Joseph Jeu to Retire as DeCA Director & CEO in June

Defense Commissary Agency Director and CEO Joseph Jeu will retire from government on June 3.

DeCA said Thursday Jeu assumed his current role in January 2011 and has since led transformation efforts, provided strategic direction and oversaw the modernization of supply chain management systems at the agency.

Under Jeu’s leadership, DeCA also launched the Enterprise Business Solution initiative that aims to modernize the agency’s legacy business systems.

He joined DeCA from the General Services Administration‘s Federal Acquisition Service, where he served as assistant commissioner for general supplies and services.

Jeu was appointed to the Senior Executive Service in 2000 and worked as assistant commissioner for transportation and property management at the Federal Supply Service.

He also served at the U.S. Marine Corps‘ headquarters where he managed the Marine Corps Commissary System and headed the Marine Corps Services Branch.

Jeu started his more than 38-year government career as a commissary officer at the U.S. Army‘s Troop Support Agency.

Two Senate committees have approved the nomination of Rep. Mick Mulvaney (R-South Carolina) to lead the Office of Budget and Management, Politico reported Thursday.

Jennifer Scholtes writes the Senate Homeland Security and Governmental Affairs Committee and the Senate Budget Committee held party line votes that advance Mulvaney’s nomination on to the full chamber.

Mulvaney said during Senate committee hearings that he would support additional military spending as well as cost-saving reforms to social security and Medicare, The Hill newspaper reported.

Republicans expect Mulvaney to balance President Donald Trump’s plans to cut taxes, boost infrastructure spending and build up the military without entitlement reform if the Senate confirms him, Sylvan Lane wrote.

GAO: DHS Should Establish Performance Evaluation Measures for NCCICThe Government Accountability Office has urged the Department of Homeland Security to establish metrics and methods to assess the performance of the National Cybersecurity and Communications Integration Center.

GAO reported Wednesday NCCIC is required to perform 11 cybersecurity functions and comply with nine principles but the center’s level of adherence is unclear since it has yet to identify the relevance of principles to all functions.

Auditors identified cases where NCCIC implemented functions in line with principles such as efforts to disseminate vulnerability alerts in coordination with industry, academia and national laboratories.

GAO also found instances where NCCIC did not perform functions in accordance with principles such as the requirement to provide technical, risk management and incident response support to federal and nonfederal entities.

NCCIC has yet to develop measures or procedures to assess the timeliness of such efforts, GAO said.

The government watchdog also discovered performance issues such as NCCIC officials’ inability to completely track and consolidate cyber incident reports as well as the potential lack of access to the updated contact information of owners and operators of critical cyber-dependent infrastructures.

GAO called on DHS to determine the applicability of principles; establish metrics to assess performance; and address identified issues, as part of nine recommendations.

IRS Offers Free Electronic Tax Preparation for Mobile Device UsersThe Internal Revenue Service has said taxpayers can now access free electronic tax preparation software through mobile devices such as smart phones or tablets.

IRS said Wednesday private-sector partners that offer free tax preparation and filing software under the IRS Free File program adopted a new design to support access from desktops, laptops, mobile phones and tablets.

Mobile device users can find software products through the Free File Software Lookup Tool which is accessible through the agency’s IRS2Go application or website.

The Free File software works to support free electronic tax preparation, filing and direct deposit of refunds.

IRS noted the 12 providers established eligibility requirements for their respective products based on age, income or state residency.

Active duty military personnel with incomes of $64,000 or less are exempt from the requirements.

Report: US Treasury Lifts IT Product Sales Ban on RussiaThe Treasury Department has lifted the ban on sales of information technology products to Russia, USA Today reported Thursday.

Doug Stanglin writes the department’s office of foreign assets control made some changes on economic sanctions imposed by the previous administration against all transactions and activities with Russia’s federal security service.

Former President Barack Obama banned such transactions amid allegations that the Russian agency launched cyber efforts to influence the U.S. presidential election, Stanglin reported.

White House spokesman Sean Spicer said the Treasury took “a regular course of action” to mitigate unintended effects of sanctions.

18F Cloud Platform Gets FedRAMP Provisional AuthorizationThe General Services Administration’s 18F organization has received a provisional authority-to-operate under the Federal Risk and Authorization Management Program to offer a cloud platform to federal agencies.

FedRAMP’s joint authorization board granted cloud.gov a moderate impact level P-ATO following the completion of a compliance and security evaluation in collaboration with third-party assessment organization Veris Group, according to 18F’s blog post published Thursday.

18F’s cloud.gov is a platform-as-a-service cloud tool that works to help organizations update and host websites, application programming interfaces and other web applications.

According to the post, cloud.gov manages 269 security controls and 41 shared controls with clients required for systems categorized under moderate impact level.

The cloud platform received the P-ATO authorization in January months after 18F started the assessment with JAB teams in August 2016 under the FedRAMP Accelerated process.

DoD Exempts Certain Civilian Positions From Hiring FreezeThe Defense Department has exempted certain civilian positions from the federal hiring freeze that President Donald Trump ordered in a Jan.23 presidential memorandum.

DoD released guidance that lists civilian roles necessary to support national security or public safety responsibilities, the Pentagon said Thursday.

Defense Secretary James Mattis identified necessary functions such as roles that support contingency missions; scheduled military operations; security cooperation exercises; cyber, intelligence and space operations or planning; and healthcare activities.

Other exemptions include first responder and law enforcement positions; roles that are necessary to enforce international obligations; personnel that provide operational support to the president, defense secretary or chairman of the Joint Chiefs of Staff; and care providers of military personnel’s children.

Mattis also excluded functions that are necessary for nuclear weapon safety, mortuary affairs and direct equipment maintenance and inventory management in shipyards and depots.

The guidance directed the deputy chief management officer and contracted services managers to make sure that contracts will not be used to circumvent the hiring freeze.

The DoD memo also includes processes and procedures for the approval of additional exemptions.

GAO: Air Force, Army Should Modify Human Capital Planning Strategies to Address UAS Pilot ShortageThe Government Accountability Office has recommended that the U.S. Air Force and U.S. Army modify the service branches’ respective human capital planning strategies to address unmanned aerial system pilot shortages and training shortfalls.

GAO said in a report published Tuesday both service branches should also evaluate workforce mixes for UAS pilot positions as well as analyze the cost effectiveness of workforce decisions.

The watchdog agency also found that the Air Force and Army did not fully apply four out of five principles for effective strategic human capital planning on the management of the service branches’ UAS pilots.

Thirsty-seven percent of the personnel filling UAS pilot positions as of March 2016 were temporarily assigned manned-aircraft pilots, GAO added.

According to the agency, the Air Force complied with the first principle for strategic human capital planning, which was to involve top senior leaders, employees and stakeholders, in a push to address UAS pilot shortage.

The Army was able to comply with the third principle, which was to monitor progress toward meeting human capital goals, but 61 out of 73 units flew less than half of the 340-flight-hour per unit annual minimum training goal, GAO said.

Both service branches only partially applied the other three principles that cover the development of strategies tailored to address gaps in critical skills and competencies, determination of critical skills and competencies needed as well as the development of capability to support human capital strategies by using flexibilities.

GAO urged the two branches to modify current strategies to address risks of continued training at a level lower than current goals and the potential loss of experience from temporarily assigned manned-aircraft pilots.

NASA Enlists Students to Develop Glider for Weather Research, ForecastingNASA‘s Armstrong Flight Research Center in California has enlisted the help of students to develop a subscale glider to aid weather research, prediction and airborne science programs at the National Weather Service and the National Oceanic and Atmospheric Administration.

The Weather Hazard Alert and Awareness Technology Radiation Radiosonde glider is based on the Preliminary Research Aerodynamic Design to Land on Mars aircraft and designed to gather research data for weather forecast models on Earth and in space, NASA said Thursday.

NASA added flight control software and hardware, instrumentation and sensors will be prepared for the WHAATRR glider’s early development phase test that will involve remote piloting to a predetermined destination following a drop from an altitude of 100,000 feet.

WHAATRR was selected alongside the Agency Legal Enterprise Capability for Knowledge Sharing program for the NASA Innovation Kick Start grant in November out of 90 ideas submitted for the Agency Innovation Mission project.

“The ALECKS team goal is to create a common information technology resource across Agency legal offices to replace redundant processes and systems,” said Brett Swanson, co-leader of the ALECKS team.

DoD Implements Mandatory Military Retirement System TrainingThe Defense Department has implemented a mandatory training program on the updated military retirement system for eligible service members ahead of the system’s Jan. 1, 2018 effective date, DoD News reported Wednesday.

Lisa Ferdinando writes Anthony Kurta, acting undersecretary of defense for personnel and readiness, said the Blended Retirement System is designed to help military personnel select a retirement plan that fits them and their family members best.

Andrew Corso, assistant director of military compensation policy and project lead for the Blended Retirement System implementation, told DoD News in an interview that the system features a traditional benefit annuity, automatic and matching Thrift Savings Plan contributions and an incentive payment.

“The goal of modernizing the retirement system was to go from a system that benefits about 20 percent of all service members to one that benefits about 85 percent of all service members,” added Corso.

Corso explained the opt-in training course for the blended system can be accessed via the Joint Knowledge Online  and Military OneSource wesbites.

All service members who will join the military on or after Jan. 1, 2018 will immediately be enrolled in the new system and required to take the training within the first year in service, the report noted.
