GSA Launches Updated Cloud Info Center Database

The General Services Administration (GSA) has updated the design of its Cloud Information Center launched last year to serve as a repository for cloud computing information and best practices.

GSA said Wednesday that the modified CIC interface includes features to support automation, wider accessibility, secure hosting and mobile compatibility in line with requirements under the 21st Century Integrated Digital Experience Act.

CIC houses GSA resources such as templates, acquisition guides and a "market research as a service" tool. The CIC effort comes as part of the Office of Management and Budget’s “Cloud Smart” strategy meant to help agencies integrate best practices in implementing, scaling and sustaining cloud capabilities to address information technology modernization needs.

“The next iteration of the CIC puts people at the center of technology,” said John Radziszewski, GSA's cloud program manager. “By improving its design and upgrading its platform, it will be much easier for the GSA Cloud Team to publish information and for stakeholders to act on it.”

GSA noted that it will continually update CIC in line with federal policies and current technologies and practices.

Air Force Looks to Test Laser Weapon for AC-130J Ground-Attack Aircraft in 2022

The U.S. Air Force Special Operations Command (AFSOC) plans to demonstrate a high-energy laser system integrated into its AC-130J Ghostrider aircraft by fiscal year 2022, National Defense Magazine reported Wednesday.

Previously, AFSOC and the Naval Surface Warfare Center conducted ground tests and research into deploying directed-energy weapons into the Ghostrider ground-attack aircraft. Col. Melissa Johnson, program executive officer for fixed-wing programs at USSOCOM, said at the Virtual Special Operations Forces Industry Conference that the planned demonstration will likely utilize a 60-kilowatt laser weapon.

“This is pretty exciting,” she said. “And if it is successful — and we are planning for success — then it will feed into our new requirements and potentially a new program down the road.”

Additional research, development, test and evaluation activities will also commence if the team moves past the demonstration phase, noted Johnson.

Navy Supports COVID-19 Awareness via Data Platform

Naval Information Warfare Systems Command has launched a virtual platform that consolidates multiple datasets with content on the COVID-19 disease.

The Fusion Cell repository is designed to integrate and disseminate information on how COVID-19 has affected NAVWAR personnel, facilities, programs and other assets, the U.S. Navy said Wednesday.

NAVWAR's Fleet Readiness Directorate developed Fusion Cell to inform pandemic-related decision making and help the Navy globally maintain fleet readiness.

“The Fusion Cell provides real-time situational awareness to ensure the command is able to keep pace with the rapidly changing environment while remaining mission focused on installing, supporting and modernizing the Navy’s command, control, communications, computers and intelligence systems to ensure the fleet remains prepared to meet all mission requirements no matter the challenge," said Mike Spencer, the directorate's executive director.

NAWAR has been using Fusion Cell's data analytics to sustain health across the force. Navy reservists support the data management needs of Fusion Cell.

Vectrus, Inc. has announced first quarter 2020 financial results for the quarter ended April 3, 2020, the company reported on Wednesday. 

"Vectrus provides critical infrastructure support services globally for a variety of national security missions. This core competency combined with our backlog of long-term contracts with the U.S. government creates operating and financial resiliency, with predictable free cash flow, that is foundational to our business model," said Chuck Prow, president and chief executive officer and 2020 Wash100 Award recipient. 

Vectrus reported that the company’s first quarter 2020 revenue of $351.7 million increased $25.8 million compared to first quarter 2019. The company saw increased revenue across all geographic regions with revenue growth of 15 percent in Europe, 14 percent growth in the United States and 5 percent growth in the Middle East.

"Our first quarter revenue grew 8 percent with minimal impact from COVID-19, and adjusted EBITDA margin expanded year-over-year. Additionally, our growth focused campaigns continue to drive results as we recorded wins with the Army, Navy and Air Force, including a position on the AFCAP V $6.4 billion IDIQ contract vehicle,” Prow added.

For the first quarter 2020, operating income was $12.5 million, EBITDA was $14.5 million or 4.1 percent margin for the first quarter 2020, compared to $11.8 million or 3.6 percent margin in the first quarter 2019. Adjusted EBITDA was $14.6 million or 4.2 percent margin for the first quarter 2020, compared to $12.8 million or 3.9 percent margin in the first quarter 2019.

Diluted EPS was $0.74 compared to $0.62 in the first quarter 2019. Adjusted diluted EPS1 for the first quarter 2020 was $0.75. The company's effective tax rate in the first quarter 2020 was 19.6 percent, compared to 19.8 percent in the first quarter 2019. On an adjusted basis diluted EPS grew 8.7 percent in the first quarter 2020.

Net cash provided by operating activities for the quarter ended April 3, 2020 was $1.1 million, compared to net cash used by operating activities of $6.4 million in the first quarter of 2019. Days sales outstanding (DSO) was 66 days in the first quarter of 2020.

The company noted net debt at April 3, 2020 was $37.8 million, essentially unchanged from the 2019 year-end, equating to a 0.5x net debt to consolidated EBITDA ratio. Total debt at April 3, 2020 was $184.0 million, up $110.0 million from $74.0 million at March 29, 2019. 

Cash at quarter-end was $146.2 million. At the onset of the COVID-19 pandemic, the company preemptively drew $115 million on its revolver to mitigate any liquidity issues that might have arisen as a result of the pandemic. Total backlog in the quarter ended April 3, 2020 was $4.1 billion and funded backlog was $1.1 billion.  

"Backlog grew 48 percent sequentially to a record $4.1 billion and drove a 1.5x trailing twelve-month book-to-bill ratio," said Susan Lynch, senior vice president and chief financial officer. "The size of our backlog is an attractive attribute of our business, representing 2.7 times the midpoint of our 2020 full year revenue guidance, providing visibility into the remainder of the year and beyond."

Vectrus reported minimal impact to revenue and operating income in the first quarter of 2020 due to COVID-19. The pandemic is estimated to have approximately a $20-25 million impact on revenue and a corresponding impact on operating income in the second quarter of 2020. The company continues to work with its clients with regard to its COVID-19 response and LOGCAP V phase in schedule and is maintaining its current guidance range.

In addition, guidance assumes capital expenditures of $7.0 million, depreciation and amortization of $8.4 million, mandatory debt payments of $6.5 million, interest expense of $5.6 million, tax rate of 23 percent, and weighted average diluted shares outstanding of 11.8 million at December 31, 2020.

"I'm pleased to announce that we were able to post strong top and bottom-line growth despite COVID-19, which reinforces the resiliency of our business," Lynch added. "We estimate that COVID-19 impacted first quarter 2020 revenue and earnings per share by $2.2 million and $0.02, respectively."

Jacobs announced that three of the company’s projects have been recognized by American Society of Civil Engineers (ASCE) as Outstanding Civil Engineering Achievement (OCEA) honor award recipients, including Zoo Interchange Reconstruction, Olmsted Locks and Dam, and Queensferry Crossing, Jacobs reported on Thursday.

Jacobs’ projects were recognized for the superior civil engineering skills and significant contribution to civil engineering progress and society. "The solutions Jacobs implemented across these projects are benefitting and transforming these communities both today and into tomorrow – and now they can add this prestigious honor to their growing lists of accolades," said Jacobs President and Chief Operating Officer Bob Pragada.

The company’s projects have supported society and represent superior civil engineering progress, incorporating intricate interchanges, smart bridge technology and a massive waterway infrastructure upgrade.

The projects were selected because of their mobility and resiliency benefits, as well as representation of the company’s legacy of technical excellence and dedication to solving clients' most challenging and complex water and infrastructure projects

Queensferry Crossing currently stands as the world's longest, three-tower, cable-stayed bridge, comprising 23,000 miles of cabling. As lead consultant and delivery partner of the Jacobs Arup Joint Venture, Jacobs supported Transport Scotland from the earliest option development. 

The Zoo Interchange Reconstruction project was developed for the Wisconsin Department of Transportation and named for its location bordering the Milwaukee County Zoo and serving more than 350,000 people daily. More than 90,000 jobs reside within two miles of the interchange. 

Jacobs’ reconstruction project has been named the largest public works project ever undertaken in the state, designed by Forward 45, a joint venture consisting of Jacobs, Kapur & Associates and HNTB Corporation. 

The Olmsted Locks and Dam project is the single biggest civil engineering project undertaken by U.S. Army Corps of Engineers (USACE). Jacobs’ completed the project in 2018. The Olmsted Locks and Dam project represents a $3 billion, 30-year effort that required numerous engineering innovations and a team who dedicated more than 45 million hours. 

Under the project, the Jacobs team replaced previous locks and dams called No. 52 and 53, originally built in 1929, as well as the temporary 1,200-foot-long lock chambers added in 1969 at 52 and 1979 at 53. 

With the construction, the Olmsted project solved one of the largest bottlenecks for America's shipping industry at a critical part of the Ohio River. Jacobs, as lead partner of the design joint venture, supported the USACE by designing three key segments of the dam, including the Tainter Gate Section, Navigable Pass and Fixed Weir.

Lockheed Martin Corporation has partnered with Be The Match to enable patients to continue receiving life-saving transplants without interruption during the COVID-19 pandemic by ensuring the timely delivery of bone marrow and blood stem cells for transplant, Lockheed Martin reported on Thursday. 

"The incredible support from Lockheed Martin is a lifeline to our patients. For those awaiting bone marrow transplant, their very survival depends on the on-time delivery of these life-saving cells. By offering flight services, Lockheed Martin is helping us ensure that patients can continue the cells they need, exactly when they need them," said NMDP/Be The Match Chief Policy Officer Brian Lindberg.

With Lockheed Martin’s donation of the company’s corporate aircraft, the National Marrow Donor Program (NMDP)/Be The Match was able to support the federal government's COVID-19 response and relief efforts and ensure patients that life-saving products from European donors would arrive on time.

Under the partnership, Lockheed Martin will provide weekly air transport based on government medical need. The company will fly government medical teams to the most critical, high-priority locations around the country. In addition, Lockheed Martin will transport materials to support bone marrow transport to help with the government's COVID-19 response.

In addition to matching donors and patients, one of the program's primary missions is coordinating the delivery of bone marrow domestically and internationally to patients in the United States and abroad. 

Marillyn Hewson, CEO, chairman and president of Lockheed Martin and 2020 Wash100 Award recipient, recently released the company’s efforts to remediate the effects of the global pandemic. In April 2020, Hewson noted that Lockheed Martin has projected that it will be able to flow down over $450 million in accelerated payments to its supply chain partners.

The funding will support those who are critical to supporting the economy and national security. Lockheed will continue its work with the Department of Health and Human Services and provide air transport of government medical teams to the most critical, high-priority locations around the country. The company also pledged $10 million in charitable contributions for COVID-19 relief and recovery efforts. 

The company has donated $2 million to Project HOPE to help deliver personal protective equipment to the Federal Emergency Management Agency for distribution to America's doctors, nurses, and first responders. Lockheed also donated $2 million to the American Red Cross to support military personnel, veterans, and families and $2 million to the CDC Foundation All of Us to combat Coronavirus emergency response fund.

“As we continue to face this unprecedented crisis, Lockheed Martin is driven by our commitment to the mission of our U.S. and allied customers. We will continue to maintain our operations for our men and women in uniform and we are resolved to find additional ways to contribute to the relief and recovery from COVID-19,” Hewson noted.

BlackBerry Limited has announced that its BlackBerry Government Mobility Suite has achieved Federal Risk and Authorization Management Program (FedRAMP) authorization, the company reported on Wednesday. 

"BlackBerry is extremely proud to offer our Federal customers the BlackBerry Government Mobility Suite FedRAMP-authorized cloud service.  A FedRAMP authorization provides Federal agencies and contractors the peace of mind that a cloud solution can be trusted to meet the stringent cybersecurity capabilities and processes required to handle federal data," said Rear Admiral Bob Day, U.S. Coast Guard (ret), president of BlackBerry Government Solutions. 

BlackBerry’s Government Mobility Suite is a cloud-based endpoint management solution developed specifically for U.S. government agencies. The solution will protect both stored and in transit sensitive data and will allow secure browsing and access to applications behind government agency firewalls.

BlackBerry Government Mobility Suite will eliminate the need for federal agencies to own, operate and constantly recapitalize on on-premises equipment. The BlackBerry Government Solutions U.S.-based and U.S. citizen-staffed Security Operations and Compliance teams will manage the FedRAMP continuous monitoring and remediation program. 

The FedRAMP team will reduce the amount of time that agencies spend to ensure their mobility program meets federal cybersecurity requirements. BlackBerry's portfolio of FedRAMP-authorized cloud products will include BlackBerry AtHoc crisis communication and BlackBerry Protect AI-based endpoint security solutions. 

BlackBerry has received 14 Authorities to Operate (ATOs) from Federal agencies including Department of Energy (DoE), Department of Homeland Security (DHS), Consumer Financial Protection Bureau (CFPB), National Science Foundation (NSF) and Office of Personnel Management (OPM).

"This means employees can work efficiently, as well as communicate and collaborate securely, to conduct the business of the U.S. government from anywhere and on any device," added Day.

Vice Adm. Stuart Munsch, deputy chief of naval operations for warfighting development at the U.S. Navy, has been nominated to be director of operational plans and joint force development at the Joint Chiefs of Staff. Defense Secretary Mark Esper, a 2020 Wash100 Award winner, announced President Trump's nomination of Munsch in a press release published Wednesday.

If confirmed, the Navy officer would oversee the JCS' J-7 directorate and its functions encompassing doctrine, education, concept development and experimentation, training, exercises and lessons learned. Munsch assumed his current role at OPNAV N7 in  October of last year after service as deputy chief of naval operations for operations, plans and strategy.

He took on sea-duty assignments aboard USS Will Rogers, Jefferson City, Kitty Hawk and USS Tucson. His previous roles also include commander of the Submarine Development Squadron 5, senior military assistant to the deputy defense secretary and special assistant to the agriculture secretary.

Munsch serves as a member of the Council on Foreign Relations and a Seminar XXI fellow at the Massachusetts Institute of Technology.

DHS S&T Develops COVID-19 Virus Predictive Modeling Tool

The Department of Homeland Security's (DHS) science and technology directorate has created a tool that works to predict the environmental persistence of SARS-CoV-2, which causes COVID-19, at varying temperature and relative humidity levels.

DHS said Wednesday that the predictive modeling application is built upon research efforts at the National Biodefense Analysis and Countermeasures Center and designed to support coronavirus response efforts.

S&T researchers found that SARS-CoV-2 virus can stay viable in saliva droplets that have landed on surfaces over long periods of time and used their findings to develop the virus decay calculator that generate estimates under various representative indoor environments.

The initial predictive model can analyze infectivity in virus at a humidity range of 20 percent to 60 percent and a room temperature range of 70 to 95 degrees Fahrenheit, according to the department. S&T intends to regularly update the model as the directorate continues to yield additional virus stability data.

"Transmission occurs primarily through respiratory droplets produced by talking, coughing and sneezing," said William Bryan, acting undersecretary for science and technology at DHS. "If these droplets settle on surfaces or objects, contact with those contaminated surfaces may also be a factor in spreading the virus," Bryan added.
