Defense Department Comptroller Mike McCord said at a House Armed Services Committee hearing Wednesday that DoD will continue to work toward achieving a clean audit opinion, DoD News reported Thursday.

Jim Garamone writes McCord told committee members the department’s current strategy to achieve full audit accountability is a key element of Defense Secretary Ashton Carter’s reform plan.

“Combined with the successful recurring audits of other parts of the department that we’ve had for several years, about 90 percent of our [fiscal] ’15 budget was audited,” he said during the HASC meeting.

“We learned a great deal from our initial effort and will be back at it for… [fiscal] ’17.”

McCord added DoD will issue contracts for the third-party assessment of DoD financial statements in fiscal year 2018, according to the report.

Joint Committee Starts to Tackle Military Construction, Veterans Programs, Zika Response Funding Bill


CongressA joint committee of House and Senate appropriators met Tuesday to begin discussions on a bill that would fund the Defense Department‘s military infrastructure projects and the Department of Veterans Affairs‘ quality-of-life programs for former service members in fiscal year 2017.

The bill would also provide financial aid to domestic and international efforts aimed at stopping the spread of the Zika virus, House Appropriations Committee Chairman Hal Rogers’ (R-Kentucky) office said Tuesday.

Congressional appropriators aim to finalize the Fiscal Year 2017 Military Construction and Veterans Affairs and Zika Response appropriations bill in their joint conference.

The joint committee’s finalized bill will be put to a vote before the full House and Senate.

Report: FEMA Plans App Redesign With Ambit Group


mobile appThe Federal Emergency Management Agency will collaborate with Ambit Group to update a mobile application the company originally developed for the agency to disseminate safety tips and tools, GCN reported Thursday.

Derek Major writes FEMA and Ambit Group will redesign the app to make it easier for users to access agency-provided information.

“Right now we’re in the process of a redesign to make things more interactive, but the underlying goal is to keep the app simple,” Craig Douglas, a program manager at the Ambit Group, was quoted as saying.

The report said the app was launched by FEMA in 2012 and allows users to receive weather alerts for as many as five locations in the U.S. as well as features GPS maps that people can use offline in the event of a disaster.

The agency also offers information on emergency kit development, emergency shelters and disaster assistance programs through the app, Major noted.

GSA’s 18F Hub Selects FBI & Treasury For Digital Acquisition Initiative Pilot


digital governmentThe General Services Administration‘s 18F digital services team has chosen the FBI and the Treasury Department as the first participants of a new initiative that aims to help agencies adopt emerging digital acquisition practices.

FBI and Treasury officials will join the Digital Acquisition Accelerator project that includes basic training in human-centered design, lean-agile methodologies, open innovation and modular contracting, 18F said Wednesday.

Participants will also work to complete two digital acquisitions and form their own groups of digital acquisition experts with the help of the pilot program team over the next six to eight months, the fellows wrote.

GSA funds the project managed by 18F and the Presidential Innovation Fellows.

The cross-organizational team plans a second phase of the program to build on the results of the pilot.

Mulitpurpose Precision Maintenance ToolNASA has produced the first 3-D printed student-designed tool on the International Space Station to be used for a variety of tasks such as tightening nuts or bolts and stripping wires.

The space agency said Wednesday University of Alabama sophomore Robert Hillan developed the Mulitpurpose Precision Maintenance Tool as an entry to the Future Engineers Space Tool Challenge.

Niki Werkheiser, NASA 3-D Printer program manager, said the 3-D technology helps build necessary tools in space without having to wait for resupply missions.

NASA said its advanced exploration systems division and partners from the American Society of Mechanical Engineers Foundation will continue to promote an ongoing series of Future Engineers 3-D Space Design Challenges for students to use 3-D modeling software to develop new technology for astronauts.

DARPA Eyes ‘Very Low Frequency’ Signals For PNT Systems as GPS Backup

MUOS-satelliteThe Defense Advanced Research Projects Agency plans to demonstrate a positioning, navigation and timing system that will use very low frequency band signals as backup in case military forces lose access to GPS networks.

Lin Haas, DARPA strategic technology officer, discussed the Spatial, Temporal and Orientation Information in Contested Environments project at DARPA Demo Day, the U.S. Army said May 19.

DARPA plans to demonstrate the STOIC system by fiscal year 2018 or 2019 while an at-sea demo will be conducted this year.

Haas said the agency is working with the Army Communications Electronics Research Development and Engineering Command to develop STOIC as a backup PNT system that will provide global coverage and support application for naval surface and aviation.

There are VLF stations in fixed locations across the globe and the U.S. Navy uses VLF signals to communicate with submarines.

Haas showed a video wherein a vehicle’s route was tracked through a combination of inertial navigation and a VLF signal.

The Army said the line that tracked the route moved “erratically” but stayed near the vehicle and Haas explained these movements as the effect of magnetic interference from things in the area.

Haas added DARPA is working to address the interference and it does not affect aerial or at-sea tracking.

Ray Mabus: Navy to Name Future Virginia-Class Attack Submarine ‘USS Arkansas’


submarineThe U.S. Navy has assigned the name USS Arkansas to SSN 800, a Virginia-class attack submarine scheduled for construction in 2018.

The Defense Department said Wednesday the submarine is the fifth naval ship to bear the name and is scheduled to enter the military branch’s fleet in 2023.

“She will sail the world like those who have gone before her, defending the American people and representing our American values through presence,” said Navy Secretary Ray Mabus.

Submarines under the Virginia class feature stealth surveillance and special warfare systems designed to help the Navy conduct various missions.

Virginia-class warships are designed to attack targets ashore with the use of Tomahawk cruise missiles and to perform surveillance on land areas, littoral waters and sea-based forces.

General Dynamics’ Electric Boat subsidiary and Huntington Ingalls Industries division Newport News Shipbuilding will collaborate to build SSN 800 under a teaming agreement.

NNS will be responsible for the delivery of the submarine to the Navy.

Adm. Bill Gortney, former commander of the North American Aerospace Defense Command and U.S. Northern Command, has officially retired from his 39-year military service.

The U.S. Navy said Tuesday a ceremony was held aboard Nimitz-class aircraft carrier USS George Washington for Gortney, who recorded more than 5,300 flight hours and completed 1,265 carrier-arrested landings in his career.

Gortney’s career includes leadership of several Navy organizations such as U.S. Fleet Forces Command and U.S. Central Command area of operations, where he provided support to maritime security and combat operations.

Adm. John Richardson, chief of naval operations, also gave Gortney’s wife Sherry a Distinguished Public Service Award for her support to military members and their families.

National Archives & Records Administration Seeks New CTO


JobAdThe National Archives and Records Administration has started its search for a new chief technology officer under the agency’s information services office.

NARA said in a notice posted June 9 on USAJobs the new CTO will manage the agency’s architecture and technology management division and serve as an adviser to the chief information officer, deputy CIO and other senior officials on information technology programs and issues.

The chosen candidate will oversee the planning, design and configuration management of software, database systems, local area and wide area networks, telecommunications and other related IT equipment.

The incumbent will also evaluate new IT platforms for deployment across NARA as well as build and maintain enterprise architectures for the agency.

The selected candidate, who will be based in Maryland, is a full-time Senior Executive Service position that requires a Top Secret-level security clearance.

The agency will accept applications for the position through June 29, according to the notice.

GAO: US Coast Guard Needs 20-Year Fleet Modernization Plan for Asset Acquisitions


US-Coast-Guard-cutterThe Government Accountability Office has called on the U.S. Coast Guard to develop a 20-year modernization plan for its fleet of cutter ships and aircraft to determine assets that need to be acquired in order to maintain its current service level.

GAO said in a report released Tuesday that such a plan could also help the service branch identify financial resources necessary to procure such assets.

According to the report, the Coast Guard has taken steps to develop such a plan in order to update its asset recapitalization program.

The congressional audit agency also found that the Coast Guard headquarters’ Strategic Planning Directions used as part of the Standard Operational Planning Process, which is designed to help the service branch annually allot resource hours for assets to carry out mission responsibilities, do not provide deployed units with strategic goals.

GAO said the military branch should work to implement a systematic process for the incorporation of “field unit input to inform more realistic asset allocation decisions.”

“The Coast Guard concurred with GAO’s recommendation and stated that it was taking actions to better incorporate field unit input for fiscal year 2017,” the report said.
