Gen. David Goldfein, chief of staff of the U.S. Air Force and a 2020 Wash100 Award winner, said he has been in talks with his international counterparts to discuss ways on how to maintain the supply chain for the F-35 fighter jet program during the coronavirus pandemic, Breaking Defense reported Wednesday.

He told reporters Wednesday he has begun a discussion with chiefs of staff of Canadian and Italian air forces and other international air chiefs and has scheduled phone calls with industry leaders.

“How do we collaborate and ensure that the tier-two and tier-three suppliers remain healthy through this COVID period, so that we have a healthy industrial base at the back end of it?,” Goldfein said.

Goldfein said he is also closely watching the KC-46 tanker, T-7A trainer jet and B-21 bomber programs and is working with Gen. John “Jay” Raymond, commander of U.S. Space Command and fellow Wash100 awardee, to monitor major space programs and address possible GPS interference from Ligado’s future 5G network.

He added that no major programs have demonstrated any indication of being “in a critical state … at risk of cancelation” due to COVID-19.

The chairmen and ranking members of House and Senate Armed Services Committees have asked the Federal Communications Commission to retract its approval of Ligado Networks’ application saying the company’s proposal poses a threat to the country’s GPS capabilities, economy and national security.

“The problem here is that Ligado’s planned usage is not in the prime mid-band spectrum being considered for 5G — and it will have a significant risk of interference with GPS reception, according to the National Telecommunications and Information Administration,” the lawmakers wrote in an opinion piece published Wednesday on Defense News.

The FCC on Monday cleared Ligado’s application to use the L-band spectrum to field a low-power terrestrial network in support of 5G and internet-of-things services.

The lawmakers urged FCC to work with NTIA, the departments of Defense and Transportation and other federal agencies to seek ways on how to safeguard national security assets ad back commercial broadband expansion. They also asked the commission to address DoD’s concerns prior to moving forward.

SASC Chairman Sen. Jim Inhofe (R-Okla.) and Sen. Jack Reed (D-R.I.), ranking member of the Senate panel, co-wrote the op-ed with HASC Chairman Rep. Adam Smith (D-Wash.) and Rep. Mac Thornberry (R-Texas), ranking member of the House committee.

Senators Ask Congress for More Funds to Help US Digital Service, TTS Back States, Local Governments

A group of 16 senators has called on congressional leaders to allocate more funds for the Office of Management and Budget’s U.S. Digital Service and the General Services Administration’s (GSA) Technology Transformation Service to help state and local governments address information technology challenges as they administer federal assistance programs to citizens during the COVID-19 pandemic.

The lawmakers want Congress to include in any upcoming measure a $50 million emergency appropriation for the OMB IT Oversight and Reform Fund to help USDS recruit additional skilled technologists and $25 million for the Federal Citizen’s Services Fund to support TTS’ recruitment efforts, the senators wrote in a letter dated Wednesday.

The letter was signed by Sens. Ron Wyden (D-Ore.), Mark Warner (D-Va.), a three-time Wash100 Awardee, Cory Booker (D-N.J.) and 13 other lawmakers. They also urged Congress to streamline or waive regulatory restrictions that prevent TTS and USDS from working with state and local governments as well as encourage the two tech agencies to prioritize projects related to COVID-19.

DHS Announces Funds to Support Anti-Terrorism Tech Projects

The Department of Homeland Security is investing $10M in fiscal 2020 research projects that aim to address domestic terrorism.

DHS said Tuesday it calls for interested organizations to apply for opportunities under the FY 2020 Targeted Violence and Terrorism Prevention program.

Participants would develop anti-terrorism technologies and support the formation of a framework for violence prevention. The TVTP program aims to fortify local prevention frameworks, deter domestic terrorism and identify terrorism prevention technologies. The effort aligns with the DHS Strategic Framework for Countering Terrorism and Targeted Violence.

“Attacks by domestic terrorists, those inspired by foreign terrorist organizations and acts committed by violent individuals with no clear ideological motivation have occurred in communities across America with tragic outcomes,” said Chad Wolf, acting secretary of homeland security.

Topics covered include building security, recidivism prevention and local-level reintegration programs.

NASA is planning to establish an organization that will handle commercial cargo and crew mission management as part of the agency’s efforts to restructure its industry engagement strategy, SpaceNews reported Tuesday.

Doug Loverro, associate administrator for human exploration and operations at NASA, said at a recent webinar that the proposed organization will fall under his office and manage commercial efforts including the Center for the Advancement of Science in Space, which handles the national lab portion of the International Space Station.

Loverro noted that Alex MacDonald, chief economist at NASA, will serve as program executive for the organization that will oversee the agency’s activities with CASIS.

The unit’s creation serves as part of NASA’s reorganization strategy for the Human Exploration and Operations Mission Directorate, according to the report.

Loverro’s comments come after NASA solicited proposals for low-Earth orbit commercial technologies under the Next Space Technologies for Exploration Partnerships program.

Navy, Industry Experts Talk Bandwidth Needs for COVID-19 Hospital Ships

Current and former U.S. Navy leaders have cited broadband as one of the key communication and connectivity issues that the service branch must tackle when deploying its vessels for coronavirus response missions, C4ISRnet reported Tuesday.

The Navy deployed its Mercy and Comfort vessels as hospital ships to Los Angeles and New York late last month. According to C4ISRnet’s report, CenturyLink provided connectivity for Mercy while Verizon delivered connection capabilities for Comfort. Forescout Technologies also handles the “Comply to Connect” framework that the Department of Defense created for device security at Mercy.

Dean Hullings, global defense solutions strategist at Forescout, told the publication that the ships’ network of hospital equipment such as X-ray and MRI machines are constantly passing data and are in need of critical protection.

Tom Van Leunen, a spokesman for Military Sealift Command, added that the increasing need for patient connectivity is another major obstacle for the Navy.

“Our hospital ships are designed to support official communication for the ship’s crew and embarked medical community to complete their job,” he said. “Adding a capability for patients to reach loved ones increases the risk of saturating the bandwidth off the ship.”

Lt. Gen. Bruce Crawford, the U.S. Army’s chief information officer, and Paul Puckett, director of the service’s Enterprise Cloud Management Office, said that the new unit is “functionally operational” amid coronavirus concerns, FedScoop reported Tuesday.

Crawford and Puckett recently issued a joint statement saying that the ECMO is working on improving telework capabilities through cloud technology in order to push through with its data-related initiatives despite the current health crisis.

They noted that ECMO personnel have adjusted to telework settings and are working on “accelerating our adoption and optimization of cloud computing and modern technology.”

The ECMO, created in November, was initially slated to be fully operational in March. According to FedScoop’s report, the Department of Defense previously implemented technologies such as a Microsoft Office-driven Commercial Virtual Remote Environment to support telework setups.

Dana Deasy, the DoD CIO and 2020 Wash100 Award recipient, also created a Telework Readiness Task Force earlier this month to address remote working concerns.

Sens. David Perdue, R-Ga.; Edward Markey, D-Mass.; Mark Warner, D-Va.; Richard Blumenthal, D-Conn.; and Tom Cotton, R-Ark., have addressed the country’s cyber officials on hospitals’ protection against cyber attacks.

The senators asked U.S. Cyber Command and the Cybersecurity and Infrastructure Security Agency to better protect U.S. medical organizations against cyber attacks due to recent threats enacted by malicious entities, Warner’s office said Tuesday.

The message follows reports of hacking campaigns launched by China, Iran, North Korea, Russia and terrorist groups against medical research institutions and care providers. Cyber actors have pursued espionage, COVID-19 disinformation and ransomware activities against medical facilities.

Warner, a three-time Wash100 Award recipient, and his bipartisan group of senators request USCYBERCOM and CISA to support the cyber technical needs across states and publicly release threat information to increase national awareness.

Alion Science and Technology has been awarded a two-year, $29 million task order by the U.S. Air Force to support the Joint Electromagnetic Warfare Center (JEWC) to provide Joint Electromagnetic Spectrum (EMS) Information, Analysis and Fusion (JEMSIAF) solutions, the company announced on Wednesday.

“Due to the rapid development of commercial and military electromagnetic spectrum dependent systems, and the increasing dependence of military operations use of the EMS, this pivotal program enables authoritative technical and operational information required to achieve EMS superiority,” said Todd Stirtzinger, Alion senior vice president and general manager.

The Joint Electromagnetic Warfare Center (JEWC), a subordinate component of United States Strategic Command (USSTRATCOM), has provided engineering analytics, modeling, simulation, and assessments that support the planning and execution of Joint Force Commander (JFC) electronic warfare operations.

Under the task order, Alion will provide scientific and engineering research, analysis,and development to accelerate the Government’s capability to provide the authoritative, validated, and verified data, information, and modeling required for JFC elements and service organizations.

Alion’s work will enable these organizations to to achieve EMS superiority and EMS control and to plan, direct, monitor and assess EMS operations across all operational domains, including air, ground, maritime, space, and cyber, as well as operational functions, such as intelligence, logistics, targeting, communications and information operations.

In addition, Alion will provide technical, analytical, engineering and operational level research, analysis, assessment and evaluation to build the framework for model object development using current EMS user community concepts and standards.

The contract was awarded under the Department of Defense Information Analysis Center Multiple Award Contract (IAC MAC) issued by the Air Force Installation Contracting Center. The DoD IAC program operates as a part of the Defense Technical Information Center and provides technical data management and research support for DoD and federal government users.

The program aims to drive innovation and technological developments by enhancing collaboration through integrated scientific and technical information development and dissemination.

“This is a key win for our team and a testament to Alion’s strength in ISR, EW, and cyber, and our ability to bring these capabilities together rapidly to address our customer’s joint, multi-domain missions in support of our national defense,” added Stirtzinger.

Amazon Web Services has announced the opening of the AWS Cape Town, Africa Region, growing the company’s availability to 73 zones within 23 geographic regions around the world, AWS reported on Wednesday.

“We have a long history in South Africa and have been working to support the growth of the local technology community for over 15 years. In that time, builders, developers, entrepreneurs, and organizations have asked us to bring an AWS Region to Africa and today we are answering these requests by opening the Cape Town Region,” said Peter DeSantis, Senior Vice President of Global Infrastructure and Customer Support, AWS.

AWS has also announced plans for 12 more availability zones across four additional AWS Regions in Indonesia, Italy, Japan and Spain. Effective immediately, developers, startups and enterprises, governments, education and non-profit organizations can run their applications and serve end-users in Africa with even lower latency and leverage advanced AWS technologies to drive innovation.

AWS Regions are composed of Availability Zones, which each comprise of one or more data centers and are located in separate and distinct geographic locations with enough distance to significantly reduce the risk of a single event impacting business continuity.

Each Availability Zone has independent power, cooling, and physical security and is connected via redundant, ultra-low-latency networking. AWS customers focused on high availability can design their applications to run in multiple Availability Zones to achieve even greater fault-tolerance.

AWS infrastructure regions will deliver the highest levels of security, compliance and data protection. With the new region, customers with data residency requirements and customers looking to comply with the Protection of Personal Information Act (POPIA), can now store content in South Africa with owner retention assurance of data and it will not move unless the customer chooses to move it.

The AWS Africa Region will add to Amazon’s ongoing investment in South Africa. Amazon first established a presence in Cape Town, setting up a Development Center in 2004, to build pioneering technologies focused on networking, next-generation software for customer support and the technology behind Amazon EC2.

In 2015, Amazon expanded its presence in the country, opening an AWS office in Johannesburg, with significant and growing teams of account managers, business development managers, customer services representatives, partner managers, professional services consultants, solutions architects, technical account managers, and many more to help customers of all sizes as they move to the cloud.

In 2017, the Amazon Global Network expanded to Africa through AWS Direct Connect, and in 2018, Amazon established its first infrastructure on the African continent, launching Amazon CloudFront locations in Johannesburg and Cape Town, South Africa, followed in 2020 by an edge location in Nairobi, Kenya.
