Army Eyes ‘All-Secret’ Network for Battalion Comms

The U.S. Army is planning to transition battalion-level communications to a secure yet unclassified network as part of an effort to implement new set of technologies in fiscal year 2021, C4ISRnet reported Wednesday.

Garth Winterle, project manager for tactical radios at the Army Program Executive Office for Command, Control, Communications-Tactical, told the publication that the network is meant to improve collaboration with coalition partners.

“We’re moving off of an all-secret network to one that’s a lot more flexible and actually encourages coalition interoperability,” he noted.

Previously, the Army concluded critical design review activities for the Capability Set ‘21 technology portfolio and began initial acquisition activities for the tactical network.

The service branch is conducting validation and communications exercises using several CS21 assets along with Army computing infrastructure.

Other assessments the Army plans to conduct for the new technology set include the Defender Europe 2020 exercise with NATO allies and Warfighter 21-4 with French and U.K. forces.

DOE Awards $100M in Sunlight Conversion Projects

The Department of Energy (DOE) has earmarked $100 million in funds to two five-year projects that aim to produce fuels through the use of artificial photosynthesis.

The California Institute of Technology partnered with Lawrence Berkeley National Laboratory to explore a method that streamlines the process of converting sunlight into fuel, DOE said Wednesday.

A team led by the University of North Carolina at Chapel Hill looks to create hybrid photo electrodes that will utilize semiconductors and molecular catalysts for light absorption, conversion and fuel production.

The two teams will succeed the Joint Center for Artificial Photosynthesis in carrying out work under DOE's Fuels from Sunlight Energy Innovation Hub program.

Sen. James Lankford: Federal Gov’t Must Assess Industry Best Practices on Telework

Sen. James Lankford, R-Okla., has said the federal government needs to reinvent its telework policies and ensure that emerging cybersecurity threats are “seriously considered” in policy dialogues, Federal News Network reported Tuesday.

Lankford, who chairs the Senate Homeland Security and Governmental Affairs Subcommittee on Regulatory Affairs and Financial Management, testified at a recent hearing that Congress must modify the Telework Enhancement Act, which hasn’t been updated in a decade.

He noted that federal agencies must also assess telework best practices in the private sector “to see what is working, what is not working for the federal workforce”.

“How do we best prepare employees so that during a future disaster or pandemic, we can seamlessly transition to a federal [remote] workforce posture?” added Lankford. “How do we effectively train managers to stay engaged and monitor the performance of a remote workforce?”

“We have a responsibility to ensure federal workforce strategies are relevant, cost effective and well thought out,” he added. 

Companies like Deloitte, which is implementing a community-based approach to remote work, also testified during the hearing.

GAO: Federal Spending for COVID-19 Response Reaches $17.8B

A Government Accountability Office (GAO) report has found that governmentwide contract obligations for COVID-19 response has reached $17.8 billion as of mid-June.

GAO said in the report published Wednesday the contracts cover services and resources such as ventilators, respirators and personal protective equipment. Federal agencies also recorded $9.4 billion in noncompetitive contract obligations as part of emergency authorization procedures, the report states.

The watchdog noted that the top agency spenders are the departments of Health and Human Services (HHS), Defense (DoD), Homeland Security (DHS) and Veterans Affairs (VA). HHS spent the highest amount out of the four, allocating for almost $9 million for COVID-19 response.

GAO assessed contracting data from the Federal Procurement Data System-Next Generation system as part of the study.

Jacobs ion, an Industrial Internet of Things (IIoT), data integration and visualization platform, will provide location-aware technology and automated intelligence to COVID-19 contact tracing efforts in the event of an outbreak, the company announced on Thursday. 

"We leveraged our scale across Jacobs to rapidly deploy new proprietary features and domain expertise to quickly release new functionality into the platform and rapidly fielded the solution by collaborating with our clients and our market facing operations teams," said Jacobs Critical Mission Solutions SVP and GM for Advancing National Security Jennifer Richmond.

Jacobs will integrate digitization to help facilitate the safe return to on-premise work environments. Jacobs' ion has been built on an open API framework to integrate with existing solutions or off-the-shelf sensors. Jacobs has leveraged the platform's technical foundation to add sensor components to accelerate the solution’s delivery time.    

The company’s ion solution has provided improved safety of personnel by monitoring social distancing and maximum occupancy for key areas. Jacobs also implemented an automated contact tracing capability. 

Jacobs’ ion platform will integrate hardware, IIoT devices, analytics and applications to develop rules, events, visualizations and notifications into a single platform, available as Software as a Service (SaaS). The solution will include active monitoring to enhance security and reliability. Jacobs’ ion will also feature location tracking, mustering and emergency notifications. 

"This is a great example of Jacobs innovating at the speed of the market, as we leveraged our leading IIoT IP and deep domain knowledge of the clients on-premise operations to solve their toughest challenges with our ion solution and rolled out the first customer ready prototypes in less than a month," Richmond added.

Dewberry Wins Contract from USGS to Analyze Land Data; Elise MacPherson Quoted

Dewberry has been awarded a contract by the U.S. Geological Survey (USGS) to map roughly nearly 14-thousand square miles of land in Utah, and analyze the produced data, the company reported on Thursday.

“This project will help USGS, FEMA, and other partner agencies acquire baseline elevation data at the required accuracy and resolution to protect our natural resources and provide thousands of residents with updated reference data that they can use to keep their families and property safe,” said Dewberry project manager and senior associate, Elise MacPherson, PMP. 

Under the contract award, Dewberry will collect lidar data across Emery, Carbon, Grand, Cache, Weber, Morgan, Summit, Dagget, Uintah, Duchesne, Iron and Washington counties during the fall and winter seasons of 2020 through May 2021. 

Dewberry’s work will support the USGS 3D Elevation Program (3DEP); the Federal Emergency Management Agency’s (FEMA) Risk Mapping, Assessment, and Planning (MAP) program; and the National Resources Conservation Service high resolution elevation enterprise program. 

The company’s efforts will also help inform the U.S. Department of Agriculture Forest Service conservation and management of watersheds; and resources related to the Collaborative Forest Landscape Restoration Program.

“Increased development, urbanization, and the effects of global climate change have resulted in the need for up-to-date information,” added MacPherson.

Tamr has been awarded a potential five-year, $60 million contract from the U.S. Air Force SEEK EAGLE Office (AFSEO) to accelerate and automate the flight certification process and provide recommendations for new flight configurations, the company announced on Thursday.

AFSEO has selected Tamr to mine the technical content in historical documents using their machine learning software and technical expertise to quickly identify relevant antecedents that can support the engineering decisions to protect pilots and aircraft as well as meet the evolving mission. 

Tamr will integrate machine learning to quickly search and sift through more than 30 years of data to automatically make recommendations 'by analogy'. This recommendation would take weeks for an engineer to develop manually. 

Tamr will enable AFSEO to predict if a configuration is safe based on previously approved configurations. Tamr’s work will result in increased ROI and utilization of existing Air Force aircraft and efficiency of AFSEO engineers and analysts. Tamr will also save time per request and will automatically tag more than 60 thousand historical documents, enabling analysts to find relevant studies faster.

 AFSEO is responsible for verifying safe flight operating conditions for planes loaded with new stores, including sensors, weapons, electronic warfare pods and other aeronautic devices, as well as new configurations.

Maj. Gen. Peter Gallagher, director of the network cross-functional team at Army Futures Command, will serve as keynote speaker during Potomac Officers Club’s Weaponizing Data Across the Digital Battlefield Virtual Event on August 11th.

In his role, Gallagher is responsible for the focused integration of network, command, control, communications and intelligence to enable mission command across the tactical network. Gallagher spent the majority of his career providing communications support to Conventional and Special Operations Forces throughout the world.

Gallagher recently discussed the ongoing COVID-19 pandemic, and how it has disrupted the Army’s plans for testing upgrades to its network. COVID-19 has limited the availability to perform operational testing for new network equipment.

“The COVID-19 has had an impact on our cycle of testing, our access to units, and it’s caused us to make some adjustments in our in our time schedule, as we’ve been trying to take care of the health and safety of our soldiers and our workforce, but still keep our modernization efforts on track,” said Gallagher.

While the Army faced constraints on field testing, the service branch had collected data in labs that could help inform Army decision-making. The network modernization team was prepared to make adjustments to equipment because of the challenges associated with COVID-19.

“We’re looking really hard at and when the next opportunities are going to be available to us to get that detailed operational feedback from soldiers either in a training environment or a test environment,” said MG David Bassett and former leader of Army Program Executive Office Command, Control, Communications-Tactical.

The Army is constantly trying to keep pace with an evolving adversary, which creates challenges in the combat environment with the readiness of our forces and their ability to regain readiness against an enemy that can challenge us across the board.

The key to innovating is the speed of integrating and exploiting innovative technology into the digital battlefield through investments such an open architecture, DevSecOps, next generation governance, and converged data platforms.

Success is defined by iterative solutions delivered at the speed of war. The Army is saving time and money by not being locked into proprietary systems; instead, they own the access or APIs needed to leverage and integrate the latest emerging technologies.

DLT Solutions Wins SLED Software IDIQ Contract; Chris Wilkinson Quoted

DLT Solutions has been awarded a state, local and education (SLED) software indefinite delivery indefinite quantity (IDIQ) contract by Region 4 Education Service Center to enable SLED organizations to purchase solutions from the technology vendors included in the contract award, DLT announced on Thursday.

"The addition of this contract vehicle to DLT's portfolio increases our technology partners' ability to supply the entire U.S. SLED community with the solutions they need to modernize their technology environments and meet their missions," said Chris Wilkinson, president, DLT Solutions, a Tech Data company. 

The OMNIA Partners cooperative program will streamline access to DLT's IT portfolio and deliver additional savings to SLED organizations. DLT's award has included a variety of companies that enable SLED organizations to access additional work and resources. 

The companies on the contract include: Checkmarx, CloudBees, Cobalt Iron, Crowdstrike, Idaptive, Infor, LogRhythm, NETSCOUT, Novetta, Polyverse, Red Hat and Sumo Logic. New technology vendors can be added over the life of the contract.

"It also provides our channel partners with SLED reach nationwide, enabling their customers to source technology leveraging OMNIA Partner's immense purchasing power," added Wilkinson. 

The OMNIA Partners, Public Sector Software IDIQ initial contract award will be active from January 1, 2020, through December 31, 2022, with the option to renew for two additional one-year periods.

The U.S. General Services Administration’s (GSA) IT and acquisition experts, within the administration’s Information Technology Category, have developed the IT Acquisition University (ITAU), an online training solution for professionals within government IT acquisition, the GSA reported on Thursday. 

“New innovations and emerging technology are introduced and deployed rapidly, and it can be difficult for IT acquisition professionals to keep pace with the latest innovations, maintain various certifications and CLP requirements, while also focusing on day-to-day work,” said GSA’s Information Technology Category, acting assistant commissioner, Laura Stanton.

GSA’s ITAU will provide access to a variety of content, such as cloud migration and GSA contracts. The on-demand training platform will enable federal IT project managers and acquisition professionals to learn more about innovation and emerging technology, and how it will impact modernization and acquisition projects. 

ITAU will be hosted on GSA’s Acquisition Gateway, and offer training on cybersecurity, cloud migration and federal IT modernization. ITAU will also provide Continuous Learning Points (CLP) to maintain various professional certifications. In the future, ITAU will offer live webinars from GSA’s experts in IT and acquisition.

“The federal IT market is evolving at unprecedented speed… We hope the wider federal acquisition community will take advantage of this new and exciting tool,” added Stanton.
