Army Gen. Vincent Brooks Nominated as US Forces Korea Commander

Gen. Vincent Brooks, commanding general of the U.S. Army Pacific under the U.S. Pacific Command, has been nominated as commander of U.S. Forces Korea.

Defense Secretary Ashton Carter said in a statement said Monday that Brooks was also nominated to lead the Combined Forces Command and the United Nations Command.

The 36-year Army veteran became chief of the U.S. Army Pacific in July 2013.

He was former deputy director for the war on terrorism and political-military affairs for the Western hemisphere during his time at the Joint Staff.

Brooks also served in the Department of the Army as chief of public affairs.

His previous roles as a commissioned officer include commanding general of the Third U.S. Army/U.S. Army Central in the Middle East and major general within the 1st Infantry Division.

Brooks is a former National Security Fellow at Harvard University’s John F. Kennedy School of Government.

Millennium Challenge Corp. Seeks Deputy CIO to Help Manage Agencywide IT Programs


JobAdMillennium Challenge Corp. is looking for a new deputy chief information officer to work at the U.S. foreign aid agency’s headquarters in Washington and help its CIO oversee agencywide information technology operations.

MCC said in a USAJobs notice posted Monday it seeks a deputy CIO who has experience in full application development lifecycle, agile development, cloud computing and mobile technology.

The incumbent of the post will help plan, coordinate and implement a comprehensive strategy for managing IT functions, infrastructure and management information systems across the agency’s enterprise.

The chosen candidate will also be responsible for the formulation of IT-related policies and guidelines as well as collaborate with internal coordinates, interagency working groups and nongovernmental committees to address IT challenges.

Congress established MCC in 2004 to provide financial assistance to partner countries in support of efforts to reduce poverty and create a sustainable economy.

Securities and Exchange CommissionThe U.S. Securities and Exchange Commission has appointed Keith Cassidy as director of the agency’s legislative and intergovernmental affairs office.

Cassidy will succeed Tim Henseler as he transitions to a new role as chief of the corporation finance division’s office of enforcement liaison, tjhe SEC said Monday.

“Keith is a committed public servant and dedicated member of our military. His tremendous knowledge of both the securities laws and Congress are real assets to the SEC,” said SEC Chair Mary Jo White.

“Keith consistently provides wise counsel, and I look forward to continuing to work with him in protecting America’s investors and markets.”

Prior to this appointment, Cassidy was the deputy director of the office of legislative and intergovernmental affairs since 2011 where he advised the chair, commissioners and other SEC staff with regards to legislative matters.

Cassidy also served as the chief of staff and counsel at the Justice Department’s office of legislative affairs, legislative assistant in the U.S. Senate and as a captain in the U.S. Marine Corps Reserve.

OMB Calls for More Actions to Protect Federal Networks


CyberStockThe Office of Management and Budget has called for additional work on the part of federal agencies in order to further defend federal systems, networks and data from threats.

OMB said Friday it coordinated with the White House’s National Security Council and the Department of Homeland Security throughout fiscal year 2015 to implement initiatives meant to bolster federal cybersecurity policies, procedures and practices.

OMB noted a number of those cybersecurity initiatives such as the evidence-based CyberStat Reviews to hold agencies accountable for their cyber posture, the Cybersecurity Sprint to further protect federal information and assets and the $19 billion in funding under President Barack Obama’s FY 2017 budget request for cybersecurity resources.

“While this funding is a necessary investment to secure our nation in the future, we must continue to improve agencies’ resilience to cybersecurity incidents in the near term,” OMB said.

OMB also cited the Senior Agency Official for Privacy’s reviews that call for federal agencies “to take steps to analyze and address privacy risks and ensure privacy protections are in place throughout systems’ life cycles.”

RQ-4-Global-Hawk-UASA top U.S. Air Force officer has said his service branch and the U.S. Army need unmanned aerial vehicles dedicated to their unique mission sets in the future, Air Force Times reported Sunday.

Gen. Herbert Carlisle, head of Air Combat Command, told reporters following a Senate Armed Services airland subcommittee hearing that the training and procedures are similar for the Army’s MQ-1C Gray Eagle and the Air Force’s MQ-9 Reaper but actual training on the systems are different, Phillip Swarts reports.

“I think the similarities and the cross talk is going to continue but we kind of have different mission sets, so we can design systems for those mission sets,” Carlisle told Air Force Times.

Carlisle said the Gray Eagle and MQ-1 Predator have close similarities in terms of operation and added the MQ-1 Predator will be retired in 2016 and 2017, Air Force Times reports.

Swarts writes a report from the Government Accountability Office on collaboration between military services for unmanned platform training formed the basis for senators’ questions.

NASA Schedules 8th SpaceX Resupply Mission Launch for Early April


spacex launchNASA has announced the launch date of the newest resupply service mission of a SpaceX Dragon cargo spacecraft to the International Space Station as April 8.

The launch from Space Launch Complex 40 at Cape Canaveral Air Force Station will be the eighth delivery of supplies under SpaceX’s Commercial Resupply Services contract with NASA, the space agency said Friday.

A Falcon 9 rocket will launch the Dragon capsule, which will carry scientific research, crew supplies and hardware to ISS for the Expeditions 47 and 48 crews along with Bigelow Expandable Activity Module that will be tested at the space station, NASA added.

According to the space agency, the capsule would then bring back to Earth in May biological samples collected by ISS astronauts during the one-year mission.

Army Research Lab Continues Rotorcraft Blade Technology Dev’t With ASA (ALT) Support


rotorcraftThe U.S. Army Research Laboratory has conducted a new round of live-fire tests on its rotor blade technology on March 4 as it seeks to help the research efforts of the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology.

The Continuous Trailing Edge Flap that features individual blade control technology was first tested in mid-January to study the potential of its integration into future rotorcraft, the Army said Thursday.

The Army added that the experiments seek to focus on the blade technology’s ballistic vulnerability and are part of the Science and Technology Red Teaming initiative sponsored by ASA (ALT).

“The purpose of this program is to generate some limited ballistic data that could reduce risk and/or encourage Future Vertical Lift designers to consider CTEF technology,” said Brian Smith, aviation analysis team leader at ARL’s survivability and lethality analysis directorate.

“Our goal is to design, develop and demonstrate the next generation of technologies that will provide unmatched vertical lift aircraft performance to meet future operation capabilities,” added Todd Turner, ASA (ALT) air portfolio director.

Budget cuts amounting to $2 billion from fiscal year 2016 to 2017 affected the CTEF efforts, Jim Garamone reported Thursday on DoD News.

“When we don’t have money, we do a lot of analysis and we come up with great ideas, but then at some point you have to start building some hardware and sometimes that gets a little harder to do when there’s not enough money flowing,” said Matthew Wilbur, ARL vehicle technology directorate senior research engineer.

Wilbur said the funding under the Red Teaming initiative with ASA (ALT) helped CTEF continue research and assessment efforts.

FBI, NHTSA Roll Out Public Alert on Cyber Threat Risks in Motor Vehicles


cybersecurityThe FBI and the National Highway Traffic Safety Administrationt have released a public service announcement that seeks to raise awareness on cybersecurity threats linked to Internet-connected devices in motor vehicles.

That PSA posted Thursday says threat actors can remotely attack a vehicle’s electronic control unit through the use of vulnerabilities in third-party devices connected to the vehicle’s diagnostics ports.

The agencies have asked car owners to verify the authenticity of software update notifications from manufacturers and exercise caution when establishing third-party device connections in order to reduce cyber risks in their vehicles.

Vehicle owners should also be aware of individuals that have physical access to the vehicle and avoid unauthorized alterations to vehicle software, according to the PSA.

In case of a hacking incident, vehicle owners are advised to check for vehicle recall updates, contact the manufacturer or authorized dealer and file a complaint with the FBI and NHTSA.

Defense Secretary Ashton Carter has said the Defense Department needs to avoid sequestration in order to fund critical investments amid the five global challenges the U.S. currently faces, DoD News reported Thursday.

Lisa Ferdinando writes Carter cited terrorism, China, Russia, Iran and North Korea as the strategic challenges that direct DoD’s planning and budgeting efforts.

He joined Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, and DoD Comptroller Mike McCord at a Senate Armed Services Committee hearing Thursday on DoD’s budget request of $582.7 billion for fiscal year 2017.

Carter said the Pentagon would be able to prevent $100 billion in automatic budget cuts and support critical investments once sequestration is avoided.

Jim Garamone also reported for DoD News that Dunford called on Congress to adequately fund “a bow wave of procurement requirements” in order to help the joint force counter current and future threats.

These acquisition requirements include the Ohio-class submarine replacement program, long-range strike bomber and continued investments in cyber and space domains.

“And unless we reverse sequestration, we will be unable to execute the current defense strategy, and specifically unable to address the challenges that Secretary Carter outlined,” Dunford said.

FirstNet Unveils New Blog on Tumblr


FirstNetThe First Responder Network Authority has unveiled the agency’s blog on the Tumblr social networking website as part of an effort to share information with first responders via audio, video and social media posts.

FirstNet’s Kyle Richardson wrote in a blog post published Thursday the agency aims to share multimedia content and reach a wider audience through Tumblr and other websites.

“The pure goal of our mission as an agency is to put mobile technology in the hands of first responders — so our content must be mobile-friendly,” he added.

FirstNet’s focus on mobility and videos follows a recent discussion between the agency and Tumblr centered on statistical data that indicate 66 percent of users view content via mobile devices and 95 percent of content is accessed via shares, according to Richardson.

He wrote that the Tumblr site will also work to help FirstNet engage with local, tribal, state and federal public safety organizations and professionals, some of whom use the platform.
