Treasury Department Seeks New Infrastructure Operations Associate CIO


TreasuryThe Treasury Department has kicked off the search for a new associate chief information officer for infrastructure operations, with responsibility in information and technology management operations.

The role of ACIO/IO operates within the office of the deputy assistant secretary for information systems and chief information officer under the Treasury’s deputy chief information officer, USAJobs said Tuesday.

Duties include management of various information systems, networks and communications services across the department.

The ACIO/IO will also lead an operations staff that consists of 85 personnel who maintain and protect systems and services, manage hardware and software, deploy departmental and headquarters information technology infrastructure services, build policy compliance and establish stakeholder alliances.

The application period for the position will close June 27.

Securities and Exchange CommissionThe Securities and Exchange Commission has appointed Christopher Hetner, a cybersecurity lead under SEC’s Office of Compliance Inspections and Examinations, as senior adviser on cybersecurity policy to SEC Chair Mary Jo White.

SEC said Thursday Hetner will oversee efforts to implement cybersecurity policy across the agency, collaborate with external stakeholders and help update SEC’s market risk assessment mechanisms under the new role.

“With the cyber field steadily evolving and expanding, it is imperative we continue to enhance our coordinated approach to cybersecurity policy across the SEC and engage at the highest levels with market participants and governmental bodies concerning the latest developments in this area,” said White.

“We are very fortunate that Chris will take on this important role where he will apply his expertise and decades of experience in information security.”

Hetner currently serves as cybersecurity lead for OCIE’s technology control program and manages OCIE’s cybersecurity efforts and advises on enforcement activities.

The 20-year information security veteran joined SEC from Ernst and Young, where he led a team that advised on and delivered cybersecurity and risk management systems.

He also held information security roles at GE Capital and Citigroup.

US, UK Soldiers Seek to Facilitate Communications, Network Interoperability Through Signal Exercise


ManpackRadio1Soldiers from the U.S. and U.K. army have participated in a cross training on signal systems in Bramcote, England, in an effort to build up network interoperability and communications as part of a military exercise, the Army said Wednesday.

William King writes military personnel from the U.S. Army’s 44th expeditionary signal battalion installed two line-of-sight systems and two secure internet protocol router/non-secure IPR access point satellite terminals, also known as SNAPS, in order to facilitate voice and data sharing across shared networks during the Stoney Run exercise in Bramcote.

Stoney Run is an annual signal exercise between the U.S. and British army that aims to test their network and communications systems, King wrote.

According to the report, service personnel from the British army’s 250th Gurkha signal squadron briefed U.S. soldiers on U.K.’s line-of-sight and satellite signal systems and will receive logistical support from 44th ESB as part of the signal exercise that will conclude on June 13.

Pfc. Jordan Johnson, a SNAP operator under 44th ESB, said the signal exercise between the two NATO allies will help service personnel achieve military readiness.

NIST Seeks Industry Participants for Enterprise Data Integrity Project


cybersecurityThe National Institute of Standards and Technology is asking interested organizations to provide tools and technical expertise for a program that aims to mitigate the effects of an enterprise data corruption incident.

NIST said in a notice posted Wednesday on Federal Register the agency’s National Cybersecurity Center of Excellence aims to produce a security architecture equipped with multiple components that will work to help companies recover databases, operating systems, user files, custom applications and software configurations from events that corrupt data.

Prospective participants will collaborate with each other and NIST personnel under the Data Integrity Building Block project through a consortium cooperative research-and-development agreement, the agency noted.

Each participant will also be asked to train agency personnel on how to operate commercial technology during capability demonstrations as part of the program.

NIST intends to back development of interfaces among tools of participating companies by providing them staff  support and access to information technology infrastructure, laboratory and office and collaboration facilities.

Rear Adm. Brian Antonio, former program executive officer for the U.S. Navy‘s littoral combat ships, has officially taken over the role of PEO for aircraft carriers during a change-of-command ceremony Wednesday.

The Navy said Wednesday Antonio has succeeded Vice Adm. Tom Moore, who will serve as commander of the Naval Sea Systems Command.

Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. John Richardson announced Antonio’s appointment in May.

Antonio brings more than 30 years of engineering experience from ship maintenance, modernization and acquisition assignments.

His previous roles include work as executive assistant and naval aide to the Navy assistant secretary for research, development and acquisition and as major program manager for future aircraft carriers.

PEO CV handles the construction, maintenance and modernization of aircraft carriers in support of aircraft delivery requirements.

FCCSealSuzanne Tetreault, deputy general counsel at the Federal Communications Commission‘s office of the general counsel, has been named as the potential deputy bureau chief for the commission’s Wireless Telecommunications Bureau.

Bureau Chief Jon Wilkins announced his intention to appoint Tetreault in a statement issued Wednesday.

“Suzanne’s legal expertise and extensive experience as a senior leader at the FCC will make her an outstanding addition to our team,” said Wilkins.

“With the many complex legal and policy issues we deal with in the Wireless Bureau, it is essential that we have talented professionals such as Suzanne as part of our leadership team.”

Tetreault started work in the agency in 1991 and has since held a number of senior leadership positions in FCC’s Enforcement Bureau, Consumer and Governmental Affairs Bureau and Wireline Competition Bureau before being appointed as deputy general counsel.

The Wireless Telecommunications Bureau works to deliver and develop policies and procedures relevant to wireless services, including radio and mobile broadband.

The U.S. Coast Guard promoted Vice Commandant Charles Michel to the rank of admiral  during a ceremony held Wednesday at the Coast Guard headquarters in a move to follow the leadership structure of other services.

As vice commandant, Michel leads the Coast Guard’s senior operational and mission support commanders and headquarters staff, the service branch said Wednesday.

He previously served as deputy commandant for operations at the service branch and oversaw operational strategy, policy, guidance and resources, before he took the vice commandant role in August last year.

Michel held flag officer assignments with the Coast Guard Atlantic Area, Joint Interagency Task Force South, the Coast Guard’s governmental and public affairs directorate and the Department of Homeland Security.

He also served as a commanding officer aboard USCGC Resolute, executive officer for USCGC Dauntless, commanding officer of USCGC Cape Current and deck watch officer for USCGC Decisive.

Michel was also a chief of the Office of Maritime and International Law, staff attorney for the Eighth Coast Guard District, head of the operations division for the Office of Maritime and International Law and legislative counsel for the Office of Congressional and Governmental Affairs.

Defense Dept Launches Training Module for New Retirement System; Luther Thomas Comments


DoD logo resizeThe Defense Department has made its leader training module available online and on DVD at deployed and shipboard facilities to help educate personnel on the Pentagon’s new retirement system, DoD News reported Wednesday.

Karen Parrish writes the Blended Retirement System contains four modules such as the leader training conducted on Wednesday, installation and command financial counselors training set for the fall, current service members training scheduled in January 2017 and training for enrollees in January 2018.

Army Sgt. Maj. Luther Thomas Jr., senior enlisted advisor to DoD’s manpower and reserve affairs division, told DoD News that the first round of training is available to members not yet in the leadership roles as well as to leaders.

The BRS program covers service members with fewer than 12 years of active duty or with fewer than 4,320 retirement points in the reserve component aside from the more than 12-year active duty members, according to the report.

BRS also provides automatic enrolment for service members that join the program after Jan. 1, 2018, DoD News reports.

The leader training module is available on the Joint Knowledge Online and the MilitaryOneSource websites, Parrish reports.

Beth Cobert, acting director at the Office of Personnel Management, has called on employees across the federal government to complete a voluntary survey that aims to seek feedback on their agencies, jobs and work environments.

Cobert wrote in a blog post published Tuesday that the Federal Employee Viewpoint Survey is one of the tools that could help agencies manage employee engagement as part of the President’s Management Agenda.

Responses to the 2015 FEVS have led OPM to create workshops for agency supervisors and employees, revamp employee resource groups, expand inclusion and diversity dialogues, and re-establish a mentoring program at the agency, she said.

“Each employee’s voice can inspire change,” wrote Cobert, an inductee into Executive Mosaic’s Wash100 for 2016.

“Everyone’s responses help agencies identify areas that need attention.”

Responses to the first wave of surveys are due June 6, while the second and final batch of FEVS will close on June 14, according to Cobert.

House Committee Requests Briefing on DoD, DHS Silicon Valley Tech Offices

Silicon ValleyThe House Oversight and Government Reform Committee has sent letters to Defense Secretary Ashton Carter and Homeland Security Secretary Jeh Johnson asking them to brief the panel about the offices their departments established in Silicon Valley, California.

The panel told Carter in a letter published Tuesday they want information on the goals, mission and functions of the Defense Innovation Unit-Experimental as well as the organization’s manpower and funding levels.

The panel seeks similar information from Johnson regarding the Department of Homeland Security‘s Silicon Valley-based satellite office in a separate letter published Tuesday.

Chairmen and ranking members of the House oversight committee and its subcommittees called for a briefing on the matter by June 14.

The Defense Department launched DIUx last year in an effort to increase DoD’s partnership with technology companies and seeks to open a second outpost in Boston.

DHS established its SVO to help foster government-industry research and development partnerships, especially on cybersecurity.
