military in trainingTwo U.S. Army officials have said the service branch’s proposed budget of $125.1 billion for fiscal year 2017 aims to establish military readiness against asymmetric threats posed by Russia, China, North Korea and terrorist groups, the Army reported Thursday.

David Vergun writes Army Chief of Staff Gen. Mark Milley and Patrick Murphy, acting secretary of the Army, made the remarks at a hearing of the House Committee on Appropriations’ defense subpanel Thursday.

Milley and Murphy told the House subcommittee that funds for military modernization and manning programs had been reduced in the service branch’s budget request to prioritize readiness of service personnel.

“The Army must produce units ready today to win decisively… against an aggressive Russia or its surrogates,” Murphy noted.

“We’re mortgaging modernization to meet readiness.”

He added that lawmakers should decide on potential base realignment and closures in 2019 to help generate $500 million in savings and control risk arising from the budget cuts, the report said.

NIST Scientists Develop Quality Control Method for Nanoscaled Materials


research and development RDA team of National Institute of Standards and Technology scientists has invented a “nondestructive” process for quality control testing of carbon nanotube and graphene materials that are increasingly used in the electronics manufacturing sector.

NIST said Friday the method employs a microwave cavity designed for measurement of film properties and an electrical circuit intended to measure resonance frequency changes.

Physicists Christian Long, Nathan Orloff and Jan Obrzut helped assemble the testing equipment, which the agency says is built upon roll-to-roll processing technology used for the bulk production of nanomaterials.

“This method could significantly boost prospects of not making a faulty batch in the first place,” Long said.

Manufacturers use carbon nanotubes and graphene to build composite aircraft components, wearable electronic devices and smartphone screens, according to NIST.

Long, Orloff and Obrzut filed a patent for the nanomanufacturing quality-control technique in December.

Mike Tanner, president and CEO of Hitachi Data Systems Federal Corp., has said the adoption of tiered storage tools and software-defined platforms can help federal agencies address the challenges posed by big data.

Tanner wrote in an article published Thursday on FedTech Magazine that agencies can categorize data based on security level through the adoption of network function virtualization and software-defined networks.

He said SDN aims to help manage agencies’ legacy information technology infrastructures and provide them an opportunity to adopt cloud computing, mobile platforms and other emerging technologies.

Tanner cited tiered storage platforms as designed to help agencies facilitate data migration.

“The automation and effectiveness of these storage settings ease federal chief technology officers’ and chief information officers’ jobs by synthesizing databases through analytics, thus easing the challenge big data presents,” he added.

Defense Secretary Ashton Carter has said the U.S. National Guard‘s cyber squadrons could be called upon to participate in the campaign against the Islamic State militant group, Reuters reported Sunday.

Andrea Shalal writes the squadrons will take part in the government’s effort to assess potential cybersecurity gaps in U.S. industrial infrastructure.

Carter said at the Joint Base Lewis-McChord in Tacoma, Washington, the National Guard’s 262nd squadron could engage in cyber missions in the future, according to the report.

“Units like this can also participate in offensive cyber operations of the kind that I have stressed we are conducting, and actually accelerating, in Iraq and Syria, to secure the prompt defeat of ISIL, which we need to do and will do,” Carter added.

The 262nd squadron is a group of 101 people that includes employees from Microsoft and Google, Reuters reports.

GAO: Agencies Should Establish Data Center Cost Savings Plan to Meet Optimization Goals


DataCenterThe Government Accountability Office has called on 10 agencies to establish their planned cost savings goals through data center closures and urged 22 agencies to boost performance in data center optimization.

Those 10 agencies reported cost savings without having developed their savings and avoidance targets for fiscal years 2016 through 2018 due to various challenges in evaluating their data center consolidation strategies, GAO said Thursday.

The agency added the 22 agencies did not meet the optimizations targets of the Office of Management and Budget.

According to the GAO report, 19 of the 24 agencies that took part in the Federal Data Center Consolidation Initiative reported approximately $2.8 billion in cost savings from fiscal years 2011 to 2015.

Twenty-one agencies also posted $8.2 billion in total cost savings and avoidances from 2011 through 2019.

“Until agencies address their challenges and complete savings goals, the $8.2 billion in total savings may be understated and agencies will not be able to satisfy provisions of a recently enacted information technology acquisition reform law,” GAO said.

Reports: Senate Panel OKs Airwaves Reallocation Bill


CellTowerA Senate panel has cleared a bill that would require federal agencies to give up some of their airwaves for use in commercial wireless communications, Bloomberg BNA reported Friday.

Lydia Beyoud writes the Senate Commerce, Science and Transportation Committee on Thursday voted to pass the proposed Mobile Now Act that Sens. John Thune (R-S.D.) and Bill Nelson (D-Fla.) introduced.

The bill contains 12 amendments that Nelson considered non-controversial, including the reallocation of up to 200 megahertz of spectrum held by the federal government to licensed and unlicensed spectrum users.

David McCabe also reports for The Hill that the proposed legislation would require the Commerce Department to come up with recommendations in 18 months on how to offer incentives to agencies that free up their airwaves for commercial use.

The Mobile Now Act would also improve the process for the establishment of wireless broadband infrastructure and incentivize innovative approaches that aim to support the efficient use of spectrum, according to the report.

DroneLaunchCarrierBritish Prime Minister David Cameron has said the U.K. and France will invest at least a combined $2.1 billion for a collaborative unmanned aircraft development program, Defense News reported Saturday.

Pierre Tran writes Cameron unveiled the partnership during his joint conference with French President Francois Hollande Thursday in Amiens, France.

The joint combat air system initiative culminates a government-funded feasibility study by defense technology contractors BAE Systems, Finmeccanica‘s airborne and space systems division, Rolls-Royce, Dassault, Thales and Snecma, Tran reports.

The U.K. and France plan to commence work on their future unmanned combat aerial system in 2017 and expect to have an operational UCAS prototype ready by 2025, the report said.

NASA Reschedules Launch of Asteroid Redirect Mission’s Robotic Part; Michele Gates Comments


deep_spaceNASA has postponed the launch of the robotic part for its Asteroid Redirect Mission to December 2021 instead of 2020 to allocate time for the mission’s concept studies, Space News reported Thursday.

Jeff Foust writes the move will also push back a planned 2025 crewed mission to 2026 but will not affect the mission cost.

Michele Gates, program director for ARM at NASA, said at a NASA advisory council meeting the delay “is intended to enable the early design study work for the spacecraft bus,” the report said.

The postponement will extend work on phases A and B under the robotic mission.

Foust reports NASA originally scheduled the launch of the robotic arm for 2017 to engage the asteroid for the redirect mission around 2021 for an astronaut visit during Exploration Mission 2.

cybersecurityThe Department of the Navy has released a new memo that aims to outline differences in the responsibilities of the branch’s cybersecurity and information technology workforces, FCW reported Friday.

Sean Lyngaas writes the memo defines an IT professional’s function as one covering the operation and maintenance of IT networks.

The memo states that a cybersecurity professional works to defend and preserve data and networks and incorporate cybersecurity into the engineering and acquisition aspects of cyber systems, according to the report.

Workers in both the IT and cybersecurity sections should have foundational knowledge of operating systems and computing environments, FCW reports.

Startup Firms Showcase Cyber, Intell Analysis, Unmanned Tech Projects at DoD’s Innovation Hub


big dataFive companies presented multiple technology projects to Defense Secretary Ashton Carter and other Defense Department officials during an event held at the Defense Innovation Unit Experimental facility in Silicon Valley last week, DoD News reported Friday.

Cheryl Pellerin writes George Duchak, director of the DIUx organization, said entrepreneurs pitched their cybersecurity, intelligence analysis and unmanned technologies during the showcase program.

“Just as we’ve worked hard to introduce entrepreneurs in the Silicon Valley to DoD and opportunities to work more closely together, we’ve worked equally hard to contextualize what we’ve learned here for the Pentagon’s senior leaders,” Duchak noted.

Carter visited the DIUx office last week as part of his West Coast tour to promote collaboration between DoD and the technology sector.

Featured projects at the event include dynamic network mapping, micro-virtualization for endpoint protection, solar energy-powered unmanned maritime system, automated textual analysis, lean startup methodology and aerial and terrestrial mesh networks, Pellerin reports.
