Report: White House Asks Saudi Arabia to Boost Weapons ProcurementPresident Donald Trump has called on Saudi Arabia Crown Prince Mohammed bin Salman to procure more U.S.-built weapons systems to help generate more U.S. jobs, CNBC reported Wednesday.

Memos of proposed foreign military sales deals from the Defense Security Cooperation Agency and State Department show that Saudi Arabia plans to purchase 153 M1A1/A2 Abrams battle tanks and related equipment from the U.S. government with General Dynamics’ land systems business as the principal contractor for the proposed $1.15 billion deal.

The Middle Eastern country intends to purchase CH-47F Chinook helicopters, missile warning systems and machine guns under a $3.51 billion transaction that lists Boeing and Honeywell as prime contractors.

Lockheed Martin and Raytheon will serve as principal contractors in a proposed $15 billion deal that calls for the delivery of Terminal High Altitude Area Defense system launchers and interceptor missiles to Saudi Arabia.

Saudi also proposed to buy $11.25 billion worth of four multi-mission surface combatant ships and related weapon systems from the U.S. government, the report noted.

The report added that the U.S. has recorded $54 billion in FMS deals with Saudi Arabia in the past nine months.

Navy Secretary Richard Spencer has said the service is in talks with industry over an option that would allow the purchase of at least 10 Block V Virginia-class submarines through a multiyear procurement contract, Inside Defense reported Wednesday.

Spencer, a 2018 Wash100 recipient, told House Armed Services Committee members Tuesday that such an option depends on the availability of resources.

Hondo Geurts, Navy acquisition executive, said the military branch has already received a proposal from General Dynamics’ Electric Boat subsidiary and that it has the capacity to pursue three submarines annually in future fiscal years.

“As we negotiate this upcoming multiyear, we will look at putting the options in for submarines,” Geurts told lawmakers.

General Dynamics announced in January that it would invest up to $2 billion into its shipyards to meet the Navy’s shipbuilding requirements.

The Department of Health and Human Services has chosen Robert Redfield, a more than 30-year public health veteran, to serve as the next director of the Centers for Disease Control and Prevention and administrator of CDC’s Toxic Substances and Disease Registry.

He served in the U.S. Army Medical Corps for two decades and as the founding director of the retroviral research department within the U.S. military’s HIV Research Program, HHS said Wednesday.

After his military service, Redfield established the University of Maryland’s Institute of Human Virology with William Blattner and Robert C. Gallo.

Redfield previously worked as chief of infectious diseases and vice chair of medicine at the UMD School of Medicine.

He was a member of the Presidential Advisory Council on HIV/AIDS from 2005 to 2009 and chaired the International Subcommittee from 2006 to 2009.

He also served on the National Institutes of Health’s AIDS Research Advisory Council and Fogarty International Center Advisory Board, as well as on the Food and Drug Administration‘s Advisory Anti-Infective Agent Committee.

Air Force Gen. John Hyten, commander of the U.S. Strategic Command, has said at a Senate Armed Services Committee hearing that Stratcom is “fully ready” to help protect U.S. and its allies from security threats and deter adversarial attacks, DoD News reported Tuesday.

He told committee members Tuesday that Stratcom functions as a global warfighting command to ensure the readiness, safety and realiability of the country’s strategic capabilities.

“Deterrence in the 21st century requires the integration of all our capabilities, across all domains, enabling us to respond to adversary aggression any time, anywhere,” added Hyten, a 2018 Wash100 recipient.

He pointed to nuclear triad as the backbone of national security and deterrence efforts.

The triad encompasses B-21 bomber aircraft, Columbia-class ballistic missile submarine, nuclear command-and-control, long-range standoff cruise missile, nuclear warhead and ground-based strategic deterrent programs.

The U.S. Army has appointed Col. Scot Doboszenski, distribution global operations director at the Defense Logistics Agency, to serve as commander of the Joint Manufacturing Technology Center.

The Army’s JMTC serves as the Defense Department‘s only integrated manufacturer of metal components and products, DLA said Tuesday.

Doboszenski began his military career in 1993 after graduating from St. John’s University as an Army Reserve Officers Training Corps scholar.

The following year, he was appointed to lead a Korea-based C Company platoon within the 302nd Forward Support Battalion as an executive officer.

In 2000, he began his almost three years of deputy service under the assistant chief of staff for logistics at G4, a position that he would eventually assume himself in 2014.

Doboszenski holds a bachelor’s degree in psychology and a master’s degree in management of information systems from Bowie State University.

Report: Air Force to Test Aircraft-Mounted Laser Weapon in SummerThe U.S. Air Force will perform tests in the summer of a laser weapon that will be installed on fighter jets to counter drones and missiles, Newsweek reported Tuesday.

Jeff Stanley, deputy assistant secretary of the Air Force for science, technology and engineering, told reporters that the laser weapon will undergo ground tests this summer and flight tests next year.

The test is part of the Air Force’s Self-protect High Energy Laser Demonstrator program and will involve a weapon that will work to provide 50 kilowatts of power.

Lockheed Martin secured a $26.3 million contract from the Air Force Research Laboratory in November 2017 to design, develop and manufacture a laser weapon system under the SHiELD program.

The Air Force aims to mount the laser weapon on the F-15, F-22 Raptor and F-35 Lightning II fighter planes as well as future bomber aircraft.

The weapon is intended to disrupt unmanned aircraft systems and ground-to-air, air-to-air and cruise missiles.

Navy Secretariat Seeks to Modernize Business Operations Through ReorganizationThomas Modly, undersecretary of the U.S. Navy, has issued a memorandum to reorganize secretariat functions in a push to accelerate alignment and modernization of business operations across the Department of the Navy.

He said in the memo published Friday that he will lead a new Office of the DON Chief Management Officer that will replace the deputy undersecretary for management position.

The OCMO will oversee enterprise transformation efforts related to naval audit outcomes and financial accountability; data strategy; systems modernization and rationalization; and business reform throughout the Navy and U.S. Marine Corps.

Modly added he will assume DON Chief Information Officer responsibilities and authorities and keep a small Office of the CIO for statutory compliance.

The Navy’s N2/N6 and the Marine Corps’ C4/CIO will serve as DON CIO Deputies.

House lawmakers have called on the Senate to speed up the confirmation of Rep. Jim Bridenstine (R-Oklahoma) for the NASA administrator role in light of Robert Lightfoot’s decision to retire as the agency’s acting chief by the end of April.

Rep. Brian Babin (R-Texas), chairman of the House space subcommittee, and several fellow lawmakers sent a joint letter Monday to Senate Majority Leader Mitch McConnell (R-Kentucky) and Senate Minority Leader Chuck Schumer (D-New York) to express support for Bridenstine’s nomination.

The legislators told the Senate leaders that NASA needs to have a Senate-confirmed administrator in place to decide on several space exploration programs such as the future of the International Space Station, development of space architecture to support lunar and Mars missions and the launch of the Space Launch System and Orion spacecraft.

The lawmakers also cited Bridenstine’s leadership experience and technical capacity as well as his naval aviation career and contributions to the American Space Commerce Free Enterprise Act and the 2017 NASA Transition Authorization Act as a House space subpanel member.

Report: White House Management Agenda Cites IT Modernization, Data Use as Transformation DriversThe White House has released President Donald Trump’s management agenda that aims to modernize the federal government through mission, delivery of public services and stewardship of taxpayer funds, Nextgov reported Tuesday.

The president’s management agenda unveiled Tuesday in Kansas City, Missouri, will work to achieve those goals through three drivers of transformation that include information technology modernization efforts; data, accountability and transparency programs; and the need to align the federal workforce with evolving mission requirements.

Margaret Weichert, deputy director for management at the Office of Management and Budget, told the publication the White House Office of American Innovation will continue to serve as a “catalytic engine” on federal IT modernization initiatives and work with OMB on such efforts.

“But we are definitely, with the launch of the president’s management agenda and the launch of the Technology Modernization Fund and the centers of excellence, we’re in the execution phase,” Weichert said.

“This is a journey we will be on and we will be working as a team across the executive branch,” she added.

The agenda noted that that administration seeks to improve the federal government’s information systems to facilitate the delivery of public services.

Such a goal calls for the adoption of cloud-based email and collaboration tools to enhance citizen-facing services, deployment of cybersecurity platforms to address cyber risks and development of a modern IT workforce, according to the document.

Stephen Maranian: Army Eyes Long-Range Precision Fires Tech Demo in 2 YearsThe U.S. Army plans to demonstrate precision-strike missiles, ramjet projectiles, hypersonics and other technologies under the Long-Range Precision Fires program within the next two years, Defense News reported Tuesday.

Brig. Gen. Stephen Maranian, LRPF cross-functional team lead, told the publication in a Monday interview that the service needs to upgrade its surface-to-surface fire capabilities to ensure a “clear overmatch” against potential threats.

“To that effort, we are looking at how do we increase our range, how do we increase our lethality and how do we increase our volume of fires, not just in the missile area, but at echelon,” Maranian added.

He noted that the LRPF CFT intends to convert the Army’s self-propelled M109A7 howitzer into extended-range cannon artillery, begin development work on an autoloader to boost the cannon’s volume of fire and further develop the LRPF capability to home in on targets at “strategic ranges.”

The service also plans to demonstrate missile prototypes from Lockheed Martin and Raytheon in 2019, Maranian said.

The Army awarded Lockheed a $73.8 million contract and Raytheon a $116.4 million contract to build prototype missiles under the LRPF program’s technological maturation and risk reduction phase.
