NARA’s John Fitzpatrick Joins National Security Council as Info Security Mgmt Senior Director


WhiteHouseJohn Fitzpatrick, formerly director of the information security oversight office at the National Archives and Records Administration, has been named senior director for records access and information security management at the White House’s National Security Council, Federal Times reported Tuesday.

Aaron Boyd writes Fitzpatrick will lead the National Industrial Security Program and serve as an adviser to the president with regard to information security policies.

He will also work to establish communications between the White House and NARA through William Cira, ISOO associate director for classified management at NARA, Boyd reports.

Cira will serve as interim ISOO director until NARA appoints a permanent replacement to Fitzpatrick, according to the report.

FCW: Obama Cites Islamic State Group’s Internet Usage State of the Union Address


CyberStockPresident Barack Obama has said in his final State of the Union address how al Qaeda and the Islamic State militant group promote terrorism through the Internet, FCW reported Tuesday.

“They use the Internet to poison the minds of individuals inside our country; they undermine our allies,” Obama said.

Aisha Chowdhry writes the president did not mention the issue of cybersecurity in his latest speech compared with his previous addresses, such as his call for the passage of cyber legislation in his 2015 speech.

Obama also cited the efforts of the U.S. government to fight the Islamic State organization.

“For more than a year, America has led a coalition of more than 60 countries to cut off ISIL’s financing, disrupt their plots, stop the flow of terrorist fighters, and stamp out their vicious ideology,” he said in his speech.

Maj. Gen. Mark Westergren — former deputy commander of U.S. Strategic Command‘s Joint Functional Component Command for intelligence, surveillance and reconnaissance — has been appointed deputy chief of the National Security Agency‘s Central Security Service organization.

The Defense Department said Tuesday U.S. Air Force Chief of Staff Gen. Mark Welsh assigned Westergren to his new role at CSS on Dec. 17.

CSS provides support to the cryptologic community across the U.S. military and is in charge of NSA’s signals intelligence and information assurance policy.

Westergren has served as deputy commander at JFCC-ISR since September 2014.

He has previously held other ISR leadership roles in the Air Force and served in several staff, command, operational and joint assignments in the U.S. and abroad.

Sen. John McCain: National Cyber Deterrence Plan Doesn’t Go Far Enough

cyberSenate Armed Services Committee Chairman John McCain (R-Ariz.) said Tuesday he believes a cyber deterrence policy that the White House has proposed to Congress lacks offensive approaches, FCW reported Tuesday.

FCW quoted McCain as saying the proposal “does little to clarify the policy ambiguities that undermine the credibility of deterrence.”

“The administration has not demonstrated to our adversaries that the consequences of continued cyber attacks against us outweigh the benefit,” he added.

The White House has proposed targeted use of military and economic measures to ward off attacks on U.S.’ critical infrastructure assets.

FCW reports the framework is designed to help agencies align their deterrence efforts and calls for the adoption of international norms for cyberspace.

FCCSealSean Conway, formerly legal adviser in the Federal Communications Commission’s wireless telecommunications bureau, has been appointed as deputy director of the FCC’s legislative affairs office.

Conway was previously an attorney adviser in the Wireline Competition Bureau, an associate at Akin Gump Strauss Hauer & Feld and a legislative aide to former Sen. and current Democratic presidential candidate Hillary Clinton, the FCC said Tuesday.

“With a strong grasp of wireless and wireline issues, along with his previous time on Capitol Hill, Sean will play a key role in ensuring strong communication with Congress,” said Dabbs.

One Hemisphere CEO Todd Weiler to Be Nominated DoD Manpower, Reserve Affairs Assistant Secretary


PentagonTodd Weiler, founder and CEO of consulting firm One Hemisphere Ventures, will be nominated by President Obama to the role of assistant secretary for manpower and reserve affairs at the Defense Department, the White House announced Monday.

Weiler launched One Hemisphere Ventures in 2008 and worked as vice president at Computer World Services from 2009 to 2010.

He is also a former chief operating officer at Arrowpoint, which he co-owns, and chief information officer and vice president of the Communities in Schools organization.

Before he joined the private sector, Weiler served as the U.S. Army‘s deputy assistant secretary for manpower and reserve affairs for six years, acted as the White House’s liaison to DoD in 1993 and spent four years as an Army aviation officer.

His military career also includes service in Operations Desert Shield and Desert Storm.

FCW: DHS, FBI Cite Poor Cyber Practices Behind OPM Hack

CyberCrimeKeyboardThe Department of Homeland Security and FBI have pointed to a lacking cyber culture as one factor that led to the series of Office of Personnel Management data breaches in June 2015, FCW reported Monday.

Sean Lyngaas writes the agencies released a memo to Defense Security Service-approved contractors that predicts future attacks amid insufficient information technology policies at the OPM.

DHS and FBI offered a number of security practices they hope will help avoid attacks similar to the OPM breach such as the adoption of a personal firewall, online activity oversight, data encryption and outbound network traffic inspection, according to the report.

The memo also suggested that tiered identity management controls could have helped to prevent the OPM hack, Lyngaas reports.

DHS Seeks Student Volunteers for Secretary’s Honors Program on Cybersecurity


JobAdThe Department of Homeland Security has issued a job announcement for available positions under the Secretary’s Honors Program Cyber Student Volunteer Initiative across 45 locations in the U.S.

DHS said in a notice posted Dec. 29 on USAJobs that the positions are open to undergraduate and graduate students in cybersecurity-related fields who are interested in volunteer assignments with DHS.

Assignments include cybersecurity research, hardware and software updates, cyber policy development, vulnerability scans and incident response, the notice stated.

Selected student volunteers will work to support the cybersecurity mission at these DHS agencies and components:

  • Coast Guard
  • Customs and Border Protection
  • Immigration and Customs Enforcement
  • National Protection and Programs Directorate
  • Office of the Chief Information Officer
  • Office of Intelligence and Analysis
  • Office of Policy
  • Transportation Security Administration

The application period is open through Jan. 29.

State Dept’s New Center Seeks to Counter Violent Extremism Via Social Media Campaigns


Department of the statesThe State Department has launched a new center staffed by public and private sector professionals who aim to counter disinformation from ISIS, al-Qaeda and other extremist groups through the use of computer-mediated tools.

The Global Engagement Center will collaborate with government organizations to create thematic campaigns across social media as well as coordinate counterterrorism messaging efforts aimed at foreign audiences, the department said Friday.

Michael Lumpkin, assistant defense secretary for special operations and low-intensity conflict, will serve as director of the engagement facility.

The State Department also seeks to empower a network of positive messengers and offer seed funds to nongovernmental organizations and media companies that can help stop the spread of violent extremism content through the center.

The facility will use data science and analytics technology to design, implement and evaluate social media campaigns against the ISIS group and develop strategies for public sector agencies to address domestic extremist movements.

Juniper Networks’ Bob Fortna Outlines Key Practices for Future Data Center


data ServersBob Fortna, vice president of federal defense sector at Juniper Networks, has prescribed five practices he says are necessary to build the data center of the future.

Fortna wrote in an opinion piece for GCN published Monday that he believes the deployment of a software-defined networking will help data center managers handle virtualization, reduce costs and deliver services.

He also proposed for the automation of tools and processes in order to implement a software-defined architecture in government agencies.

Fortna believes automation “helps agencies enhance their security posture by reducing the potential vulnerabilities caused by human intervention.”

He also recommended that data center managers adhere to open standards, use analytics to customize data center capabilities and migrate to high-performance network infrastructures in order to accommodate demands.
