US, UK Eye Shared Approach to AI Safety Testing; Gina Raimondo Quoted

The U.S. and the U.K. governments will collaborate to advance the development of tests for artificial intelligence models and establish a common approach to AI safety testing under a memorandum of understanding.

Under the MOU, the U.S. and U.K. AI Safety Institutes plan to conduct at least one joint testing exercise on a public model and explore expert personnel exchanges as part of efforts to develop shared capabilities, the U.S. Department of Commerce said Monday.

The two countries will also share information on capabilities and risks related to AI systems and models and technical research on AI security and safety.

“Because of our collaboration, our Institutes will gain a better understanding of AI systems, conduct more robust evaluations, and issue more rigorous guidance,” said U.S. Commerce Secretary Gina Raimondo.

“By working together, we are furthering the long-lasting special relationship between the U.S. and UK and laying the groundwork to ensure that we’re keeping AI safe both now and in the future,” she added.

Raimondo signed the MOU with Michelle Donelan, the British government’s technology secretary.

Rear Adm. Dean VanderLey Outlines 4 Strategic Priorities to Strengthen US Shore Infrastructure

Rear Adm. Dean VanderLey, commander of Naval Facilities Engineering Systems Command and chief of civil engineers, has outlined his four strategic priorities to strengthen the service branch’s shore infrastructure systems amid an era of strategic competition.

Speaking at a Society of American Military Engineers Capital Week event, VanderLey said his top priorities center on four key areas: partnership and governance, planning, risk allocation and affordability.

“I think one of the most important things we can do as NAVFAC and the government to ultimately produce success in projects is to really be in lockstep with our industry partners,” VanderLey said.

He also noted the importance of planning, or “getting the scope of the requirements right in the beginning,” to meet critical mission objectives.

According to VanderLey, the success or failure of most projects depends on how well the planning requirements and scope development go at the start of the process.

For his third priority, VanderLey said his team is seeking to “reap the benefits” of risk allocation through strategies such as early contractor involvement, economic price adjustments and planning and design integrations.

Moreover, VanderLey is looking to strengthen collaboration with industry to address challenges related to the affordability of projects.

“We’re really looking for engagement with industry to help us get after that affordability challenge,” he said.

BAE Systems Marks Progress in NASA Carruthers Observatory Development

BAE Systems has integrated the ultraviolet spectrometer into the satellite bus of the Carruthers Geocorona Observatory, marking the next major step in building the Earth-monitoring satellite for NASA.

The observatory is a small satellite designed around BAE’s configurable spacecraft platform and intended for use, once in orbit at Lagrange Point 1, in determining the Earth’s exosphere changes in response to space weather, the company said.

Carruthers will be the first satellite to conduct continuous exosphere observations using an advanced UV imager.

“This mission will allow us to better understand how our atmosphere interacts with the ever-changing conditions in space… Space weather has a significant impact on Earth,” remarked Alberto Conti, vice president and general manager of Civil Space for BAE Systems Space & Mission Systems. “This satellite will deliver a wealth of new data and better equip us to respond to whatever the Sun throws at us.”

The satellite will launch in 2025 as a rideshare component of NASA’s Interstellar Mapping and Acceleration Probe mission.

CDAO’s Alpha-1 Portfolio Advances Pentagon’s AI Technology Development

Navy Capt. Xavier Lugo, head of the Department of Defense Chief Digital and Artificial Intelligence Office’s Task Force Lima, said CDAO’s Alpha-1 portfolio of enterprise tools and capabilities enables the Pentagon to lay the foundation for the development of artificial intelligence and machine learning technologies, Federal News Network reported Friday.

Lugo said Alpha-1 “is starting to get momentum to enable AI and ML scaffolding,” including capabilities such as data labeling as a service, test and evaluation and federated model catalogs.

According to Lugo, data labeling is the first capability that Alpha-1 made available for DOD services and components.

“Data labeling was found to be a huge gap across the department. The program offices that were very mature — they already had their own data labeling services, but that came with constraints and caveats. For example, the data was not necessarily owned, wasn’t necessarily shared,” Lugo said.

Alpha 1’s data labeling services support the U.S. Navy’s Project Harbinger, the Coast Guard’s maritime object detection and the Marine Corps’ Smart Sensor program.

During an exclusive video interview with Executive Mosaic, JAMIS President and CEO Jeff Noolas emphasized that this new platform is designed to fill significant voids in the manufacturing market, aiming to provide government contractors with a comprehensive solution.

“Manufacturing has been ill-served for a long period of time. It’s characterized by products that are big, unwieldy, hard to use, perhaps full featured, but very, very difficult to implement,” he said. “I think the key issue that we’ve addressed is we’ve linked the finance, accounting, job cost and labor side of the house with the manufacturing side of the house, with again, a single user interface, a single platform, and it’s easy to use. And there’s almost nothing else out there in the marketplace that’s easy to use.”

In a strategic partnership, JAMIS collaborated with cloud enterprise resource planning provider Acumatica to amalgamate top-notch solutions from third-party vendors into a cohesive ecosystem.

“There’s a lot of third party best-of-breed companies that are now writing their solutions on top of the Acumatica framework,” said JAMIS Vice President of Technology Joe Satlin. “So what does this mean? It basically means that you could buy any one of these products, install it on the framework and all the pieces work together. So what we did was we went out and we found some of these best of breed Acumatica ecosystem partners, and we brought them together in our manufacturing solution.”

DOE Releases Solicitation for National Energy Technology Laboratory Facility Operation Support Services

A request for proposals has been released for Site Operations Support Services 5, an 8(a) small business set-aside contract that calls for a variety of housekeeping and facility operation services in support of the Department of Energy’s National Energy Technology Laboratory.

The services required under SOS5 include research and development, general engineering, site operations, property management, industrial hygiene and waste disposal support, according to the RFP posted Monday on SAM.gov.

NETL facilities in Oregon, West Virginia and Pennsylvania will benefit from the solicitation, though work locations — along with the contract type cost — will be determined per requirement.

SOS5 has a base period of performance of 24 months but comes with three options that, if exercised, extend the work to 60 months.

Interested parties have until May 17 to respond.

The Air Force Safety Center has unveiled a new strategic plan detailing six new goals over the next three years in alignment with the Department of the Air Force’s priorities.

The first three goals as stated in the DAF Safety Strategic Plan are fully integrating risk management into all training and operations, integrating risk management into agile combat operations and evolving support to the space enterprise, the Air Force Safety Center said Monday.

Strengthening nuclear surety, optimizing analytical ecosystems and data fabric and evolving and modernizing the safety workforce are the other three goals.

“As Safety leaders, it’s our job to ensure the Safety enterprise is trained, agile, and ready to integrate new Air Force operational concepts to deter, and if needed defeat, great power competitors,” said Maj. Gen. Sean Choquette, DAF chief of safety and commander of the Air Force Safety Center.

“Safety’s job is to prepare our forces with the resources and skills to make risk-informed decisions at home or in combat,” added Choquette.

Each goal comes with specific objectives. To achieve the goal of optimizing the analytical ecosystem, objectives include identifying and developing actionable data for use in future machine learning models; developing and integrating accurate ML models to automate data quality; and providing data visualizations to present projective analytical products to commanders at all levels.

NIH Eyes Addition of Imagery, Other Data Types to Researcher Cloud Platform for Biomedical Information

Sweta Ladwa of the National Institutes of Health recently said that her agency’s BioData Catalyst cloud platform is set to undergo an expansion later this year to host more data types in addition to the clinical and genomic data it is already home to, Federal News Network reported Friday.

Ladwa, who heads the NIH’s Scientific Solutions Delivery Branch, told attendees at a recent AFCEA Bethesda-sponsored panel discussion that the aim of BioData Catalyst is to provide researchers with a free and accessible resource for biomedical data that would facilitate scientific advances benefiting public health.

The NIH official explained that the expansion includes imaging data as well as various tools that would make it easier for users to mine the information.

“A lot of tooling is associated with data types, but it also could be workflows, pipelines or applications that help the researchers really meet their use cases. And those use cases are all over the place because there’s just a wealth of data there. There’s so much that can be done,” Ladwa said.

The chief of the Scientific Solutions Delivery Branch also pointed out the collaboration that undergirds the cloud platform, saying, “To do this, it takes a lot of different skills, expertise and different entities. It’s a partnership between a lot of different people to make this resource available to the community.”

Executive Mosaic’s GovCon Index closed with an average of $4,963.08 last week, growing by 1.66%.

GovCon Index is an aggregate index that tracks data from 30 notable government contracting companies in real time. Users are able to leverage this information to identify the most significant trends shaping the field while evaluating the success of each individual organization.

Mercury Systems came out on top last week, rising by 6.68%. V2X (+6.40%) followed in second place while Kratos Defense & Security Solutions (+4.79%) took the third slot. KBR (+3.53%) trailed behind, and SAIC earned the fifth spot in the ranks with its 2.98% rise.

GovCon Index grew consistently last week, inching upward each day. This rise spiked on Wednesday, when the GovCon Index went up by 1.2%.
