Eric Wesley: Army to Change Organizational Structure Over Five Years

Lt. Gen. Eric Wesley, director of the U.S. Army’s Futures and Concepts Center, said at a recent Center for a New American Security event that organizational changes will begin within five years, Defense News reported Thursday.

Wesley noted that the Army will modify its organizational structure to cover multidomain operations, or missions involving provocative adversary behavior and advanced capabilities. He said the service must also implement changes in line with the goal to deploy modernized equipment to its units.

The branch launched its multidomain operations doctrine in 2018 and recently released an updated version called MDO 1.5. The Army Futures Command was also established to address six crucial modernization priorities and integrate the operations of the other major commands.

GAO: Cybercom Facing Challenges to Train, Maintain Cyber Forces

The Government Accountability Office found gaps in how the U.S. Cyber Command will implement plans to transfer responsibilities to train and maintain members of the Cyber Mission Force to military service branches.

GAO released a report on Wednesday highlighting the challenges facing the unit’s transition. The Department of Defense launched the cyber force in 2013, which is composed of personnel from all service branches, in an effort to increase the defense capability of military networks.

The force has 133 teams that reported full operational capability ahead of the transition. However, as the department plans to transfer training responsibility of the force from CYBERCOM to the military services, GAO said it found most teams failed to meet readiness standards in late 2018.

The Army and Air Force also did not include all CMF training requirements in their plans to maintain the cyber teams and lacked time frames for the validation of foundational courses.

GAO recommended the military services update training plans to include specific personnel requirements. The agency also called on CYBERCOM to develop and document a plan establishing independent assessors to evaluate CMF training.

Kevin Smith: Census Bureau Launches Cyber Measures to Address Potential Risks

Kevin Smith, chief information officer of the Census Bureau, said the agency will ensure encryption of data as it anticipates receiving 60 percent of its responses online for the 2020 count, FCW reported Wednesday. Smith said during an event Tuesday that the bureau will seek the help of intelligence agencies to support its cybersecurity efforts for Census 2020.

“We’re going through the steps right now with [the Department of Homeland Security] to involve the intelligence community to determine what to put in place,” he said. “They offered to provide us with support similar to the 2018 midterm elections.”

Smith noted that federal agencies would carry out penetration testing on the bureau’s systems before the end of the first quarter to be followed by another round of tests.

“Those are all set up to be done in the next six months, and there will probably be some done in the fall as well,” he said.

To address potential risks of human error, Smith said the bureau will use two-factor authentication and will remotely delete data in a compromised enumeration device.

Report: Gen. Paul Nakasone Suggests NSA-Cybercom Separation in 2020

Army Gen. Paul Nakasone, director of the National Security Agency and head of Cyber Command, reportedly made a recommendation to split the two agencies in 2020, Defense One reported Wednesday.

Former and current intelligence officials said Nakasone proposed the move to James Mattis, the former defense secretary, in August 2018. Pentagon officials are expected  to approve the change.

Nakasone, a 2019 Wash100 winner, was confirmed by the Senate to serve in the dual-hatted role in April 2018. A spokesman for the Department of Defense said the Pentagon has not yet made an official decision. NSA focuses on foreign intelligence collection and protection of U.S. networks while Cybercom performs signals intelligence collection, network defense and cybersecurity initiatives in support of military operations.

Navy Unveils Program Executive Office Columbia

The U.S. Navy has created an office to manage the construction of Columbia-class submarine units. The Navy said Wednesday the Program Executive Office Columbia will assist the service branch to maintain resilient sea-based strategic deterrents through 2080.

The office will work hand in hand with the Naval Sea Systems Command’s In-Service Submarine Directorate and the Program Executive Office Submarines to support the design, creation, sustainment and other related activities for the Columbia vessels, U.K.’s Dreadnought program and the Strategic Systems initiative.

“PEO Columbia will work directly with resource sponsors, stakeholders, foreign partners, shipbuilders and suppliers to meet national priorities and deliver and sustain lethal capacity our warfighters need,” said James Geurts, assistant secretary for acquisition, research and development at the Navy.

Construction for the first Columbia-class submarine (SSBN 826) will commence in fiscal year 2021 and is set for delivery in fiscal 2028 prior to its planned deployment in 2031.

Navy Receives Second USS Gerard R. Ford Advanced Weapons Elevator

The U.S. Navy has installed a second advanced weapons elevator to the USS Gerard R. Ford aircraft carrier, also known as CVN-78. The military service said on Wednesday it has accepted the AWE after it completed certification and tests from Huntington Ingalls Industries during the vessel’s post-shakedown availability.

Joe Thompson, weapons officer at the USS Gerard R. Ford, said the arrival of the second AWE allows the ship’s crew to familiarize with the platform and learn its maintenance processes. The service accelerated the platform’s acceptance to accommodate the merge of HII’s Newport News Shipbuilding business and Naval Surface Warfare Center’s test initiatives. The military service received the first AWE on Dec. 21 and is scheduled to install the eight remaining AWEs before the ship’s deployment in July.

DLA Modernizing Tech at Eastern Distribution Center in Pennsylvania

The Defense Logistics Agency has embarked on an effort to modernize operations at its Eastern Distribution Center in Susquehanna, Pa., DLA said Wednesday. The agency anticipates the modernization project will cost around $107 million with a return on investment within four years. Pilot projects such as the unmanned automated guided vehicle have been deployed to the EDC to help move material between locations.

“We are very excited about the future of the EDC and will be looking to replicate some of these same technologies across the Distribution network where it makes sense,” said Paul Abel, J4 director. DLA noted that funding for the program has been approved and acquisition planning is underway.

Other planned pilot modernization initiatives include the use of automated technology, robotics, drones and materiel handling equipment. DLA is also planning to deploy video-based utilization, digital planography, slotting and pick sequencing to establish partnerships with industry for innovative efforts.

Previously, DLA has implemented new capabilities such as automated weigh and offer stations, AGV/VGV pilots, real-time location, yard management systems and pushback racking at its distribution locations in Korea and Corpus Christi, Texas.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Greg Wenzel, executive vice president at Booz Allen Hamilton, with his first Wash100 Award on Wednesday.

Wenzel joined Booz Allen Hamilton as a principal consultant in 1988. He continued in the role for 18 years before becoming a vice president in 2007. Wenzel moved into a senior vice president position in 2009 and led the Army’s C4ISR business for five years. In 2014, Wenzel assumed his role as executive vice president.

Prior to his tenure with Booz Allen Hamilton, Wenzel served as the chief architect for several commercial business-to-business exchanges while he was with Aestix.com. He was also chief engineer for many distributed applications supporting clients in the Department of Defense and other federal agencies.

Wenzel served eight years in the U.S. Army National Guard/Reserves as a combat engineer and achieved the rank of captain. He earned a bachelor of science in computer science from Clarion University of Pennsylvania and his master of science in computer science from Johns Hopkins University.

Suzette Kent: Public Trust is Next Priority for Federal Tech Modernization

Federal Chief Information Officer and 2019 Wash100 Award winner Suzette Kent said the administration’s modernization efforts for 2019 include building public trust with new technologies supporting government operations, such as automation and artificial intelligence, Nextgov reported Wednesday. She said the effort comes as the government already made progress in updating policies supporting federal digital transformation.

“Last year you heard me talk a lot about updating policies,” Kent said during the recent ServiceNow Federal Summit. “The reason we did that was to get rid of the barriers and unlock the ability for agencies to aggressively pursue” modernization.

She said the government needs to foster public trust and confidence using analytics, automation, natural language processing and AI. To do that, the administration should increase transparency in its digital transformation efforts, particularly in the use of algorithms and data. Kent said that she will apply new technologies to protect citizen privacy and improve information sharing between agencies this year.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Chris Marzilli, executive vice president of General Dynamics, with his third Wash100 award on Monday.

Executive Mosaic recognizes Marzilli for building mission systems and earning multiple major contracts. We are honored to present the most coveted award in government contracting to Chris Marzilli and General Dynamics.

Marzilli joined GTE Government Systems in 1981. He began his tenure with General Dynamics in 1999 after the company acquired GTE. He became a deputy general manager in 2003 and served for three years before being named vice president in 2006.  Marzilli was appointed the president of General Dynamic Mission Systems in 2015. He succeeded Dan Johnson as executive vice president on Jan. 1, 2019 after Johnson retired at the end of 2018.

Prior to being named president of Mission Systems, he was president of General Dynamics C4 Systems, from 2006 to 2014. Marzilli has served as the director of the Sentinels of Freedom Scholarship program since 2012. He earned a bachelor of arts degree in political science from Middlebury College in 1981.
