USAF Releases Results of Electromagnetic Warfare CFT Effort

The U.S. Air Force released the results of a cross-functional team effort testing approaches to gain and maintain superiority in the electromagnetic spectrum. USAF commenced the effort in January 2018 and announced the results in January 2019 during the Weapons and Tactics Conference at Nellis Air Force Base in Nevada, the service branch said Tuesday.

Brig. Gen. David Gaedecke, who led the cross-functional team, said USAF would require EMS enterprise management, mediums to access advanced EMS technologies and cultural emphasis on EMS awareness. Gaedecke serves as director of cyberspace operations and warfighter communications at USAF’s Office of the Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations.

The service branch is working to establish an EMS-focused directorate, unify EMS services and implement an enterprise-wide EMS training program to satisfy the recommendations.

“Superiority in the electromagnetic spectrum is fundamental to the National Defense Strategy,” Gaedecke said.

DoD Partners With RTI for STEM Outreach Programs

The Department of Defense awarded a five-year, $75 million cooperative agreement to Research Triangle Institute to create strategies in line with the agency’s science, technology, engineering and mathematics efforts. DoD said Tuesday that it plans to confirm and support initiatives for the performance of K-12 and undergraduate STEM outreach and education programs under the Defense STEM Education Consortium cooperative agreement.

RTI will assist DoD in preparation of U.S. military members’ dependents in the pursuit of STEM careers and develop a STEM workforce for mission-critical segments. Additionally, scope of work will include promotion efforts to underserved sectors as well as the deployment of STEM outreach and education activities.

The agency noted that the agreement will help DoD expose STEM students to research and career opportunities through investment and hands-on learning efforts.

Navy Looks to Train Sailors in Virtual Simulators; Bill Moran Quoted

The U.S. Navy is looking to employ virtual reality simulators addressing communication gaps that led to collisions of USS John McCain and USS Fitzgerald in 2017, National Defense Magazine reported Tuesday. The plan is based on comprehensive and strategic readiness reviews the service branch conducted to assess these collisions and prevent future repercussions.

Adm. Bill Moran, vice chief of naval operations, said that a gap in communication between the ships’ bridge and combat information center was among the collisions’ main factors. The service branch seeks to address this via simulator boxes wherein sailors would train in virtual environments.

“You can go in as an engine man, as an STG [sonar technician], you name it,” Moran said.

The Navy’s Readiness Reform Oversight Committee is working to implement this effort along with other recommendation-based activities.

Anil Cheriyan: GSA’s Technology Transformation Service Should Leverage FAS, Industry Partners

Anil Cheriyan, director of the General Services Administration’s Technology Transformation Service, told Nextgov in an interview published Tuesday that TTS is actively looking into how it builds momentum, establishes sustainability and drives for excellence.Cheriyan said the TTS organization should leverage GSA’s Federal Acquisition Service, which he believes plays a role in performing acquisitions especially in the technology space. 

“FAS is a major channel for TTS to be effective and drive change. But so is having industry partners on the services side and on the software side,” he added.

Cheriyan also cited the role of his office in conducting assisted acquisition amid rapid technological changes and the transition towards software-defined architecture. He said GSA is looking into robotic process automation and identity security as it considers adding additional centers to the Centers of Excellence program. 

Cheriyan shared his insights on the Federal Risk and Authorization Management Program, Technology Business Management framework and the Presidential Innovation Fellows program.

Heather Wilson, Dave Goldfein: US Ready to Demonstrate Readiness to Counter Adversary Threats

U.S. Air Force officials noted that the nation is prepared to demonstrate space capabilities to adversaries to show readiness to react to threats, Defense News reported Wednesday.

“That capability needs to be one that’s understood by your adversary. They need to know that there are certain things we can do, at least at some broad level,” said Air Force Secretary and 2019 Wash100 Award winner Heather Wilson during the recent Space Symposium in Colorado.

Gen. Dave Goldfein the Air Force’s chief of staff, said the service intends to conduct rapid development and fielding of technologies capable of countering adversary systems regardless of time and space. According to Jay Raymond, commander of the Air Force Space Command, there are ongoing efforts to collaborate with allies such as Japan and Norway.

National Guard Begins 'Cyber Shield' Exercise

The U.S. National Guard is conducting a cyber exercise with industry representatives and federal entities like the National Security Agency and the FBI to expand military capabilities in cyber defense, Cyberscoop reported Monday.

This year’s Cyber Shield event will run through April 20 at Camp Atterbury in Indiana and include 800 participants from 40 states. The exercise covers red-and-blue-team operations designed to test participants’ capacity to detect malicious activities and block unauthorized access to networks.

Brig. General Jeffrey Burkett, vice director of domestic operations for the National Guard Bureau, said the collective training event will help the National Guard enhance its warfighting skills.

“We used to have attacks that were very noisy. Now we have attacks that are going over encrypted channels,” said George Battistelli, cybersecurity program manager for the Army National Guard.

Cyber Shield was launched in 2013 and is expected to help the National Guard develop its staff of more than 3,800 cybersecurity personnel.

DHS Looks to Cut ‘Trust Zones’ to Improve Cybersecurity

A senior technology official at the Department of Homeland Security said the agency may reduce “trust zones” to improve cybersecurity amid its ongoing information technology modernization, Federal News Network reported Tuesday.

Trust zone is an IT concept that includes the cloud, mobile and digital interactions within an agency. Mark Bunn, program manager for the Trusted Internet Connections at DHS Federal Network Resilience Office, said the agency plans to reduce zone boundaries as it moves to a hybrid cloud. 

DHS has a large accreditation boundary or “general support systems” that support its operations. 

Bunn spoke following the release of the TIC 3.0 draft policy that explores the top technologies helping agencies with modernization such as infrastructure as a service, software as a service and platform as a service.

Jeanette Manfra, assistant director for cybersecurity at the DHS Cybersecurity and Infrastructure Security Agency, said zero trust could gain more traction across the government in the coming years as agencies increase focus on cybersecurity.

NASA Seeks Upgrade to Goddard Center Tech Transfer Processes

NASA recommended that the Goddard Space Flight Center director should implement changes to technology transfer processes and set completion dates for outstanding action items to boost the facility’s efficiency in patents and licensing requests.

The agency said in a report published Monday that a lack of sufficient controls and collaborative engagement hindered the flight center’s performance during the technology transfer processes.

NASA also advised the technology transfer program executive to integrate a two-party authentication process to mitigate bypassing of patent processes and study space centers operations to validate the potential benefits.

The program intends to make all discovery and space exploration technologies accessible to the public through marketing and strategic management of intellectual properties. The agency added that all space centers took steps to boost awareness regarding the program through reinforced communications and outreach initiatives.

Joanne Woytek: SEWP Vehicle Now a Source of Purchasing Data, Client Engagement Services

Joanne Woytek, program manager for Solutions for Enterprise-Wide Procurement at NASA, said the government acquisition contract for information technology services has expanded into a source of purchasing data and “custom engagement” services for agency clients, FCW reported Tuesday.

Woytek said the procurement program began collecting data from public sources, including information on products approved under the General Services Administration’s federal risk and authorization management program. The program office now operates with 75 employees.

“I anticipate up to 20 more positions added in the next year if the current SEWP usage continues to increase at the current rate of 10 percent or more,” she said.

The expanded capabilities of SEWP, now in its fifth iteration, are part of a recent reorganization at the NASA Goddard Space Flight Center, according to the report.
