contains effective cost savings strategy that are at the heart of the TMF model,” said Suzette Kent, federal CIO and chairwoman of the TMF board.

HHS Seeks Input on Public-Private Healthcare Workgroup StructureThe Department of Health and Human Services is asking for comments on how to structure a workgroup to facilitate high-level discussions between HHS leaders and outside parties that support innovation or invest in the healthcare sector.

A Federal Register notice posted Thursday says the department plans to create a workgroup to explore technological approaches to address healthcare challenges and drive communication activities meant to encourage industry competition.

HHS intends for the proposed forum to attract healthcare companies; incubators, accelerators and startups; investors, private equity and venture capital firms; lenders and innovators.

The department will accept comments within 30 days following the release of the request for information.
