GAO Assesses DLA Contractors’ Reverse Engineering Capabilities

The Government Accountability Office assessed and validated Defense Logistics Agency contractors that specialize in reverse engineering techniques. GAO found in a report published Wednesday that 124 companies conducted reverse engineering projects from fiscal year 2015 through 2018.

Additionally, the accountability agency confirmed that 103 of the companies are small businesses. Representatives from DLA and small business firms noted that the approach may open opportunities for potential work.

The government watchdog also found that DLA’s Maritime, Land and Aviation commands established measures to protect the patents of reverse engineering projects. GAO noted that DLA utilizes reverse engineering to lower costs, optimize competition between contractors and manufacture spare parts for vessels, missiles and aircraft systems.

Navy to Commission Newest Freedom-Variant Littoral Combat Ship

The U.S. Navy will commission its newest Freedom-class littoral combat ship into service on Saturday at the Naval Air Station in Key West, Fl. The Lockheed Martin-build USS Billings, named after the largest city in Montana, to support the Navy’s missions in near-shore and open-ocean environments, the Department of Defense said Wednesday.

It will be the eighth Freedom-variant ship owned by the service branch and will work to counter “anti-access” threats like high-speed craft, mines and quiet diesel submarines. Lockheed Martin leads the industry team tapped to design and manufacture the Freedom-class vessels, while Austual USA spearheads the production of the Independence-variant under the LCS program.

Sen. Jon Tester, ranking member of the Senate Committee on Veterans’ Affairs, will deliver the principal address at the commissioning ceremony.

CNO Nominee Michael Gilday Puts Focus on Cybersecurity, Defense Industrial Base

Vice Adm. Michael Gilday told senators during a confirmation hearing that he will prioritize cybersecurity and defense industrial base protection if confirmed as chief of naval operations, Fifth Domain reported Thursday.

Gilday, previously the director of the Joint Staff and commander of the U.S. Fleet Cyber Command and 10th Fleet, said at the Senate Armed Services Committee hearing that he wants to drive collaborative efforts with industry, including small companies that have the capacity to develop rapidly scalable technologies.

“The character of modern warfare is changing to a multidomain battlespace with significant emphasis on space, electronic, information and cyber domains,” he wrote in reponse to questions submitted before the hearing. “Digital technologies have the potential to be a force multiplier, putting data at the center of all of our decisions and transforming how we fight, stay ready and conduct business operations.”

President Trump announced his intent to nominate Gilday as CNO last month.

Bill Zielinski, acting assistant commissioner of General Services Administrations’ office of information technology category, wrote in a blog post published Tuesday that the government is “actively working” to reallocate spectrum for 5G communications. Zielinski cited applications for 5G technology including traffic management, power grid monitoring, augmented and virtual reality, automated logistics and other telecommunications operations.

“Mobile devices will spend less time processing data, which will consume less power, and result in extended battery life. But these are little advances compared to what is possible,” he noted.

Previously, the National Institute of Science and Technology and Department of Homeland Security launched efforts to establish regulations and identify threats related to 5G. GSA will hold a 5G Technology Customer Event on Oct. 3 to discuss concepts that advanced communications can support such as edge computing and network slicing.

George Morrow Succeeds Christopher Scolese as Goddard Space Flight Center Director

George Morrow, deputy director at NASA’s Goddard Space Flight Center, has been appointed to serve as the center’s acting director. He succeeds Christopher Scolese, who will move on to lead the National Reconnaissance Office as director, NASA said Thursday.

Morrow joined Goddard in 1983 as a lead engineer for spacecraft battery systems and went on to hold various leadership positions such as director and deputy director of the center’s Flight Projects Directorate. Scolese contributed 32 years of work at NASA where he also served as associate and acting administrator. Goddard serves as a center for scientific and technological efforts on space exploration.

Senate Bill Would Enact DHS’ Continuous Diagnostics, Mitigation Program

Sens. Maggie Hassan, D-N.H., and John Cornyn, R-Texas, unveiled a bill enacting a Department of Homeland Security program offering federal agencies a wide range of cybersecurity tools to continuously monitor government networks. The Advancing Cybersecurity Continuing Diagnostics and Mitigation Act would expand the availability of CDM platforms at the federal, state and local levels as well as create data-based risk and incident reporting policies, Hassan’s office said Tuesday.

“Cyber-attacks on government networks are increasing in frequency and sophistication, so updating the programs and tools federal agencies use to thwart these attempts is critical,” said Cornyn. “By codifying the CDM program and providing congressional oversight, we can ensure the federal government is better prepared for cyber threats.”

Hassan also co-sponsored legislation that would make DHS cyber hunt and incident response groups permanent to help agencies and companies counter security threats.

CISA Report Identifies Security Risks Associated With 5G Adoption

The Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency has issued a report about the potential risks posed by 5G mobile network adoption to U.S. supply chains, network security and trusted options. CISA said in the report, published Wednesday, that the use of 5G components produced by unreliable firms could expose U.S. companies to malicious software and other vulnerabilities.

“5G will use more components than previous generations of wireless networks, and the proliferation of 5G infrastructure may provide malicious actors more attack vectors,” according to the report.

CISA called on the U.S. government to advance the development of trusted 5G technologies, ensure robust security capabilities for 5G services and applications, promote international standards and processes and work with the private sector on risk mitigation efforts in order to manage vulnerabilities and build up the security of communication networks amid 5G adoption.

AI National Security Commission Issues Initial Report to Congress

The National Security Commission on Artificial Intelligence provided updates on its activities and future plans to advance AI development through its initial congressional report, National Defense reported Wednesday.

According to the report released Wednesday, the commissioners decided to group themselves into four working teams focused on four key areas, including maintaining U.S. leadership in AI research and keeping the country’s advantage in AI national security applications. The working groups will gather their initial findings to help shape the commission’s interim report to Congress, which is scheduled to be released in the fall of 2019.

The commission, which was created through the fiscal year 2019 National Defense Authorization Act, noted in the report that it is working on special projects to pursue the ethical use of AI for national security, advance data management to support AI applications and leverage AI through public-private partnerships.

DoD to Deploy EHR System to Four More Bases in September

The Department of Defense will roll out in September its new electronic health records system to four additional bases in California and Idaho, the Military website reported Wednesday.

DoD will field the Cerner-built MHS Genesis EHR system at three California-based sites - Travis Air Force Base, Army Health Clinic Presidio and Naval Air Station Lemoore – and at Mountain Home Air Force Base in Idaho, effective Sept. 7.

“We changed the training strategy. We didn’t get that right the first time,” Tinston said. “We have created a change management process, and the other thing is infrastructure. We now have six months prior to going live at a site to have the infrastructure updated.”

William Tinston, program executive officer for Defense Healthcare Management Systems, said some of the issues that were uncovered during the testing of the system in 2017 have been addressed. The report said MHS Genesis will go online at seven more locations by June 2020 and will be deployed at remaining sites in the next four years.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Vice Adm. Robert Sharp, director of the National Geospatial-Intelligence Agency, with his first Wash100 Award on Wednesday.

VADM Sharp succeeded Robert Cardillo, fellow four-time Wash100 Award recipient, as agency director after receiving Senate confirmation in December 2018. He was also elevated to the rank of vice admiral in the Navy.

He assumed command of the Office of Naval Intelligence and became director of the National Maritime Intelligence-Integration Office in 2016. Previously, he served as the assistant intelligence officer for the commander of the Naval Air Force, an intelligence operations officer with the U.S. Fleet Forces Command and director of intelligence and deputy director of the Maritime Operations Center for Commander of the U.S. Naval Force Central Command.

During his career, Sharp received numerous awards including the Vice Admiral Rufus L. Taylor award for excellence in instruction, the U.S. Army Knowlton Award for Military Intelligence, the Rear Admiral Edwin T. Layton leadership award and the Naval Intelligence Foundation award for excellence in operational intelligence support to the fleet.

He graduated from the University of the Pacific in 1988 with a bachelor’s degree in English and was commissioned through Officer Candidate School the same year. He earned his master’s degree from the Industrial College of the Armed Forces in 2008.
