medical health doctorPresident Barack Obama has outlined his opposition against the privatization of the Department of Veterans Affairs in an interview with the Colorado Springs Gazette published Sunday.

Megan Schrader writes Obama plans to address what issues remain at the VA over the remaining few months of his second term and called a proposal for the department’s privatization a “mistake.”

Obama told the Gazette an overhaul to the system would hamper his administration’s efforts to modernize healthcare for veterans.

“If you look at, for example, VA healthcare, there have been challenges getting people into the system,” Obama told the publication after the 2016 Air Force Academy graduation ceremony at Falcon Stadium.

“Once they are in, they are extremely satisfied and the quality of care is very high,” Obama added.

The department currently is in partnership with some private health centers under the Veterans Access to Care Act in 2014 to provide care to veterans if a VA clinic is beyond 40 miles, Schrader reports.

“We’ve done some work for individuals in special circumstances so that they have access to the healthcare that’s nearest to them,” Obama said.

Sen. John Cornyn Seeks to Authorize FBI to Access Electronic Records Without Court Order Via Amendment to ECPA


cybersecuritySen. John Cornyn (R-Texas) has proposed an amendment to the Electronic Communications Privacy Act that would authorize the FBI to gain access to “electronic communication transactional records” through the use of a national security letter, the Washington Post reported Monday.

Ellen Nakashima writes the Senate Judiciary Committee is scheduled Thursday to tackle the bill that Cornyn introduced as per the bureau’s request.

An NSL is an administrative subpoena that would allow the FBI and other law enforcement agencies to collect information on an individual’s online browsing history, internet protocol address as well as the time a person spends on a specific website without the need for a warrant or judge’s approval in intelligence and terrorism cases, the Post reports.

FBI Director James Comey said the proposed legislation aims to rectify “a typo” in ECPA and would be the agency’s top priority in 2016, according to Nakashima’s report.

The bureau told the publication that the proposed amendment to ECPA would not cover search engine queries and email content.

GAO: Federal Reserve Should Address Info Systems General Control Security, Configuration Management Issue


GAOThe U.S. Government Accountability Office has reached out to each Federal Reserve Bank and provided four recommendations to address the three areas of concern found on the information systems controls maintained by the Fed.

GAO identified security and configuration management-related issues on the information systems during its audit of the fiscal 2014 and 2015 Schedule of Federal Debt managed by the Treasury Department‘s Bureau of the Fiscal Service, the agency said Tuesday.

Louise Roseman, Reserve Bank Operations and Payment Systems director, said that FRB sees control issues as serious matters and are conducting corrective action on the identified information systems general control issues.

Follow up on the status of the corrective actions will be done during the fiscal year 2016 Schedule of Federal Debt audit.

Census Bureau Appoints Kevin Smith as Associate IT Director, CIO


U.S. Census Bureau logoThe Census Bureau has named Kevin Smith, who previously worked under the U.S. Patent and Trademark Office as chief information security officer, as associate director for information technology and chief information officer.

The Census Bureau said Monday Smith will serve as principal adviser to the director and deputy director regarding information resources and systems management strategies.

Census Bureau Director John Thompson said Smith’s experience as an IT leader in the government and private sectors make him qualified to lead the agency’s technological transformation efforts and support planning for the 2020 Census.

The bureau noted that Smith will utilize common enterprise IT services to lead its IT program.

He has assisted technology strategies at financial and manufacturing organizations and helped develop digital platforms for the media, entertainment, broadcast and life sciences industries.

GAO: DHS Should Specify Time Frames for Criminal History Info Sharing Implementation


GAOThe Government Accountability Office has made a series suggestions on how the Department of Homeland Security could specify time frames to implement information-sharing agreements for participants of the Visa Waiver Program and determine whether countries should continue in the VWP.

GAO said in a report published Monday that 38 countries agreed to the VWP terms to report lost and stolen passports, share identity information about known or suspected terrorists and criminal history information.

More than one-third of the participants do not comply with the stipulations to exchange identity and criminal history information of the program.

U.S. agency officials noted that access to this information would help national security concerns, the report said.

DHS required VWP participating countries to implement the terms of the agreements in August 2015 and Congress passed a law in December 2015 to fully implement information-sharing requirements before participating in the program.

German Defense Ministry Seeks C-130 Alliance with Partner Nations


AFC130j-EBizThe German Federal Defense Ministry has kicked off discussions with several partner nations to join forces in the operation of the Lockheed Martin-built C-130 Hercules aircraft, Defense News reported Monday.

Lars Hoffmann writes Germany is in talks with the Netherlands, U.S., Britain and France for the C-130 alliance.

All partner nations currently operate C-130s and the U.S. maintains over a dozen C-130s of the 86th Airlift Wing in Germany, according to the report.

Negotiations between Germany and France have progressed to an advanced stage and France recently purchased additional C-130s after the delayed delivery of A400Ms and as the Transall nears retirement, Hoffmann reports.

US Navy Deploys Strike Group to Combat Islamic State Organization; James Foggo Comments


Gerald-Ford-aircraft-carrierThe U.S. Navy has deployed its strike group from the Eastern Mediterranean Sea in a move to help counter the Islamic State organization, the U.S. European Command said Friday.

The Harry S. Truman Carrier Strike Group comprises the aircraft carrier USS Harry S. Truman, Carrier Air Wing 7, Carrier Strike Group 8, guided missile cruiser USS Anzio, Destroyer Squadron 28 and guided missile destroyers USS Bulkeley, USS Gonzalez and USS Gravely.

The strike group passed the Suez Canal on Thursday and launched multiple combat sorties on Friday to destroy the resources of the Islamic State organization in support of Operation Inherent Resolve over Syria and Iraq.

“While the Harry S. Truman Carrier Strike Group is in the 6th Fleet area of operations, they continue to project power ashore against terrorists and violent extremists,” said Navy Vice Adm. James Foggo III, the 6th Fleet commander.

The combat sorties are meant to provide strike, ballistic missile defense, intelligence, surveillance and reconnaissance support to the EUCOM and the U.S. 6th Fleet.

U.S. NavyRear Adm. Peter Fanta, director of warfare integration at the Office of the Chief of Naval Operations, will be assigned as director of surface warfare division at OPNAV and be succeeded by Rear Adm. Ronald Boxall — commander of the U.S. Navy‘s Carrier Strike Group 3.

Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. John Richardson announced the assignments in a Defense Department release published Friday.

Fanta has previously served as commander of the Expeditionary Strike Group 5, Amphibious Squadron 2, Bataan Expeditionary Strike Group, USS Rushmore and USS Falcon.

He also held positions such as combat systems and weapons officer for USS John Paul Jones, chief engineer on USS Pegasus, and 1st lieutenant and damage control assistant on USS Coontz.

Fanta’s career includes roles such as deputy director for resources and acquisition; director of the ballistic missile defense and combat systems integration at the surface warfare division and executive assistant to the assistant navy secretary.

Boxall has commanded USS Lake Erie in Pearl Harbor, Hawaii and USS Carney homeported in Mayport, Florida and has been deployed in missions across the Western Pacific, Atlantic and Indian Oceans as well as Baltic, Mediterranean and Caribbean Seas.

He also supported combat operations in the Arabian Gulf and counter-narcotics missions off South America.

Boxall served in various onshore staff positions and most recently as deputy director for surface warfare at OPNAV from May 2012 to July 2013 and deputy director for joint strategic planning in the joint staff from July 2013 to October 2014.

Army Picks Humvee Vehicle for Scout Units


humveeThe U.S. Army has decided to select a Humvee replacement vehicle for the service’s scout units instead of a light reconnaissance vehicle, Military.com reported Friday.

Matthew Cox writes the Army ditched its initial plan to equip its infantry brigade combat teams with light reconnaissance vehicle in order to destroy hostile reconnaissance formations.

The service launched a request for information in January 2015 for an LRV platform able to carry six soldiers and a weapon system such as a 30mm cannon, according to the report.

The Army told the publication that LRV is currently not an Army program and that the service began to field the Joint Light Tactical Vehicle with sensor and lethality upgrades to retire the Scout HMMWVs.

The Army selected Oshkosh in August 2015 to build the JLTV for both the Army and the U.S. Marine Corps.

Army to Continue Test on UAV Sense and Avoid System in Fall


droneU.S. Army developers for an unmanned aerial vehicle Ground Based Sense and Avoid system have scheduled a fall return to the Dugway Proving Ground in Utah for the final stage of its last system test.

The Army said May 10 that John Innes, program test lead, indicated that the GBSAA is the first system to meet federal requirements in aerial aircraft detection and communication.

Monitoring functions of the system such as its health, warnings and aircraft position will be conducted and conveyed by a manned ground-based operator to an aircraft monitor.

Innes said that the system supports operators to fly UAVs and unmanned aircraft systems in the National Airspace System without the need for a lookout or ground observer due to its aircraft location and operator notification.

Tests on the GBSAA started in 2012 in Dugway, an exercise that set two Shadow UAS on a collision course and evaluated how the system recognizes other vehicles and notifies operators.

The Army plans to field the GBSAA at five major stateside installations with the U.S. Marine Corps and U.S. Air Force showing interest in adopting the system for stateside installations.
