IARPA Picks Winners of Multi-View Stereo 3D Mapping Tilt


IARPA_logo_EMThe Intelligence Advanced Research Projects Activity has announced the winners of a competition that called on participants to share concepts for the development of multi-view stereo three-dimensional mapping.

Participants demonstrated their ideas before the IARPA community during a workshop in Washington D.C. on Wednesday, the Office of the Director of National Intelligence said Thursday.

Winners developed algorithms meant to produce 3D mappings from satellite images and open sourced systems were launched at the event for public release.

The competition consisted of two segments such as the Explorer Challenge, where solvers were introduced to the data-set and to prepare for the Master Challenge, where participants designed a mapping algorithm based on their Explorer Challenge concepts.

U.S. Air Force Maj. Gen. Marc Sasseville, formerly defense attache to Turkey, has been appointed deputy director of the Air National Guard.

Gen. David Goldfein, chief of staff of the Air Force, announced Sasseville’s appointment in a Defense Department news release published Thursday.

His 31-year career includes roles as commander of 113th at Joint Base Andrews in Maryland, deputy director for readiness at the Office of the Assistant Secretary of Defense for Reserve Affairs and director of operations at 121st Fighter Squadron in Washington.

He also previously worked for U.S. Air Forces Europe, Tactical Air Command/Air Combat Command and Pacific Air Forces operational units.

Sasseville has recorded more than 3,300 flight hours with T-41, T-37, T-38, F16, B-727, B-747 and C-38 aircraft.

He is a recipient of various military awards such as the Defense Superior Service Medal, Legion of Merit and Army Superior Unit Award.

Brig. Gen. William Cole: Army to Establish Cyber Training Range for Network Operations

William Cole, program executive officer for simulation, training and instrumentation at the U.S. Army, has said that the service branch will launch a project to construct a new cyber training range for offensive and defensive network operations, National Defense Magazine reported Wednesday.

Yasmin Tadjdeh writes Cole added the persistent cyber training environment program aims  to train network operators of the Army Cyber Command and U.S. Cyber Command together.

Construction is underway on the service branch’s new cyber headquarters in Georgia.

The report said the Army sought industry’s input on possible technical, cost and schedule requirements for the  persistent cyber training environment.

Cole noted that service branch also plans to invest in a tactical combat casualty care system designed to help soldiers train on how to treat wounds, according to the report.

James Mattis

James Mattis, a retired U.S. Marine Corps general, has been selected by President-elect Donald Trump to serve as secretary of the Defense Department, The Washington Post reported Thursday.

Dan Lamothe writes Trump announced his plan to appoint Mattis during a post-election rally Thursday in Cincinnati.

The appointment of Mattis, who retired in 2013 as head of the U.S. Central Command, would require Congress to approve a measure to waive a federal law that requires a veteran to wait seven years after retirement from active duty prior to taking the DoD post, Lamothe reports.

He also served for three years as supreme allied commander of transformation for NATO, the report added.

Mattis has been a visiting fellow at Stanford University’s Hoover Institution and has delivered speeches on military policy since his retirement, according to a report by Tom Vanden Brook and David M Jackson for USA Today.

Mattis, who served in the Marine Corps for more than four decades, is likely to address issues related to the Islamic State militant organization, Russian aggression and China’s actions in the South China Sea once he assumes the defense chief post, USA Today reported.

Russian Space Agency Loses Contact with Resupply Spacecraft


International Space StationRussia’s space agency has lost contact with a Progress cargo resupply spacecraft more than six minutes into its flight to the International Space Station from the Baikonur Cosmodrome in Kazakhstan.

The spacecraft took off aboard a Soyuz rocket at normal conditions before it encountered an anomaly during third stage operation based on telemetry data reported by Russian flight controllers, NASA said Thursday.

NASA adds that the six-crew members aboard the ISS remain safe as the Russian and U.S. segments of the station maintain normal operations with sufficient supplies.

Russia has also created a team to investigate the missing spacecraft and identify the cause of failure.

The spacecraft carried food, propellants, oxygen supply, water, spare parts, supplies and scientific experiment hardware for the space station crew, with no supplies critical to the operations of the station’s U.S. segment, NASA says.

The next mission is to transport an H-II Transfer Vehicle-6 from the Japan Aerospace Exploration Agency on Dec. 9 to ferry cargo to the station.

DHS Issues ‘Other Transaction’ Solicitation for Financial Sector Cybersecurity Tools


cybersecurityThe Department of Homeland Security‘s science and technology branch has published an “other transaction” solicitation for the development of cybersecurity tools for U.S. financial systems as part of DHS’ Silicon Valley Innovation Program.

DHS said in a FedBizOpps notice posted Nov. 21 it seeks Financial Services Cyber Security Active Defense ideas and technologies in the areas of intrusion deception, moving target defense, isolation and containment.

The effort comes under DHS’ Next Generation Cyber Infrastructure Apex Program that aims to identify and build  technologies that can work to help secure the country’s critical financial systems and address emerging cyber threats that affect the industry.

NGCI Apex Program will offer technologies and tools for the financial services sector to defend against adversaries that attempt to hack U.S. cyber systems and networks, the department noted.

SVIP works to help investors and entrepreneurs understand DHS’ complex problems as well as offers funding opportunities for technology development efforts that support department missions.

Marine Corps Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, has said the joint force needs to integrate all components of national power and U.S. military capabilities worldwide amid security threats associated with what he calls the “four-plus-one” model, DoD News reported Thursday.

Jim Garamone writes Dunford said at a Center for the National Interest-hosted event in New York that the four-plus-one framework includes threats related to Russia, North Korea, Iran, China and violent extremism.

Russia has begun to modernize its military platforms across the areas of nuclear, space, maritime, cyber and electronic warfare, he said.

He noted that China has allocated up to 7 percent of its gross domestic product on military modernization efforts.

“Finding the right balance between meeting today’s operational requirements and ensuring that we have the force our nation will need tomorrow is a tough balance,” Dunford said.

“That’s why we require predictable and sufficient funding to meet our partner requirements, restore the readiness that has been degraded over 15 years of war, and modernize the force for the future,” he added, according to the report.

DOJ: Multinational Group Starts Efforts to Dismantle Intl Cybercriminal Network


cyber-hack-network-computerA multinational law enforcement team has launched efforts to dismantle a global criminal network of computer servers called Avalanche.

Avalanche has hosted more than two dozen types of malware and facilitated numerous money laundering campaigns.

The effort was announced in a joint statement Thursday from Leslie Caldwell, assistant attorney general at the Justice Department’s criminal division; Soo Song, acting U.S. attorney of the Western District of Pennsylvania; and Robert Johnson, an FBI special agent.

“The Avalanche network, which has been operating since at least 2010, is estimated to involve hundreds of thousands of infected computers worldwide,” the statement noted.

“The monetary losses associated with malware attacks conducted over the Avalanche network are estimated to be in the hundreds of millions of dollars worldwide, although exact calculations are difficult due to the high number of malware families present on the network.”

The operation was launched Wednesday and involves the U.S. Attorney’s Office for the Western District of Pennsylvania; FBI – Pittsburgh Division; DoJ’s computer crime and intellectual property section; Germany’s public prosecutor and Luneburg police; Europol; Eurojust; and investigators and prosecutors from approximately 40 countries.

The multinational group will work to seize, block and sinkhole more than 800,000 malicious domains as well as conduct searches and arrests in five countries, according to the statement.

Approximately 50 Avalanche servers worldwide has been taken offline.

DoJ plans to release more information on the operation and the Western Pennsylvania victims of Avalanche-based malware attacks.

Compromise 2017 NDAA to Designate Cybercom as Full Combatant Command


Cyber CommandThe final version of the National Defense Authorization Act for fiscal year 2017 would remove the U.S. Cyber Command under the supervision of the U.S. Strategic Command and establish Cybercom as a unified combatant command, C4ISRNet reported Thursday.

Mackenzie Eaglen, a resident fellow at the American Enterprise Institute’s Marilyn Ware Center for Security Studies, said the combatant command designation would provide Cybercom greater coverage in terms of funds, worldwide campaign planning, policy, staff and authorities as well as make cyber a primary mission for the Defense Department, Mark Pomerleau writes.

The compromise FY 2017 defense policy bill that House and Senate conference members approved Tuesday also sets conditions before Cybercom can be allowed to separate from the National Security Agency, according to a report by Joseph Marks for Nextgov.

These include the need for Cybercom to achieve full operational capability by 2018 and certify to congressional armed services panels that Cybercom’s command-and-control systems, weapons and personnel are up to standards, Marks reports.

The compromise defense policy bill would also authorize the DoD secretary to appoint cyber professionals that would ensure the security of Pentagon staff’s personal devices as well as develop standards for the management of “cyber opposition forces” across service branches, according to Nextgov.

NIST Releases Interactive Tool for Cybersecurity Job Seekers


JobAdThe National Institute of Standards and Technology has released a CompTIA-built interactive online tool designed to help job seekers find cyber career-related information.

Rodney Petersen, director of the NIST-led National Initiative for Cybersecurity Education, unveiled CyberSeek at the 2016 NICE conference in Kansas City, Missouri, CompTIA said Nov. 1.

“This interactive tool will assist its users—students, employees, employers, policy makers, training providers and guidance counselors—to explore opportunities they may have never considered,” said Petersen.

“It can also help us to meet NICE’s goal of fostering a larger workforce to narrow the cybersecurity employment gap,” he added.

CyberSeek is designed to help policy makers, employers and security professionals view the demand for cybersecurity professionals nationwide and identify the types of skills employers are seeking through varying color shades that show the concentrations of cybersecurity job postings and worker supply.

The tool combines job demand data from Burning Glass Technologies and job supply data from the Bureau of Labor Statistics and cybersecurity certification entities.

CyberSeek’s interactive heat map also incorporates information on different types of positions from the Career Pathway program to display relevant information such as job titles, salaries, online job openings, in-demand skills, education and cybersecurity certifications.

CompTIA, a nonprofit trade association for information technology professionals, and labor market analytics firm Burning Glass developed the tool as part of a three-year grant CompTIA received from NIST with $249,000 in funding for the first year of the project.
