Former Census CTO Avi Bender Joins Commerce Dept as National Technical Information Service Head


computer-technologyAvi Bender, former chief technology officer for the U.S. Census Bureau, has been appointed to lead the Commerce Department‘s National Technical Information Service that distributes federal science and engineering information and data.

Commerce said Monday Bender has played a role in the Census Bureau’s modernization efforts and has previous executive leadership experience from other federal agencies and global commercial information technology sector companies.

In conjunction, NTIS also announced Monday it seeks proposals from companies, nonprofit and research organizations for a new joint venture opportunity to work on platforms and services designed to streamline federal data collection, interoperability and analysis.

“We are excited about this new direction for NTIS,” said Commerce Secretary Penny Pritzker.

“Finding innovative ways to utilize the federal government’s expansive data resources will provide great opportunities for public-private sector collaboration.”

Bender also has worked for the Internal Revenue Service, IBM, PwC, Verizon and the U.S. Nuclear Regulatory Commission.

Reports: DoD Lifts Recruitment Freeze on Civilian Jobs at ‘4th Estate’ Agencies


workforceThe Defense Department has ended a hiring freeze on vacant civilian jobs at “fourth state” agencies after such agencies listed in a database system the positions they plan to eliminate in compliance with a “delayering” program, Federal News Radio reported Tuesday.

Jared Serbu writes Deputy Defense Secretary Robert Work announced the delayering initiative through a July 2015 memo in an effort to reduce spending across DoD.

“All organizations have met the June 30 deadline to finalize their manpower adjustments in the Fourth Estate Manpower Tracking System,” said Lt. Col. Eric Badger, a spokesman for DoD, according to the report.

The fourth Estate covers 28 DoD agencies that are not part of the three military departments.

These include the office of defense secretary, Defense Advanced Research Projects Agency, Defense Logistics Agency, Defense Security Cooperation Agency and the National Security Agency.

Aaron Mehta also reports for Defense News that Work ordered the civilian hiring freeze for 4th Estate agencies on March 20.

Badger said in an emailed statement to Defense News that Work is “still holding leadership accountable for meeting their planned reductions of Major Headquarters Activities positions over the next 4 years.”

“We continue to expect the vast majority of impacted workers, upwards of 96 percent, will be placed in other jobs or take voluntary actions, such as an early retirement or separation incentive payments,” Badger added.

Defense Secretary Ashton Carter has said he believes the U.S. should maintain security networks with its partner nations as part of efforts to respond to global threats, DoD News reported Monday.

Jim Garamone writes Carter said during a speech Monday at the Center for a New American Security in Washington that security networks help to counter terrorism, prevent conflict and provide protection.

Carter noted the U.S. forged a security arrangement in Asia Pacific based on the integration of bilateral, trilateral and multilateral ties into a regionwide network, according to the report.

“In the Middle East and North Africa, we’re leading coalitions and networks to address key security challenges like [the Islamic State organization] and other terror groups, and to counter Iran’s malign influence,” he told his audience at the CNAS event.

The report said the U.S. also maintains ties with Japan, South Korea, India, Vietnam, the Philippines and Australia for what Carter describes as collective security as well as collaborates with the NATO member nations to deter threats in new domains and regulate migration in Europe.

Marine Corps Gen_Joe DunfordU.S. Marine Corps Gen. Joe Dunford, chairman of the Joint Chiefs of Staff, said the U.N. Peacekeeping Force will likely assume a bigger role in missions to counter transregional conflicts, DoD News said Saturday.

Jim Garamone writes Dunford spoke at a peacekeeping meeting during a visit to the U.N. headquarters in New York on Friday.

Dunford said two-thirds of peacekeepers currently serve in active conflict areas and 16 peacekeeping operations are ongoing worldwide with more than 121,000 troops, police and civilians involved.

He added the “growing demand” for peacekeeping operations require optimized civilian and military leadership teams; forces at the brigade, battalion and company levels; and intelligence, air and ground mobility, logistics, counter-improvised explosive device, engineering and medical support.

DoD IG: Naval Oceanographic Office Should Implement Procedures for Task Order Awards Under Multiple Award Contracts


PentagonThe Defense Department‘s inspector general has called on the chief of contracts at the Naval Oceanographic Office to train contracting staff and establish procedures designed to change how NAVOCEANO awards task orders through multiple award contracts.

DoD IG said in an audit report published Friday it made the recommendations following a review of 25 contracts worth $15.5 million combined.

The IG said it found that contracting officials at NAVOCEANO failed to cite an exception to fair opportunity requirements when it comes to the awarding of two non-competitive task orders worth $2.2 million and did not determine “price reasonableness” for four contracts valued at $1.8 million.

Contracts chief at the naval office should work to equip contracting staff with guidance that aims to support the documentation of price reasonableness determinations through updates to NAVOCEANO’s standard operating procedures as well as provide training on the review and approval of independent government estimates for contracts, according to the audit report.

The IG has also asked NAVOCEANO commanding officer to submit by July 18 additional responses to certain recommendations in the audit report, including updates to SOPs on the determination and documentation of contracts’ price reasonableness and development of processes for task order awards.

National Technical Information Service Seeks Joint Venture Partners for Federal Data Platform Dev’t Effort


big dataThe Commerce Department’s National Technical Information Service has asked companies, nonprofit and research organizations to submit proposals for the development of platforms and services that aim to streamline federal data collection, interoperability and analysis.

NTIS said in a notice posted June 15 on the Federal Register selected organizations will collaborate with NTIS through joint venture partnerships to design and test information systems and services for use by federal agencies, state and local government agencies and businesses.

Proposals should include information on novel technologies and systems that work to facilitate use of information and data services, methods for data sharing, description of proposed technologies and techniques for use in data analysis and interpretation, and platforms and processes designed to generate data-driven insights.

NTIS requires proposers to state in their submissions the technical areas their data platforms and services seek to address.

Such technical areas include data science and engineering, data analytics, geospatial analysis, search engine optimization, application programming interfaces, cognitive analytics, machine learning and artificial intelligence, the notice said.

The agency will host a webinar and informational session on July 7 and will accept proposals through Aug. 1, according to the notice.

Matt Cutts, a veteran engineer at Google, will join the U.S. Digital Service and offer his services to the Defense Digital Service at the Pentagon.

Cutts said in a blog post published Friday he will be based in Washington as part of his new role.

He is head of Google’s webspam team and will be on leave from his post at the company while he works with USDS.

Cutts holds bachelor’s and master’s degrees in computer science from the University of Kentucky and University of North Carolina, respectively.

DoD News reported June 10 the Defense.gov platform faces billions of malicious threats and USDS Director Chris Lynch and his team of private-sector information technology specialists look to teach industry best practices to the government.

DoD Seeks Feedback on Enterprisewide Personnel Security Records System


operational-security1The Defense Department has started to gather public input on a proposed common information system designed to identify, request and record actions related to personnel security.

DoD said in a June 15 notice on Federal Register that the Defense Information System for Security will work to help the department determine an individual’s eligibility to access classified data, check employment suitability and perform personal identity verification for accessing government systems and facilities.

According to the department, DISS is composed of the Joint Verification System and Case Adjudication Tracking System.

The JVS application is designed to help Pentagon’s security managers and facility security officials to record access determinations and verify eligibility, while CATS works to assist DoD’s adjudicative community in the documentation of eligibility determinations.

DISS will also cover various records, including personal information, DoD affiliation types, employment status, eligibility status for security clearances, foreign travel and contacts, security-associated incident reports, debriefing as well as records of adjudication and investigations conducted by federal investigative agencies.

Comments to the proposed system of records are due July 15, according to the notice.

cyberUniversity of Miami physicist Neil Johnson has led a team of researchers to develop a mathematical model that works to identify patterns in the online activity of Islamic State sympathizers in efforts to predict attacks by the Islamic State organization, the New York Times reported Thursday.

Johnson and the team published a study based on research of pro-IS posts Russia-based social network Vkontakte between mid-2014 and August 2015, Pam Belluck wrote.

Researchers focused on small groups to monitor new activities that could possibly lead to information on future acts of terrorism, the study said.

The study further revealed the formation of small groups accelerated prior to an attack on the Syrian town of Kobani which could set a precedent for future prediction of ISIS-related incursions.

Johnson told the Times the equation used data on small groups to predict the Kobani attack.

cybersecurityA committee of government and industry officials established by the Federal Aviation Administration has begun to develop standards and safeguards designed to detect, track and isolate data intrusions and other cyber attacks against aviation, the Wall Street Journal reported Thursday.

Andy Pasztor writes the panel is scheduled to submit the recommendations for such safeguards to the FAA in August.

FAA Administrator Michael Huerta said in an interview on the sidelines of an international safety conference in Washington that dependence on large networks for data sharing suggests a need to “build many layers” of cyber protection, Pasztor reports.

Jens Hennig, co-chairman of the FAA-created international advisory committee, said the efforts of government and industry experts to draft such cyber protections for various types of aircraft are “actually telling [aviation operators] there is likely to be a hack” in the future, according to the newspaper.

Peter Skaves, chief scientific and technical adviser on cyber issues at FAA, told conference attendees that although the FAA has released approximately 3,000 directives on emergency airworthiness since 2005, the agency has not yet drafted a single mandate on information security, according to the report.
