CISA Calls on Aircraft Owners to Protect Avionics Network Systems

The Cybersecurity and Infrastructure Security Agency has urged aircraft owners to limit plane access to prevent potential attacks on controller area network bus systems.

CISA said Tuesday attackers may connect devices to CAN bus networks to install fraudulent data and manipulate readings on avionics systems. Researchers also noted that avionics instruments may fail to validate accurate data and cause lack of aicraft control.

Scope of affected information may include altitude, airspeeds, attack angle, telemetry readings, compass and attitude data.

CISA has also advised aircraft manufacturers and organizations to study CAN bus network implementation policies and conduct risk assessment efforts to develop defenses and mitigate attacks.

CMS Launches Medicare Data Access Expansion Program

The Centers for Medicare and Medicaid Services is rolling out a pilot program that will enable clinicians to better access patients’ medical information through the Blue Button 2.0 Medicare data platform. CMS said Tuesday that the “Data at the Point of Care” program is based on an application programming interface and allows clinicians to request for Medicare beneficiaries’ claims data including medication lists, prior procedures and previous diagnoses.

“Technology, coupled with open data sharing, is how we will improve value, control costs and keep patients healthy while ensuring a solvent Medicare program for generations to come,” said CMS Administrator Seema Verma.

The DPC program comes as part of the Trump administration’s MyHealthEData initative and builds on CMS’ Blue Button 2.0 API effort focused on connecting Medicare beneficiaries with relevant healthcare services.

CMS announced the DPC program during the White House Blue Button Developers Conference in Washington, D.C.

Army Picks Lowcountry Region for Third ‘Jack Voltaic’ Cybersecurity Exercise

The Army Cyber Institute is preparing for the Defender 2020 exercise along with its Jack Voltaic series aimed at training local communities in the event of a major cyber attack, Fifth Domain reported Wednesday. Jack Voltaic 3.0 will cover the Lowcountry region around South Carolina and occur along with Defender 2020 activities which involve simulated deployments of Army equipment to Europe.

“You’re looking at what the attack could be on the city’s infrastructure to delay the arrival of the U.S. forces, because by delaying them a couple of days you’d be able to turn the tide on some activity you were trying to do within Europe,” said Col. Andrew Hall, director of ACI.

Lt. Col. Douglas Fletcher, lead planner for the Jack Voltaic exercise, noted that partnerships with industry will help the Army access critical infrastructure and gain insight on how to better defend against major cyber threats.

Jack Voltaic 3.0 is slated to commence in February 2020.

The Department of Homeland Security’s science and technology directorate has unveiled a technology designed to forecast flooding, storm surges and wave interactions.

Developed by the Coastal Resilience Center, the Advance Circulation Prediction System is comprised of a risk assessment portal, a surge guidance tool and a storm surge and coastal flood model, DHS said Tuesday.

DHS noted that federal agencies, state emergency management offices, local communities and the Army Corps of Engineers have used the system’s data to implement evacuations, search and rescue efforts and damage assessments during previous hurricanes.

“When severe storms approach, the Coastal Resilience Center team works non-stop getting ADCIRC Prediction System information to those who need it to make crucial decisions,” said Eleanore Haijian, program manager at DHS S&T.

Information Security Organizations Provide Ransomware Mitigation Guidelines

The National Association of State Chief Information Officers joined the Cybersecurity and Infrastructure Security Agency and other organizations to recommend on network security against ransomware.

NASCIO, CISA, the National Governors Association and the Multi-State Information Sharing and Analysis Center advise federal, state and local government agencies consider three ransomware mitigation and prevention practices, NASCIO said Monday. Ransomware are software that deny a user of computer access until he pays a certain amount of money.

The group encourages agencies to back up critical systems in case of attacks, update cyber incident response plans and further train employees to identify and report cyber threats.

NASCIO, CISA, NGA and MS-ISAC also offer additional practices to further protect networks after implementation of the three given guidelines.

Parsons Corporation announced on Wednesday that the company has completed its acquisition of QRC Technologies from DC Capital Partners. The strategic acquisition is Parsons’ first as a public company and its third acquisition in the past 14 months.Â

The acquisition is consistent with Parsons’ transformation strategy of acquiring high-growth, defense and intelligence technology companies with hardware and intellectual property that enhance its technology and transactional revenue growth and margin profile. GAO: Agencies Should Optimize Employee Recruitment, Retention Efforts

The Government Accountability Office calls on government agencies to implement strategies that will work to efficiently retain and hire employees.

GAO recommended agencies to utilize pay and hiring privileges, optimize employee support and promote engagement to address retention and hiring gaps, the accountability agency said Tuesday.

The government watchdog added that agencies need to draft coherent job postings and conduct hiring efforts at the start of the school year to prepare for any uncertainties in funding.

GAO also assessed potential benefits that may help in optimizing recruitment and retention capabilities including employee assistance, alternating work schedules and health programs.

The report found that lack of specific skills and staff shortages have an effect on the entire federal workforce. In addition, the percentage of retirement eligibility and the changing nature of federal work may further issues brought by skill concerns.

Gregory Wagner, director of the Defense Information Systems Agency’s Defense Spectrum Organization, laid out his intent to collaborate with mission partners for DSO to attain center of excellence status.

He asked partners to provide constructive input that would help DSO perform better in missions regarding the electromagnetic spectrum, DISA said Tuesday.

“Tell me what I should be doing to address your concerns and what I should be focusing on to help you,” he said.

Wagner also seeks to work with DISA’s Emerging Technologies Directorate, a newly created group that focuses on innovation.

The DSO director also laid out spectrum-related issues such as foreign threats with the capacity to distort the country’s spectrum access.

He also highlighted DSO’s relationship with other defense organizations in support of DoD spectrum efforts.

“We can deliver next-generation capabilities using agile processes that allow us to learn what works and what doesn’t,” he said.

Electromagnetic spectrum is a finite source that allows the military to communicate and transmit signals.

Capgemini Government Solutions announced on Wednesday that the company has been awarded a new multiple-award blanket purchase agreement (BPA) to support the Centers of Excellence (CoE). Capgemini Government Solutions was selected as one of the vendors eligible to provide discovery and assessment services for Cloud Adoption and IT Infrastructure Optimization on the three year CoE Discovery BPA.

The CoE program is a partnership initiative between the General Services Administration (GSA) and the White House Office of American Innovation. The program leverages private sector innovation and government services to accelerate IT modernization and centralize the expertise and best practices.

“This BPA will provide GSA and its agency partners with the much-needed flexibility and agility to rapidly access cloud adoption and IT optimization expertise,” said Doug Lane, CEO of Capgemini Government Solutions. “We look forward to leveraging our extensive experience and commercial best practices in this space to support GSA and its agency partners in achieving their modernization objectives.”

DoD Inspector General Looks at Department’s Commercial IT Product Security

The Department of Defense’s Office of the Inspector General conducted an audit to verify whether DoD assesses cybersecurity risks in commercial off-the-shelf information technology products.

The audit found that DoD employs COTS IT products that hold commonly known cyber vulnerabilities due to lack of associated policy, strategy and product standards, DoD IG said in a report publicly released Tuesday.

The study looked at procurements done via government purchase cards, and discovered that the U.S. Army and U.S. Air Force have $32.8M of combined IT product purchases made with GPCs in fiscal 2018.

These purchases include Lenovo computers and GoPro cameras that possess cybersecurity risks.

DoD IG recommends the secretary of defense to order the development of a risk-based evaluation approach for COTS items, an associated testing procedure and a process to prevent purchases of high-risk products.

The office also urges the undersecretary of defense for acquisition and sustainment to implement policy that requires organizations to assess cyber risks in COTS products. The recommendation also calls for the establishment of requirements for cybersecurity risk training.
