T-Mobile, Oceus Align to Drive 5G Advanced Network Solutions to Federal Agencies; Jeff Harman Quoted

T-Mobile and Oceus announced on Tuesday that both companies have formed a strategic alliance to deliver key offerings across the federal government as well as provide new capabilities and cutting-edge use cases for the U.S. government, including the Department of Defense (DoD).

“T-Mobile has live 5G capacity that is unmatched, and this capacity allows our clients to securely access maximum 5G coverage. We’re excited to partner further to deliver new solutions that are needed today by the U.S. government,” Jeff Harman, president and CEO of Oceus stated.

As the DoD accelerates the adoption of transformative 5G and future generation wireless networking technologies to ensure its forces can operate effectively virtually anywhere, the alliance will focus on the products and services that leverage T-Mobile’s most reliable 5G network with the unique 5G product offerings from Oceus.

T-Mobile and Oceus are poised to deliver applications within the DoD for AR/VR, maintenance and logistics, training, and active operations  with the combination of T-Mobile’s leading 5G nationwide network and solution portfolio alongside Oceus’ extensive cellular experience with massive MIM, and software-defined network orchestration in deployable, enterprise, and cloud-based solutions.

“This is a game changer for DoD, and as an example, late last year Oceus and T-Mobile teamed up to provide a response to an urgent request for high-capacity emergency communications in support of Operation Allies Welcome (OAW),” said Callie Field, president of T-Mobile Business Group.

Perspecta Enterprise Services Secures $563M DoD DC3 Task Order; Peraton I&S President Roger Mason Quoted

Perspecta Enterprise Services announced on Friday that the subsidiary of Peraton, has secured a potential five-year, $563 million task order from the Cyber Crime Center (DC3) with the Department of Defense (DoD).

Under the Technical, Analytical, and Business Operations Services (TABO) task order, Perspecta Enterprise Services will support essential DC3 missions by delivering digital forensics, multimedia forensics, technical solutions development, cyber analytics, and vulnerability sharing support for DoD and other national requirements.

“We are honored that DC3 has entrusted us to support its critical missions across a range of complex technical and operational domains. We look forward to providing our integrated capabilities across the cyber, defense and intelligence domains to help DC3 address an evolving and complex threat environment,” said Roger Mason, president of Peraton’s space and intelligence sector.

The task order was issued by the General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) under the Alliant 2 Governmentwide Acquisition Contract (GWAC).

As one of the federal government’s largest full-spectrum cyber contractors, Peraton delivers robust cyber solutions and services, enabling customers to secure their digital domain, including 24x7x365 protection of the nation’s most critical networks and data systems.

DC3 is a federal cyber center, DoD center of excellence, and is the operational focal point for the Defense Industrial Base Cybersecurity Program.

Air Force’s KC-46 Conducts First In-Air Refueling Training With CV-22

A KC-46 Pegasus assigned to the 349th Air Refueling Squadron located at McConnell Air Force Base in Kansas has performed its first in-air refueling training with a CV-22 Osprey operated by Air Force Special Operations Command.

The Boeing-built aircraft refueled the CV-22 tiltrotor using a centerline drogue system during an exercise over Cannon AFB in early June, the U.S. Air Force said Thursday.

The KC-46 aircraft offers advanced refueling and communications capabilities and features a large fuel storage system that allows it to meet the CV-22’s refueling requirements even in contested environments.

“The CV-22 is specifically designed for long range missions, and when you add on top of that an aerial refueling capability you can extend that distance to the point where you’re only limited by how long the crew is able to fly,” said Maj. Anthony Belviso, CV-22 aircraft commander.

Maj. Benjamin Chase, KC-46 aircraft commander, said the in-air training will guide future refueling operations for the CV-22 Osprey and other aircraft.

Defense Innovation Unit Seeks Commercial Tech to Support Army’s Unmanned Ground Vehicle Ops

The Department of Defense’s innovation arm is seeking industry proposals for a software package that would allow military unmanned ground vehicles to operate autonomously.

Potential vendors will work to create software with an open architecture to support sensor fusion and remote control of a UGV platform such as the U.S. Army’s planned Robotic Combat Vehicle-Light, according to a Defense Innovation Unit solicitation notice.

In addition to software development, vendors will conduct simulation tests and provide plans for applying the software to real-world environments.

DIU is specifically looking for domestic companies or development teams that previously worked on unmanned vehicle projects similar to the new requirement.

Proposers should demonstrate their abilities to develop end-to-end modular autonomy or individual autonomy modules with user feedback iteration, produce and sustain algorithms and ensure software process maturity.

The deadline for the submission of proposals is June 27. Interested vendors can view the procedures for the commercial solutions opening on DIU’s official website.

CISA Calls for Public Input on TIC 3.0 Cloud Use Case

The Cybersecurity and Infrastructure Security Agency is seeking public input on its recently posted Trusted Internet Connections 3.0 cloud use case.

The agency said Thursday TIC is meant to provide security for federal data, networks and boundaries and allow for agencies to have visibility into their traffic, including cloud communications.

Meanwhile, the cloud use case of the federal cybersecurity initiative details proper application of network and multi-boundary security in cloud environments. It focuses on deployments of  Infrastructure-as-a-Service, Platform-as-a-Service, Software-as-a-Service and Email-as-a-Service.

The release is the last of the Initial Common Trusted Internet Connections Use Cases highlighted in the Memorandum M-19-26 of the Office of Management and Budget.

Senate Panel Clears $817B Defense Policy Bill for Fiscal 2023; Sen. Jack Reed Quoted

The Senate Armed Services Committee voted 23-3 Thursday to move the fiscal year 2023 National Defense Authorization Act to the Senate floor for consideration.

The NDAA would authorize $817.3 billion in FY 2023 funding for the Department of Defense, reflecting a nearly $45 billion increase from President Joe Biden’s defense budget request of $773 billion for the coming fiscal year, the Senate panel said Thursday.

“The bill provides critical support for our allies and partners in Europe and the Indo-Pacific region and addresses other persistent threats around the globe,” said Sen. Jack Reed, D-R.I., chairman of SASC.

“It strengthens our offensive and defensive cyber capabilities and accelerates research and development of advanced technologies like hypersonics and artificial intelligence that will give our forces critical advantages,” Reed added.

According to a summary of the NDAA, the increase in the topline authorization seeks to advance the implementation of the National Defense Strategy and address the effects of inflation.

The measure would authorize $1 billion for the National Defense Stockpile to procure critical minerals, extend the Pacific Deterrence Initiative through FY 2023, authorize the full FY 2023 budget request for the European Deterrence Initiative and increase funding for the acquisition of combat aircraft, armored fighting vehicles, naval surface and undersea vessels, short-range fires, long-range fires and munitions.

The bill, which was named after Sen. Jim Inhofe, R-Okla., includes a 4.6 percent salary raise for U.S. troops and civilian workforce within DOD and directs the formation of a cross-functional team to integrate the department’s efforts to address national security concerns posed by China.

Jordan to Procure Modernized Lockheed F-16 Jets

Jordan has signed an agreement to buy updated F-16 multirole aircraft, manufactured by Lockheed Martin, from the U.S. government.

The letter of offer and acceptance covers eight F-16 Block 70 jets for the Jordanian air force and Lockheed said Thursday it will build the fighters at a facility in Greenville, South Carolina.

In February, the State Department approved a potential $4.21 billion foreign military sale of 12 new production aircraft and related equipment to Jordan.

“This F-16 acquisition reflects over 70 years of U.S. cooperation and decades of partnership with Lockheed Martin,” said Aimee Burnett, vice president of business development at the company’s integrated fighter group.

Atlantic Council Offers Policy Recommendations for Building Secure Central Bank Digital Currencies

A new Atlantic Council report has outlined several principles policymakers and regulators should consider when deploying a central bank digital currency supported by cybersecurity protections.

The council said Wednesday one of the principles discussed in the report is ensuring accountability.

According to the report, the framework governing CBDCs should come up with clear policies and rules with regard to accountability for breaches, errors and other consequences. Accountability requirements should also be established among validators on the blockchain for CBDCs relying on distributed ledger technology.

Other key principles outlined in the report are promoting interoperability, developing legislative measures that “apply even-handedly to different technologies over time,” enabling security audits and testing for CBDC implementation, advancing privacy-preserving CBDC designs and using existing risk management regulations and frameworks.

The think tank also listed some of the cybersecurity risks facing CBDCs, including reduced regulatory oversight of financial systems, increased centralization of payment processing and sensitive user data and challenges in payment credential management and key custody.

FTC Report: Congress Should Focus on Legal Frameworks Concerning AI Use

The Federal Trade Commission has released a report calling on lawmakers to consider developing legal frameworks to help ensure that the use of artificial intelligence tools does not cause additional harm.

FTC said Thursday the report was in compliance with a congressional requirement in the 2021 Appropriations Act to assess how AI may be used to detect and address “online harms,” such as misinformation campaigns, online fraud, fake reviews and accounts, hate crimes, media manipulation and bots.

The commission’s report to Congress discussed several concerns with regard to the use of AI tools, including inherent design flaws and inaccuracy, bias and discrimination and commercial surveillance incentives.

“Our report emphasizes that nobody should treat AI as the solution to the spread of harmful online content,” said Samuel Levine, director of the FTC’s bureau of consumer protection.

“Combatting online harm requires a broad societal effort, not an overly optimistic belief that new technology—which can be both helpful and dangerous—will take these problems off our hands,” added Levine.

The FTC report also outlined several recommendations, including the need to advance transparency and accountability when it comes to AI use, identification of the source of specific content using authentication tools and the responsibility of data scientists and their employers in protecting privacy and security, particularly in the treatment of training data.

“Any initial legislative focus should prioritize the transparency and accountability of platforms and others that build and use automated systems to address online harms,” the report reads.
