Officials Look for Military Overseas Operations Funding to Boost DoD Budget

Officials from the Congressional Budget Office said the proposed use of the Pentagon’s overseas contingency operations funds to avoid another defense budget cap might disrupt the agency’s longer-term budget planning, Federal News Network reported Friday.

Sen. Tim Kaine, D-Va., said OCO covers 73 percent of budget cap adjustments since 2013 and the 14 percent increase in the funding for the Department of Defense since 2012. However, he noted DoD is overusing the funding “probably just as a way of getting around the BCA budget caps.”

A 2018 CBO report shows that if the budget caps remain on the current figures, OCO funds would lose 7.4 percent or $90B. Kaine then noted that if Congress distributes the enduring costs of the military’s overseas activities for DoD’s base budget, the agency could recieve 9 percent higher funding. 

“I can’t comment about the appropriate or inappropriate use of OCO, but I will say what we are doing since 9/11 is a significant departure from historical norms,” David Mosher, assistant director for National Security at CBO, said at a meeting with the Senate Budget Committee.

Mosher said that CBO is working on Office of Management and Budget Director Mick Mulvaney’s proposal to move costs in OCO’s funds back into the DoD base budget.

Intel Community CIO John Sherman Details Top IT Priorities for 2019

John Sherman, chief information officer of the U.S. intelligence community, said expanding and modernizing the IC’s information technology environment are his top priorities with intelligence agencies in 2019, FedScoop reported on Friday. The “second epoch” of ICITE seeks intelligence integration and innovation, Sherman said at the recent AFCEA IC IT Day.

“Our adversaries are moving out quickly in many areas such as cyber, artificial intelligence and machine learning, information and asymmetric warfare, and not to mention other capabilities, such as conventional arms and space,” he said.

Among the efforts to help intelligence agencies enhance IT will include interoperability with other federal agencies as well as international partners, particularly Five Eyes members Australia, Canada, New Zealand and the United Kingdom.

“We’re not seeking a one-size-fits-all set of solutions but we must be capable of collaborating at the speed of mission and without overly customized approaches,” Sherman said.

He added that adopting new commercial tools and technologies would also help the IC better modernize its IT environment.

Air Force Combines Cyber, ISR Teams to Boost Operations Coordination

The U.S. Air Force has begun reorganizing to have cyber-focused personnel and intelligence, surveillance and reconnaissance teams in a single office to increase coordination of military operations. The service branch said on Friday that combining the functions of the staffs would break barriers and streamline oversight, policy and guidance in a range of operations.

The reorganization also involves elevating chief information officer roles to focus on statutory responsibilities. The merged personnel will operate under Lt. Gen. VeraLinn Jamieson, the newly-appointed deputy chief of staff for intelligence, surveillance, reconnaissance and cyber effects operations.

Jamieson was confirmed by the Senate to take the position on March 1.

Agencies, Companies Present AI Systems, Apps at Census Bureau's Demo Day

The Census Bureau hosted an event on Friday to provide federal agencies, companies and nongovernmental organizations the opportunity to demonstrate their technology platforms using data from various agencies, FCW reported Sunday.

Several technologists showcased their artificial intelligence platforms, applications and open data-based tools at the demo day in response to the bureau’s Opportunity Project tech sprint. Microsoft presented a chatbot that helps match patients to clinical trials, while IBM built an AI-based system designed to help veterans search for jobs based on their interests and skill sets.

Drew Zachary, director of the bureau’s Opportunity Project and co-director of Open Innovation Labs, said the agency will hold related tech sprints, including one that will encourage citizens to respond to the 2020 Census.

Madeline Mortelmans, principal director for cyber policy working for the undersecretary of defense, said during an Atlantic Council event that the Pentagon has a “comparative advantage” in cyberspace, Fifth Domain reported Saturday. Mortelmans noted that the Department of Defense’s 2018 cybersecurity strategy details the Pentagon’s ability to project power, shape the environment and address threats before they enter the U.S.

“Many of our previous strategies talked about DoD having a role in terms of defend the nation. That’s a traditional DoD mission, but what does that mean in cyberspace?” 

Kenneth Rapuano, principle cyber adviser and assistant secretary of defense for homeland defense and global security, stated in a written testimony to the Senate Armed Services Committee in 2017 that the DoD leading domestic cyber operations related to electoral security “risks upsetting this traditional civil-military balance.”

The U.S. Cyber Command has launched a “defending forward” approach to mitigate adversary attacks before they enter U.S. networks.

Will Roper: Air Force Accelerating Contracting Process for Startups via Credit Card

Will Roper, assistant secretary of the U.S. Air Force for acquisition, technology and logistics, told Wired in an interview published on Sunday about the service’s upcoming pitch day in New York and how it plans to set up contracts for startups within a day through credit card-based awards. “We’re going to start doing awards at $158,000 per transaction,” said Roper, a 2019 Wash100 winner.

He noted that the military branch was able to award 104 contracts within 40 hours to companies during a series of practice trials of its credit card-based transaction process.

“The resounding feedback we’ve gotten from the small companies is that it’s so much better for them to be able to tell investors and stakeholders that they’re going to have consistent cash flow over time,” he added.

Roper said he expects to see technology firms that could help the service perform work across several areas such as software development and upgrades, additive manufacturing and predictive maintenance. He also discussed the service’s work on hypersonic weapons as well as artificial intelligence and shared his views on the new Space Force.

F-35 Carrier Variant Granted Initial Operational Capability

The U.S. Navy announced the initial operational capability of the Lightning II aircraft’s carrier variant, the F-35C, has met requirements including safety certification and a complete set of support tools.

The milestone follows a set of qualification tests that the Navy’s Strike Fighter Squadron 147 pursued aboard the aircraft carrier USS Carl Vinson, officials said Thursday.

F-35C fleet squadrons are stationed at Naval Air Station Lemoore where sailors and marines train at tailored facilities to pilot and maintain the aircraft. The U.S. Marine Corps intends to transfer four F-35C squadrons to carrier air wings as the Navy plans other transition efforts regarding the aircraft.

“We will continue to learn and improve ways to maintain and sustain F-35C as we prepare for first deployment,” said Capt. Max McCoy, commodore of the Navy’s Joint Strike Fighter Wing.

Air Force Eyes Next Month's Release of B-52 Engine Replacement RFP

The U.S. Air Force plans to issue a request for proposals in March for a planned contract to replace the engines of the aging B-52 Stratofortress bomber aircraft, National Defense Magazine reported Thursday.

Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics, announced the RFP for the B-52 re-engining program at the recent Air Warfare Symposium in Orlando, Fla.

The Air Force aims to keep the B-52 operational through the 2050s by procuring 650 new engine systems that will replace the TF33 engines currently in use. Roper noted that officials may use other transaction authority agreements to develop prototypes.

The Air Force expects to award a contract by fiscal year 2020. Pratt & Whitney, the manufacturer of the TF33, is expected to compete, along with Rolls Royce, which plans to offer its F130 system, and General Electric, which said last year it might offer either its CF34-10 or Passport engines.

Ed Burrows: GSA Eyes Adoption of Robotic Process Automation in Rules-Based Processes

Ed Burrows, robotic process automation program manager at the General Services Administration, has said GSA intends to increase the use of RPA within the agency with plans to merge the technology’s benefits with artificial intelligence, FedScoop reported Thursday.

Burrows said Thursday at the Association of Government Accountants’ National Leadership Training conference that GSA implemented 12 RPA bots in the past year and plans to increase that number by twofold by the end of September.

He noted the agency is looking to use bots in repetitive, rules-based processes and tasks such as data entry.

He also mentioned the potential adoption of a shared-services model for RPA.

“I think there’s a potential there,” Burrows said. “The idea being that you could help agencies so they all don’t have to figure it out on their own, but I think there’s a step before that that we still need to take and we’re ready to take.”
