DIA Works on New Tool to Help Military Utilize Big Data

The Defense Intelligence Agency is developing a new data analytics tool to help federal analysts and planners better collect and analyze big data for intelligence and understand operations of adversaries. The Machine-Assisted Analytic Rapid-Repository System utilizes cloud computing, artificial intelligence and machine learning to modernize existing military databases, DIA said Thursday. 

“With data proliferating at the speed of light, DIA must build a system capable of ingesting and managing large volumes of it, and making it available to both humans and machines,” the agency said. “A more granular understanding of complex global events and a corresponding decision advantage are keys to the nation’s continued success.”

MARS intends to provide a multidimensional and flexible data environment where the service members can access vast data, counteract adversaries’ plans and address potential risks. MARS is also designed to create simulation of threats based to help the military predict potential effects of threats.

Senate Armed Services Committee OKs Space Force Proposal

The Senate Armed Services Committee approved the Trump administration’s proposal to establish a Space Force as part of the panel’s fiscal 2020 National Defense Authorization Act, the Hill reported Thursday.

The $750 billion NDAA earmarks $72.4 million to establish the new military branch to operate under the U.S. Air Force and mandates the appointment of a Space Force commander. The commander will concurrently serve as head of the U.S. Space Command until separate commander roles for the two entities are created following a one-year period.

According to senior committee aides, the Senate panel advanced the Space Force proposal because of the military branch’s goals to consolidate government operations, establish the space warfighting domain and address acquisition issues. 

“Our strategy will set the Space Force up for success now and in the future, minimizing bureaucracy in the force,” said the committee’s chairman Jim Inhiofe, R-Okla., in a statement.

Charlie Mathis, EVP & CFO of SAIC, Receives Executive Mosaic’s Chairman’s Award

Jim Garrettson, chief executive officer of Executive Mosaic, presented Charlie Mathis, the chief financial officer and executive vice president for Science Applications International Corp. (SAIC), with the Chairman’s Award for completing his first year as chairman of the CFO Group for Executive Mosaic’s 4×24 program.

Mathis brings over 30 years of financial and accounting acumen and experience in defense, technology and financial sectors to SAIC. He also has extensive experience in mergers and acquisitions, finance and accounting, financial controls and government contracting and compliance.

Mathis has served SAIC as EVP and CFO of the company since Nov. 2016. Prior to his tenure with SAIC, he was EVP and CFO for ScanSource, a $3.8 billion public company focused on technology services and products in Greenville, South Carolina between Dec. 2012 and Nov. 2016. Mathis was responsible for directing and managing all finance and accounting activities.

In addition, he served as EVP and CFO of Force Protection from June 2008 to March 2012 and as the CFO of EFW, a subsidiary of Elbit Systems, between May 2006 and June 2008. In 2003, Mathis began his experience in government accounting with Fairbanks Morse Engine as the vice president of Finance and he became a Certified Public Accountant in Wisconsin.

During his tenure in government contracting, he held compliance oversight responsibilities and is knowledgeable across technical aspects of government accounting and compliance. Mathis has earned a Bachelor of Arts Degree from Wake Forest University and an MBA from the University of Chicago. He’s also served as an officer in the U.S. Marine Corps.

Christopher Krebs: CISA’s Volunteer Border Deployment Won’t Impact Agency Operations

Christopher Krebs, director of the Cybersecurity and Infrastructure Agency and 2019 Wash100 awardee, said CISA’s volunteer border patrol work will not affect operations during a Georgetown University Law Center conference, Cyberscoop reported Wednesday. 

Ten of the Department of Homeland Security agency’s almost 3,500 employees have volunteered for temporary deployment at the southern border and an additional 10 will join the group. The move comes after Matt Travis, deputy director of CISA, sent an e-mail to CISA employees asking them to spend 30 to 45 days at the border to address “an ongoing surge in migrants”. 

Krebs noted that a maximum of 33 CISA volunteers must be sent to the border and only one to two of the already deployed volunteers are responsible for cybersecurity.

Rep. Abigail Spanberger unveiled a bipartisan legislation to protect U.S. mobile infrastructure and telecommunications systems from potential threats. The Secure 5G and Beyond Act seeks to push the government to create a strategy for defending consumers’ privacy and help companies as well as U.S. allies optimize 5G telecommunications system defenses, the office of Abigail Spanberger said Tuesday. In addition, the bill hopes to secure competition among U.S. companies and shield the integrity of international standards from political influence.

“As we work to achieve faster internet speeds and wider connectivity, our legislation would make sure we have a plan to deliver innovative technology to U.S. consumers, compete with China, and prevent foreign influence in 5G networks,” said Spanberger.

Office of Personnel Management Unveils Workforce Dev’t Resource Kit

The U.S. Office of Personnel Management has introduced a suite of platforms to help managers, leaders and employees optimize federal agency workplaces. The Accelerating the Gears of Transformation kit is comprised of resources and guides in line with workforce development, OPM said Wednesday. 

Some of the tools within the suite include a group of steps for workforce transition, a reskill toolkit for human resource personnel and a decision-making playbook for leaders. In addition, the office intends to use the resource kit to modernize government and HR capabilities.

“The technology and workforce needs in the Federal workplace are changing rapidly, which means we have to change our thinking around talent management,” said Margaret Weichert, acting director at OPM. “Federal agencies will have greater capacity to redeploy workers, through reskilling efforts, to meet their most pressing, mission-critical needs,” added Weichert.

Navy Forms New Squadron to Support Fleet Experimentation, USV Integration

The U.S. Navy has created a squadron to help the military service experiment with surface warfighting systems and integrate unmanned surface vessels into the fleet, DVIDS reported Wednesday. Surface Development Squadron ONE, which the Navy re-designated from Zumwalt Squadron ONE, will coordinate USV requirements and develop material and technical tools to address tactical challenges for the service branch.

Capt. Henry Adams will lead SURFDEVRON ONE to accelerate the development and delivery of new technology to the surface force. Naval Base San Diego will serve as the new unit’s headquarters. Specifically, the squadron will manage and maintain medium to large USVs such as the Sea Hunter and Zumwalt-class guided missile destroyer ships.

Vice Adm. Richard Brown, commander of Naval Surface Force, announced the formation of SURFDEVRON ONE at a ceremony held Wednesday.

Analysts from the U.S. Air Force see to it that bad data must undergo evaluation with senior leadership before fixing, Fedscoop reported Wednesday. Frank Konieczny, USAF chief technology officer, said the service branch is working to keep data flaws uncensored. Data flaws may include obsolete formatting, typos and incorrect or incomplete input.

“We want the seniors to actually see the bad data so that they yell at people to get it fixed,” Konieczny said at a recent event of the Armed Forces Communications and Electronics Association. He also said his team is working to segregate accurate data and faulty data via meta-tagging to allow for systematic use of both data types.

DHS Preps to Award Contract for New CDM Dashboard

The Department of Homeland Security plans to issue a contract in the coming weeks for a new dashboard to utilize artificial intelligence and machine learning to support the agency’s Continuous Diagnostics and Mitigation program, FCW reported Wednesday. 

DHS wants to integrate emerging technologies into the dashboard to improve access and management of data gathered through CDM. Kevin Cox, program manager for CDM, said the contract may come out “within the next few days.” 

“It’s going to take us a few years to get everything in place, but this is what’s going to enable us to get to the more advanced capabilities,” Cox said. “Being able to bring in machine learning to interact with the data and get additional value for the agencies, bringing in AI to write the algorithms to really expand out what we can do with the data.”

The selected contractor will also bring data into the new DHS risk-scoring algorithm, called AWARE, which works to assess cybersecurity of agencies. The algorithm is scheduled for soft launch in October.

A NASA official said the space agency has transformed its cybersecurity posture since it implemented the Department of Homeland Security’s Continuous Diagnostics and Mitigation program in 2016, Nextgov reported Wednesday. 

CDM “has tremendously helped NASA not only implement certain tools across the agency, but it’s also helped change and it is changing the culture and the discussion around cybersecurity overall,” Willie Crenshaw, program executive for CDM and risk management at NASA, said Wednesday at an FCW-hosted event. 

Crenshaw mentioned how CDM helped improve its cyber response efforts and identify its assets. “We know more now than we did three years ago about what’s on NASA’s network,” he added.
