Navy Secretariat Seeks to Modernize Business Operations Through ReorganizationThomas Modly, undersecretary of the U.S. Navy, has issued a memorandum to reorganize secretariat functions in a push to accelerate alignment and modernization of business operations across the Department of the Navy.

He said in the memo published Friday that he will lead a new Office of the DON Chief Management Officer that will replace the deputy undersecretary for management position.

The OCMO will oversee enterprise transformation efforts related to naval audit outcomes and financial accountability; data strategy; systems modernization and rationalization; and business reform throughout the Navy and U.S. Marine Corps.

Modly added he will assume DON Chief Information Officer responsibilities and authorities and keep a small Office of the CIO for statutory compliance.

The Navy’s N2/N6 and the Marine Corps’ C4/CIO will serve as DON CIO Deputies.

House lawmakers have called on the Senate to speed up the confirmation of Rep. Jim Bridenstine (R-Oklahoma) for the NASA administrator role in light of Robert Lightfoot’s decision to retire as the agency’s acting chief by the end of April.

Rep. Brian Babin (R-Texas), chairman of the House space subcommittee, and several fellow lawmakers sent a joint letter Monday to Senate Majority Leader Mitch McConnell (R-Kentucky) and Senate Minority Leader Chuck Schumer (D-New York) to express support for Bridenstine’s nomination.

The legislators told the Senate leaders that NASA needs to have a Senate-confirmed administrator in place to decide on several space exploration programs such as the future of the International Space Station, development of space architecture to support lunar and Mars missions and the launch of the Space Launch System and Orion spacecraft.

The lawmakers also cited Bridenstine’s leadership experience and technical capacity as well as his naval aviation career and contributions to the American Space Commerce Free Enterprise Act and the 2017 NASA Transition Authorization Act as a House space subpanel member.

Report: White House Management Agenda Cites IT Modernization, Data Use as Transformation DriversThe White House has released President Donald Trump’s management agenda that aims to modernize the federal government through mission, delivery of public services and stewardship of taxpayer funds, Nextgov reported Tuesday.

The president’s management agenda unveiled Tuesday in Kansas City, Missouri, will work to achieve those goals through three drivers of transformation that include information technology modernization efforts; data, accountability and transparency programs; and the need to align the federal workforce with evolving mission requirements.

Margaret Weichert, deputy director for management at the Office of Management and Budget, told the publication the White House Office of American Innovation will continue to serve as a “catalytic engine” on federal IT modernization initiatives and work with OMB on such efforts.

“But we are definitely, with the launch of the president’s management agenda and the launch of the Technology Modernization Fund and the centers of excellence, we’re in the execution phase,” Weichert said.

“This is a journey we will be on and we will be working as a team across the executive branch,” she added.

The agenda noted that that administration seeks to improve the federal government’s information systems to facilitate the delivery of public services.

Such a goal calls for the adoption of cloud-based email and collaboration tools to enhance citizen-facing services, deployment of cybersecurity platforms to address cyber risks and development of a modern IT workforce, according to the document.

Stephen Maranian: Army Eyes Long-Range Precision Fires Tech Demo in 2 YearsThe U.S. Army plans to demonstrate precision-strike missiles, ramjet projectiles, hypersonics and other technologies under the Long-Range Precision Fires program within the next two years, Defense News reported Tuesday.

Brig. Gen. Stephen Maranian, LRPF cross-functional team lead, told the publication in a Monday interview that the service needs to upgrade its surface-to-surface fire capabilities to ensure a “clear overmatch” against potential threats.

“To that effort, we are looking at how do we increase our range, how do we increase our lethality and how do we increase our volume of fires, not just in the missile area, but at echelon,” Maranian added.

He noted that the LRPF CFT intends to convert the Army’s self-propelled M109A7 howitzer into extended-range cannon artillery, begin development work on an autoloader to boost the cannon’s volume of fire and further develop the LRPF capability to home in on targets at “strategic ranges.”

The service also plans to demonstrate missile prototypes from Lockheed Martin and Raytheon in 2019, Maranian said.

The Army awarded Lockheed a $73.8 million contract and Raytheon a $116.4 million contract to build prototype missiles under the LRPF program’s technological maturation and risk reduction phase.

Report: Senate Approves Kevin McAleenan as CBP Commissioner

The Senate has approved President Donald Trump’s nomination of Kevin McAleenan to lead the U.S. Customs and Border Protection through a 77-19 vote, The Hill reported Monday.

McAleenan, who has served as CBP commissioner on an acting basis since January 2017, was nominated for the full-time position in March of last year.

He manages approximately 60,000 CBP personnel and the agency’s $13 billion annual budget for border security, counterterrorism and trade enforcement programs.

Previously, McAleenan held the deputy commissioner role and helped develop strategies to guard U.S. borders against terrorist attacks and transnational criminal networks.

The 12-year Senior Executive Service member received a Presidential Rank Award in 2015.

CBO: Navy’s 355-Ship Goal Under 2 Alternatives Would Cost Over $100B Annually Over Next 30 YearsThe Congressional Budget Office has said the U.S. Navy’s plan to increase its combat fleet size to 355 ships under the first two alternatives would cost an average of $103 billion to $104 billion in 2017 dollars a year over the next three decades.

CBO said Wednesday the Navy would meet its 355-ship goal through the construction of more vessels in the next 20 years under the first alternative that includes 12 aircraft carriers, 12 ballistic missile submarines, 68 attack submarines and 104 large surface combatants by 2037.

Under the second alternative, the service would need to spend an average of $104 billion per year through 2047 and could attain its target fleet size by 2028 through service life extension programs and use of a new-ship construction schedule.

CBO estimated that the military branch would need to spend an average of $91 billion each year over the next 30 years to maintain a fleet of 280 ships similar to the current fleet size and composition under the third alternative.

The fourth alternative would cost the Navy an average of $82 billion annually over the next three decades with a fleet size of 230 ships constrained to historical funding levels.

The Navy would need to spend an average of $26.7 billion in 2017 dollars per year to meet its 355-ship target by solely using the new-ship construction model, according to the report.

CBO’s report showed that Navy’s annual operating costs for a 355-ship size by 2047 would be 68 percent higher than the costs the service spends each year to operate today’s fleet of 280 ships.

Randy McIntire: Army Plans THAAD-Patriot Systems Integration Within 2 YearsThe U.S. Army plans to combine the Terminal High Altitude Area Defense system and the Patriot air-and-missile defense platform within two years to facilitate communications between the two equipment and support the development of the service’s Integrated Air and Missile Defense Battle Command System, Defense News reported Monday.

Brig. Gen. Randy McIntire, cross-functional team lead for the Army air and missile defense, told the publication in a Wednesday interview the CFT conducted an industry day with the Missile Defense Agency and other stakeholders to address the system integration issue.

“We were able to reprioritize, and some of the things that we were doing to integrate THAAD and Patriot were four and five years away, but we kind of magnified the problem and were able to reprioritize three significant capabilities that we thought would be game-changers with those and actually bring them in about two years to 18 months sooner,” McIntire said.

He noted that the service could potentially incorporate and deploy the integrated THAAD-Patriot systems as a future increment to IBCS.

Australian Air Force Declares Initial Operating Capability for Boeing-Built Poseidon AircraftThe Royal Australian Air Force’s P-8A Poseidon maritime surveillance aircraft, built by Boeing, has reached initial operating capability status five months ahead of schedule.

Australia has received six of 12 P-8As on order to date, RAAF said Tuesday.

The Number 11 Squadron operates the delivered units at a military airbase in Edinburgh, South Australia.

Marise Payne, Australian minister for defense, said the P-8A will succeed the country’s fleet of Lockheed Martin-built AP-3C Orion aircraft that has been in service for nearly four decades.

Air Marshal Leo Davies, chief of RAAF, said the Australian government has invested $3.9 billion to acquire the new maritime patrol aircraft along with Northrop Grumman-made MQ-4C Triton unmanned aerial vehicles.

Chris Liddell, a member of the White House Office of American Innovation, will serve as deputy to John Kelly, the administration’s chief of staff, and oversee policy coordination efforts, CNBC reported Monday.

“Chris is widely respected across the administration and is highly qualified to oversee and coordinate our policy process,” Kelly said in a statement.

Liddell, who also serves as director of strategic initiatives at the White House, will continue to serve as part of the innovation office and help manage the policy process as the organization works to advance government information technology modernization efforts and promote apprenticeships.

He served as chief financial officer at General Motors, Microsoft and International Paper before he joined the Trump administration and previously considered for the National Economic Council director post, the report added.

Rasu Shrestha Appointed to Lead VA's Open API InitiativeRasu Shrestha, chief innovation officer at the University of Pittsburgh Medical Center, has been selected to lead the Department of Veterans Affairs‘s Open Application Programming Interface pledge.

He will oversee the department’s efforts to collaborate with providers to accelerate the mapping pace of healthcare data to industry standards such as Fast Healthcare Interoperability Resources standard, VA said Monday.

VA Secretary David Shulkin announced the API initiative at the Healthcare Information and Management Systems Society Conference.

Eleven providers have signed up to support the program during the HIMSS event and several other institutions have expressed interest to join the pledge, the department noted.

VA has created a Lighthouse Lab open API for developers to produce web and mobile healthcare information technology applications for military veterans.

The department also seeks to facilitate electronic health record interoperability, as well as the design, test and enactment of FHIR API implementation guidelines for the Argonaut Project.

Pledge participants will meet for an initial roundtable discussion in April to set the collaborative approach with the VA and standards community for the application of existing Argonaut implementation guides.
