Keene became the president of the SAIC Global Markets and Missions sector in 2012. In addition to that role, she became the chief operating officer of the company in 2017. She continues to serve in both positions and is responsible for supervising daily operations and long-term strategy for the company’s growth.

Prior to her tenure with SAIC, Keene was senior vice president and general manager for U.S. Enterprise Markets with CGI Group between 2004 and 2012. From 1998 to 2004, she served as the SVP and managing executive director for American Management Systems and as the regional vice president of Global Telecommunications Business for Electronic Data Systems from 1984 to 1996.

Keene also serves on the board of Capital Partners for Education and was previously a board member of the Tragedy Assistance Program for Survivors and Year-Up National Capital Region. She is also the recipient of the Washington Business Journal’s Women Who Mean Business Awards for the U.S. Army. She earned her Bachelor’s degree from the University of Arizona.

DoD Eyes $104B Budget for R&D in FY20

The Pentagon plans to request $104B in funding for research and development in fiscal year 2020, $9B higher than what Congress appropriated for 2019, Bloomberg reported Tuesday.

The latest request would be the largest amount for research and development in the department’s history, officials said.

Acting Defense Secretary Patrick Shanahan said the department’s latest budget request would provide increased funding for military projects devoted to hypersonic weapons and space. The request will be part of President Trump’s fiscal 2020 budget proposal scheduled for release on March 11.

Shanahan said he expects the next budget to reflect the priorities and initiatives set in the latest National Defense Strategy, Nuclear Posture and Missile Defense reviews.

FBI Director Christopher Wray: Industry Partnerships Necessary to Protect US

FBI Director Christopher Wray wants to increase the agency’s partnerships with the private sector to improve security and deter threats by foreign adversaries such as China, Fifth Domain reported Tuesday.

Wray said any operation to defend the U.S. now requires partnerships between law enforcement and industry, particularly in protecting critical infrastructures, 90 percent of which is privately owned. He spoke during the 2019 RSA Cybersecurity Conference at the Moscone Center in San Francisco, Calif.

Companies can approach any FBI office in the U.S. and abroad to discuss how they can help the government deter threats and mitigate the impacts of any attack. The FBI is  focused on countering foreign influence campaigns and  espionage from China targeting multiple sectors such as industry and academia.

“We’re seeing an uptick in the threats from various foreign adversaries, and the blended threat, where foreign power enlists criminal hackers, essentially as mercenaries,” Wray said.

The Government Accountability Office released a report on Tuesday stating that the Energy Department’s Office of Environmental Management must develop a method of classifying nuclear waste cleanup to mitigate cost and schedule risks. GAO stated that EM’s 2017 cleanup policy did not comply with program management practices such as facilitating risk management throughout the project and requiring independent reviews of cleanup activities.

The government watchdog noted that the failure to involve DOE’s senior leadership and independent experts leaves cleanup operations “at risk of uncontrolled changes to scope, exceeding initial budget and schedule, and failing to meet their original goals.”

Experts operating under EM have expressed concerns regarding how the office should classify activities such as the cleanup of tanks containing radioactive liquid waste as capital asset projects. The experts said that subjecting such activities to less stringent requirements poses cost and schedule risks.

EM is responsible for waste cleanup at 16 DOE nuclear sites as well as the implementation of project-related regulations. In 2018, DOE reported that it may require around $494 billion to manage future environmental cleanup operations.

Navy Eyes Commercial Cloud Providers for Long-Haul Telecom Services; Will Stephens Quoted

The U.S. Navy plans to kick off a prototype project in the spring of 2019 to determine whether to outsource long-haul telecommunications support to one or more cloud service providers, Federal News Network reported Tuesday. The service currently relies on the Defense Information Systems Agency’s wide-area network for telecom services. 

“So the purpose is to set up alternative connection methodologies to allow our users to get to the cloud through the CSP’s own internet access point, and also to get connectivity from one base to another using the CSP’s services rather than our current way and services, which we know are a little bit difficult — they’re not dynamic to allocate and adjust,” said Will Stephens, head of business and technology strategy for the Navy’s program executive office for enterprise information systems.

“It will be a connection to our production environment, and we’ll have two network paths from that point of presence: one across our current network path, and one across the new network path that we’re setting up as part of this Network as a Service architecture,” Stephens noted.

The service plans to create an award for the network-as-a-service project by April 26 through a $100 million transaction authority for cyber and IT prototypes – Information Warfare Research Project – and have a prototype in place by July 26, according to the report.

Pat Flanders, chief information officer of the Defense Health Agency, said he is looking forward to the adoption of a commercial electronic health record, according to a report in Government CIO Media on Monday.

He is seeking to implement best practices to support the agency’s efforts to deploy new technologies in tandem with industry.

Flanders added that a consolidated network and a system of standardizing medical devices would potentially help DHA personnel who work on cybersecurity risk management. Speaking about other cybersecurity issues, he said he is interested in using artificial intelligence for micro-segmentation, or isolating workloads in the cloud to protect data.

Mark Esper: Industry Engagement Helping Army Build Modernized Network

Army Secretary and 2019 Wash100 Award winner Mark Esper will continue working with industry to help the service modernize its network and keep pace with the rapidly changing technologies, C4ISRNET reported Tuesday.

The focus on industry to improve the Army’s network comes as the commercial sector can provide “the most capable and most advanced technologies,” he told the publication. Esper noted that working with the industry requires the service to continue searching for innovation as commercial technologies change every year to 18 months. “The network is something that will grow, mature and evolve over time as we pull technologies from the private sector into the Army,” the secretary said.

The Army is seeking software over hardware from tech vendors to build a reliable network and provides all the capabilities that the military needs. Esper is actively joining conversations with various companies to find the latest and emerging technologies that could help the Army. “I’ve engaged with them all. I do dinners every week with industry. We have a lot of conversations. So we find innovations coming from them,” he said.

Meanwhile, he’s noted that current service members are developing the versatility to understand and adapt with new technologies, which reduces the challenge to deploy new tools in the future.

Lt. Gen. Bruce Crawford: Army Establishing Cloud Program Office in Next Three Months

Lt. Gen. Bruce Crawford, chief information officer of the U.S. Army, said the service plans to establish a cloud program office in the next 90 days as part of the Department of Defense’s cloud strategy, National Defense reported Tuesday. Crawford said the military branch intends to release an updated cloud strategy in the next three months and award two contracts for cloud services this fiscal year.

“Our near-term focus is posturing ourselves to leverage the all-purpose and fit-for-purpose cloud hosting capability” he said Tuesday at an Association of the United States Army-hosted event in Arlington, Va.

Crawford added the Army’s cloud efforts seek to strengthen operational effectiveness across the service.

FDA Head Scott Gottlieb to Leave Office in April

Scott Gottlieb, commissioner of the U.S. Food and Drug Administration, announced his resignation effective in April after two years of leadership, The Hill reported Tuesday.

He sent a letter to FDA staff announcing his decision, explaining that he is leaving to spend more time with his family.

“There’s nothing that could pull me away from this role other than the challenge of being apart from my family for these past two years and missing my wife and two young children,” Gottlieb wrote.

During his tenure, the FDA launched new campaigns to address the opioid epidemic and vaping in the U.S. It also moved to speed up approvals for generic drugs. Alex Azar, secretary of Health and Human Services, praised Gottlieb for being an “aggressive advocate for American patients and passionate promoter of innovation.”

“The public health of our country is better off for the work Scott and the entire FDA team have done over the last two years,” Azar said in a statement.

Gottlieb first served at FDA as a deputy commissioner under former President George W. Bush. He left the agency in 2007 and returned after a decade to serve as commissioner. The Trump Administration has yet to announce a replacement.

Moraco joined SAIC in 2006 and served in numerous leaderships roles before being appointed CEO in 2013. Prior to joining the company, Moraco served as the deputy general manager and director of Homeland Security Technology Integration for Boeing Co. between 2000 and 2006. Moraco’s career began with Autometric, Inc. in 1984, and he climbed the ladder during his 16-year tenure.

He serves as a board member for the Northern Virginia Technology Council and the Intelligence and National Security Alliance. In the past, Moraco served on engineering advisory boards at Virginia Tech, is a former board member of Operation Homefront and is past chairman for the Defense Industry Initiative on Business Ethics and Conduct Steering Committee.

Moraco earned his bachelor’s degree in civil and environmental engineering and a master’s degree in geodetic sciences from Virginia Tech. He was inducted into the CEE Academy of Distinguished Alumni in 2014.
