The Department of Commerce’s bureau of industry and security is amending its direct product rule to restrict access of China-based telecommunications equipment company Huawei to semiconductors that overseas foundries produced using U.S. technologies and software as part of efforts to protect national security.

“Despite the Entity List actions the Department took last year, Huawei and its foreign affiliates have stepped-up efforts to undermine these national security-based restrictions through an indigenization effort.  However, that effort is still dependent on U.S. technologies,” Commerce Secretary Wilbur Ross said in a statement published Friday.

“We must amend our rules exploited by Huawei and HiSilicon and prevent U.S. technologies from enabling malign activities contrary to U.S. national security and foreign policy interests,” Ross added.

Under the new rule, Export Administration Regulations will apply to chipsets and related items produced by foreign companies using U.S. technologies and based on design specifications of Huawei and affiliates on the Entity List. Such items shipped within 120 days from the rule’s effective date are not subject to the licensing requirements.

The bureau placed Huawei and 114 of its affiliates on the Entity List in May 2019 due to national security concerns.

The Department of the Air Force plans to raise the number of sites eligible for consideration for U.S. Space Command’s permanent headquarters with the release of screening and evaluation criteria, the Space Force reported Friday.

Communities that meet the screening criteria will have an opportunity to present themselves as potential candidates for SPACECOM’s HQ location. The service will provide the potential candidates with additional information as part of the assessment process.

The release of the evaluation and screening criteria is part of the department’s updated approach that considers the organizational structure of the U.S. Space Force and seeks to provide a comprehensive analysis of potential candidate locations.

The department plans to select the final location for the newly established command in early 2021. The city of Colorado Springs in Colorado serves as SPACECOM’s provisional headquarters.

Guy Cavallo, deputy chief information officer of the Small Business Administration (SBA), told Federal News Network in an interview published Friday that SBA plans to implement a zero-trust framework to continue to develop its cybersecurity strategy and tools.

“Our next step is to take all of this to every one of the 115 different SBA locations to zero trust networking and break apart from everything being connected and once you are on the SBA network, you are trusted, to not trust anything,” he said on the network’s Ask the CIO program.

Cavallo cited how the Department of Homeland Security’s TIC and Continuous Diagnostics and Mitigation programs have helped SBA advance its transition to a zero-trust model. He also discussed SBA’s pilot initiatives to test the zero-trust framework and network modernization effort as part of its transition to the new model.

“Because of the cloud tools we are using, those cloud tools will allow us, in effect, [to] be the Trusted Internet Connections (TIC) for each one of those 100-plus locations and see the same dashboards that we are seeing now through the traditional MTIPS approach. That for us will be a revolutionary change.”

HHS Seeks Research to Support Health Care Amid COVID-19 Effects

The Department of Health and Human Services (HHS) plans to invest $5 million in research to fortify U.S. health care against the COVID-19 pandemic. HHS said Thursday that its Agency for Healthcare Research and Quality seeks multi-method, coronavirus-related studies that would generate initial results within six months.

“This funding will help us understand, as rapidly as we can, the ways in which our health systems were successful or challenged during the response to the COVID-19 virus,” said Alex Azar, HHS secretary.

The effort aims to improve health care, ensure patient safety and study COVID-19’s effects on vulnerable communities during and even after the pandemic. The $5 million funding opportunity may support projects across all settings of health care such as primary care, home nursing, pharmacy and hospital activity.

HUD, NIH, IRS Leaders Talk RPA Deployment Initiatives Amid COVID-19

The Department of Housing and Urban Development (HUD), National Institutes of Health (NIH) and Internal Revenue Service (IRS) are each working on efforts to deploy robotic process automation to streamline operations amid the ongoing pandemic, Nextgov reported Thursday.

Stacy Dawn, senior adviser for cybersecurity and privacy at HUD, said at a virtual ATARC panel that the department is creating a Digital Services Program Management Office to address RPA needs. HUD is also looking into applying multifactor authentication for a new technology meant to automate payments and other tenancy-related operations, she added.

Glenda Conroy, deputy chief financial officer and director of the Office of Financial Management at NIH, said the agency is currently working to transition some of its workloads to the Department of the Treasury’s Invoice Processing Platform.

“But in the interim, we needed a short term solution to be able to receive our mail electronically,” Conroy added.

Speaking on the IRS’ RPA efforts, the agency’s Special Assistant Mitch Winans said they are working remotely to utilize automated capabilities meant to shift focus from mundane tasks to higher-value work.

“So we’re definitely trying to leverage a few bots that we have for some compliance check processes in the procurement office, also a contract clause review tool that helps us make sure we’re staying up to date quickly on regulations and policies, and things like that,” he added.

The Transportation Security Administration (TSA) has released an “Insider Threat Roadmap” that will serve as a framework for procedures, requirements, partnerships and capabilities needed to mitigate risks to the operation of U.S. transportation systems.

TSA said Thursday that the roadmap is primarily focused on promoting data-driven decision-making, advancing new capabilities for combating threats and maturing technologies to address such attacks in the Transportation Systems Sector.

According to the agency, insider threat has been identified as among its enterprise-level risks and it wants to “identify and exploit long-term trends and patterns” associated with such threats. TSA also intends to develop agency-wide procedures and conduct assessments of resources and human capital to support requirements detailed in the roadmap.

“Together with our interagency partners and industry stakeholders, we will maximize innovation and technology to mitigate insider threats,” said David Pekoske, administrator of TSA. “While we recognize that there is no ‘turn-key’ solution to mitigating insider threat, this roadmap will help implement safeguards that incrementally raise the security baseline.”

The roadmap comes after the Department of Homeland Security (DHS) issued a directive titled “Information Sharing and Safeguarding: Insider Threat Program” in October.

The Defense Digital Service and the U.S. Space Force have decided to virtually conduct an already-planned satellite hacking competition.

Space Security Challenge 2020: Hack-A-Sat will commence virtually in a qualification event scheduled for May 22 to 24, USSF said Wednesday. The decision to conduct the event virtually stems from the DEF CON hacking convention's cancellation. The event got canceled due to COVID-19 restrictions.

Qualifying participants will advance to the finale in August where they will attempt to reverse-engineer satellite systems and get past planted software codes. USSF, the U.S. Air Force, DDS and DEF CON are working to jointly promote aerospace cybersecurity amid the COVID-19 pandemic.

"Being part of the DEF CON community and learning from its experts to pinpoint vulnerabilities before they’re exposed in battle will keep our troops safer,” said Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics.

The battle for first in the Wash100 Popular Vote continues! With Haspel holding first place by a slim lead, it is anyone's game for the next three weeks. After 33 years with the CIA, Haspel was confirmed by the Senate in May 2018 to become the first female director of the agency in U.S. history. In her role, she oversees intelligence collection and analysis, covert action, liaison relationships with foreign services and counterintelligence operations. 

For her efforts, Haspel won her second consecutive Wash100 Award. She was recognized for developing new technologies and policies that enhance safety within the CIA as well as national security. This continued her work to diversify the agency’s workforce and improve its status as an intelligence service, which secured her first Wash100 Award in 2019. 

McIntyre, now in second place after climbing over 20 spots in the rankings over the last few weeks, with his 2020 Wash100 Award, marks his fourth award in Wash100 history. He was recognized for growing the company’s revenue and consulting services through securing major contract awards, closing valuable acquisitions and forging new partnerships. 

McIntyre’s leadership in Guidehouse’s acquisition of Navigant Consulting played a direct role in Guidehouse’s revenue and company growth. Guidehouse is now a global organization with more than 7,000 employees across 50 offices worldwide.

CISA Posts Funding Opportunity for Rural Medical Comms Demo Projects

The Cybersecurity and Infrastructure Security Agency (CISA) has commenced the application period for up to $2 million in grants to identify approaches for modernizing emergency communications systems in the country's rural areas. CISA said Wednesday that it will back up to two projects aimed at helping public healrh and medical facilities address data sharing challenges.

The agency is looking for applicants that can demonstrate abilities to support the establishment or sustainment of statewide systems intended for health communications as well as apply current infrastructure to transform rural care delivery.

Applications are due June 24 and will undergo a competitive assessment process. Funds will cover a two-year performance period that is slated to begin on Sept. 30.

The Texas A&M University System board of regents cleared a $79.3 million budget for the establishment of a complex to test hypersonic technology prototypes for the U.S. Army.

The Bush Combat Development Complex, which will include an enclosed-tube facility and combat vehicle testing grounds, is scheduled for construction on the RELLIS campus beginning this fall as part of the university’s efforts to help the military branch transform combat readiness, Texas A&M said Thursday.

The state government allocated $50 million for the Texas A&M Engineering Experimental Station to support Army Futures Command modernization programs.

TEES also agreed to work with the Combat Capabilities Development Command-Army Research Laboratory under a $65 million cooperative agreement.

The campus’ hypersonic facility is intended to support research into materials that have the potential to increase vehicle speed and will feature a suite of sensors and equipment for personnel to collect, store and analyze data.
