HHS to Support Puerto Rico Health Centers’ Campaign Against Zika Virus Through $5M in Funds; Sylvia Burwell Comments

The Department of Health and Human Services has awarded $5 million in funds to 20 health centers in Puerto Rico to help them prevent the spread of Zika virus in the country.

HHS said Tuesday the funds aim to help the health centers employ additional personnel, support outreach and education programs, as well as expand contraceptive services and other family planning efforts.

HHS Secretary Sylvia Burwell said the funds reflect the agency’s efforts to fight the health threat posed by Zika virus in Puerto Rico and other countries worldwide.

Scientists at the Centers for Disease Control and Prevention have found that Zika virus infection is associated with pregnancy loss, microcephaly and other fetal brain defects.

CDC has received reports of approximately 474 Zika virus infection cases in Puerto Rico.

House Energy Lawmakers Introduce Bill to Elevate HHS CISO Role


cyberReps. Billy Long (R-Missouri) and Doris Matsui (D-California) have introduced a bill to elevate the office the chief information security officer’s reporting structure at the Department of Health and Human Services as part of efforts to help HHS build up its cyber posture.

The House Energy and Commerce Committee said Tuesday the HHS Data Protection Act seeks to separate the CISO from its current designation under HHS’ chief information officer to help prioritize information security.

The committee said it based the bill recommendations from a December 2013 investigation of the Food and Drug Administration‘s data security after a breach on the agency’s two months prior.

The presidentially-appointed CISO would report to HHS’ Office of the Assistant Secretary for Administration and oversee information security programs across the department under the bill, Fedscoop reported Wednesday.

If passed, the legislation will require the HHS secretary to file a report on CISO’s plans to the House committee and its Senate committee counterpart a year after implementation, Fedscoop added.

The U.S. Army‘s Medical Research and Materiel Command has rolled out an Android-based mission planning application created by the Army Research Institute of Environmental Medicine for military personnel who perform high-altitude operations.

The Altitude Readiness Management System works to predict the likelihood military personnel will suffer mountain sickness or experience reduced performance at various altitudes, the Army said Monday.

The Android-based app is designed to also provide users access to an acclimatization module.

“ARMS does not do anything to prevent illness, but it helps commanders plan altitude missions with appropriate expectations,” said Beth Beidleman, ARMS principal investigator at USARIEM’s thermal and mountain medicine division.

“The good thing about ARMS is that it puts the planning tool in soldiers’ hands. They can push a button on an app and have easy access to critical information that can prevent detrimental hypoxic events from occurring,” she added.

According to Beidleman, the Army Forces Command and Special Forces have adopted the tool.

Aside from the acclimatization module, the app also offers two additional modules on how to manage altitude-related illness and decrements in physical function.

IFPC Inc 2-IThe U.S. Army has tested its new air defense system that will work to protect soldiers from aircraft, cruise missiles, unmanned aircraft systems and artillery weapons once it becomes fully developed.

The Army said Monday the Integrated Fire Protection Capability Increment 2-Intercept — a joint project of the service branch’s Cruise Missile Defense Systems Project Office and Aviation and Missile Research, Development and Engineering Center — was tested at the White Sands Missile Range.

“If you go back and take a look at what has happened in terms of the threat over the last couple years, you’ll find that UAS systems and cruise missiles have really become a problem,” said Col. Terrence Howard, cruise missile defense systems program manager.

“We’re firing the entire kill chain and seeing what the end product looks like as we shoot at unmanned aerial systems and cruise missiles,” he added.

Tamera Adams, chief engineer for cruise missile defense systems projects, said the Army seeks to integrate IFPC Inc 2-I with the Army Integrated Air and Missile Defense system, Sentinel radar system and AIM-9X missile.

IFPC Inc 2-I, which is currently in full-featured prototype form, will work to fire multiple missile types in almost any direction through a Multi-Mission Launcher that is mounted on a medium tactical truck and designed to hold 15 missile tubes on a turret system, the Army noted.

The system has so far launched a Hellfire Longbow and a pair of AIM-9X Sidewinders against targets that simulate UAS or cruise missile threats, the service branch added.

The Army said it is scheduled to test IFPC Inc 2-I further to gauge its compatibility with other missiles and systems.

Amazon-Built Classified Intell App Marketplace Goes Live


cloudAn Amazon Web Services-hosted marketplace of commercial software applications and developer tools designed for the U.S. intelligence community went live last week, Nextgov reported Thursday.

Frank Konkel writes the IC Marketplace, hosted on AWS’ C2S cloud computing platform, allows intelligence agency personnel to try multiple apps or tools in a classified environment before agencies commit to buy an offering.

The online store has been integrated into a private cloud system that AWS built for CIA as part of the Intelligence Community Information Technology Environment infrastructure, Jared Serbu of Federal News Radio reported.

Thomas Husband, mission transformation task force chief at the Defense Intelligence Agency, told the station product offerings on the IC’s online marketplace are currently sparse and that agencies use the platform for market research.

“We’ll be developing teams that will look at what capabilities these commercial tools provide, and the focus is on the capability — not on any individual company,” Husband added, according to the report.

Report: Rep. Duncan Hunter Seeks UAV Acquisition Funds for Coast Guard


droneRep. Duncan Hunter (R-California) wants to request funds for the U.S. Coast Guard to procure land-based unmanned aerial vehicles to support the service branch’s surveillance missions, Navy Times reported Tuesday.

Meghann Myers writes the Coast Guard has long relied on UAVs from the Customs and Border Protection to aid in maritime interdiction operations.

The report said Hunter, chairman of the House Coast Guard and Maritime Transportation subcommittee, sent a letter to CBP Monday asking the agency to specify how many times it has denied unmanned aerial surveillance assistance requests from the service branch.

He seeks to prove that Coast Guard needs to build its own fleet of UAVs because it regularly asks for drone backup, according to Myers’ article.

The House Armed Services Committee has put language in a fiscal year 2017 defense authorization bill that would require the service branch to only procure systems that are certified by the departments of Defense and Homeland Security, Myers noted.

Laurence Brewer, acting U.S. chief records officer since October 2015, will assume full-time duties as CRO of the U.S. government beginning May 1.

Brewer will collaborate with agencies to manage government records and further the Managing Government Records Directive goals, the National Archives and Records Administration said Friday.

“Laurence’s experience in records management and commitment to open government will serve him well in administering the responsibilities of the chief records officer position,” noted David Ferriero, archivist of the United States.

Brewer began his career with NARA as an appraisal archivist before he moved into the role as an electronic records policy analyst.

He also held the roles as director of the life cycle management division and director of the records management operations program at the National Archives.

Brewer previously served as a records management consultant at the Environmental Protection Agency and the Virginia Department of Transportation.

David Johnson, formerly an FBI special agent in charge of the San Francisco Division, has been appointed as associate executive assistant director of the bureau’s criminal, cyber, response and services branch.

The FBI said Wednesday Johnson will be responsible for cyber policy and strategy development functions at the branch and will serve as the bureau’s operational lead for the Five Eyes Law Enforcement Group.

Johnson will also support the FBI’s cyber and criminal investigations, international operations, critical incident response and victim assistance areas.

In 1991, he joined the FBI’s San Jose Resident Agency, San Francisco Division, with a focus on crime, drug trafficking and activities that involved high-technology firms.

The 25-year FBI veteran led the agency’s San Francisco Division, the Criminal Investigative Division and the Salt Lake City Division, where he was the special agent-in-charge between July 2011 and February 2013.

He also formed the Child Abduction Rapid Deployment teams tasked to assist FBI field offices and state and local law enforcement after a child abduction incident.

Defense Secretary Ashton Carter has said he has concerns on the House Armed Services Committee’s defense authorization bill for fiscal year 2017 that would move $18 billion from the overseas contingency operations budget to the Defense Department’s base funding, DoD News reported Wednesday.

“It’s gambling with warfighting money at a time of war — proposing to cut off our troops’ funding in places like Afghanistan, Iraq and Syria in the middle of the year,” Carter said in a testimony before the Senate Appropriations Committee’s defense subpanel.

“It would spend money on things that are not DoD’s highest unfunded priorities across the joint force,” he added.

Jim Garamone writes Carter told the Senate committee about the Pentagon’s efforts to counter the Islamic State militant organization.

These include plans to deploy 250 additional military personnel in Syria and 215 additional advisers in Iraq as well as field AH-64 Apache helicopters in support of the Iraqi forces’ offensive campaign in Mosul.

Carter also noted the need to invest in technology platforms that will work to help the U.S. counter the challenges posed by violent extremism, Russia, Iran, China and North Korea across land, air, sea, cyber, space and electronic warfare domains, Garamone reports.

PSC Urges House Committee Not to Consider Bid Protest Process Reform Proposals


ContractSigningThe Professional Services Council has voiced concerns about two potential amendments to a fiscal 2017 defense authorization bill that would reform the current bid protest process for government contracts.

PSC said Wednesday the House Armed Services Committee should forego consideration of measures that the council believes would not help lessen the impact of contractor protest actions on all bidders and agency procurement efforts.

The Defense Department proposed to limit the ability of a vendor to protest the award of a contract to a competing offeror at the Government Accountability Office and subsequently file a lawsuit in federal claims court if the protester’s challenge is rejected by GAO, the council told HASC Chairman Mac Thornberry (R-Texas) and Ranking Member Adam Smith (D-Wash.) in a letter published Monday.

PSC urged the committee not to include DoD’s proposal in the panel’s finalized 2017 National Defense Authorization Act.

A second potential amendment to NDAA seeks to require a company that loses a contract award protest to pay certain costs to the procuring agency, according to the council.

The council added it supports Thornberry’s recommendation that DoD review the bid process and submit its findings to HASC.
