Former Reliable Robotics VP A.C. Charania Joins NASA as Chief Technologist

A.C. Charania, formerly vice president of product strategy at aircraft automation services provider Reliable Robotics, has been appointed chief technologist at NASA.

He will work within the Office for Technology, Policy and Strategy and advise NASA Administrator Bill Nelson on matters related to technology innovation, policy and investment, the agency said Monday.

Charania will succeed Bhavya Lal, NASA associate administrator for technology, policy and strategy, who took on the duties of chief technologist on an acting basis.

“Technology plays a vital role in every NASA mission. Making sure that we’re pursuing the best policy objectives allows this agency to continue to serve as a global leader in innovation,” Lal said.

At Reliable Robotics, Charania led the company’s overall corporate growth strategy and partnerships with defense, civilian and commercial customers.

He previously held leadership positions in strategy and business development at Blue Origin, Virgin Galactic and SpaceWorks Enterprises.

Navy Information Superiority Vision Campaign Plan Outlines 6 Focus Areas for FY 23; Aaron Weis Quoted

Aaron Weis, chief information officer at the Department of the Navy, issued a campaign plan for fiscal year 2023 in December that lists concentrations to achieve the objectives of the Information Superiority Vision.

The FY 2023 set of objectives has six focus areas to help meet ISV goals: optimization of the DON Information Environment for cloud; adoption of enterprise services; implementation of zero trust; use of data to fuel force readiness; Cyber Ready; and Cattle Drive, the Navy said Monday.

To advance the first focus area, DON will continuously deliver IE as code, diversify transport and modernize application and data hosting environments.

For the Cattle Drive initiative, the department intends to advance IT modernization through the realignment of resources and removal of obsolete systems and applications. 

Weis, a three-time Wash100 awardee, said implementing the campaign plan is a “team sport.”

“Successful execution of the FY 23 campaign plan requires active involvement from champions across the DON,” he added.

Anna Sever Selected as President of Magellan Federal; Derrick Duke Quoted

Anna Sever has been named president of Magellan Federal, Magellan Health’s government services arm.

In her new role, Sever will guide Magellan Federal in upgrading operational controls and modifying processes, structure and technology to better position the company to pursue larger federal opportunities, Magellan Health announced from Frisco, Texas on Tuesday.

“Anna has set a clear strategy to target new markets for growth and expansion for Magellan Federal in the years to come, and I’m excited to see the new ways she will lead,” commented Magellan Health CEO Derrick Duke.

Sever holds over two decades of experience in working with county, state and federal governments in the areas of new business development, capture management and program development with a focus on Medicaid and Medicare, behavioral health, child welfare and developmental disabilities.

Her time with Magellan Federal began in 2021, when she joined the company as senior vice president of its strategy and growth unit.

Before joining Magellan, Sever oversaw Maximus’ health business development unit and contributed to the organization’s work on Centers for Medicare and Medicaid Services and Veterans Affairs initiatives.

Earlier in her career, Sever served as a gubernatorial appointee in an Umbrella Health and Welfare agency, during which she led the operations of the Department of Health and Welfare.

“I am honored to have been selected to serve as the leader of Magellan Federal and manage the team of over 2,500 dedicated individuals offering complex wellness services to our nation’s fighting forces, federal civilian employees and their families,” Sever said.

“I look forward to the work we will accomplish while focusing on our goal to empower government personnel, military service members, and civilians to live a healthier, more productive life,” she emphasized.

Complementing her work in the federal healthcare industry, Sever currently serves as vice president of Norwin Band Aids’ Board of Directors and is a member of the National Alliance on Mental Illness.

James Reagan Appointed to SAIC Board of Directors; Donna Morea Quoted

James Reagan, a five-time Wash100 Award winner, has been appointed to SAIC’s Board of Directors.

Reagan brings four decades of career experience to the board and has worked with both publicly and privately held companies in the defense and federal services industries, the Reston, Virginia-based company announced on Tuesday.

“Both of these highly accomplished leaders are known not only for their stellar technical abilities in their fields, but also importantly, for their personal integrity and values,” said Donna Morea, chair of SAIC’s board of directors.

“Their unique abilities will support SAIC’s unwavering commitment to delivering for our customers, employees and shareholders through the company’s transformational, sustainable, long-term growth efforts,” she added.

Most recently, Reagan held the position of executive vice president and chief financial officer of Leidos before retiring in 2021. He has served as CFO in multiple other government contracting organizations, including Vencore, Vangent, Deltek and PAE, which is now part of Amentum.

Earlier in his career, he was vice president of finance at ICF International.

Throughout his time in the industry, Reagan has focused on driving shareholder value through mergers and acquisitions and growing businesses through process optimizations.

Handlon’s experience includes over 35 years with Marriott International, most recently as executive vice president of finance and treasurer of the company.

Carolyn Handlon was also added to the SAIC board. The pair of new additions raise the board’s total membership to 13, with almost two-thirds of its members being women and people of color.

GSA Pursues Schedule Catalog Update; Erv Koehler Quoted

The General Services Administration is working to update the schedule catalog and plans to host industry days in the next few months to get insights on how to advance the effort, Federal News Network reported Friday.

Erv Koehler, assistant commissioner of the office of general supplies and services at GSA’s Federal Acquisition Service, said the catalog should be based on a market basket at the item level.

“If I can get a smaller catalog that is easier for me to manage and easier for you upload and manage too, then I have to be faster on the modifications side,” he told FNN in an interview. “I want to use the order level materials authority to allow orders to process without being on schedule.”

Koehler noted that he is trying to employ existing authorities to make that happen and that he is open to other suggestions.

GSA also aims to reduce the number of listed products in the catalog as part of efforts to enhance E-Buy and the GSA Advantage.

“There’s a lot of things out there that we need to manage better. We realize there’s a little bit of risk associated with that, so we’re going to go through the analytics side of it and once we get the code cracked, we’ll be moving out [to whittle down the number of products in the catalog],” Koehler said.

He also talked about the efforts GSA has initiated to modify schedule contracts and adjust prices to keep up with inflationary changes.

DOD Launches Solicitation for Novel On-site Geothermal Power Plant

The Department of Defense is planning to build an on-site geothermal power facility and has launched a solicitation for vendors who can propose a novel, sustainable approach.

According to a notice posted by the Defense Innovation Unit, the prototype geothermal system will be considered for installation in DOD’s locations across the U.S.

DOD is exploring the potential of geothermal electricity as a stable and continuous power resource to ensure uninterrupted military missions. The only such facility owned by the agency is located at Naval Air Weapons Station China Lake in California, which uses conventional geothermal power that is exported to the grid.

The chosen vendors will be responsible for data gathering, design and the deal structure for the generation and distribution technology. The contract may be sole-source, follow-on or in the form of a production agreement.

The agency is looking at military bases in Idaho, Texas, Alaska and California to serve as the prototype locations. Proposals are due by Jan. 20.

IT Industry Council’s Rob Strayer: U.S., Canada, Mexico Should Prioritize Regional Trade Digitalization

The Information Technology Industry Council called on the Biden administration to collaborate with the Canadian and Mexican governments to advance the integration and digitalization of the North American economy.

Rob Strayer, ITI’s executive vice president of policy, sent a letter Friday to the White House in anticipation of the North American Leaders’ Summit, which will be held on Jan. 9 and 10 in Mexico City, Mexico.

The letter directly addressed National Security Advisor Jake Sullivan and National Economic Council Director Brian Deese. Strayer said that their team should “capitalize on this meeting” to prioritize economic digitalization so that the three countries can have an “open, fair, resilient, and competitive regional economy.”

On behalf of ITI, he also pushed for full adherence to the U.S.-Mexico-Canada Agreement, which includes provisions on digital trade. Digital services tax and the use of computing platforms in government procurement and contracting should also be discussed at the meeting, Strayer added.

Department of the Air Force Posts RFI for Next Generation IT Support

The Department of the Air Force has begun seeking information from industry sources capable of advancing the capabilities of its Next Generation Information Technology system.

In a notice posted Friday on SAM.gov, DAF said it plans to award a contract between December 2023 and March 2024 to modernize the asset management system that supports its civil engineering community.

NexGen IT provides support to about 40,000 users across the Air Force and Space Force in areas of real property, energy, general ledger, operations and supply, space management with CAD and cost accounting.

The system’s components include the IBM-based integrated workplace management suite TRIRIGA, Oracle’s database management system, an authentication gateway service architecture and the AppDynamics application.

DAF is looking for companies with experience in the TRIRIGA application.

The selected contractor will provide operations support and sustainment of fielded NextGen IT capabilities and pursue agile development and deployment of new features.

Responses are due Feb. 9.

The Department of Defense will begin renaming bases and military assets that honor or commemorate the Confederate States of America in accordance with the recommendations set by the Commission on the Naming of Items of the DOD in its final report.

Among the recommendations outlined in the three-part report is the renaming of nine U.S. Army installations to recognize a more diverse set of American heroes who showed exemplary courage and patriotism, the Pentagon said Thursday.

The first part of the report recommended that DOD rename Fort A.P. Hill in Virginia to Fort Walker, Fort Bragg in North Carolina to Fort Liberty, Fort Hood in Texas to Fort Cavazos and Fort Gordon in Georgia to Fort Eisenhower.

Additionally, it put proposed Fort Lee in Virginia be changed to Fort Gregg-Adams, Fort Pickett in Virginia to Fort Barfoot, Fort Polk in Louisiana to Fort Johnson and Fort Rucker in Alabama to Fort Novosel.

Secretary of Defense Lloyd Austin, a 2022 Wash100 awardee, concurred with the renaming recommendations in October 2022.

William LaPlante, undersecretary of defense for acquisition and sustainment and a fellow Wash100 winner, directed all DOD organizations to complete implementation of the commission’s recommendations by January 2024.

Johns Hopkins APL Develops Collision Avoidance & New Takeoff Capabilities for UAVs

Johns Hopkins Applied Physics Laboratory researchers developed an algorithm that enabled fixed-wing unmanned aerial vehicles to avoid potential collisions in complex environments.

The study also resulted in a new maneuvering capability that allowed the UAVs to launch in near-vertical takeoffs, eliminating the need for long runways or manual lift-off, the laboratory said Thursday.

To achieve the predictive control algorithm, researchers equipped the fixed-wing vehicles with an onboard depth camera and NanoMap, a mapping system developed by the Massachusetts Institute of Technology. The camera’s stereo feature gave the UAV depth of perception and enabled triangulated collection of data, even in extremely constrained spaces and at a speed of 20 miles per hour.

Aside from evading threats and other objects of interest, the technology also shows promise for intelligence gathering, the scientists said.

During the study, they also demonstrated near-vertical takeoff of the UAV by installing dynamically actuated gimballed propellers, which allowed the aircraft to hover before shifting to forward flight.

The novel capabilities may be applied by Northrop Grumman and Raytheon Technologies to their swarm architecture under the terms of the Defense Advanced Research Projects Agency OFFensive Swarm-Enabled Tactics program.
