Defense News: Air Force Completes F-35 IOC Prep Work


F-35The U.S. Air Force has finished all preparations to issue an initial operating capability declaration on a first squadron of the F-35 fighter jet, , Defense News reported Wednesday.

Valerie Insinna writes the declaration for the Lockheed Martin-developed fighter aircraft could occur next week and 12 of the combat jets have received modifications to meet the requirements.

The report added 12 F-35 units have received modifications to meet requirements for the IOC and maintenance infrastructure is ready support the Hill Air Force Base’s 34th fighter squadron.

Gen. Hawk Carlisle, commander of the Air Combat Command, said in July the Air Force targeted the F-35 IOC declaration in the August-to-December window.

Dragon spacecraftThe Government Accountability Office has released a new report that indicates fragmentation in how the stakeholder organizations within the Defense Department, White House, the intelligence community and civilian agencies manage space acquisitions.

GAO said Wednesday it has conducted studies on fragmentation issues with national security space leadership over the last two decades and proposed steps to revamp defense space acquisition oversight.

In a move to consolidate space leadership functions, the deputy defense secretary designated the Air Force secretary in October 2015 as the principal DoD space adviser who would unify approaches to space issues, oversee the entire military space portfolio and act as an independent adviser on space matters to defense officials.

“Officials and experts remain skeptical that the recently designated PDSA role will have sufficient decision-making authority to effectively consolidate fragmented leadership responsibilities,” GAO said in the report.

“It is still too early to gauge the efficacy of the PDSA, although PDSA plans to develop metrics to assess effectiveness,” GAO added.

OrionThe Government Accountability Office has urged NASA to perform an updated joint cost and schedule confidence level analysis on its Orion multi-purpose crew vehicle program to determine risks and inform programmatic decisions.

GAO said in a report published Wednesday NASA’s earlier JCL analysis on Orion involved cost and schedule estimates that met 7 of 20 best practices and 1 of 8 best practices, respectively.

Program officials told GAO that available program budget is primarily used to fund current work while cost reserves are held at the end of the internal schedule.

The government watchdog said some program work have been deferred due to the lack of budget reserves but program officials have not formally evaluated the impact of delayed work on the available reserves.

Auditors noted the Orion program faces challenges that could affect costs and schedules such as the development of service module and crew capsule heatshield as well as software development risks that could have a cost impact of more than $90 million.

GAO recommended NASA provide new cost and schedule estimates that are in line with best practices and analyze the effects of deferred work on program reserves.

The Orion program aims to transport humans beyond the moon with an April 2023 launch readiness date.

Tyrone Grandison to Leave Commerce Deputy Chief Data Officer Post


Commerce-DepartmentTyrone Grandison will depart his role as the deputy chief data officer of the Commerce Department on Aug. 5 after more than a year in the position.

Grandison wrote in a blog post for Medium published Friday his personal highlights at the department included work to launch of a data startup, approval for the use of platforms such as Github and Amazon Web Services, introduction of agile development to the agency and the development of a new data education agenda.

Prior to the Commerce Department, Grandison’s career in the private sector included roles such as CEO at Proficiency Labs International, managing partner at METIS, chief technology officer and co-founder of EqualityTV, co-founder of Hipaantrepeneurs and program manager of core healthcare services at IBM Services Research.

He also served as a programmer at Scotiabank, software engineer at DataSoft Systems Ja ltd. and programmer at Systems Alliance Ja Ltd.

Grandison was also an adjunct professor at the University of Technology, presidential innovation fellow at the White House and Labor Department and founding co-chair of the Diversity in Privacy and Security Seminar series.

DHS S&T Conducts First Responder Electronic Jamming Exercise


DHS - ExecutiveMosaicThe Department of Homeland Security held the First Responder Electronic Jamming Exercise at the White Sand Missile Range in New Mexico in an effort to combat electronic jamming of first responders’ radio communications systems.

DHS said Wednesday its agency’s science and technology directorate sought to prevent communication interference through the use of jamming prevention, detection and mitigation technologies through the exercise.

First responders from more than 40 federal, state and local agencies participated in emergency response scenarios with deliberately-jammed communication systems.

DHS was able to gather data from the exercise that identified systems vulnerable to signal interference, efficiency of the systems’ defenses and the impact of jammed communications on mission response.

“Often, this illegal jamming is used to mask illicit activities, such as drug and weapons smuggling and human trafficking,” said Reginald Brothers, S&T under secretary.

“Electronic jammers pose a serious threat to our responders, their missions, our communities and our borders, and DHS S&T continues to work diligently to mitigate this threat,” he added.

Participants included first responders from the Federal Emergency Management Agency, U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement.

The National Institutes of Health has appointed Joshua Gordon, an associate professor of psychiatry at Columbia University Medical Center, as director of the National Institute of Mental Health effective September.

Gordon, who is also a research psychiatrist at the New York State Psychiatric Institute, will lead NIMH’s mental illness research, NIH said Thursday.

“Josh is a visionary psychiatrist and neuroscientist with deep experience in mental health research and practice,” said Francis Collins, NIH director.

“He is exceptionally well qualified to lead the NIMH research agenda to improve mental health and treatments for mental illnesses.”

NIMH supports 2,000 research grants and contracts at local and international universities and other institutions and 300 scientists under the NIMH intramural research program.

Gordon currently serves as the associate director of the Columbia University/New York State Psychiatric Institute Adult Psychiatry Residency Program and is a member of the Hope for Depression Research Foundation’s depression task force.

He has studied the correlation between mutations related to psychiatric disease and particular behaviors when he joined Columbia University in 2004 and pioneered the methodology to study brain plasticity in the visual systems of mice for his Ph.D. thesis.

GSA Seeks Associate CIO to Manage Agency’s Enterprise Infrastructure


GSAThe General Service Administration looks for a candidate to fill the role of associate chief information officer for enterprise infrastructure and operations.

A notice posted July 11 on the USAJobs website states the associate CIO will report directly to tGSA’s deputy CIO and be responsible for information technology infrastructure management and IT support and integration programs at the agency.

The chosen candidate will also develop and implement plans that help address the agency’s IT requirements, according to the notice.

The incumbent will also help GSA utilize industry best practices on the IT infrastructure, manage infrastructure-as-a-service efforts, formulate cloud migration planning strategies and transition the agency’s production infrastructure to the cloud.

The job application period for the associate CIO role will be open until Aug. 1.

Army Unveils Online Training Tool on Selection Board Process


virtual trainingThe U.S. Army has launched an online training tool that works to give soldiers insight on the selection board’s process.

The service branch said Thursday the tool includes printable training aids and a 49-minute video that defines the Army Department selection board; shows the board’s processes and instructs soldiers on how to prepare for future boards.

The video also includes a mock board segment where soldiers are placed in the position of board members to grade and rate candidates, the Army added.

Tamika DeVeaux-Wallace, noncommissioned officer in charge at the DA Secretariat, said the tool references regulations and concepts to help soldiers build their careers.

Deveaux-Wallace added the video aims to dispel misconceptions that soldiers have on the selection board process.

The DA Secretariat developed the tool through a seven-month period at the human resources command.

NASA Seeks to Require Contractor Reports on Agency-Owned Assets Worth $10M


acquisition policyNASA has proposed to revise its Federal Acquisition Regulation to require contractors that have control over space agency-owned property, plant and equipment worth at least $10 million to report such assets on a monthly basis.

NASA said in a notice posted Tuesday on Federal Register the proposed amendment to NFS aims to ensure that PP&E are properly accounted for in the space agency’s financial statements in compliance with the Statement of Federal Financial Accounting Standard No. 6.

Other proposed updates to NFS include the addition of NASA’s center industrial property officer to the distribution list for the hard copy of NF 1018 forms and a plan to change the submission date for contractors’ annual PP&E reports from Oct. 15th to Oct. 31st.

The notice said the proposed rule’s requirements would apply to any contract award that involves the use of government property.

According to the agency’s fiscal year 2015 property records, 32 of the 643 contracts that required contractors to submit reports on government property had $10 million or more in NASA-owned PP&E assets.

Comments to the proposed rule are due Sept. 26, according to the notice.

fbi-headquartersThe FBI has kicked off the hiring process for the bureau’s first senior-level data scientist as part of an effort to help address the growing cyber threat landscape.

The chosen candidate will advise the cyber division assistant director and other management officials as well as provide collaboration, innovation and subject matter expertise support, FBI said Thursday.

“The addition of a senior-level position within the cyber division is unprecedented, and we are eagerly anticipating the ways it will contribute to our mission to identify, pursue and defeat cyber adversaries,” said James Trainor Jr., assistant director of the FBI’s cyber division.

Requirements for the position include skills in computer science and data analytics, cybersecurity, data visualization, data mining and computer networking.

The incumbent will also be responsible for technical and operational guidance, cyber program business architecture, strategic planning and engineering services for technology standards.
