LinQuest announced on Monday that the corporation acted as a major participant in the inaugural Department of the Air Force (DAF) Modeling and Simulation (M&S) Summit in Eglin Air Force Base, FL.

“LinQuest is proud to have played a contributing role in the success of this very important event,” said LinQuest Chief Technology and Innovation Officer Eric Spittle.

LinQuest participated in eight different presentations during the summit, including topics on architecture modeling, MBSE and MS&A integration methodologies, digital M&S ecosystem design and implementation, military campaign analysis tools and adaptive learning.

At Eglin Air Force Base, LinQuest works collaboratively with stakeholders to provide model-based support to the entire lifecycle of the Weapons Digital Enterprise, including a leading role in the development of the AFRL Munitions Directorate WeaponONE and Digital Acquisition Sustainment Weapons Government Reference Architectures.

“The application of M&S, as well as other digital tools and technologies, remains central to our nation’s ability to continue outpacing the threat. We have invested heavily in these capabilities and are honored to work side by side with AFRL applying them to the Weapons Digital Enterprise,” Spittle explained.

Trillion Technology Solutions Awarded $241M JAIC DRAID BOA

Trillion Technology Solutions, Inc. announced on Monday that the company has been awarded a potential five-year, $241 million Basic Ordering Agreement (BOA) with the Joint Artificial Intelligence Center (JAIC) Data Readiness for Artificial Intelligence Development (DRAID).

TRILLION will provide AI-based IT services to DoD and other federal agencies around data science, data engineering, data architecture, data quality, cloud integration and alignment, software development, and data anonymization.

Doug Marcy and Brady Wentlandt, retired Marine officers who lead TRILLION’s DoD business development expressed their excitement to provide AI capabilities across the Department of Defense.

In addition, William Bowen, who manages various TRILLION contracts in DoD and other federal agencies, emphasized that TRILLION will provide DoD and the rest of the federal market with cutting-edge AI-based services from TRILLION in support of Artificial Intelligence Data Readiness.

The BOA was awarded to Trillion Technology Solutions following a previous announcement that Trillion ERP VentureTech LLC received a spot on JAIC’s Artificial Intelligence Test & Evaluation (AI T&E) Blanket Purchase Agreement (BPA) back in Feb. Under the BPE, TRILLON will support AI testing and evaluation objectives in T&E technologies and tools.

The company’s vice president of Federal Consulting Tom Sampson explained that the JAIC T&E BPA is a great vehicle that allows us to provide emerging technology support to DoD as well as other federal agencies while leveraging all the cool stuff we have been developing in our Trillion Research and Innovation Lab (TRIL).”

Carlos Del Toro Signs Updated Guidance for Navy, Marine Corps Tech Acquisition

Navy Secretary Carlos Del Toro signed an updated manual that offers multiple pathways for acquisition personnel to incorporate commercial innovation into service programs.

The branch said Friday that the SECNAV Instruction 5000.2G manual is intended to encourage departmentwide collaboration on the use of data analytics and other modern tools in making programmatic decisions.

“This updated instruction empowers our Navy and Marine Corps acquisition professionals to aggressively develop promising technologies into capabilities our warfighters need to maintain maritime dominance,” Del Toro said.

The Department of the Navy last revised its acquisition policy instruction in 2019 and outlined in the latest document some measures for the two branches to implement the Adaptive Acquisition Framework.

DON also promotes Defense Acquisition System implementation through the updated manual.

Eric Desautels: US Intends to Prevent Interference With C2 Systems of National Security Satellites

Eric Desautels, acting deputy assistant secretary for arms control, verification and compliance at the State Department, said the U.S. government intends to introduce a proposal that would prohibit “purposeful interference” with command-and-control systems of national security satellites in addition to a ban on anti-satellite weapon tests, Breaking Defense reported Friday.

On April 18, Vice President Kamala Harris announced that the U.S. committed not to carry out destructive direct-ascent anti-satellite missile tests as part of efforts to establish international rules and norms for the responsible and sustainable use of space.

“We recognize our ASAT commitment doesn’t cover all ASAT threats, including space-based ASAT systems. But we think it is important to take a first step to address the most pressing threats,” Desautels said during a webinar.

A United Nations group, dubbed Open Ended Working Group on Reducing Space Threats Through Norms, Rules and Principles of Responsible Behaviours, is set to conduct a series of discussions beginning on May 9 in Geneva and Desautels said the Biden administration would want OEWG to include in the discussions additional ideas.

These include improving communications, advancing responsible behavior to facilitate safe operations of national security satellites to prevent harmful interference and collisions and “elaborating best practices of responsible behavior that avoid simulating or testing a set weapons in the direction of or in close proximity to another state satellites.”

Desatels said the UN working group should help ensure that norms and principles agreed upon do not “restrict the peaceful uses of outer space technology by developing countries.”

Air Force, DeepMedia Collaborating on Deepfake Detection Tech

The U.S. Air Force Research Laboratory has teamed up with small business DeepMedia to advance technology capable of detecting synthetic media called deepfakes.

DeepMedia provides tools for identifying videos where a person’s likeness is replaced with somebody else’s, a type of media that poses danger to troops on and off the battlefield, AFRL said Friday.

According to Amanda Lannie, an AFRL computer scientist, synthetic media generated with malicious intent could threaten the military’s data and intelligence model that relies on trustworthy information.

The partnership was made possible by Air Force and Space Force Tech Connect, a website that connects businesses with subject matter experts and opportunities within the service branch.

Daniel Selli, a director for DeepMedia, said TechConnect enabled the business to engage with the military simply by submitting ideas on an online portal.

Pentagon Launches Innovation Pathways Website; Kathleen Hicks Quoted

The Department of Defense has unveiled a new website that would enable DOD to bring in new technologies and other novel concepts from industry and universities.

“The Innovation Pathways website is one part of our on-going efforts to make it easier for those across the innovation ecosystem, including small businesses, new entrants to the defense markets, universities, and traditional defense suppliers, to find ways to collaborate with the DoD and each other,” Deputy Secretary of Defense Kathleen Hicks said in a statement published Friday. 

“For the first time, the Department has a website that puts the range of these different opportunities across the Department in one place,” added Hicks, a 2022 Wash100 Award winner.

The online platform features several pathways, including a section for companies looking for business opportunities within the Pentagon and experimentation and prototyping opportunities.

The Innovation Steering Group played a role in the establishment of the new website, which also offers pathways for warfighters and civilians and students and faculty members.

DOD intends to periodically update the website in response to technological advances and user requirements.

GSA Seeks to Address Climate Change Via Acquisition Advisory Committee; Robin Carnahan Quoted

The General Services Administration plans to establish a new committee to advise GSA on how to address the climate crisis and promote sustainability using acquisition authorities and tools.

The GSA Acquisition Policy Federal Advisory Committee will be composed of representatives from federal, local and state government agencies, academia and industry groups and will drive policy and regulatory changes to advance sustainability and climate considerations in federal acquisition process.

GAP FAC will operate in compliance with the Federal Advisory Committee Act’s provisions.

“We have a responsibility as the world’s largest buyer to solicit ideas from top experts in both the public and private sector about how we approach acquisition, particularly in regards to priorities like advancing sustainability and tackling climate change,” said GSA Administrator Robin Carnahan. 

“I look forward to seeing how this committee can help uncover new strategies and approaches to help us buy cleaner,” Carnahan added.

GSA is calling for nominations to the committee and will accept submissions through May 23.

In his new role, Dr. Travis Taylor will be support technical activities across the company as part of Radiance’s defense sector. With more than 20 years of experience supporting NASA, the U.S. Army Space and Missile Defense Command as well as other customers, Dr. Taylor brings a wealth of experience to the company, which includes advanced concepts in space technologies. 

In addition, he’s also starred in television shows such as the National Geographic Channel’s “Rocket City Rednecks” and the History Channel’s “The Secret of Skinwalker Ranch.” Taylor has also written two textbooks, over 15 papers and 21 science fiction novels.

“I’m a hands-on type of researcher, and I really look forward to getting acquainted with all the work being done at Radiance and what we might do that is new in the future,” said Taylor.

Edge Autonomy, a global leader in tactical Unmanned Aerial Vehicles (UAVs) and Intelligence, Surveillance and Reconnaissance (ISR) technologies, announced on Wednesday that the company has launched the advanced Epsilon 180 electro-optical (EO) mid-wave infrared (MWIR) gimbal payload.

“The quality provided in such a compact and hardened payload is nearly unprecedented for a payload of this size,” said Joshua Stinson, chief growth officer for Edge Autonomy. “At just over seven pounds, the new Epsilon 180MG can be incorporated into a smaller UAS, adding superior performance while not drastically reducing the endurance of the platform due to the gimbal’s weight.” 

Some of the notable features and improvements for the Epsilon 180MG include a 4K EO camera with 90x super-resolution zoom and 15x continuous optical zoom MWIR as well as a sealed structure filled with dry gas, enabling it to operate in any weather conditions, which allows it to address the demands of ISR applications. 

In addition, the multi-mission Epsilon 180MG surveillance system features the most powerful onboard processor in its class, which also allows for a variety of software features such as automatic target tracking and moving target indicators.

“This payload represents a leap forward in capabilities, it’s what the government and commercial customers have demanded for years and Edge Autonomy is delivering,” said Michael Buscher, chief strategy officer for the company, at the initial launch of the technology. 

“Furthermore, the ISR payload integrates high-performance Inertial Navigation System (INS), a high-precision, fully integrated solution for geo-pointing and real-time target geolocation,” he added.

NASA Tech Leader Joseph Pelfrey Appointed Deputy Director of Marshall Space Flight Center

Joseph Pelfrey, a NASA technology leader with almost two decades of experience, has been appointed to serve as deputy director of the Marshall Space Flight Center.

He will oversee the Huntsville, Alabama-based flight center’s 7,000-strong workforce and help manage its work portfolio in areas including human spaceflight, science and technology development, the space agency said Thursday.

During his almost 20-year career at Marshall, Pelfrey held positions of increasing responsibility, most recently as manager of the Human Exploration Development and Operations Office where he focused on the development and integration of space station payload, facility and environmental control and life support systems.

He also served as design integration lead within the Engineering Directorate, an engineering task manager for the Space Launch System and manager of the Exploration and Space Transportation Development Office.

Pelfrey started at Marshall in 2004 as an aerospace engineer in the Science and Mission Systems Office.
