Army, CDAO Implement Replication Pipelines to Streamline Data Integration, Analysis

The U.S. Army and the Department of Defense’s Chief Digital and Artificial Intelligence Office have implemented new pipelines to replicate information from two Army enterprise reporting programs.

The pipelines enable real-time data replication from the Army General Fund Enterprise Business System and Global Combat Support System into Advana, the DOD’s centralized data platform for advanced analytics, the Army said Wednesday.

“These newly implemented data pipelines will enable Army to take in large volumes of raw data from our legacy ERPs and move that data to a consolidated platform for more timely analysis. We will increase the ingestion of our key data sets from once monthly to real-time,” said Chase Levinson, the Army’s finance data steward.

Bakari Dale, the Army’s business mission area data officer, said the data replication pipelines will enable data-informed decision-making and drive innovation in advanced analytics and machine learning.

The pipelines will also allow OSD to gather timely and accurate insights from Army data, improve data quality, enhance operational efficiency and ease data integration.

CyberSheath Study Looks at Defense Industrial Base Cybersecurity Posture; Eric Noonan Quoted

A new CyberSheath study has found that defense contractors showed an average score of -15 in the Supplier Performance Risk System, which is used to determine whether vendors meet the 110 security controls as required by the Defense Federal Acquisition Regulation Supplement.

CyberSheath said Wednesday it commissioned Merrill Research to conduct the study and found that 81 percent of respondents reported compliance with the security controls through self-assessment.

The report revealed that only 36 percent of respondents submitted SPRS scores to the Department of Defense.

According to the study, 25 percent of surveyed contractors said they have secure information technology backup systems in place and 19 percent of respondents reported implementation of vulnerability management tools.

On a scale of one to 10, CyberSheath found that approximately 70 percent of respondents assigned a score of seven or higher when asked about the difficulty of understanding how to reach and maintain compliance with the Cybersecurity Maturity Model Certification program.

“The government has done the hard work of creating controls to better protect our most sensitive data, which is increasingly a valuable currency to foreign countries, but enforcement hasn’t kept pace,” said CyberSheath CEO Eric Noonan.

“This year’s survey shows we haven’t made much progress in protecting military secrets, and until the DIB is compelled to do so, our security posture will remain stagnant,” Noonan added.

DHS Assembles Advisory Group to Provide Expert Input on Security Matters

The Department of Homeland Security recently announced the establishment of the Homeland Intelligence Experts Group, which will work to provide the DHS Office of Intelligence and Analysis and Office of the Counterterrorism Coordinator with input regarding a variety of issues, including emerging technologies, terrorism and transborder matters.

The group, which will convene four times a year, comprises experts from the private sector, including previous government officials like former CIA Director John Brennan, former Director of National Intelligence James Clapper and former DHS Undersecretary for Intelligence and Analysis Caryn Wagner, the DHS said Tuesday.

Commenting on the establishment of the experts group, Counterterrorism Coordinator Nicholas Rasmussen said the perspectives to be offered by the group members will help the DHS confront threats.

For his part, DHS Undersecretary for Intelligence and Analysis Ken Wainstein said the group will be invaluable to the agency as it works to address an evolving threat landscape.

Secretary of Homeland Security and Wash100 winner Alejandro Mayorkas expressed gratitude to the group’s members for contributing to the mission of ensuring the security of the American public.

DOD to Back Formation of 8 Microelectronics Commons Regional Hubs With $238M in Funding; Kathleen Hicks Quoted

The Department of Defense has awarded $238 million in funding to eight universities and research institutions to establish regional innovation hubs through the Microelectronics Commons program as part of DOD’s implementation of the CHIPS and Science Act.

“The Microelectronics Commons is focused on bridging and accelerating the lab-to-fab transition, that infamous valley of death between R&D and production,” Deputy Defense Secretary Kathleen Hicks said in a statement published Wednesday.

In January, DOD launched the Microelectronics Commons program to create a network of local facilities across the U.S. to advance the development of microelectronics prototypes to reduce dependence on other countries for such technology components.

The initiative focuses on six tech areas: secure edge and Internet of Things computing; quantum technology; 5G/6G technology; electromagnetic warfare; artificial intelligence hardware; and commercial leap ahead technologies.

Hicks, a three-time Wash100 awardee, said the department expects the hubs to help incorporate microchips into systems that warfighters use on a daily basis, including aircraft, tanks, ships, long-range munitions, sensors and communications equipment as well as those attritable, autonomous systems that DOD intends to deploy across all domains through the Replicator program.

The awardees and their respective hubs and funding values are as follows:

  • Arizona Board of Regents on behalf of Arizona State University for the Southwest Advanced Prototyping or SWAP Hub – $39.8 million
  • MMEC for the Midwest Microelectronics Consortium Hub – $24.3 million
  • North Carolina State University for the Commercial Leap Ahead for Wide Bandgap Semiconductors or CLAWS Hub – $39.4 million
  • The Applied Research Institute for the Silicon Crossroads Microelectronics Commons Hub – $32.9 million
  • The Board of Trustees of the Leland Stanford Junior University for the California-Pacific-Northwest AI Hardware or Northwest AI Hub – $15.3 million
  • The Massachusetts Technology Collaborative or MassTech for the Northeast Microelectronics Coalition Hub – $19.7 million
  • The Research Foundation for the State University of New York for the Northeast Regional Defense Technology or NORDTECH Hub – $40 million

A2LA Updates Requirements for FedRAMP-Recognized 3rd Party Assessors

The American Association for Laboratory Accreditation has updated the requirements for third-party assessment organizations seeking A2LA accreditation under the Federal Risk and Authorization Management Program.

FedRAMP said Tuesday the updated version of the A2LA R311 policy provides additional certification options for the penetration tester role and requires that 3PAOs declare any foreign ownership, control or influence operations as part of initial and subsequent renewal applications.

The updated policy also creates a digital format for the F337 and F338 feedback forms for cloud providers and 3PAOs and clarifies that a 3PAO is no longer eligible to get accreditation if revoked twice by FedRAMP.

A2LA updated the policy in July 2021 to add personnel qualifications, training plan time durations and subcontracting requirements.

CSC 2.0 Report: Over 36% of Cybersecurity Recommendations Reached Full Implementation

Of the 116 recommendations developed by the Cyberspace Solarium Commission over the course of three years to protect the U.S. from cyberattacks, 36.2 percent are now fully implemented and 31 percent are nearing implementation, according to CSC 2.0’s annual implementation report.

CSC 2.0 said Tuesday 22.4 percent of recommendations are on track to be implemented, 9.5 percent are seeing limited progress and nearly 1 percent of the commission’s recommendations are facing significant barriers to implementation.

The commission’s original 82 recommendations in the March 2020 report are classified into six pillars: reform the U.S. government’s structure organization for cyberspace; strengthen norms and nonmilitary tools; promote national resilience; reshape the cyber ecosystem toward greater security; operationalize cybersecurity collaboration with the private sector; and preserve and employ the military instrument of national power.

The 44-page CSC 2.0 report cited some of the cybersecurity efforts introduced by the White House in the past year, including the release of the National Cybersecurity Strategy and implementation plan for the strategy, announcement of the U.S. Cyber Trust Mark program and the issuance of the National Cyber Workforce and Education Strategy.

The annual implementation review also highlighted the need to further build up collaboration with the private sector on cybersecurity. 

According to the report, further action is needed when it comes to codifying the concept of systematically important critical infrastructure and establishing a joint collaborative environment for threat information sharing.

The General Services Administration, the Department of Transportation and the Massachusetts Institute of Technology have opened the new John A. Volpe National Transportation Systems Center in Cambridge, Massachusetts, which will work with the community to alter the U.S. transportation sector.

The new Volpe Center was formulated as part of a $750 million exchange agreement between MIT and GSA to redevelop a 14-acre, DOT-owned property in the Kendall Square area of Cambridge, GSA said Tuesday.

Under the agreement, MIT designed and constructed the Volpe Center on four acres of the site in exchange for the reconstitution of the rest of the property for mixed-use development.

“As we manage the nearly 370 million square feet in our federal buildings portfolio, we’re always looking to deliver great value for our agency partners, local communities, and the American public,” said GSA Administrator Robin Carnahan. 

“This was a unique opportunity to make smart investments in sustainability, empower the federal workforce, and ensure that federal buildings remain vital parts of the communities around them,” Carnahan added.

The Volpe Center is expected to achieve LEED Platinum certification for energy efficiency and sustainability.

Fearless Secures OPM Task Order to Streamline Federal Health Data Management

Digital services integrator Fearless will help the Office of Personnel Management collect, manage and analyze health claims data under a five-year task order.

Fearless said Monday it will work with subcontractor CyberMedia Technologies to provide information technology application support services to streamline health claims data collection, integration, modeling and storing processes in OPM’s Research and Oversight Repository.

ROVR, formerly Health Insurance Data Warehouse, is designed to collect, store and analyze health claims data from current and future OPM health benefit programs.

The task order is worth $5.4 million and was awarded under the $132.8 million OPM Digital Services Support blanket purchase agreement.

Robert Testerman, director of Fearless’ federal civilian portfolio, said that enhancing OPM’s data management processes will help increase the efficiency and effectiveness of the agency’s health programs and ultimately “improve the overall quality of care for federal employees.”

DHS Recommends Streamlined Cyber Incident Reporting for Critical Infrastructure Entities

The Department of Homeland Security published actionable recommendations to harmonize and streamline cyber incident reporting in the U.S. critical infrastructure sector.

The agency on Tuesday outlined proposed actions including creating a model cyber incident form for federal entities to fill out, clarifying definitions of reportable cases and establishing a centralized web portal to inform authorities of such events.

The guidance was developed in partnership with the Cyber Incident Reporting Council, which sought private sector input and analyzed more than 50 different requirements for government agencies disclosing online threats .

“The recommendations that DHS is issuing today provide needed clarity for our partners,” said Secretary of Homeland Security Alejandro Mayorkas. 

“I look forward to working with Congress and partners across every level of government and the private sector to implement these recommendations and strengthen the resilience of communities across the country,” added Mayorkas, a Wash100 awardee.

Jen Easterly, director of the Cybersecurity and Critical Infrastructure Agency, said the recommendations will help inform their proposed rule on reporting requirements under the Cyber Incident Reporting for Critical Infrastructure Act. Sharing information on cyber incidents “allows us to spot trends in real-time, rapidly render assistance to victims, and share information to warn other potential targets before they become victims,” according to Easterly, who is also an inductee into the Wash100.
