GAO Urges Census Bureau to Revamp Life-Cycle Cost Estimate Process


budget analysis reviewThe Government Accountability Office has asked the U.S. Census Bureau to change the bureau’s life-cycle cost estimating process in order to meet GAO’s recommended characteristics for what a cost estimate entails.

GAO said Thursday the bureau’s 2015 cost estimate for the 2020 Census did not contain the characteristics of what auditors referred to as a “high-quality estimate” and was unreliable as a result.

“Best practices state a risk and uncertainty analysis should be performed to determine the level of risk associated with the cost estimate,” GAO noted.

GAO found that the bureau narrowed the estimated costs analysis down to only the fiscal years 2018 through 2020 and that the narrow analysis covered nearly 37 percent, or $4.6 billion, of the $12.5 billion total estimated life-cycle cost.

For future fiscal years, auditors said the Bureau’s models totaled less than half of the total estimated cost of the census during future fiscal years after 2020.

Government watchdog agency GAO attributed the low overall assessment for the Census Bureau to the lack of a well-documented estimate.

“Improving cost estimation practices will increase the reliability of the Bureau’s cost estimate, which will in turn help improve decision-making, budget formulation, progress measurement, course correction when warranted, and accountability for results,” GAO noted.

NGA to Provide Geospatial Response Support Services to Flooded West Virginia


NGA-logoThe National Geospatial-Intelligence Agency will provide geospatial and damage assessment services to the Federal Emergency Management Agency for first responders to use in areas affected by floods across West Virginia.

NGA said Friday that it will supply geospatial data with highlights on severely-flooded areas to help first responders navigate waters and support faster response times to affected residents.

NGA will work with FEMA to deliver location and damage-specific information to local authorities such as county emergency officials, law enforcement officers and the Rhode Island national guard through the use of visualization and web services.

Brian Cameron, NGA disaster analysis and domestic support branch team lead and FEMA liaison, said that NGA’s damage assessment services aim to help first responders quickly determine personnel and resources within a specific affected area.

“We’re coordinating daily with FEMA and regional emergency officials to adjust commercial satellite collection over affected areas,” Cameron said.

IARPA Seeks to Produce Satellite Imagery-Based 3D Maps Through Algorithm Development Challenge


mapThe Intelligence Advanced Research Projects Activity has launched a challenge that aims to encourage participants to develop algorithms that can generate three-dimensional point clouds from satellite images.

IARPA will award $100,000 in total cash prizes to winning algorithm developers as part of the Multi-View Stereo 3D Mapping Challenge, the Office of the Director of National Intelligence said in a news release published Friday.

ODNI said the contest also seeks to encourage participants to leverage photogrammetry, remote sensing and computer vision techniques to produce 3D mapping from satellite imagery.

IARPA will administer the challenge through two contests, Explorer and Master, and provide participants with DigitalGlobe’s satellite images and KML bounding box to develop algorithms for the challenge datasets.

IARPA will kick off the Explorer contest on July 11, followed by the Master contest in September and announcement of winners in October.

Terry Milholland Departs CTO Role at IRS


IRSbuildingTerry Milholland has departed his role as chief technology officer of the Internal Revenue Service as the critical pay authority through which he was hired nears its expiration, FCW reported Friday.

Zach Noble writes Milholland joined the IRS eight years ago after he served as a technical officer at Visa International, Electronic Data Systems and Boeing.

Milholland helped oversee the modernization of IRS’ information technology infrastructure under the Customer Account Data Engine project and also worked on the agency’s efforts to implement the Affordable Care Act, according to the report.

IRS confirmed that Milholland’s last day with the IRS on June 30 and Gina Garza succeeded him as acting CTO, Noble reports.

President Barack Obama has nominated Air Force Maj. Gen. Steven Shepro, vice director of strategic plans and policy (J-5) for the Joint Staff, as deputy chairman of NATO’s military committee.

Defense Secretary Ashton Carter announced in a notice published Friday that Shepro has also been designated for a promotion to the rank of lieutenant general.

If confirmed, he will lead the committee that provides military advice to the North Atlantic Council and the Nuclear Planning Group as well as guidance for the Allied Command Operations and Allied Command Transformation.

Shepro currently oversees the development and execution of the Defense Department‘s national military strategy.

He previously served as director of air operations and deputy chief of staff for operations, plans and requirements at the Air Force as well as held positions at the Coalition Command, Air Staff and Combatant Command.

He also commanded several military units at the operational squadron, group and wing levels and led frontline battlefield airmen during Operation Iraqi Freedom.

The 32-year Air Force veteran has completed more than 3,000 flying hours with F-16, A-10, H-1 and C-27 aircraft.

PentagonThe Government Accountability Office has called on the Defense Department to align its data on civilian and military positions that have headquarters functions with its updated definition of departmentwide headquarters activities.

GAO said in a report released Thursday that DoD also lacks plans to gather data on costs related to headquarters functions.

“This may hinder DoD’s ability to conduct an in-depth review for purposes of consolidating and streamlining headquarters functions,” GAO said in the report.

The Pentagon initiated in 2014 four programs that aim to achieve efficiency within its headquarters organizations, but GAO said it was not able to evaluate the effects of the initiatives due to lack of available results at the time of its review.

These programs include the Office of the Secretary of Defense Organizational Delayering Initiative, Business Process and System Reviews, Services Requirements Review Board, and Review of the Organization and Responsibilities of DoD.

DoD also assessed its six business processes in 2015 and determined potential cumulative savings of between $62 billion and $84 billion over a five-year period starting in fiscal year 2016, according to the report.

The congressional audit agency also found that DoD has launched efforts to comply with a GAO recommendation, including the creation of a framework for activities within headquarters organizations and identification of organizations that meet the revised definition of headquarters activities.

DoD also plans to introduce updates to a database in an effort to make headquarters resources more visible, the report noted.

Maj. Gen. John Horner, former deputy director of the Defense Threat Reduction Agency at the Office of the Secretary of Defense, has been appointed as director of the Defense Department Special Access Program Central Office.

DoD said Friday Horner will also serve as the director of special programs at the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics at the Pentagon.

Horner recently served as acting director of DTRA, head of the U.S. Strategic Command‘s standing joint force headquarters for the elimination of weapons of mass destruction as well as acting director of Stratcom’s Center for Combating WMD at Fort Belvoir.

He also recorded more than 4,000 flight hours as a command pilot and held various roles for operations, intelligence, command and control and manpower and personnel for the U.S. Air Force Recruiting Service, U.S. European Command, Air Force Aerospace Strategy Development Branch and U.S. Central Air Forces.

deep_spaceSpace agencies from Poland and China have signed an agreement to cooperate on joint research, monitor and develop new telecommunications systems to spur space cooperation between the two nations, Space News reported Monday.

Brian Berger writes the Polish Space Agency and the Chinese National Space Administration’s partnership aims to help facilitate development of smaller businesses in Poland’s space industry.

“The cooperation between the [POLSA] and [CNSA] will be related to three fields: space research, exchange and use of satellite data to develop our scientific knowledge on Earth, including observation and monitoring of climate change and the environment, and the development of space technology, including in the field of telecommunication,” Marek Banaszkiewicz, POLSA president.

The report added POLSA has also signed space cooperation agreements with government counterparts in France, Italy, Ukraine and Brazil.

Securities and Exchange CommissionC. Dabney O’Riordan — an associate regional director at the Securities and Exchange Commission‘s Los Angeles Regional Office – has been appointed as co-chief of the asset management unit within SEC’s division of enforcement.

SEC said Tuesday O’Riordan will work alongside co-chief Anthony Kelly to lead the unit’s mission to apprehend misconduct of investment advisers, investment companies and private funds.

“Dabney’s excellent judgment, deep knowledge of the laws and rules governing the asset management industry, and strong leadership skills position her perfectly to co-lead the nationwide Asset Management Unit,” said Andrew Ceresney, SEC enforcement division director.

“I am confident that she and her co-chief, Anthony, will be great partners in the unit’s mission and the SEC’s efforts to root out misconduct in the asset management industry.”

In the division of enforcement, O’Riordan previously served as assistant director, counsel to the enforcement division director and staff attorney.

O’Riordan also worked as litigation associate at Munger, Tolles & Olson and as a law clerk to the David Thompson on the U.S. Court of Appeals for the Ninth Circuit.

At SEC, she has investigated or supervised enforcement cases on misconduct in the asset management industry such as advisers who misallocated private fund expenses.

O’Riordan has also supervised investigations on charges against gatekeepers.

DoDBuzz: Navy, USMC to Deploy Marine Expeditionary Unit For Asia Pacific Patrol Missions

AmphibiousTransportDockLt. Gen. John Wissler, head of the Marine Corps Forces Command, said the U.S. Navy and U.S. Marine Corps have committed to deploy a marine expeditionary unit to the Asia Pacific to patrol the region, DoDBuzz reported Wednesday.

Hope Hodge Seck writes the commitment is part of the services’ plan to position an amphibious ready group with three ships and approximately 2,500 marines and sailors in the Pacific by 2019.

Wissler said during a discussion at the Center for Strategic and International Studies that the amphibious group will build on the capacity of homeported ships in Japan and conduct multiple 90-day patrols in and around the Asia Pacific.

The commander added the deployment strategy primarily aims to establish additional presence in southern Asia, Seck reported.
