DISA Shares Recommendations to Prevent Cyberattacks; Vice Adm. Nancy Norton Quoted

The Defense Information Systems Agency (DISA) has provided recommendations to mitigate cyberattacks at the workplace and home as part of the National Cybersecurity Awareness Month. DISA said Friday that it advises the public to update software tools, employ strong passwords and run antivirus software.

The agency has also recommended to avoid sharing passwords, limit the kind of information shared on social media sites and remain vigilant on unexpected text messages or emails.

"Whether from nation-states, cybercriminals or sport-hackers, our ability to rapidly identify and secure cyber vulnerabilities and defend our cyber terrain from threats is critical to increasing lethality and operating effectively across all warfighting domains," said Vice Adm. Nancy Norton, commander at the Department of Defense Information Network.

The Cybersecurity and Infrastructure Security Agency (CISA) noted that cyber fraud activities increased by 20 percent in the first three months of 2020. CISA reported an estimated amount of $3.5 billion were lost in cybercrimes alone in 2019.

Red River has appointed Kush Kumar as the chief revenue officer (CRO), effective immediately, the company reported on Monday. Previously, Kumar served as vice president of  Public Sector Sales since 2011, where he has led sales teams to achieve revenue growth.

He is highly regarded for providing emerging and established talent with the space and opportunity to do their best work. Throughout his career, Kumar has exceeded revenue and gross profit goals and built high-performance sales teams. In his new role, Kumar will be responsible for Red River’s overall revenue growth, as well as Red River’s go-to-market strategy.

Before joining Red River, Kumar began his federal sales career at GTSI, where he served as Department of Defense (DoD) solutions architect. In the role, he worked to  create server, storage and networking enterprise solutions. Kumar grew GTSI’s DoD business to over $350 million. 

After his tenure with GTSI, Kumar served as the DoD/Army sales manager for Oracle, where he leveraged his federal sector experience and long-standing DoD relationships to develop and sell IT solutions that supported the U.S. defense sector.

The U.S. Social Security Administration (SSA) has selected Avaya’s OneCloud portfolio of communications and collaboration solutions to support the agency’s digital transformation initiative, the company reported on Monday. 

“With this long-term contract with SSA, Avaya is delivering a competitive displacement solution that enables the agency to evolve, transform and greatly improve the way they serve the public, to meet their stated goals. We are pleased to partner with Verizon to deliver on this critical mission,” said Jerry Dotson, Avaya VP of Public Sector.

Under the initiative, SSA will modernize the agency’s ability to rapidly respond to changing user needs at manageable cost. Avaya’s solutions will enable the SSA’s to deliver an improved customer experience, across all service channels, securely and efficiently.

SSA recently published its IT modernization plan, which noted its commitment to implement new solutions that enhance the customer experience, address future needs and reduce operating costs by integrating robust and flexible technology. 

The Avaya OneCloud portfolio of solutions for Contact Center, Unified Communications and Collaboration represents the evolution of business communications to a more intelligent platform underpinned by customer-led innovation.

Serena Chan: DISA to Test Enterprise Identity Mgmt Tech Prototype With Pilot Apps in January

Serena Chan, director of the Defense Information Systems Agency’s (DISA) cyber development directorate, said DISA plans to begin testing in January 2021 its enterprise identity, credential and access management (ICAM) prototype with a subset of 13 applications from several Department of Defense (DoD) components, Nextgov reported Friday.

Chan told the publication the ICAM prototype is set to achieve initial operational capability in late December 2020 and the testing with the pilot apps in early 2021 seeks to improve the ICAM platform.

She noted the ICAM project will not completely remove common access cards but will play a key role in advancing DISA’s move to a zero trust framework to improve cybersecurity.

“It’s very important to note that ICAM is foundational to zero trust, I think the fidelity that the ICAM capabilities provide us will greatly help that,” Chan said.

Two officers from the Joint Counter-Unmanned Aircraft Systems (UAS) Office said the military has extended the scope of efforts to boost defenses against drone threats, Army Times reported Saturday. 

Col. Marc Pelini, division chief for capabilities and requirements at JCO, said Thursday at the Association of the U.S. Army's virtual conference that the office will expand its focus to cover tier III threats. 

The military uses artificial intelligence to simplify the task of countering enemy UAS, including those that threaten tanks and infantry units. This focus expansion would require bolstered threat detection on smaller unmanned aircraft systems. 

Maj. Gen. Sean Gainey, JCO director, said the military downselected a list of counter-UAS priorities based on sustainment, effectiveness, usability and integration. 

The downselected list includes mounted and mobile systems, handheld systems and command and control. JCO will conduct an open house on Oct. 30th to assess other options with the help of industry.

GSA Names New Presidential Innovation Fellows to Increase Innovation; Bob De Luca Quoted

The U.S. General Services Administration’s (GSA) Presidential Innovation Fellows (PIF) has appointed the 2021 class of fellows, which includes 34 technology and industry leaders that will work to develop innovative solutions to national issues, the agency reported on Monday. The fellows will partner with 22 federal agencies to increase resilience.

“Innovation thrives in partnerships, and with this new cohort, Presidential Innovation Fellows is uniting the best talent between the federal government and the private sector to drive the next generation of modern, human-centered solutions for the public,” said acting FAS deputy commissioner and Technology Transformation Services director Bob De Luca.

PIF was launched in 2012, featuring leaders across data science, software engineering, product, design and entrepreneurship. The fellows will merge industry expertise into 26 projects across 22 agencies.

The fellows will work to develop digital health platforms and diagnostic technologies that address the COVID-19 pandemic with the National Institute of Biomedical Imaging and Bioengineering (NIBIB) at the National Institutes of Health (NIH). 

PIF Will also create a technical infrastructure to combat adversarial AI with the U.S. Department of Energy’s (DOE) Artificial Intelligence & Technology Office (AITO), as well as protect consumer rights within the digital advertising ecosystem with the Federal Trade Commission’s (FTC) Division of Litigation Technology and Analysis, Office of Technology Research and Investigation.

“Presidential Innovation Fellows have played critical roles in the government’s response to multiple crises since the program’s inception,” said PIF executive director Joshua Di Frances. “Because of this, we have become a trusted partner to government leaders — both in agencies and the White House.”

The new fellows include Marian Adly, Natasha Bansgopaul, Ted Carstensen, Agata Ciesielski, Justin Cole, Antoinette Coleman, Aaron Creel, Masha Danilova, Alex Glade, Scott Gorman, Raashee Gupta Erry, Nathen Huang, Kamya Jagadish, Krishna Juluru, Michael Kreisel, Diana Lam, Vivian Lee, Tricia Martinez, Kimberly McManus, Janine Medina, Sabrina Mohamed, Babatunde Oguntade, Maria Patterson, Abrar Qureshi, Carlos Roqué, Emily Ryan, Payman Sadegh, Arunan Skandarajah, Dave Skender, Colin Supko, Brandy Thomas, Adrianna Valenti, Aamir Virani and Pia Zaragoza.

PIF is part of Technology Transformation Services within GSA’s Federal Acquisition Service.

BAE Systems has responded to the U.S. Army’s July 30th request for proposals for a 155 mm wheeled gun system, offering the ARCHER howitzer for participation in the Army’s “shoot off” evaluation, BAE Systems reported on Monday.

“ARCHER is a mature, proven system that can quickly get into the fight and strike enemy targets at long ranges, with a high rate of fire and very fast displacement times, and is made for combat against large power adversaries,” said Chris King, director of business development at BAE Systems.

ARCHER is a fully automated weapon system that will provide highly responsive and versatile fire support to troops in combat. The Army’s RFP will evaluate mobile howitzers in support of future Army requirements. ARCHER is already in service with the Swedish Army with the highest technical and manufacturing readiness levels.

BAE Systems’ offering will include a fielded package of capabilities that would provide soldiers with responsiveness and flexibility. ARCHER has the ability to fire within 30 seconds of receiving an order.

The system can then depart its firing position within 30 seconds, which will minimize the enemy’s ability to effectively return fire. Its magazine carries 21 rounds and can unload all of them in less than three minutes.

ARCHER can fire the BONUS anti-armor munition up to 35 km, conventional munitions up to 40 km and currently fielded precision-guided munitions like Excalibur in excess of 50 km. BONUS and Excalibur are currently in the U.S. Army’s inventory.

“With a fully automated system, soldiers can execute their mission with minimal physical exertion and time, while remaining undercover in the armored cabin. The cab protection, fast shoot and scoot times and its extended range all enhance survivability and sustain fire support in harsh combat conditions,” King added.

ARCHER is manufactured by BAE Systems Bofors in Sweden.

Command Sgt. Maj. Martin Conroy has assumed his new role as Army Operational Test Command's (OTC) designated sergeant major. He succeeds Sgt. Maj. Angelo Johnson who has returned to OTC's Fire Support Test Directorate after months of serving as the command's interim senior enlisted leader, the Army said Friday.

“He’s worked with both active component Soldiers and our diverse Soldiers in the Army Guard and Reserve,” Col. David Gardner, OTC commander, said about Conroy who also holds experience in Army special operations.

Conroy most recently served as the 181st Infantry Brigade's command sergeant major at Fort McCoy in Wisconsin. Conroy's take-over ceremony took place Friday at Fort Hood in Texas.

The U.S. Army’s tactical network modernization team has announced plans to integrate wearables into augmented reality combat goggles to increase cybersecurity, C4ISRNET reported on Monday. 

The U.S. Army tactical network modernization team will focus on advancing wearable technology for user authentication. Under current capabilities, users are authenticated through passwords, common access cards or tokens to verify themselves.

Donald Coulter, senior science and technology adviser to the Network Cross-Functional Team, said that  the current capabilities will not suffice in an operational environment. “These can be broken, damaged [or] lost in an operational environment,” Coulter said. “Trying to put in a password with tactical gloves when it’s a tiny keyboard is not an optimal solution.”

With wearable authentication, soldiers' identities are verified by leveraging biometric data including heart rates, gait, unique skin signatures and physical locations, which will increase systems’ security and intuitiveness. 

The U.S. Army has projected that it will leverage biometics and artificial intelligence in the Integrated Visual Augmentation System (IVAS) to help with navigation, targeting and advanced night and thermal vision. The IVAS effort is led by the Soldier Lethality Cross-Functional Team.

The U.S. Army reported that the technology will advance service, “especially when you talk about the infusion of more artificial intelligence and machine-learning capacity — to really study, to capture more data and tag it, and really understand the unique characteristics of each person,” Coulter said. “It really gives us more confidence and ability to perform that effectively.”

In addition, wearable technology has the potential to protect communications for manned-unmanned teaming, cyber situational awareness, the squad area network and IVAS radio.

“Over the next year we’ll continue to see more and more technologies getting out of the S&T domain and getting into the [project managers] for final prototyping, experimentation, maturation and integration,” Coulter concluded.

USAF Unveils Anti-Jam Radio Tech for DoD

The U.S. Air Force is developing an anti-jam high-frequency radio system meant to enhance the Department of Defense's (DoD) communication capacities with its allies.

Designed for NATO by the Air-to-Ground Tactical Data Links team, the Second Generation Anti-Jam Tactical Ultra-High Frequency Radio will replace an estimated count of over 18K HAVE QUICK II platforms employed by all U.S. military service branches, USAF said Friday.

"What we’re doing for our U.S. version is developing 16 optional modes so that our radio is not only interoperable with our NATO allies, but we have international specification across the entire industry," said Capt. Shaun Perry, a former SATURN program manager.

Mitre collaborated with the Air Force and NATO allies to build an early iteration of SATURN in the 1980's. USAF published the international interoperability specifications for SATURN in a NATO standardization agreement.

The team will utilize the specs to develop its own version of SATURN.
