Senators Seek Updates on OMB’s Pilot Program for Federal Contractor Reporting


acquisition policySens. Ron Johnson (R-Wisconsin) and Tom Carper (D-Delaware) have requested the Office of Management and Budget to provide updates on a pilot program that seeks to reduce reporting costs for federal contractors in compliance with the Digital Accountability and Transparency Act of 2014.

In a letter published Tuesday, the lawmakers asked OMB Director Shaun Donovan to provide information on how the Office of Federal Procurement Policy would implement the Government Accountability Office’s recommendations for the pilot program.

According to the letter, OFPP launched the pilot initiative to build software designed to help contractors publish reports on a central website.

Johnson and Carper co-wrote the letter with Mark Warner (D-Virginia) and Rob Portman (R-Ohio).

GAO’s recommendations include a redesign of the program to assess data elements and development of a project plan that adheres to pilot project management practices.

The senators called for OMB to submit a plan that details schedules and tasks the agency plans to undertake in order to comply with GAO’s recommendations as well as describe the role of the General Services Administration in the pilot program.

The lawmakers asked OMB to submit its response by May 27, according to the letter.

James Clapper, director of national intelligence, has warned about what he calls indications of cyber threats against the 2016 U.S. presidential campaigns, Politico reported Wednesday.

Clapper told his audience at an event hosted by the Bipartisan Policy Center that authorities have discovered actors who are waging cyber attacks against campaign-associated organizations and individuals, Darren Goode reports.

He said the Department of Homeland Security and FBI currently apprise the Republican and Democratic presidential campaigns of potential cyber threats, according to the report.

Clapper said the threats come from various entities such as Iran, China, Russia and the hacker collective Anonymous, CNN reported Wednesday.

“Each has different objectives… The one thing they have in common, they all operate on the same Internet,” Clapper said, according to the report.

Nicole Gaouette reports Clapper considers cyber as the top risk that the U.S. faces due to the diversity of the intrusion types and their impact on economic security.

Defense Secretary Ashton Carter has said he would advise President Barack Obama to veto the final version of the fiscal year 2017 defense policy bill if it contains provisions that would underfund the Defense Department’s overseas war budget, DoD News reported Tuesday.

Lisa Ferdinando writes Carter said at the Navy League’s Sea-Air-Space Exposition in Maryland that he has concerns with both versions of the proposed National Defense Authorization Act in Congress.

He said the bill contains a “raid on war funding that risks stability and gambles with war funding, jeopardizes readiness, and rejects key judgments of the department.”

Idrees Ali also reported for Reuters that Carter also noted that the Senate’s defense authorization bill has proposed to remove the defense undersecretary for acquisition, technology and logistics position in order to set up separate offices for research and business management.

Carter said the move to cancel that position currently held by Frank Kendall would separate manufacturing from engineering and research.

“Separating these functions makes no sense, as procurement and sustainment costs are controlled by decisions made during development,” he added.

The defense chief also called the House’s defense policy version as “another road to nowhere with uncertain chances of becoming a law,” according to a report by Hope Hodge Seck on DoD Buzz.

Carter said the House version would undo the Bipartisan Budget Act and compromise readiness due to a lack of measure to sustain training ranges in the long term, Seck wrote.

House Passes Bill to Help State, Local Agencies Address Cyber Risks


cybersecurityThe House voted 394-3 Monday to pass a bill that aims to increase cyber defenses at the state and local levels of government.

The National Cybersecurity Preparedness Consortium Act , sponsored by Joaquin Castro (D-Texas), would authorize the Department of Homeland Security to partner with universities and nonprofit to offer cyber risk and incident management training, courses and technical assistance to state and local agency officials and first responders, Castro’s office said Monday.

The bill also seeks to help communities establish data sharing programs, incorporate threat prevention and response into their emergency plans and encourage cybersecurity coordination between agencies, businesses and infrastructure operators through cross-sector exercises.

“It’s critical that localities understand the impact cyber attacks could have on their ability to function, and are prepared to prevent, detect, respond to, and recover from harmful cyber incidents,” said Rep. Castro.

The legislation would mandate DHS to collaborate with a consortium led by the University of Texas at San Antonio as well as to establish cybersecurity outreach programs aimed at historically black colleges and universities, tribal schools and Hispanic-serving institutions.

House Committee Proposes $56B Commerce, Justice, Science Budget for Fiscal 2017


BudgetThe House Appropriations Committee has unveiled a bill that would provide $56B in discretionary funding for the departments of Commerce and Justice as well as federal science agencies for fiscal year 2017.

The committee said Tuesday its proposed Commerce, Justice, Science and Related Agencies budget is $1.4 billion more than the amount President Obama requested for CJS programs and about $279 more than the enacted amount for 2016 fiscal year.

“Keeping our people safe from both international threats and domestic crime, promoting critical research, and helping to improve our economy are the top funding priorities in this legislation,” noted committee Chairman Hal Rogers (R-Kentucky).

The bill would give DOC a $9.1 billion budget during the next fiscal year, $194 million less than the agency’s fiscal 2016 budget.

DOJ would get $29 billion and NASA would receive $19.5 billion under the committee’s funding proposal.

Those amounts represent increases of $347 million and $223 million from the current spending levels Congress authorized for DOJ and NASA, respectively.

House appropriators also proposed allocating $15 million for the Trade Enforcement Trust fund and increasing budgets for the International Trade Commission and the International Trade Administration’s enforcement and compliance initiatives.

House Appropriations Committee OKs FY 2017 Defense Authorization Bill


BudgetThe full House Appropriations Committee has cleared by a voice vote a defense policy bill that would allocate $517.1 billion in discretionary budget and $58.6 billion in overseas contingency operations funds for fiscal year 2017.

The committee said Tuesday the proposed FY 2017 defense authorization legislation would direct approximately $16 billion from OCO funds to the Defense Department’s base budget.

The bill shows a $3 billion increase from the enacted discretionary budget for FY 2016 and contains amendments introduced by Rep. Rodney Frelinghuysen (R-New Jersey) and Rep. Barbara Lee (D-California).

Lee’s proposed amendment would call for Congress to “debate and determine whether or not to authorize the use of military force against” the Islamic State militant organization.

The vote comes a week after the House Appropriations Committee’s defense subpanel introduced the bill.

The proposed legislation would authorize $120.8 billion in total funds to procure new weapons systems and related equipment, $70.8 billion for research and development initiatives and $209.2 billion for operations and maintenance programs in support of military readiness efforts, according to the bill’s summary.

Army-RoboticsThe U.S. Marine Corps plans to conduct field operations alongside a swarm of gun-wielding micro-drones, driverless cars and self-unloading supply aircraft, Marine Corps Times reported Tuesday.

Matthew Schehl writes a panel of industry experts discussed at the Sea-Air-Space expo how U.S. troops could trust autonomous machines and develop strategies for drones that will potentially remove the need for human operators.

“We need to optimize unmanned systems and think about to what degree we are going to allow these systems to be fully autonomous,” said Frank Kelley, deputy assistant navy secretary for unmanned systems.

Schehl added USMC will look to integrate machines that act independently after they receive a task from a commander.

U.S. Army Gen. David Rodriguez has highlighted U.S. Africa Command’s partnerships with countries Uganda, Kenya, Ethiopia, Djibouti and Burundi to address militant organizations in the region such as the Islamic State militant organization, Boko Horam and al Shabab, DoD News reported Tuesday.

Jim Garamone writes Rodriguez, Africom chief, told reporters in Brussels that the command is working to “regionalize” operations on the continent as well as integrate these efforts with international partners such as European Union countries.

Rodriguez added the proportion of troops that African nations provide for United Nations peacekeeping missions grew to 47 percent from 24 percent in a span of 10 years, Garamone quoted.

Rodriguez also noted Secretary of State John Kerry attended a meeting in Italy to support the U.N.-backed Libyan Government of National Accord which will work to build on anti-terrorism operations against ISIL, Garamone wrote.

GSAThe General Services Administration has updated its real estate sustainability practice tool with a new platform built to aid in product procurement functions vendors and buyers, the agency announced Tuesday.

Kevin Kampschroer, GSA chief sustainability officer and director, said the pilot platform for the Sustainable Facilities Tool will supply users product-level data that works to automate product performance calculations and project analytics in categories including flooring, furniture, lighting, plumbing and appliances.

SFTool was released in April to help users identify and apply sustainable building practices in the design of workplaces.

Kampschroer added the tool can assist organizations track “watts and water” results of buying decisions and document progress to aid purchasing and building goals.

army stock photoThe U.S. Army Research Laboratory and its partners Beyond Photonics and Halo Photonics have built a Doppler light detection and ranging system to support the airdrop operations of Army Pathfinders.

ARL worked to develop the Man-Portable Doppler LiDAR system to retire the pilot balloon tracking mechanism as a response to a request for information from U.S. Army-Africa, the service branch said May 11.

The helium-filled balloon is tracked to measure wind profile and support battlefield airdrop operations while MPDL is a 45-pound system that works to operate on 24-volt batteries, the Army added.

“Pathfinders currently face challenges impacting operations and warfighter safety,” said Deryck James, ARL meteorological technician for the atmospheric sensing branch.

He added that LiDAR systems like MPDL work to facilitate environmental awareness and precision airdrops for Pathfinders.

MPDL is designed to aid Pathfinders as they work to infiltrate areas and set up parachute drop zones and helicopter landing zones for aerial missions, the Army added.

James and David Ligon from ARL’s atmospheric sensing branch trained members of the Georgia National Guard on the new Doppler LiDAR system.

Georgia National Guard soldiers will also be trained to use MPDL before the system is fielded during the Central Accord 2016 joint exercises in Gabon, Africa, the Army said.
