cybersecurityA new SolarWinds survey has found that 48 percent of federal information technology professionals see increased information technology security challenges as a result of upgrades and consolidation programs for IT systems.

Federal IT leaders associated such security challenges with complex enterprise management systems and incomplete transitions, SolarWinds said Tuesday.

“When completed, consolidation and modernization projects will provide more efficient and secure environments, but this isn’t going to happen overnight, so additional attention must be given to securing environments against threats no matter where they originate,” said Mav Turner, director of product strategy at SolarWinds.

The company commissioned research firm Market Connections to poll 200 federal IT security executives from December 2015 to January 2016.

According to the survey, nearly 50 percent of respondents said they consider untrained insiders and international government agencies as a major threat to IT security.

SolarWinds also noted that 62 percent of the respondents stated their agencies adopt configuration and patch management software and at least 45 percent of them indicated that the use of such tools has helped their agencies expedite response to cyber attacks.

Space News: US Air Force Eyes New Satellites for Wideband Satcom Demand


WidebandGlobalThe U.S. Air Force has examined the possibility of a new three-satellite constellation as part of an effort to meet the Defense Department’s future wideband communications requirements, Space News reported Tuesday.

Mike Gruss writes the three-satellite constellation remains an abstract idea for the Air Force at present and is in the early stages of discussion.

An Air Force spokesperson told the publication the Air Force is considering whether to incorporate the planned satellites into the Boeing-built Wideband Global Satcom system and whether to seek international partnerships to fund the program.

WGS consists of 10 satellites with seven on orbit and three others set for launch in 2016, 2017 and 2018.

The service plans to finalize its decision on the constellation after the DoD concludes its wideband requirements study, Gruss reports.

medical health doctorThe Government Accountability Office has called on the departments of Defense and Veterans Affairs to collaborate on the development of criteria for use in the selection and assessment of leaders for a federal healthcare center demonstration.

GAO made the recommendation after it evaluated the governance structure of the Captain James A. Lovell FHCC demonstration, the congressional audit agency said in a report released Monday.

DoD and VA set up the five-year FHCC demonstration in Illinois under the fiscal year 2010 National Defense Authorization Act in an effort to combine U.S. Navy and VA medical facilities into a single center that works to provide healthcare services to beneficiaries of both departments.

GAO also recommended that VA and the Pentagon should address differences in security standards for the FHCC’s information technology networks to improve the integration of administrative and clinical operations.

DoD and VA should also work together to carry out data-driven analysis of the FHCC’s workforce in order to manage staffing difficulties across the facility, according to the report.

Haley II, assistant director at the FBI‘s facilities and finance division, has told a House subcommittee he believes consolidating the bureau’s offices into a new headquarters will increase collaboration among special agents, analysts and other professional staff members.

He said in a written testimony published Tuesday the J. Edgar Hoover building in Washington has been occupied by the bureau since 1974 and cannot accomodate a sheer number of personnel and technical systems necessary to sustain agency operations.

“A key challenge inhibiting our ability to address current and future threats is the lack of a headquarters facility that fully fosters collaboration, intelligence sharing, and is dynamic,” he told the House Transportation and Infrastructure Committee’s subcommittee on economic development, public buildings and emergency management.

He noted the current FBI HQ does not comply with standards established by the Interagency Security Committee and will be difficult to retrofit due to the manner in which the facility was constructed.

“Our goal is to have built a fully consolidated, secure, resilient intelligence community-worthy facility,” he added to subcommittee members.

Haley said the bureau’s consolidation project aims to reduce footprint by up to 800,000 rentable square feet and save the government tens of millions of dollars in annual lease costs.

tablet-soldier-c4isrThe U.S. Army‘s cyber organization took part in a military training rotation at Fort Erwin, California, to facilitate defense and offensive cyberspace, intelligence and data operations during the exercise.

The Army Cyber Command said Monday its participation at a recent National Training Center activity for the Lancer Brigade was part of a pilot program meant to help the military service integrate cyber functions into the branch’s tactical units.

Prior to the rotation, the command’s 780th Military Intelligence Brigade worked to build a realistic cyber environment within the NTC’s training area.

Army Cyber Institute researchers also took part in the exercise to observe and document their observations for the future development of a military cyber doctrine.

“We hope to add value by understanding the current challenges facing staff integration and cyber planning at the maneuver headquarters, as well as the expeditionary nature of cyber enabling at the maneuver headquarters,” said Capt. Frederick Waage.

The Army plans to use data from the NTC rotation and the Cyber Support to Corps and Below initiative to make decisions on various warfighting elements such as manning, individual and collective training, equipment, tactics and rules of engagement.

Denise Turner Roth, administrator at the General Services Administration, has said President Obama’s fiscal year 2017 budget proposal would help the agency deliver real estate, procurement and information technology services across the government.

She said in her testimony Monday before the House Appropriations Committee’s financial services and general government subcommittee the budget includes $10.2 billion to fund GSA’s federal building consolidation, border station modernization and environmental cleanup projects.

The White House proposed more than $52 billion for federal civilian IT programs, with 70 percent of that amount will go toward legacy system operations and maintenance efforts, she told the subcommittee.

Roth, a 2016 Wash100 recipient, added the proposal calls for GSA and the Office of Management and Budget to help other agencies integrate agile acquisition strategies into their IT modernization plans.

“This centralized effort will achieve a greater and more rapid impact on the efficiency, security, and governance of federal IT, compared to the disaggregated funding of single-agency projects, by strategically prioritizing investments across government.”

GSA has collaborated with OMB to implement a category management system and is developing a common acquisition platform in efforts to streamline the federal buying process, Roth noted.

Agriculture Secretary Tom Vilsack has been appointed to succeed Commerce Secretary Penny Pritzker as the next chair of the Gulf Coast Ecosystem Restoration Council.

The White House announced the rotation after the council made progress in responding to the Deepwater Horizon spill since it was founded in July 2012, the Commerce Department said Tuesday.

“I am proud of our collective accomplishments during my tenure as the council’s chairperson and I look forward to continuing to work with Secretary Vilsack as he assumes this role,” said Pritzker.

The council will focus on the development of a new comprehensive plan and schedule funding for new projects.

The council works to develop and implement a comprehensive plan in an effort to help restore the ecosystems and economies of the Gulf Coast states.

Adm. Michael Rogers, head of the National Security Agency and U.S. Cyber Command, has called on the government and technology sectors to collaborate on how to address consumer privacy and national security concerns, eWeek reported Tuesday.

“It’s time for us to all stop talking past each other,” Rogers told his audience during a keynote speech Tuesday at the RSA Conference in San Francisco.

“The nation counts on us to protect its security and safety, and we have to do it in a way that protects the privacy and rights of our citizens,” he added, according to the report by Sean Michael Kerner.

Rogers, a 2016 Wash100 recipient, also noted at the forum that a disconnect remains between public and private organizations on cybersecurity, Greg Otto of Fedscoop reports.

The report said Rogers is concerned about potential cyber attacks on critical infrastructure following a breach of control systems at a Ukraine power plant in December and attacks that are meant to cripple financial systems through data manipulation.

“That isn’t the last we are going to see of this… That worries me,” he told his audience.

DHS - ExecutiveMosaicThe Department of Homeland Security‘s science and technology unit has chosen Yale University to develop technology for use in data privacy research studies under a $1.7 million contract.

DHS said Monday the “PriFi Networking for Tracking-Resistant Mobile Computing” contract is part of its data privacy program that aims to develop new privacy-enhancing technologies that are ready to be deployed.

Yale will work to build technology to defend the locations and identities of individuals against malicious tracking and surveillance.

“Keeping the homeland secure depends on both guarding and granting access to secure systems, facilities, and other resources,” said Reginald Brothers, DHS undersecretary for science and technology.

“Protecting Personally Identifiable Information is vital to the DHS mission and S&T has a long-standing interest in privacy-enhancing technologies.”

Yale team leader Joan Feigenbaum proposed to develop an anti-tracking and private network access mechanism that will work to protect members of the organization, the report said.

HHS Issues Document to Identify Overlap Between NIST Cyber Framework, HIPAA Security Rule


cybersecurityThe Department of Health and Human Services’ office of civil rights has released a crosswalk document in an effort to help healthcare organizations understand the overlap between the Health Insurance Portability and Privacy Act Security Rule and the National Institute of Standards and Technology’s Cybersecurity Framework.

OCR developed the document in collaboration with NIST and the Office of the National Coordinator for Health IT, HHS said Feb. 23.

The document also aims to help healthcare groups identify gaps in their cybersecurity programs and implement measures meant to safeguard electronic health data.

The crosswalk also includes mappings of different categories to other security frameworks such as the Council on Cybersecurity Critical Security Controls and Control Objectives for Information and Related Technology Edition 5.

Those categories include asset management, risk assessment, access control, data security and information protection procedures.
