Fiscal 2018 Spending Bill Allocates $34.5B for DOE


Fiscal 2018 Spending Bill Allocates $34.5B for DOEThe Energy Department will receive $34.5 billion in fiscal 2018 funds as part of a $1.3 trillion spending bill signed by President Donald Trump.

DOE said Friday the omnibus allocates a total of $17.98 billion for science research, energy efficiency and renewable energy, environmental management, nuclear and fossil energy and  Advanced Research Projects Agency-Energy programs.

The authorized department budget sets aside $500 million to fund exascale computing projects and another $100 million to support infrastructure cybersecurity efforts.

The National Nuclear Security Administration will receive a funding increase, DOE added.

The bill includes a provision to block sale, barter or transfer of 600 metric tons of uranium from the department’s Portsmouth, Ohio site.

White House Introduces National Space StrategyPresident Donald Trump has unveiled a new strategy that aims to advance industry partnerships and regulatory reforms in a push to help the U.S. maintain its competitive edge in space technology and services.

A White House fact sheet published Friday the National Space Strategy seeks to continue the U.S. space exploration tradition, deter and defeat space domain threats and promote the development of new space systems to ensure national security, scientific knowledge and economic prosperity.

The new initiative builds on the National Security Strategy that Trump unveiled in December 2017 and has four pillars that seek to advance U.S. leadership in space.

Those pillars include the need to transform space architectures to build up resiliency; strengthen warfighting and deterrence options; enhance foundational processes and capabilities through improved procurement methods and situational awareness; and support local and international environments through streamlined regulatory policies and frameworks.

F-35C Aircraft Passes Carrier Qualifications on USS Abraham LincolnThe U.S. Navy‘s USS Abraham Lincoln aircraft carrier has served as grounds for the F-35C Lightning II’s carrier qualification testing and completion.

Pilots within strike fighter squadrons 125 and 101 flew the F-35C through 140 obstacles to qualify the aircraft for day and night use, in preparation for operational testing anticipated later in 2018, the U.S. Navy said Friday.

The aircraft also exhibited its foldable-wing feature, a component needed for operating alongside other platforms such as F/A-18C Hornets, F/A-18E/F Super Hornets and EA-18G Growlers as part of a carrier-based full air wing.

As part of the aircraft’s underway period, the USS Abraham Lincoln was equipped with the F-35’s Autonomic Logistic Information System, a platform that integrates and manages mission planning, maintenance, supply chain and sustainment data associated with the aircraft.

Previously, the carrier’s pilots pioneered the operational use of the Joint Precision Approach and Landing System through a carrier qualification effort that was held in late 2017.

The JPALS makes use of global positioning system technology to guide F-35Cs in landing through all types of weather.

Report: FY18 Budget Includes Funds for A-10 Aircraft Wing ReplacementThe $1.3 trillion omnibus budget bill for fiscal year 2018 will fund the production of new wings for the U.S. Air Force‘s A-10 Warthog aircraft, Defense News reported Friday.

The spending measure includes $103 million for the A-10 wing replacement program and will cover funds needed to restart the A-10 wing production line and procure the first four wing sets.

President Donald Trump signed the omnibus spending bill on Friday after Congress passed the legislation on Thursday.

The Air Force said in a draft request for proposals posted in February that it could purchase up to 112 wing sets.

A draft schedule noted that the service branch plans to release a final RFP in April and award a contract as early as March 2019.

The Air Force has rewinged 173 A-10s and currently operates 109 Warthogs with their original wings.

Janet Vogel to Serve as HHS Chief Information Security OfficerJanet Vogel, deputy chief information officer at the Center for Medicare and Medicaid Services, will serve as chief information security officer of the Department of Health and Human Services beginning April, Federal News Radio reported Friday.

Vogel will succeed Chris Wlaschin, who will step down from the post on March 31 due to personal reasons.

Vogel has 40 years of civil service experience, including more than 20 years within HHS and 15 years of executive leadership at CMS.

She previously served as director for the financial management systems group in CMS’ Office of Financial Management, where she led the development, implementation and management of an internet-based accounting platform called the Healthcare Integrated General Ledger Accounting System.

Vogel also worked at the Treasury Department as director of technical operations for the HRConnect human resources management system and at the Federal Aviation Administration as director of policy for the chief information officer.

Cybercom’s ‘Command Vision’ Aims to Maintain Superiority in Cyber DomainThe U.S. Cyber Command has issued a new strategy that seeks to help the command achieve and maintain superiority in the cyber space domain, the Lawfare blog reported Friday.

Cybercom’s “Command Vision” supports the National Defense Strategy unveiled by the Defense Department in January and aims to counter cyber threats posed by adversaries.

The document details five imperatives that Cybercom needs to implement in order to maintain its competitive edge in cyber space and one of those is to explore emerging technologies to ensure overmatch of adversary capabilities.

The other four imperatives call for the command to build up cyber advantages to improve operations across all domains; develop information advantages to back operational outcomes by enhancing information warfare options; facilitate agility and speed for cyber operations in investments and policy guidance; and expand partnerships with the private sector, other agencies and allies.

The guidance mentions diplomatic risk and the use of a “high-demand, low-density maneuver force” as the two primary risks.

The command will work to mitigate these risks through efforts that seek to boost the resiliency of DoD platforms against threats and collaboration with allies and coalition partners.

The document cites the Functional Campaign Plan for Cyberspace operations and the plan’s role in the implementation of the command’s vision.

Trump Signs $1.3T Omnibus Measure With Over $60B Increase in Defense FundingPresident Donald Trump on Friday signed a $1.3 trillion omnibus spending bill that will fund government operations through the end of fiscal 2018 and authorize $654.6 billion for the Defense Department, DoD News reported Friday.

Trump signed the measure hours after Congress passed the budget package to avert a government shutdown.

The president said the omnibus bill’s defense budget reflects an increase of at least $60 billion from the fiscal 2017 defense spending.

“Together, we are going to make our military stronger than ever,” Defense Secretary James Mattis, a 2018 Wash100 recipient, said in a news conference Friday at the White House.

Vice President Mike Pence, Commerce Secretary Wilbur Ross and Kirstjen Nielsen, secretary of the Department of Homeland Security and a 2018 Wash100 recipient, were also present at the news conference.

Investor’s Business Daily reported that Lockheed Martin, Boeing, Raytheon, Northrop Grumman, United Technologies Corp., Huntington Ingalls Industries and General Dynamics are among the companies that will stand to benefit from the increase in defense spending under the omnibus measure.

The defense appropriations bill within the package would allocate funds for the procurement of 24 Boeing-built F/A-18 Super Hornet aircraft; $2.9 billion for 20 additional Lockheed-made F-35 fighter jets; $178 million for Raytheon-made SM-3 interceptors; and $84 million for six more Northrop-built MQ-8 Fire Scout unmanned helicopters.

General Dynamics’ Electric Boat subsidiary and HII’s Newport News Shipbuilding division are also expected to benefit as the U.S. Navy prepares to receive a $2.6 billion increase in shipbuilding funds for fiscal 2018, the report added.

Report: Congress Wants Justification of DoD’s Proposed Single-Award Cloud Procurement ContractCongress has asked Defense Secretary James Mattis to submit two reports that would explain the Defense Department’s decision to pursue a single-award contract for the Joint Enterprise Defense Infrastructure Cloud program and offer a justification for the program’s contract duration, cost and format, C4ISRNET reported Thursday.

Lawmakers stated their request through an omnibus spending bill recently passed by Congress.

“There are concerns about the proposed duration of a single contract, questions about the best value for the taxpayer and how to ensure the highest security is maintained,” according to the spending package’s draft.

Congressional concerns over the cloud program came weeks after DoD released a draft solicitation for the potential 10-year JEDI Cloud contract.

Air Force Installation & Contracting Agency Achieves $1B Cost Savings Through Alternative Business PracticesThe U.S. Air Force‘s Installation and Contracting Agency has achieved approximately $1 billion in cost savings using alternative ways to procure goods and services.

AFICA employed a cost savings tracker, strategic partnerships and acquisition strategies to meet goals under the Air Force Materiel Command’s strategic plan, the Air Force said Thursday.

Renee Richardson, AFICA executive director, said the agency encouraged contracting personnel to apply good business practices, including the use of business intelligence to support their decision making.

Richardson added that AFICA promotes alternative measures that can help optimize the acquisition of goods and services for warfighters.

Examples of these processes include an effort of the 366th Contracting Squadron to pursue $155,000 in energy-efficient contracts that include LED street lights and window tinting for the 366th Fighter Wing in Mountain Home Air Force Base.

The 366th Contracting Squadron also replaced dining facility to-go containers with a reusable product designed to last for five years and save the wing $14,000 annually.

The 354th Civil Engineer and 354th Contracting Squadrons at Eielson AFB entered an intergovernmental support agreement with Alaska’s Transportation Department to stripe 46 miles of highway at three military installations in the state.

Richardson said the agreement will help cut annual costs by about 46 percent and boost safety on the covered roadway.

Navy Completes Tests for New Mine Detection Drone SystemThe U.S. Navy has completed tests for a drone-based mine detection system made to deploy from littoral combat ships, Military.com reported Thursday.

The Coastal Mine Reconnaissance system makes use of an MQ-8B Fire Scout drone and an AN/DVS-1 Coastal Battlespace Reconnaissance and Analysis or COBRA sensor to detect mines and obstacles on surfaces and coastal areas.

The MINEnet Tactical web system is also employed to facilitate the CMR’s command and control functions for mine warfare.

The Navy commenced the tests from the USS Coronado, having conducted nine exercises that were evaluated based on shore-based mission-tasking, planned mission flying and data analysis performance.

The service branch also seeks to employ drones built to identify and destroy enemy mines after detection, the report noted.
