GSA to Hold Federal Acquisition Training Symposium; Tom Sharpe Comments

The General Services Administration will host a training and exhibition event from May 10 to 11 in Huntsville, Alabama.

Hosted by GSA’s Federal Acquisition Service, the event will feature acquisition and training sessions for federal, military and civilian personnel and industry partners, GSA said Tuesday.

“Since we moved away from hosting GSA Expo a few years ago, we’ve consistently heard from federal agencies and our industry partners that the valuable training and collaboration opportunities provided by GSA training events are still very much needed,” said Tom Sharpe, FAS commissioner.

“As the government makes major changes to the federal procurement landscape through category management, GSA is developing new tools and resources to support this community of professionals,” Sharpe added.

Registration to the event is free for all federal attendees.

US Army Eyes Pacific Countries for Equipment Stockpiling Effort; Dennis Via Comments


soldier-equipment-c4isrThe U.S. Army is considering Pacific countries such as Vietnam and Cambodia as potential places where the service will stockpile its equipment, Breaking Defense reported Tuesday.

Army Materiel Command chief Gen. Dennis Via told the Association of the US Army winter conference that the stockpiling facilities in those countries will house equipment for humanitarian and disaster relief operations, Sydney Freedberg Jr. reports.

There are two categories of equipment to be stockpiled in those countries, according to the report.

“Army prepositioned stocks are go-to-war equipment,” Via told the conference.

He said the Army plans to stockpile activity sets in the Pacific, Africa and South America intended for multinational training exercises and relief operations, Freedberg reports.

OPM Seeks $37M to Implement New IT Infrastructure


ITphotoThe Office of Personnel Management seeks $37 million in funds to migrate the agency’s information technology systems to a proposed “Shell” infrastructure in fiscal 2017, Federal News Radio reported Monday.

Nicole Ogrysko writes acting OPM Director Beth Cobert told a House appropriations subcommittee Monday that agency personnel came up with a $37-million cost estimation for the IT project after several months of discussion.

Cobert estimates OPM will spend about $10 million to move federal recruitment and hiring platforms to Shell and additional money to plan modernization of complex systems at the agency, Ogrysko reports.

“We want to do that planning in ’17, so that when we make the investments to modernize those systems we have a clear plan in place,” added Cobert, a 2016 Wash100 recipient.

Lt. Gen. Robert Ferrell, the Army‘s chief information officer, has introduced a strategy that seeks to facilitate data exchanges on its network as the service branch moves to implement the Common Operating Environment.

The Army Data Strategy is based on the Defense Department’s Net-Centric Data Strategy that seeks to improve data access and interoperability across the department.

The document also describes key initiatives and goals of the strategy, including the Army Information Architecture, Army Authoritative Data Source, Army Data Governance process and information exchange specification rules.

Ferrell noted that the strategy also details a plan on how to adopt data management practices in an effort to accelerate decision-making processes and improve situational awareness.

The Office of Personnel Management has released new guidance on submission procedures and materials that government agencies can implement when they consider applications for the Qualification Review Board.

Beth Cobert, acting OPM director, said in a statement posted Friday that the guidance seeks to comply with an executive order titled “Strengthening the Senior Executive Service” that was released in December 2015.

OPM’s document also offers information on how agencies can streamline the initial recruitment processes and suggests a framework that agencies can adopt to address preferences and needs.

“The guidance further highlights for agencies a number of valuable opportunities for training, partnering, and piloting of additional assessments,” Cobert, an inductee into Executive Mosaic‘s Wash100 for 2016, wrote in the release.

OPM also intends to develop leadership evaluation methods and alternative ways to document executive qualifications in an effort to modify the QRB process as well as the recruitment procedures for SES positions.

OPM will also evaluate the agencies’ recruitment procedures and introduce changes to the SES hiring process within 120 days of the guidance’s release.

NIST Issues Data Security Guidelines for BYOD, Telework Devices


mobile securityThe National Institute of Standards and Technology has introduced draft guidelines that seek to help corporate organizations protect networks from data breaches and other cyber attacks as a result of the adoption of bring-your-own-devices and computers for telework.

NIST said Monday the proposed publications suggest the deployment of virtual mobile infrastructure and mobile device management platforms in order to bolster data security in BYOD and telework devices.

“To prevent breaches when people are teleworking, organizations need to have stronger control over their sensitive data that can be accessed by, or stored on, telework devices,” said Murugiah Souppaya, a computer scientist at NIST.

The guides also urge enterprises to set up a separate network for BYOD program and encourage teleworkers to adopt approaches on how to ensure security of corporate data.

Public comments on the draft publications are due April 15.

Navy Laser Weapon SystemHouse Armed Services Committee Chairman Mac Thornberry (R-Texas) plans to introduce a bill that seeks to reform the Defense Department‘s processes for acquisitions of weapons systems, Defense News reported Tuesday.

Joe Gould writes Thornberry will likely integrate the proposed legislation with the 2017 National Defense Authorization Act that he plans to introduce in April.

That bill would provide service branch chiefs more authority on procurement processes, establish intellectual property rights for certain military purchases and support the development of mature technology platforms through incentives.

Katherine Blakeley of Breaking Defense reported that Thornberry’s proposed bill also aims to build components of major defense systems based on open systems architecture in order to facilitate upgrades and promote competition for such upgrades.

Blakeley writes the proposed measure would also require service branches to execute high-priority projects through an agile approach to rapid prototyping and experimentation, as well as facilitate the use of unobligated procurement funds to support low-rate initial production of prototypes of weapons systems.

Report: Navy Eyes Battle Force Fleet of More Than 308 Ships


Littoral Combat ShipThe U.S. Navy has crafted a 30-year shipbuilding plan that indicates the military service can hit or surpass its goal of having 308 combat vessels over a 12-year period, Breaking Defense reported Monday.

Sydney Freedberg Jr. writes Defense Ashton Carter asked the Navy to cut the production of Littoral Combat Ships from 52 to 40 and the potential impact of Carter’s proposal on the branch’s surface fleet requirements is outlined in the long-term shipbuilding plan.

Chief of Naval Operations Adm. John Richardson told a McAleese/Credit Suisse-hosted defense conference that he believes the military service will need more than 308 battle force ships in order to help address emerging national security threats.

The Navy is also conducting a force structure assessment that will likely prompt the branch to increase its current fleet goal, Freedberg reports.

According to the report, the current 308-ship fleet requirement of the Navy calls for as many as 140 surface combatants such as LCS and cruisers.

CNN: US to Blame Iran for 2013 Hack on NY Dam


CyberStockThe U.S. government plans to blame Iran in a public statement for a 2013 cyber breach on a dam based 30 miles north of New York City, CNN reported Thursday.

Evan Perez and Shimon Prokupecz write the Justice Department will issue an indictment within the week against hackers investigators believe are working for Iran’s government.

CNN reports the hackers were able to access some office systems but not the dam’s operational data, according to the report.

Hackers out of Iran attempted to attack U.S. financial institutions around the same time as the breach on the Bowman Avenue Dam in Rye Brook, N.Y., according to the report.

The dam attack involved the use of commercial-off-the-shelf software, CNN said.

DOT Names 7 Finalists in Smart Cities Challenge; Anthony Foxx Comments


RoadwayThe Transportation Department has selected seven finalists a $40 million national contest to develop programs to address mobility, environmental and safety problems through the integration of technology and data-based approaches.

All finalistsin the Smart City Challenge will receive $100,000 each to aid in the development of new ideas that would be judged on the candidate’s ability to “think big,” form a road map and integrate technology on a proposed city transportation network, DOT said Saturday.

“The level of excitement and energy the Smart City Challenge has created around the country far exceeded our expectations,” said Transportation Secretary Anthony Foxx.

Foxx said that seven were selected instead of five because of the potential of the participants to develop the future of urban transportation.

The complete list of finalists is found on DOT’s website and the department will announce the winner in June.
