DHS Offers Online Cyber Courses to Veterans Via Federal Virtual Training Environment


cybersecurityThe Department of Homeland Security has begun to provide online cybersecurity training courses to retired uniformed personnel, Nextgov reported Friday.

Aliya Sternstein writes DHS offers on-demand classes in mobile security, malware analysis and ethical hacking to veterans through the Federal Virtual Training Environment.

Retired servicemembers that seek to gain professional certifications from organizations such as CompTIA, ISACA and (ISC)2 offer can take classes through the DHS’ Fed VTE, Sterntein reports.

Registration for a Fed VTE account can be done through Hire Our Heroes’ website.

Hire Our Heroes is a nonprofit organization that cosponsors the Fed VTE program and works to provide employment opportunities for military retirees.

According to a blog post by the Department of Veterans Affairs, there are more than 100,000 users of the Fed VTE online program, which offers at least 800 hours of training to participants.

DHS also provides a guide that seeks to help veterans acquire the skills necessary in a cybersecurity career, the post added.

Air Force Seeks to Double Fighter Pilots’ Annual Bonuses Under Defense Budget Request


Air Force logoPresident Barack Obama’s defense budget request seeks to nearly double the annual retention bonuses of U.S. Air Force fighter pilots from $25,000 to $48,000, CNBC reported Friday.

Jeff Daniels writes Air Force spokeswoman Ann Stefanek said the branch needs to retain pilots in the fighter community and the planned increase does not cover all Air Force pilots.

The Air Force expects to fall short of 700 pilots by the end of September and the deficit could reach up to 1,000 fighter pilots by 2022 if no action takes place, Daniels reported.

Mid-career pilots that agree to remain in service receive aviation continuation pay through five or nine-year terms.

The Defense Department plans to update the agency’s big data platform used to analyze cyber activities in its networks over the next few weeks, Federal News Radio reported Friday.

Dave Mihelcic, chief technology officer at the Defense Information Systems Agency, said the Hadoop-based platform works to extract data from network sensors, audit logs and end points, Jason Miller reports.

“We can use that to build advanced analytics to do detection of cyber attacks and also the work flow associated with being able to counter those cyber attacks,” Mihelcic told the station’s Ask the CIO program.

“One of the biggest applications today is called Fight by Indicator. FBI gives our analysts the ability to not only take the data about that attack and compare it against all known data and then be able to pick the best cybersecurity mitigation mechanism and actually directly task that mechanism,” Mihelcic added.

DoD has reported a 500 percent rise in the number of cybersecurity measures with the use of the big data platform.

Air Force Creates New Task Force to Reduce Extra Duties on Uniformed Personnel


Air Force logoThe U.S. Air Force has formed a new task force that would work to reduce additional duties for airmen in a move to help troops focus on their core missions.

Secretary Deborah Lee James and Chief of Staff Gen. Dave Goldfein released a memo that introduces the Airmen’s Time task force whose charter is to streamline and remove extraneous duties for air troops, the Air Force said Friday.

“In meeting with Airmen at installations around the globe, we have heard consistently that additional duties assigned at the unit level affect our ability to focus on core missions, which in turn impacts our readiness,” James and Goldfein said in the memo.

The task force reviewed the duties under the direct control of the Air Force and reassigned 29 out of of 61 duties identified under Air Force Instruction 38-206 titled Additional Duty Management.

Commander support staff instead will perform the reassigned duties and those responsibilities will no longer be imposed on all units to allow commanders to identify the obligations necessary for their specific unit.

“Until the new CSS decisions are implemented and CSS manning is healthy, commanders are empowered at all levels to consolidate CSS-assigned duties as appropriate, and discontinue non-critical duties beyond their ability to resource,” said James and Goldfein.

The Air Force will also introduce a new screening process in the fall to examine policies and determine areas that create additional duties for airmen.

USS Carl Vinson Aircraft Carrier Concludes INSURV Phase V Inspection; Matthew Sembach Comments


Gerald-Ford-aircraft-carrierThe USS Carl Vinson (CVN 70) aircraft carrier and its crew have completed the fifth phase of inspection conducted by the U.S. Navy’s Board of Inspection and Survey, the Navy reported Sunday.

Matthew Sembach, senior chief machinist’s mate and Carl Vinson’s INSURV assistant, said the INSURV Phase V completed on Wednesday and included 354 checks on the ship’s systems that involved demonstrations by crewmembers on how to operate the vessel’s equipment.

“INSURV ensures the ship is still effective in its ability to operate and support the war on terror as designed,” he added.

Congress established INSURV in 1882 to facilitate inspection of naval ships and assess their readiness based on the service branch’s standards.

Virginia Gov. Terry McAuliffe will facilitate a summit on the security of cyber networks and physical systems at the Thomas Jefferson National Accelerator Facility in Newport News, Virginia from Sept. 20 to 22.

The Cyber-Physical Systems Summit will be held to spread awareness about the challenges that organizations face to protect autonomous platforms, infrastructure and Internet of Things-based devices, McAuliffe’s office said Thursday.

“This first-ever Cyber-Physical Systems Summit will bring industry leaders together in Virginia to devise new strategies to secure our cyber networks and physical assets,” noted McAuliffe.

“This type of collaboration is essential to staying on top of growing trends in this fast-moving industry, and staying ahead of criminals across the globe who are working every day to undermine the security of our technological resources and our communities,” he added.

His office added some technology professionals will provide their ideas on how to address cyber-physical challenges as well as strategies to build a “culture of awareness and preparedness” to address threats.

McAuliffe will host the event in partnership with the National Governor’s Association and in accordance with his Meet the Threat: States Confront the Cyber Challenge initiative as NGA chair.

Capt. Todd Wagner, formerly executive officer at Naval Hospital Rota in Spain, has been appointed as commander of the Navy and Marine Corps Public Health Center.

During a ceremony conducted at Naval Medical Center Portsmouth, Wagner relieved Capt. Scott Jonson, who will move to Naval Medical Center Portsmouth, the U.S. Navy said Friday.

“Captain Jonson’s superlative leadership has led to transformation changes that positively impact the health and wellness for tens of thousands Navy, Marine Corps, [Defense Department] personnel and their family members around the world,” said Rear Adm. Kenneth Iverson, commander of Navy Medicine East.

Wagner previously served as director for public health at Naval Hospital Camp Pendleton in California and, prior to that, completed two deployments to Iraq as the preventive medicine officer for Multinational Forces Iraq.

He was also a preventive medicine officer for II Marine Expeditionary Force at Camp Lejeune North Carolina, clinical consultant and operational and staff liaison at the Armed Forces Medical Intelligence Center at Fort Detrick in Frederick, Maryland and officer-in-charge for the Navy Environmental and Preventive Medicine Unit 2 in Norfolk.

Wagner started his career with the Navy as a surface warfare officer aboard amphibious assault ship USS Peleliu.

floodingThe National Geospatial-Intelligence Agency has deployed a disaster support team and a suite of geospatial products to support the Federal Emergency Management Agency‘s damage assessment operations in the flooded areas of Louisiana.

NGA said Monday its geospatial visualization products and web services are designed to relay location and damage-specific information to country officials, local law enforcement and FEMA urban search and rescue teams in Ascension Parish and other flood-ridden areas.

Louisiana experienced severe flooding in Amite, Vermillion, Mermentau and Calcasieu Rivers with flood conditions reported to likely persist for several days, NGA added.

NGA’s team will assist emergency personnel to navigate affected areas to deliver response and recovery assistance to civilians.

Katrina McFarland, the Army’s acting assistant secretary for acquisition, logistics and technology, has described cyber and electronic warfare as enterprise challenges and discussed ways to work through the attacks, C4ISRNET reported Thursday.

McFarland said via video teleconference at the Space and Missile Defense Symposium that work through cyber or EW attacks requires comprehension of systems and categorization of the critical parts, Mark Pomerleau reports.

“If you take a look at a system, there are many functions that a system performs military – some of them more critical than others,” she said.

“That needs to be understood because then, in terms of how do you build protection inside of that system, you create the environment that protects the highest degree those most critical missions while allowing some degradation of the non-critical missions,” McFarland added.

cybersecurityThe National Telecommunications and Information Administration seeks ideas from industry on how NTIA can help accelerate adoption of internet protocol version 6 in the U.S. as well as information on the potential advantages and disadvantages of implementing the new network protocol.

NTIA said Thursday that IPv6 can accommodate more than 340 undecillion web addresses compared with the approximately 4.3 billion addresses that IPv4 currently supports.

NTIA will collect data to guide the agency’s efforts to help organizations implement IPv6 and contribute to the IPv6 Best Practice Forum as part of the Internet Governance Forum’s intercessional work program.

The agency also plans to use gathered information to craft a report that will support domestic and international promotional efforts related to IPv6, according to a notice posted Thursday in the Federal Register.

Responses to the request for comment are due Oct. 3.

Internet experts have predicted the number of internet-connected devices will increase to as many as 200 billion by 2020, or 25 devices per person, NTIA noted.
