A new SolarWinds survey has found that 48 percent of federal information technology professionals see increased information technology security challenges as a result of upgrades and consolidation programs for IT systems.

Federal IT leaders associated such security challenges with complex enterprise management systems and incomplete transitions, SolarWinds said Tuesday.

“When completed, consolidation and modernization projects will provide more efficient and secure environments, but this isn’t going to happen overnight, so additional attention must be given to securing environments against threats no matter where they originate,” said Mav Turner, director of product strategy at SolarWinds.

The company commissioned research firm Market Connections to poll 200 federal IT security executives from December 2015 to January 2016.

According to the survey, nearly 50 percent of respondents said they consider untrained insiders and international government agencies as a major threat to IT security.

SolarWinds also noted that 62 percent of the respondents stated their agencies adopt configuration and patch management software and at least 45 percent of them indicated that the use of such tools has helped their agencies expedite response to cyber attacks.

The U.S. Army‘s cyber organization took part in a military training rotation at Fort Erwin, California, to facilitate defense and offensive cyberspace, intelligence and data operations during the exercise.

The Army Cyber Command said Monday its participation at a recent National Training Center activity for the Lancer Brigade was part of a pilot program meant to help the military service integrate cyber functions into the branch’s tactical units.

Prior to the rotation, the command’s 780th Military Intelligence Brigade worked to build a realistic cyber environment within the NTC’s training area.

Army Cyber Institute researchers also took part in the exercise to observe and document their observations for the future development of a military cyber doctrine.

“We hope to add value by understanding the current challenges facing staff integration and cyber planning at the maneuver headquarters, as well as the expeditionary nature of cyber enabling at the maneuver headquarters,” said Capt. Frederick Waage.

The Army plans to use data from the NTC rotation and the Cyber Support to Corps and Below initiative to make decisions on various warfighting elements such as manning, individual and collective training, equipment, tactics and rules of engagement.

The Department of Health and Human Services’ office of civil rights has released a crosswalk document in an effort to help healthcare organizations understand the overlap between the Health Insurance Portability and Privacy Act Security Rule and the National Institute of Standards and Technology’s Cybersecurity Framework.

OCR developed the document in collaboration with NIST and the Office of the National Coordinator for Health IT, HHS said Feb. 23.

The document also aims to help healthcare groups identify gaps in their cybersecurity programs and implement measures meant to safeguard electronic health data.

The crosswalk also includes mappings of different categories to other security frameworks such as the Council on Cybersecurity Critical Security Controls and Control Objectives for Information and Related Technology Edition 5.

Those categories include asset management, risk assessment, access control, data security and information protection procedures.
