KPMG has launched a new framework to help organizations implement approaches to bring employees back to workplaces, the company reported on Thursday.  

"Reopening organizations and bringing employees back on-site presents technical challenges complicated by the fluidity of the situation, public policy responses, and different challenges faced by businesses, their suppliers and their individual employees," said Atif Zaim, customer and operations services line leader, KPMG LLP. "KPMG's dynamic risk-based framework helps organizations build and execute an effective return-to-work program."

KPMG's framework will feature a technology-enabled and data-driven assessment of COVID-19-related impacts within a community and an evaluation of the challenges that individuals and their employers may have to navigate as they re-enter the workplace.

The company’s five-step framework will offer flexibility based on the nature of the client's business. It assesses risk in local markets, addresses government and regulatory considerations, and provides a technology component to help executives make informed decisions.

KPMG's framework will provide a passport concept in a digital wallet and it will leverage mobile device technology, enabling employers to manage permissions for where and how employees will safely reenter the workplace.

"The introduction to the market of these capabilities will give organizations a technology-enabled, risk-based decision framework to leverage as they shape their strategies for returning their employees to offices and make other policy-based decisions,” Laura Newinski, Vice Chair of Operations and Deputy Chair-elect of KPMG LLP. 

KPMG's five step framework will include risk-based framework, workforce and workplace considerations, partnering process, technology enablement/Employee logistics and program governance.

KPMG has created a model that will serve as a starting point for organizations to develop their own risk-based framework powered by analytic tools that calculate both community threat levels and individual risks. The framework will specifically focus on the risks of contracting and transmitting COVID-19. 

Under considerations, for businesses returning to work, KPMG has noted that organizations need to develop and implement social distancing policies, based on CDC and other federal, state and local public health and safety guidelines. 

KPMG noted that once an organization has developed a workplace safety approach and a risk framework, they will need to establish a simple and effective process to deliver services and supplies needed to protect employees, including diagnostic testing, temperature checks and workplace sanitation.

Organizations will also need to enhance technology capabilities to safely bring employees back on-site. These organizations must run contact tracing of employees, monitor employees for infection and establish workplace-related processes.

Businesses that plan to reopen will also require agile governance that will utilize decision-making protocols and have frequent communication to navigate the return of their workforce in a fluid environment.

"No two organizations or their risk profiles are alike, and creating a framework to address COVID-19-related impacts requires a high degree of sophisticated analytics and a firm understanding of health policy implications and business processes to help entities resume operations," said Paul Hencoski, Healthcare and Government Solutions Practice Leader, KPMG LLP.

United Launch Alliance (ULA) has scheduled the Atlas V 501 rocket to launch the USSF-7 mission for the U.S. Space Force from Space Launch Complex-41 on May 16, 8:24 a.m. EDT, the agency reported on Friday. 

"Despite unprecedented circumstances, we continue to launch critical missions," said Gary Wentz, ULA vice president of Government and Commercial Programs. "We are honored to partner with the U.S. Space Force and Air Force to recognize healthcare workers, first responders and other essential personnel affected by the COVID-19 pandemic."

ULA has organized the mission as a collaborative salute to honor front-line responders and those affected by COVID-19. The launch will mark the sixth flight of the X-37B Orbital Test Vehicle (OTV-6) and the second mission for the U.S. Space Force.

Along with OTV-6, the mission will deploy FalconSat-8, a small satellite developed by the U.S. Air Force Academy and sponsored by the Air Force Research Laboratory (AFRL) to conduct experiments on orbit. 

The mission will also transport two NASA experiments, including a material sample plate to determine the results of radiation and other space effects on various materials. Another NASA experiment will assess space effects on seeds used to grow food. 

The Naval Research Laboratory will contact another experiment to examine the ability to transform solar power into radio frequency microwave energy which could be transmitted to the ground. To date, ULA has a track record of 100 percent mission success with 138 successful launches.

An Atlas V 501 configuration rocket, which includes a 5-meter-diameter payload fairing, will launch the USSF-7 mission. The Atlas booster for this mission is powered by the RD AMROSS RD-180 engine, and the Centaur upper stage is powered by the Aerojet Rocketdyne RL10C-1 engine. 

The launch on May 16th will mark the 84th launch of an Atlas V rocket and the seventh launch of the 501 configuration. The Atlas V 501 has been used exclusively for national security missions.

Honeywell has announced the company will build a new production line capable of producing up to 4.5 million FFP2 and FFP3 disposable face masks per month at its Newhouse site in Scotland, United Kingdom, the company reported on Friday.

"Our Newhouse facility has both the physical capacity and technical capabilities to launch a large-scale respirator production line in such a short timeframe. We are proud of our teams who are bringing new manufacturing capabilities to the United Kingdom as quickly as possible to support the country's response to the pandemic," said Will Lange, president of Honeywell's personal protective equipment business.

The masks will assist the U.K. government's response to the COVID-19 outbreak. The U.K. government has ordered 70 million of the locally produced Honeywell SuperOne face masks, with production expected to start as early as July. 

The masks will be distributed by the Department of Health and Social Care to the U.K.'s National Health Service (NHS) and social care settings to protect frontline workers. The new mask production line is expected to create approximately 450 jobs at Honeywell's Newhouse site.

"As a global leader of high quality personal protective equipment, Honeywell is committed to getting safety gear to those who need it most, including workers on the front line of the fight against COVID-19," added Lange. 

With the order, Honeywell’s U.K. production facility will mark the third new face mask production line that the company has announced in the last two months. Honeywell started two new manufacturing lines in the United States for the North American market.

Honeywell's Newhouse plant will specialize in electronic systems assembly and testing and other advanced manufacturing capabilities for several of Honeywell's business groups and will continue to do so alongside the new face mask line.

"This deal is brilliant news for the whole United Kingdom, which will not only deliver the masks we need but create around 450 jobs in Newhouse, Scotland. I'm delighted to team up with Honeywell to open up another avenue to get millions of masks to the frontline and strengthen our ongoing response to the outbreak," said Matt Hancock, Health Secretary, U.K. government.

Honeywell has started manufacturing N95 masks in a facility in Smithfield, R.I., to help the Department of Health and Human Services support safety, health and emergency response personnel amid the COVID-19 pandemic.

The company said that it has also incorporated manufacturing capabilities into its Phoenix-based facility to begin mask production in May. Honeywell noted the two facilities will yield over 20 million masks combined every month once they achieve full operational capacity.

Vectrus Systems Corporation, a wholly-owned subsidiary of Vectrus, has been awarded an eight-year, $45 million fixed-price (FFP) contract to provide base operations support services at Naval Support Facility Deveselu, Romania, the company reported on Friday.

“We are proud to have been selected by the U.S. Navy as the converged infrastructure provider of choice to support this strategically important facility,” said Chuck Prow, president and chief executive officer of Vectrus and 2020 Wash100 Award recipient. “Deveselu is the first Aegis Ashore Missile Defense Facility that was placed into operation and provides critical support to NATO’s overall ballistic missile defense system.”

Vectrus will further expand the company’s footprint in Eastern Europe and will increase its overall position in Europe to eight countries. Under the contract, Vectrus will provide various base operations support services such as fire and emergency services.

Additionally, the company will support emergency management, materials management, supply services, facility management, facility investment, custodial, utility management, electrical, wastewater, water, transportation services and environmental services.

The Deveselu award marks Vectrus’ third new contract win with the Navy in 2020. The contract will leverage the company’s program execution. Vectrus has also expanded its revenue base with the Navy by 45 percent.

“This award’s contract structure demonstrates how Vectrus plans to increase the fixed price component of our revenue mix, allowing us to apply our program phase-in process discipline and technology enhancements to ultimately lead to higher margin and better client outcomes. A group of 30 senators will urge the Federal Communications Commission (FCC) through a letter to reverse its approval of Ligado’s application to use the L-band spectrum to field a mobile broadband network to provide 5G services, C4ISRNET reported Thursday.

The FCC is expected Friday, May 15, to receive the letter, which cites potential disruption of GPS signals and impact on military, agriculture, emergency response, trucking and logistics and other commercial activities as a result of the decision.

“FCC’s actions also threaten weather satellites, crucial to saving lives and property when tornadoes, hurricanes and floods strike. GPS also forms the backbone of countless military operations and applications,” according to a draft of the letter obtained by the publication.

The lawmakers who signed off on the letter include Senate Armed Services Committee Chairman Jim Inhofe (R-Okla.); Sens. Jack Reed (D-R.I.), ranking member of the Senate panel; Chuck Grassley (R-Iowa), chair of the Senate Finance Committee; Lisa Murkowski (R-Alaska), chair of the Senate Energy and Natural Resources Committee; and Pat Roberts (R-Kan.), chair of the Senate Agriculture, Nutrition and Forestry Committee.

Pentagon officials testified before the Senate Armed Service Committee on May 6 to present their arguments over the FCC decision.

Scott Baum, principal director of industrial policy at the Department of Defense (DoD), will serve as deputy assistant secretary of defense for industrial policy on an interim basis, Politico reported Thursday.

He will succeed Jennifer Santos, who will transition to a role within the U.S. Navy under the office of James Geurts, assistant secretary of the Navy for research, development and acquisition and a 2020 Wash100 Award recipient.

"The department’s commitment to closely partnering with the defense industry remains unwavering, and we will continue to identify and mitigate impacts from the COVID-19 national emergency to ensure readiness and modernization," said Lt. Col. Mike Andrews, a spokesperson for DoD.

Baum previously served as director of the office of commercial and economic analysis at the U.S. Air Force and program manager for applied research projects within the office of the defense undersecretary for intelligence. He also served in the U.S. Army as a commissioned officer.

His industry career included roles in corporate strategy, planning and network engineering at Science Applications International Corp. and AT&T.

Vice Adm. Robert Sharp, director of the National Geospatial-Intelligence Agency (NGA) and a 2020 Wash100 Award winner, has published a document expressing his intent to realign the GEOINT community’s priorities to meet mission needs in an evolving operational environment.

The Director’s Intent seeks to sustain GEOINT advantage by maintaining primacy of core missions, being the world’s premier force and pursuing a whole-of-enterprise approach, NGA said Thursday.

To support core missions, NGA intends to mobilize the "delivery of GEOINT content from any relevant sensor" and come up with visualizations and analytic content that could help assess current threats and predict future threats.

“We will take all necessary actions to sustain GEOINT supremacy and hold our adversaries at risk,” said Sharp. “We will measure our success by the value we provide to others: the speed, accuracy and precision with which we deliver actionable information to decision-makers and warfighters at every level.”

NGA’s Strategy 2025 and mission imperatives support the Director’s Intent. The agency’s mission imperatives call for the advancement of analytic workflow modernization; assured positioning, navigation, timing and targeting; data access/integrity; and accelerated tasking orchestration.

DOE Allots Funds to Support Simulation-Based Nuclear Projects

The Department of Energy is investing $27M in efforts to develop nuclear reactor frameworks via digital twin technology, a simulation-based development approach.

DOE said Wednesday it will pursue these nine projects under the Generating Electricity Managed by Intelligent Nuclear Assets or GEMINA program. The Advanced Research Projects Agency-Energy manages GEMINA.

Digital twins virtually model a system to reduce the costs of a system's development and automate some activities. This approach reduces the need for physical tests that would require higher costs.

Teams will use digital twins, artificial intelligence and other modern tools to develop frameworks that would reduce operational and maintenance costs of nuclear power plants.

“These GEMINA teams are working to develop tools for the advanced reactors of tomorrow to improve operations and lower maintenance costs by designing more autonomous and efficient processes," said Lane Genatowski, ARPA-E director.

The Federal Emergency Management Agency (FEMA) has launched a dashboard tool to visualize frequently requested agency data as part of its Enterprise Data Analytics Modernization Initiative, Federal News Network reported Wednesday. FEMA officials will conduct quarterly analyses through the “FEMA by the Numbers” tool and update elements such as points of contact as necessary.

Amber Noel, analysis and communications branch chief at FEMA’s Enterprise Analysis Division, said at a prior Tableau-hosted webinar that the agency launched EDAMI to replace its current analytics system and drive efforts to improve financial transparency at the state and county levels.

FEMA also intends to provide insight into its work with partners like the Army Corps of Engineers in critical activities such as the detection of power generators and fuel resources during natural disasters, she said. In addition, FEMA wants to address citizens’ inquiries into its non-disaster operations such as pre-disaster mitigation and preparedness grant funding.

“It runs the gamut, we see things like how many disasters have we declared so far this year, how many people are out in the field right now? We also have human capital questions, financial questions, how much money have we outlaid on certain program areas so far this year,” said Noel.

Reps. Greg Walden, R-Ore., and Cathy McMorris Rodger, R-Wash., members of the Energy and Commerce Committee, have unveiled an effort to support the country's performance in the global technology competition.

The Consumer Protection and Commerce Subcommittee, led by Rodgers on the republican side, will pursue an agenda that includes 15 bills dedicated to U.S. global technology leadership, the E&C Committee said Tuesday.
