Rick Perry, former governor of Texas, has been selected by President-elect Donald Trump to serve as secretary of the Energy Department, the New York Times reported Tuesday.

Coral Davenport writes Perry is former Texas agriculture commissioner before he served as governor of the state from 2000 through 2015.

He graduated from Texas A&M University with a bachelor’s degree in animal science and authored the 2010 book “Fed Up! Our Fight to Save America From Washington,” Davenport added.

Juliet Eilperin and Steven Mufson also report for the Washington Post that wind power capacity in Texas rose to 14,098 megawatts in 2014 from 200 megawatts in 2000 during Perry’s tenure as governor.

The American Wind Energy Association told the publication that Perry helped support the development of transmission lines for the distribution of wind power-based electricity.

Perry, who ran for the Republican nomination for president in 2012 and 2016, is a member of the board of directors of Energy Transfer Partners, Eilperin and Mufson write.

He is likely to advance the development of fossil fuels once he assumes the DOE chief post, the Washington Post added.

Defense Department Updates Law of War Manual; Jennifer O’Connor CommentsThe Defense Department has updated the Law of War Manual in an effort to refresh the principle of proportionality discussion and also revamp other parts of the guide.

DoD said Tuesday the manual instructs DoD personnel on how to implement the laws of war and perform military operations and the new update marks the second since the department issued the guide in June 2015.

“Protecting civilians in armed conflict is critical, and it’s important that our legal guidance is clear and practical,” said Jennifer O’Connor, DoD general counsel.

Proportionality calls for military to discriminate the weapons to use and forces to deploy during conflict to avoid civilian casualties.

The updated manual requires DoD personnel to provide warnings, assess potential civilian casualties and examine weapons to use.

DoD consulted with the public through forums conducted over the past few months to gather idea for improvements on the manual with focus on proportionality.

Marine Corps Conducts Energy Capability Exercise; Brian Magnuson CommentsThe U.S. Marine Corps’ Expeditionary Energy Office has conducted an exercise at Camp Wilson that seeks to build on the military branch’s push for energy efficiency across the force.

The Marine Corps said Friday the energy capability exercise aligns with the U.S. Navy‘s year-long Great Green Fleet initiative that aims to change the way the service uses energy to drive combat effectiveness.

“[We] are demonstrating operational energy technologies that allow the Marine Air Ground Task Force to go further on the same amount of energy,” said Col. Brian Magnuson, director of the Marine Corps Expeditionary Energy Office.

The Expeditionary Energy Office has tapped industry through technical field exercises to explore energy-efficient technologies for the future Marine Corps.

Magnuson noted field artillery cannoneers with 3rd Battalion, 11th Marine Regiment, have begun to use a Ground Renewable Expeditionary Electronics Network System to support energy needs in the field.

The hybrid energy power system uses solar panels and high-energy-density batteries to maintain operations in a deployed environment, the Marine Corps said.

Industry-Led Coalition to Invest $1B for Clean Energy Research; Ernest Moniz CommentsThe Breakthrough Energy Coalition composed of business leaders, entrepreneurs and institutional investors will invest more than $1 billion under a new investment fund that will look to support work for early stage clean energy.

The Energy Department said Monday the Breakthrough Energy Ventures fund will feature an investment vehicle that involves 20 BEC members and offers a model designed to discover opportunities and address challenges of energy innovation.

“The establishment of the Breakthrough Energy Coalition fund highlights the opportunity for countries participating in Mission Innovation to capture this investment potential, and then establish a strong position in that massive market,” said Ernest Moniz, U.S. Energy Secretary, in a statement.

Moniz added that the country’s work on clean energy research has continued to attract support and the combination of public and private investment will help pave the way to scientific and technological discoveries.

President-elect Donald Trump has chosen Exxon Mobil CEO Rex Tillerson for nomination to become the next secretary of state, the New York Times reported Monday.

Michael Shear and Maggie Haberman write Tillerson’s Senate confirmation hearings will likely focus on Exxon Mobil’s business relationships with Russia, where the company has billions of dollars in pending oil contracts after the U.S. government imposed economic sanctions on the country.

Exxon has established joint ventures with Russia-backed oil company Rosneft, and supported health and social programs in the country under Tillerson’s leadership, the Times reports.

James Baker III, secretary of state under then-President George H.W. Bush, and former Defense Secretary Robert Gates recommended Tillerson as a candidate for the post, the report says.

US, Canada Unveil Joint Strategy to Secure North American Electric Grid InfrastructureThe U.S. and Canada have developed a joint strategy that calls for bilateral collaboration and a shared approach to manage security risks to power grid infrastructure in North America.

The Joint United States-Canada Electric Grid Security and Resilience Strategy outlines  outlines approaches to protect the current electric grid, manage contingencies through modernization of response and recovery systems and build a new electric grid that would be responsive to future threats, hazards and vulnerabilities, the White House said Monday.

Both countries plan to implement the strategy in accordance with respective U.S. and Canadian action plans that detail the steps and milestones toward meeting the strategy’s goals.

The White House added that the implementation of the joint strategy will transpire in consultation with various state and provincial governments, regulatory agencies and utilities as well as require coordinated efforts of companies, policymakers and citizens in the two countries.

Danny Marti: White House Unveils Joint Strategic Plan on Intellectual Property EnforcementThe White House has released a new document that details actions to guide federal agencies on the implementation of intellectual property policies over the next three years.

The Joint Strategic Plan on Intellectual Property Enforcement sets four goals for the federal government and one of them is to increase national awareness of the social and economic impacts of IP rights infringement and trade secrets misappropriation, Danny Marti, U.S. intellectual property enforcement coordinator, wrote in a blog post published Monday.

The plan also aims to reduce counterfeiting activities on the internet, promote lawful trade and build up domestic strategies and collaboration worldwide in order to support enforcement of IP policies.

Marti noted the document’s objectives build on the accomplishments made through the previous strategic plan.

Those accomplishments include changes to how agencies collaborate in order to “leverage an all-of-government approach to IP enforcement,” passage of the Defend Trade Secrets Act of 2016 and efforts to fight illicit trade through coordination among trading partners and creation of IP attaches and IP law enforcement coordinators worldwide, Marti wrote.

James Dickinson Confirmed to Head Army Space & Missile Defense Command
James Dickinson

James Dickinson, chief of staff of the U.S. Strategic Command, has received Senate confirmation to serve as commanding general of the U.S. Army‘s Space and Missile Defense Command and the Army Forces Strategic Command.

The Army said Monday Dickinson will also elevate from the rank of major general to lieutenant general.

He was nominated to head SMDC/ARSTRAT in November.

Dickinson also serves as principal adviser to the Stratcom commander and deputy chief and leads operations of the command staff under his current role.

He previously worked as director for test at the Missile Defense Agency and deputy to the inspector general at the office of the Army secretary.

His 31-year military career also includes time as commanding general of the 32nd Army Air and Missile Defense Command in Texas and head of air and missile defense forces in the U.S. Pacific Command, U.S. European Command and U.S. Central Command.

Senate Clears Bipartisan Data Transparency Bill; Sen. Brian Schatz CommentsThe Senate has unanimously approved a bipartisan bill that would provide individuals, government agencies and other organizations access to machine-readable public information at Data.gov.

Sens. Brian Schatz (D-Hawaii) and Ben Sasse (R-Nebraska) introduced the Open, Public, Electronic and Necessary Government Data Act, Schatz’s office said Monday.

Schatz said he will continue to work with Sasse to advance the bill in the next Congress.

The OPEN Government Data Act would also require federal agencies to use government data to facilitate decision making operations as well as ensure privacy and protection of national security data.

Organizations that support the bill include the Data Coalition, Sunlight Foundation, U.S. Chamber of Commerce, Center for Data Innovation, BSA/The Software Alliance and the Taxpayers for Common Sense.

FAA Eyes NextGen Data Comm Service Implementation at 56 Airports by Year’s EndThe Federal Aviation Administration has said it expects to bring the Data Communication service to towers at 56 U.S. airports by the end of 2016 as part of the implementation of the Next Generation Air Transportation System program.

FAA said Data Comm is an air-to-ground data link service that works to help pilots and air traffic controllers send and receive flight instructions through digital text-based messages.

FAA collected operational data on the Data Comm service through trials at Memphis and Newark airports in Tennessee and New Jersey that concluded in January.

Trials showed that Data Comm prototype tools provided tower departure clearances at the two airports.

FAA has tapped Harris Corp. to provide Data Comm engineering and integration services and expects the contractor to complete work by the end of 2019.

The agency also expects initial en route Data Comm services to start in 2019 in order to allow in-flight aircraft to connect to 20 en route centers across the continental U.S.

FAA has partnered with the airline industry in an effort to equip 1,900 airplanes with Data Comm-based avionics systems by 2019.

According to FAA, 1,687 aircraft have been equipped with Data Comm systems as of July 13.
