VA Launches App Interface Marketplace to Improve Online Health Services

Department of Veterans Affairs officials told attendees at the 2019 HIMSS Conference in Orlando, Fla., that the department launched an application interface to improve its services, Government CIO Media reported Monday.

Department officials said they want to implement software-as-a-service offerings to enable the private sector to develop apps that can support health sector operations and improve access to electronic health records.

Bill James, deputy assistant secretary of development operations for the VA, said the department wants to deploy Agile and DevSecOps to improve online data access over  platforms such as VA.gov. He added that the VA also plans to implement a peer-review system that will identify hardware and software issues to accelerate product releases.

The VA has four open application interfaces for benefits, facilities, health, verification and veterans.

Carnegie Mellon, Army Research Lab to Focus on Artificial Intelligence Under $72M Agreement

Carnegie Mellon University and the Army Research Laboratory are working to study and develop advanced algorithms, autonomy and artificial intelligence applications under a five-year, $72M agreement. The university said Monday it will lead an academic consortium with other institutions to boost A4I artificial intelligence research and development for national security and defense applications.

The research effort would help individuals make AI-supported decisions, deploy autonomous platforms and synthesize a mass of collected sensor data. The Army seeks to address gaps in human-based analysis using artificial intelligence. The partnership builds upon the previous Open Campus initiative whereby Carnegie Mellon and other institutions helped the Army employ autonomous processing and other decision-support technologies.

Trump Requesting $150M to Cover Tech Modernization Fund

The Trump Administration’s $1.4 trillion fiscal year 2020 budget request would allocate $150M for a central technology modernization fund to support agency efforts to update their systems, FCW reported Monday.

A recently released congressional scorecard stated that only a few agencies established working capital funds that comply with the Modernizing Government Technology Act slated to expire at the end of 2019. According to former congressional staffer Mike Hettinger, reauthorizing the act may encourage appropriators to support Trump’s push to fund the modernization effort.

The Department of Transportation is requesting for $502M in working capital funds support its consolidation of agency-wide IT initiatives. In addition, the Department of Labor is seeking to transfer $20M from several programs to a working capital fund handled by the department’s chief information officer.

House Veterans Affairs Panel Seeking IT Experts to Monitor $10B Health Record Update

Rep. Mark Takano, D-Calif., chairman of House Veterans Affairs Committee, said the panel faces challenges in hiring information technology specialists who will help lawmakers monitor the $10 billion electronic health record overhaul at the Department of Veterans Affairs, Nextgov reported Monday.

Takano said the committee needs the IT expertise to assist the Technology Modernization subpanel in overseeing VA’s electronic health record modernization. He noted that the VA panel needs individuals with the combined technical expertise, policy knowledge and willingness to accept the government’s salary range.

“They’re usually very valuable in the job market, so finding that person who wants to have this be their work is my challenge,” Takano told Nextgov.

These experts will mainly help lawmakers understand changes with electronic health records. The program has been $350 million over budget, and officials want to develop more technical knowledge to control costs. The shortage in IT personnel in Congress comes amid tightening budgets and growing tech policy portfolios, Takano said.

Lawmakers suggested reviving the Office of Technology Assessment, which officials abolished in 1995. The office would help lawmakers monitor emerging technologies and the impact of new policies. Takano also supports efforts to bring industry experts to Capitol Hill for short-term services to support IT efforts.

The Trump Administration’s fiscal year 2020 budget request will include $16.5B for programs under the Department of Energy’s National Nuclear Security Administration, officials said Monday.

The proposed budget, which increased by 8.3 percent or $1.3B compared to the 2019 total, will help NNSA in its mission pillars which include maintenance of the U.S. nuclear stockpile, mitigating nuclear threats and delivering nuclear propulsion technologies to the U.S. Navy’s submarines and aircraft carriers.

NNSA will receive $12.4B for weapons activities, including support for the 2018 Nuclear Posture Review as well as nuclear stockpile and experimental computing activities. The budget will also earmark $2B for defense nuclear nonproliferation funds and $1.6B for modernizing and constructing the Navy’s nuclear fleet.

“This vital funding will enable us to continue modernization of the Nuclear Security Enterprise to face 21st century threats,” said Lisa Gordon-Hagerty, NNSA administrator and the department’s undersecretary for nuclear security.

Defense Gets $718B in Trump’s 2020 Budget Request

President Donald Trump’s 2020 budget request would provide $718 billion to the Department of Defense to support modernization efforts and enhance the military’s readiness. The department’s proposed budget is $33 billion higher than the 2019 amount, representing a five percent increase, the White House said Monday.

The new budget would support programs for the military’s increased readiness and lethality, expanded alliances and partnerships, performance and acquisitions of tools, ships, unmanned vehicles and fighter aircraft. Trump also supports additional training for service members, modernization of the U.S. Nuclear Deterrent and development of autonomous systems, hypersonics and artificial intelligence-based technologies.

“DOD will increase the impact of its investments, as it rebuilds more lethal force, strengthens the network of allies and partners and implements reform,” according to the budget statement. 

Establishing the U.S. Space Force will also get a portion of 2020 funding as well as the programs under the U.S. cyber strategy.

 (Washington, DC, March 7, 2019) – The American Heart Association announced that is has raised a record-breaking amount of $2.458M from the Heart Walk on November 3, 2018. The funds raised support the American Heart Association’s mission to be a relentless force for a world of longer, healthier lives.

The 2018 Heart Walk Chair was Mark Gray, President and CEO of ASRC Federal. ASRC Federal is dedicated to its communities and  a heart-healthy culture. The company hit the ground running last Spring with the Heart Walk kickoff by recruiting corporate teams and hosting a fundraising golf tournament. Between the charity tournament and employee fundraising, ASRC Federal raised a total of $217,000.

“We are thrilled to say that in 2018 we raised the highest amount of funds ever for the Greater Washington Heart Walk! We want to thank the 2018 Heart Walk Chair, Mark Gray, and the dedication of ASRC Federal teams in championing a successful campaign. Next year’s Greater Washington Region Heart Walk will take place on November 2, 2019. With over 12,000 attendees, the Heart Walk is the American Heart Association’s premiere event for raising funds to save lives from heart disease and stroke. Designed to promote physical activity and heart-healthy living, the Heart Walk creates an environment that’s fun and rewarding for the entire family. The event features a non-competitive, three-mile walk or one-mile walk and is open to both teams and individuals. Festivities include Zumba by Bling it on Fitness, a Kids Zone, a Doggy Depot, activity stations and fun for the entire family.

Preston Dunlap to Head ABMS as Air Force Chief Architect

U.S. Air Force Capt. Hope Cronin announced that Preston Dunlap, formerly a national security analysis mission areas executive at Johns Hopkins University Applied Physics Laboratory, was appointed chief architect at the service branch’s office of the assistant secretary for acquisition, technology and logistics, Inside Defense reported Friday.

Dunlap will manage the Air Force’s Advanced Battle Management System to assist in multidomain control and command objectives. Prior to Johns Hopkins APL, Dunlap served as chief of staff to the director of cost assessment and program evaluation, deputy director of the Simulation and Analysis Center and deputy manager for information management and analysis at the Senior Executive Service.

The Air Force plans to replace its E-8C Joint Surveillance Target Attack Radar System with the ABMS platform to support Department of Defense efforts to sustain military power in accordance with the 2018 National Defense Strategy.

Phyllis Bayer to Retire as Navy's Assistant Secretary for Energy, Installations & Environment

Phyllis Bayer, assistant secretary of the U.S. Navy for energy, installations and environment, will retire from government service to “pursue other opportunities,” the service said Friday.

Bayer’s duties include supervising policy, restoration, modernization, construction and environmental protection activities involving Navy and Marine Corps facilities. She previously served as chief of staff for the Under Secretary of Defense Office for Personnel and Readiness and executive director of the Defense Business Board.

She also held leadership roles at the Office of the Deputy Chief Management Officer and the Office of the Secretary of Defense’s test and evaluation unit. The Navy is actively searching for a candidate to succeed Bayer.

FCC Head Ajit Pai Calls Out NASA, Commerce Leads for Opposing 5G Program

Ajit Pai, chairman of the Federal Communications Commission, criticized NASA and the National Telecommunications and Information Administration in a recent letter to federal officials for opposing the proposed 5G network across the U.S., SpaceNews reported Friday.

Joint opposition by NTIA and the space agency to the FCC 5G proposal is “unacceptable,” Pai said in the letter, sent to Commerce Secretary Wilbur Ross and NASA Administrator Jim Bridenstine.

The FCC wants to auction over 2,900 licenses in the 24.25 to 25.25 bands of the electromagnetic spectrum on March 14. Ross and Bridenstine previously said that the plan would have a negative impact on the transmission of critical Earth science data.

Meteorologists warned that they would lose access to some portions of the electromagnetic spectrum that supports tasks for Earth observation. Under the FCC plan, the same spectral bands and adjacent bands used by agencies for data sharing will be provided for 5G technologies, which experts said could lead to interference.

Ross and Bridenstine asked Pai to attend a March 11 interagency meeting to discuss the issues. However, Pai rejected the invitation in his recent letter. 

“Notwithstanding the absence of any technical basis for an objection over the past two years to the FCC’s well-established protection limits, NTIA declined to agree with the FCC’s balanced approach on this issue,” Pai wrote.

The FCC plans to present the Trump Administration’s plans to protect passive microwave services from interference at the 2019 World Radiocommunications Conference in Egypt starting in October.
