DOE Seeks Industry Input for Potential Fusion Research

The Department of Energy wants to build partnerships that tackle the use of fusion technology as a safer source of energy than fission used in nuclear facilities, Nextgov reported Friday.

The Department released a Federal Register notice to seek out industry input on a potential fusion technology cost-share program.

Interested organizations may provide information on topics, requirements, program structures, funding approaches and evaluation criteria that would be essential to the future effort.

DOE sees potential in the approach that fuses two atoms together to produce heat energy, in contrast to fission that splits atoms. The fusion approach addresses the nuclear waste issue seen in fission reactors and reduces the potential danger.

The information request will remain open for responses through May 15.

The Federal Aviation Administration has reorganized its Office of Commercial Space Transportation (AST) and updated performance-based regulations for launch and reentry operations in an effort to streamline commercial launch activities.

Wayne Monteith, associate administrator for commercial space transportation at the FAA, said in a memo dated April 3 that he established the offices of Operational Safety and Strategic Management as part of the AST reorganization effort.

The restructuring is meant to help the FAA scale its procedures to meet increasing licensing demands over the next few years, according to Monteith.

In addition, Monteith said the FAA is working to consolidate its launch and reentry regulations to allow the issuance of one license for multiple launches. The agency is slated to publish the new regulation by fall.

Other agency efforts that Monteith cited include updating internal procedures, implementing automated licensing, launching organic training efforts and accelerating hiring.

The memo notes that FAA expects a 100 to 500 percent increase in commercial launch activity by 2021, which could lead to over 100 human spaceflight missions every year.

GAO: USAF Needs Dev't Plan for Advanced Battle Management System

The Government Accountability Office has found in an audit that the U.S. Air Force still needs to form a full plan for the development of a certain new multidomain situational awareness system.

GAO said Thursday it recommends USAF to identify technologies and corresponding maturity assessments required to develop the Advanced Battle Management System.

ABMS is designed to facilitate the integration of warfighting activities on air, land, sea, cyber and space domains via sensors, other reconnaissance systems and cloud-based data.

The lack of a plan for the development of such a system may delay scheduled activities, risk resources and cause other problems, GAO noted.

The government watchdog also advises USAF to estimate and regularly update costs and document decision-making work related to ABMS.

COVID-19 Supercomputer Consortium Eyes Public Access to Research Data

A consortium created to provide high-performance computing support for COVID-19 research and development has begun supplying over 402 petaflops of compute power for 15 research proposals, FedScoop reported Friday.

The COVID-19 HPC Consortium, established under the White House Office of Science and Technology Policy in March, is planning to conduct weekly reviews of research proposals to mark milestones.

Paul Dabbar, undersecretary for science at the Department of Energy, said the consortium intends to make the results of successful research efforts accessible to the public.

DOE’s Exascale Computing Initiative is also working with the National Cancer Institute on initiatives such as genomics studies to accelerate COVID-19 research. DOE is lending its HPCs at various national laboratories to support the initiative.

“These tools can be useful in understanding how the microbiomes of the lungs and the digestive system can be affected by COVID-19 and to also analyze environmental samples,” noted Barbara Helland, associate director of DOE’s Office of Science.

NASA also submitted a research proposal to the consortium focused on using HPCs to analyze patients’ genome sequences to quantify coronavirus infection risks.

Jeff Greene, director of the National Cybersecurity Center of Excellence, said he seeks to prioritize the implementation of new concepts like zero-trust architecture during his tenure at the center, Fifth Domain reported Saturday.

Greene told the publication in an interview that the National Institute of Standards and Technology component is currently seeking feedback on its zero-trust guidance, which focuses on constant cybersecurity in digital infrastructure.

He added that the NCCoE is also focusing on its Special Publication 1800 guidances that tackle a range of subject areas including artificial intelligence, 5G connectivity, quantum computing and crypto algorithms.

In terms of current demands, Greene noted that NIST recently released blog posts on ensuring cybersecurity in telework and virtual meetings.

“Probably the biggest short-term thing from my perspective is trying to develop some new types of products and get some thinking out there if we need to be a little more nimble and responsive to immediate, pressing needs,” he said.

Greene, previously a vice president at Symantec, assumed the role of NCCoE director in February.

Siemens Government Technologies (SGT) has appointed Ankur Rawat as chief information officer (CIO), the company reported on Monday.

“Ankur brings significant federal and commercial market experience to SGT, and will help us leverage the broad depth of technologies and applications in Siemens to address the critical needs of our customers and their digital transformation initiatives, said Tina Dolph, president and CEO, Siemens Government Technologies and 2020 Wash100 Award recipient.

In his new role, Rawat will lead SGT’s enterprise strategy for technology resources and investment. He will ensure the effective, efficient and secure operation of systems and tools relied on by project teams to serve government customers and their complex missions.

Rawat will bring nearly 20-years of experience across diverse information technology roles to the organization. Most recently, Rawat served as vice president and chief technology officer (CTO) of CALIBRE Systems.

Prior to CALIBRE, Rawat served as a systems engineer with Northrop Grumman, where he made lasting contributions that aided the Defense Health Agency (DHA) in its massive effort to digitize military health records.

With his success at Northrop Grumman, he succeeded in management roles, including chief engineer, where he supported the Military Health System. He also held roles as chief information security officer (CISO) at 3M Health Information Systems and as CTO with LongView International Technology Solutions.

Rawat holds master’s degrees in Information Security from American University, and Business Administration from the University of California, as well as a bachelor’s degree in Information Systems from the University of Maryland Baltimore County.

“I’m eager to join Tina and team at a time when technology has never held greater promise for addressing significant government challenges, and, I look forward to leading our information technology team to ensure we have the trusted tools and applications our customers rely on when it matters most in fulfilling their essential missions around the world,” Rawat said.

FDA Advances Serological Test Validation, Educational Efforts During COVID-19 Pandemic

The FDA has announced that the administration will expand access to serology tests and its approach to making accurate and reliable serology tests widely available, while also protecting Americans from tests marketed with false or unsubstantiated claims, the FDA announced on Saturday.

The administration will continue to provide developers with a request for FDA authorization through the emergency use authorization (EUA) process. The FDA has already issued four EUAs for serological tests, and expect that number to continue to grow in the coming weeks.

The FDA will encourage developers to submit EUA requests for their tests, as an EUA will provide laboratories and providers with assurance that FDA has reviewed that test. The administration will quickly review EUA submissions and continue to take steps to ensure the process is as streamlined and efficient as possible.

To enhance the U.S. Government’s ability to identify well-performing tests and inform FDA recommendations and decision making, the administration will collaborate with the National Institutes of Health’s National Cancer Institute (NCI) and National Institute of Allergy and Infectious Diseases (NIAID) and the Centers for Disease Control and Prevention (CDC).

Under the partnerships, the agencies will be able to establish a capability at NIH to evaluate serological tests for developers. The effort will include tests already available for use, as well as tests not yet on the market where additional validation data is needed to support an EUA.

In addition, the FDA has projected performance assessments for serological tests will begin soon, and the administration has expected results shortly thereafter. The administration will review NIH’s results expeditiously, and performance results from NIH’s assessment may complement and inform the determination of whether FDA issues an EUA for a particular test.

SBA Releases Statement Regarding PPP Amidst COVID-19 Pandemic; Jovita Carranza, Steven Mnuchin Quoted

The Small Business Administration (SBA) administrator Jovita Carranza and U.S. Treasury secretary Steven Mnuchin issued a statement on Friday regarding the success of the Paycheck Protection Program (PPP) in lieu of the COVID-19 pandemic.

The statement noted that “the PPP enjoyed broad-based participation across the country from lenders of all sizes and a wide array of industries and businesses.”

The Treasury Department and SBA launched the PPP in one week. Following its launch, the SBA processed more than 14 years’ worth of loans in less than 14 days, which is expected to save a large number of American jobs.

From its start on April 3, PPP has provided payroll assistance to more than 1.6 million small businesses in all 50 states and territories. Nearly 5,000 lenders participated in this critical program, including significant lending by community banks and credit unions.

Approximately 20 percent of the amount approved was processed by lenders with less than $1 billion in assets, and approximately 60 percent of the loans were approved by banks with $10 billion of assets or less. No lender accounted for more than 5 percent of the total dollar amount of the program.

The PPP has provided funds to a variety of industries in all sectors of the economy, including construction, manufacturing, food and hospitality services, health care, agriculture and retail. “The Paycheck Protection program is saving millions of American jobs and helping small businesses get through this challenging time. We urge Congress to protect millions more American workers and their families by appropriating additional funding to support PPP.”

Boeing has completed its first COVID-19 transport mission, using a 737-700 aircraft from its corporate fleet to bring personal protective equipment (PPE) from China to the United States, the company announced on Saturday.

“Another life-saving delivery of PPE has arrived in New Hampshire,” said Governor Chris Sununu. “Thanks to Dean Kamenfor facilitating this deal, and to Boeing for donating the cost of this mission transport. The state will deliver these masks to the greatest areas of need across New Hampshire so those on the frontline have the necessary resources to fight COVID-19.”

Boeing has partnered with FIRST Robotics founder Dean Kamen to transport 540,000 medical-grade face masks that will be delivered to healthcare professionals battling COVID-19 in New Hampshire.

Kamen is also a founder of DEKA Research and Development Corporation. He worked with DEKA to secure the face masks from manufacturers in China and turned to Boeing to facilitate their transport.

“Boeing has been a long-time partner of FIRST Robotics and I’m proud that I can again partner with the Boeing team to meet the needs of our frontline healthcare professionals fighting COVID-19,” said Kamen. “Now more than ever, help from companies like Boeing is critical so we can continue to make sure protective equipment gets to the people who need it most.”

Boeing will continue to support local communities and healthcare professionals to prevent the spread of COVID-19. In addition, the company will launch airlift transport missions with the Boeing Dreamlifter and ecoDemonstrator. Boeing will continue to closely coordinate with U.S. government officials on how to best assist areas with the greatest need.

“I want to personally thank Governor Sununu, the entire New Hampshire congressional delegation and Dean Kamen for their leadership in helping secure and distribute this much-needed personal protective equipment for our frontline healthcare workers and first responders here in New Hampshire,” said Dave Calhoun, Boeing president and CEO.

Everbridge has announced that the Joint Analytic Real-Time Virtual Information Sharing System (JARVISS) has been deployed to assess and respond to the impact that the COVID-19 outbreak has on Army staff, facilities, installations, and offsite special events, Everbridge reported on Monday.

“At Everbridge, we share a deep sense of appreciation towards those who keep us safe,” said David Meredith, CEO of Everbridge. “We feel honored to power JARVISS and provide the U.S. Army worldwide with the software tools, threat intelligence and data to protect our soldiers and their families from countless threats, including the current COVID-19 pandemic.”

JARVISS, the U.S. Army’s enterprise system for threat visibility, powered by the Everbridge Risk Intelligence Monitoring Center, has primarily focused on antiterrorism and other security threats, including active shooters and natural disasters, that might affect Department of Defense (DoD) operations.

With the outbreak and rapid spread of COVID-19, JARVISS has provided support to ongoing threat analysis of the pandemic, which has given the Army insight into the impact to global DoD operations.

In response to the coronavirus crisis, JARVISS has integrated Everbridge’s new COVID-19 data layers and software for actionable intelligence and report creation. The platform has accessed more than 1,400 situational awareness modules across the globe, as well as data from Everbridge’s Risk Intelligence Monitoring Center feed.

With the technology, Army analysts are able to receive real-time insight into how the virus is disrupting critical infrastructure, including bases in the U.S. and abroad, hospitals, recruiting stations, Reserve and National Guard operational units, police and fire locations.

During the COVID-19 pandemic, JARVISS has provided critical information to State National Guard headquarters as personnel are activated and deployed to support relief efforts across the nation.

JARVISS will continue to provide Army emergency managers, contingency planners, medical, and force protection personnel the data to quickly coordinate with local government, law enforcement, health facilities and other agencies.

In addition, Everbridge has launched a series of actions to address the coronavirus, including providing daily updates on its Coronavirus Preparedness Hub. In response to COVID-19, the Everbridge platform has delivered over 135 million communications specific to coronavirus as well as launched its COVID-19 Shield rapid deployment templates to protect people and maintain operations amid the pandemic.
