DOE Allots $54 Million in New Funds for Microelectronics Studies; Jennifer Granholm Quoted

The Department of Energy (DOE) will invest $54 million in microelectronics research pursued by the national laboratories, which may apply for three-year awards under the new funding opportunity.

DOE said Wednesday that it will conduct a peer review to determine the awardees, with $36 million of the funds being dependent on congressional approval. Microelectronics research has the potential to catalyze innovative technologies, with applications in energy grid efficiency and clean energy, according to DOE.

“Thanks to microelectronics, transformational technologies that used to swallow up entire buildings now fit in the palms of our hands—and it’s time to take this work to the next level,” said Jennifer Granholm, secretary of Energy.

New Horizons 2021 Event Hosts Discussions on Military Digital Transformation; Michael Schmidt Quoted

Executives from the military and the defense industry met virtually on March 17 and 18 to discuss how digital transformation bolsters national security. The New Horizons 2021 event's first week covered presentations and talks on cloud, digital engineering, edge computing, open architecture and agile software, the U.S. Air Force said Tuesday.

The Armed Forces Communications and Electronics Association sponsored the event, which also discussed the Joint All-Domain Command and Control concept of a sensor-driven battlefield.

“We’re building and outfitting the DevSecOps (Development, Security and Operations) platform for all to use, with the security requirements and tools built in so the Air Force and Department of Defense don’t have to continually develop new DevSecOps platforms," said Maj. Gen. Michael Schmidt, program executive officer for command, control, communications, intelligence and networks at Hanscom Air Force Base.

Schmidt manages a $12 billion portfolio that includes digital, communications and information technologies.

Tyto Athene Receives $31M Contract to Support U.S. Fleet Cyber Command Cryptologic Program

Tyto Athene announced on Thursday that the U.S. Fleet Cyber Command has awarded a five-year $31 million indefinite-delivery, indefinite-quantity (IDIQ) contract  to provide technical direction and labor for engineering, installation, and maintenance of electronic systems and the respective infrastructure for the Consolidated Cryptologic program, Defense Cryptologic program, and Tactical Cryptologic programs.

The base ordering period is expected to last through March 2026. That date could be extended to Sept. 2026 if the contract’s six month extension is ordered. Tyto Athene will deliver at least half of the work for the contract in Norfolk, VA with another 30 percent being completed in Maryland and the last 20 percent in Oahu, Hawaii.

Sehlke Awarded USMC Task Order for General Ledger Transition

Sehlke Consulting LLC announced on Thursday that the U.S. Marine Corps (USMC) has awarded the company its second prime task order for Standard Accounting, Budgeting, and Reporting System (SABRS)-to-Defense Agencies Initiative (DAI) transition.

The contract award will require Sehlke to directly support the USMC through the deputy commandant for programs and resources and the deputy assistant secretary of the Navy, financial management and systems.

Sehlke will provide business system and process support services to transition USMC to a new Oracle-based federal financial solution. The required services include training, stakeholder engagement, and sustainment to maintain-or-enhance overall mission capabilities.

The Marine Corps SABRS accounting system first went online in 1991. It was developed by Marines for Marines and has been used as the general ledger system for the entire Department of the Navy (DON). SABRs served the Navy and Marine Corps well, however it has become outdated and officials deemed it time for a new system.

The new DAI system, which Sehlke must support, will provide the Marine Corps with modern commercial off-the-shelf capabilities. Such as automated internal controls, immediate compliance with the Department of Defense (DOD), and federal laws. DAI will also contain analytic tools to predict analysis needed for evidence-based business decisions.

The DAI will support additional process transformations based on DOD business architecture and standard government data structures. The initiative will lower procurement costs through controlled spending and reduced transaction overhead. Also, it will eliminate existing disbursement issues and consolidate purchase request capabilities.

The DAI’s data management transformation will include complete financial data visibility from general ledger to transaction details. The Marine Corps will be able to capture and report costs at the project level along with file layouts using the DAI Global Model standard to eliminate complex and costly combinations.

Sehlke will also provide tactical-level support to functional area organizations and key interface partners while maintaining the overall DON financial systems and auditability framework.

GAO: Government Needs Urgent Actions to Secure Federal Systems, Protect Critical Infrastructure

The Government Accountability Office (GAO) has called on the federal government to accelerate efforts to carry out critical actions to address major cybersecurity challenges.

There are four major cyber challenges the government should address and these are establishing comprehensive cybersecurity strategy and performing effective oversight, securing federal systems and information, protecting cyber critical infrastructure and safeguarding privacy and sensitive data, according to a GAO report published Wednesday.

The GAO report listed 10 critical actions to help the country deal with cyber threats, including mitigation of global supply chain risks, the need to address cyber workforce management challenges and improvements in the government's response to cyber incidents.

For instance, the congressional watchdog cited the need to define and establish a central role to oversee the implementation of a national cyber strategy and recommended that Congress propose a measure to create a position within the executive office of the president to lead the effort.

In January 2021, Congress responded to GAO’s recommendation with the creation of the office of the national cyber director within the White House.

“Once the position is filled, the federal government will be better situated to direct activities to overcome the nation’s cyber threats and challenges, and to perform effective oversight,” the GAO report reads.

According to the report, GAO has made approximately 3,300 recommendations to help agencies address lapses in cybersecurity since 2010. Of those recommendations, over 750 are not yet implemented as of Dec. 2020.

DARPA Launches Research Initiative on Low-Noise, Compact Microwave Oscillator Development; Gordon Keeler Quoted

The Defense Advanced Research Projects Agency (DARPA) is exploring advances in non-linear optics and integrated photonics in support of the development of microwave oscillators that potentially meet the compact-size, tuning and robustness requirements while staying in ultra-low-noise level. 

DARPA said Tuesday that the Generating RF with Photonic Oscillators for Low Noise research program will be two-pronged, with the first area of focus being the prototyping, testing and maturation of a compact microwave oscillator capability with low phase noise.

The fundamental limits of photonic microwave generation will be the focus of the second research area. An order of magnitude leap in size, phase noise or frequency span will be sought from research teams.

“By implementing advances in photonic microwave generation with integrated photonics, we see a pathway to create a significant leap in microwave oscillator capability, while simultaneously realizing characteristics not found in today’s products: very low phase noise, compact form factor, ultra-wideband tuning, and environmental robustness,” said Gordon Keeler, program manager at DARPA's Microsystems Technology Office.

The agency will hold a virtual proposers day on April 8 to answer questions from potential offerors and provide them with more information about the GRYPHON initiative. Proposers will also be given an opportunity to highlight their capabilities and form potential partnerships.

DARPA is expected to release a broad agency announcement on the Beta SAM website before the proposers day.

Lt. Gen. Michael Groen: DOD Should Accelerate Efforts to Integrate AI Into Operations

Lt. Gen. Michael Groen, director of the Joint Artificial Intelligence Center (JAIC) and a 2021 Wash100 Award recipient, said the Department of Defense (DOD) should speed up its efforts to adopt cloud services, standardize data and incorporate artificial intelligence (AI) into operations in order to keep its edge over China, Nextgov reported Wednesday.

“You know, to a Marine, that’s danger close,” Groen said of China’s goal to become a dominant player in the AI field by 2030 during a National Defense Industrial Association event Tuesday.

Groen said adopting common data standards and enterprise-level cloud platforms and integrating networks across DOD would help the U.S. military maintain its superiority over adversaries. He also highlighted the importance of DOD’s AI ethical guidelines. 

“From an ethical baseline comes trust in AI systems. It comes from a trust-and-verification, test-and-validation environment where you’re actually ensuring that systems work, they work in areas where they’ll be deployed, and they work with other kinds of systems in achieving the overall operations effect you’re trying to achieve,” Groen said. “If AI is not trusted in the department by…commanders, etc. then It won’t be used, right?"

AFVentures Reports $710M in Contracts Awarded Via Open Topic Program; Maj. Jason Rathje Quoted

The Department of the Air Force’s commercial investment group AFVentures has issued its annual report for fiscal year 2020 stating that it has awarded $710 million in contracts to over 1,400 small businesses using the Open Topic program since its formation in 2018, the service reported Wednesday.

AFVentures solicits funding proposals through the Open Topics approach, which is based on the service’s Small Business Innovation Research/Small Business Technology Transfer programs.

The report also showed that AFVentures-funded small businesses received $1.4 billion in non-SBIR/STTR government contracts. The investment group’s portfolio companies have attracted $2.2 billion in investments from the private sector following an award through the Open Topic program.

AFVentures helped execute over $300M worth of industrial base expansion projects in testing and diagnostics, screening, pharmaceuticals and personal protective equipment through the COVID-19 Commercial Solutions Offering and received over 3,500 concepts to fight the coronavirus through a COVID-19 industry portal.

Maj. Jason Rathje, director of AFVentures, said the report seeks to reflect the program’s return on investment for the Air Force and Space Force.

“In the pursuit of commercially-derived technological development, we intend to grow the industrial base, increase the transition of commercial technology to the DoD, increase commercialization derived from our investments and partner with private capital to enhance defense,” Rathje said.

CBP’s Alma Cole: Migrating Network User Identities to Cloud is Key to DHS Zero-Trust Security

Alma Cole, chief information security officer of the Customs and Border Protection (CBP), said migrating network user identities to the cloud from legacy systems is key to enabling the Department of Homeland Security (DHS) to have a zero-trust security, FedScoop reported Wednesday.

He pointed out during a virtual cybersecurity event that DHS agencies have disconnected services for usernames and passwords. However, Cole added that having “cloud-first” identities could allow for more secure connections with other agencies and DHS’ external partners.

The official said the department would then be able to control which network portions can be accessed by on-premise and external users.

DHS is considering secure access service edge cloud services as a replacement of its virtual private network used by remote workers and other offsite users. A comply-to-connect framework, a network access control system and a software-defined network are also planned for on-premise user access.

“That is probably the first real, meaningful way to start implementing some hard, zero-trust access control policies and really lock down your agency,” said Cole. He also called for expanded guidance on zero-trust security at the federal level.
