Updated World Magnetic Model Offers New Info on Blackout Zones

A map has been updated to include new information on blackout zones or areas where compasses become untrustworthy due to magnetic forces, C4ISRNET reported Friday.

The National Geospatial-Intelligence Agency worked with the National Oceanic and Atmospheric Administration and the British Geological Survey to develop the World Magnetic Model, which offers navigational data to ships, military planes, GPS units, submarines and other Arctic travelers to help them address the difference between magnetic and Earth’s geographic poles.

“We’ve added something new that we call blackout zones, and these are areas around the north and south magnetic poles which we highlight as essentially ‘Do not trust your compass’ zones,” said Mike Paniccia, NGA’s program manager for the World Magnetic Model. “If you’re flying an airplane over the north pole, you need to know where you can trust your compass and where you can’t.”

The 2020 update to the map was launched Dec. 10 and Paniccia said NGA plans to purchase a new data collection platform in support of the model.

Army Reinforces Troops With Drones, AI in Simulated Battle

The U.S. Army equipped a platoon of 40 foot soldiers with unmanned ground vehicles and aerial drones to counter an infantry during a recent wargame, Breaking Defense reported Thursday.

“Their capabilities were awesome,” Army Capt. Philip Belanger, a Ranger Regiment and Stryker Brigade veteran, said of the drones and robots. “We reduced the risk to US forces to zero, basically, and still were able to accomplish the mission.”

The service also used artificial intelligence during the simulation. “The key technology was a platoon artificial intelligence cloud, the architecture that allowed our soldiers to be able to control robotic systems that were extending their reach within that battlespace,” said Ted Maciuba, a retired Army officer who’s now deputy director of robotic requirements at Fort Benning’s Capabilities Development and Integration Directorate.

The Army plans to develop prototypes of select technology platforms for a series of experiments in 2020. Belanger said the service will issue a request for proposals and accept offers by January.

The service will work Georgia Tech Research Institute to test and integrate the prototypes into a series of experiments in support of a “system of systems” field exercise by September.

Joseph Kennedy, associate director of human resource solutions at the Office of Personnel Management, retired after nearly four decades of service at OPM, Federal News Network reported Friday.

Since 2013, he has been serving as associate chief of the HR solutions organization, which oversees job posting sites USAJobs, USA Staffing and USA Hiring and offers strategic and contracting services to help agencies address their human capital requirements.

Kennedy previously served as principal deputy associate director for employee services and acting director of the office of HR development at OPM. He managed also managed the agency’s training and management assistance program earlier in his career.

OPM said it has not yet appointed a replacement for Kennedy.

Sethuraman Panchanathan, an executive-level officer at Arizona State University, has received President Donald Trump’s nomination to serve as director of the National Science Foundation.

Panchanathan currently contributes to ASU with his dual role as the university’s executive vice president and chief research and innovation officer, the White House said Thursday.

He formerly chaired the National Science Board’s committee on strategy and supported the National Advisory Council on Innovation and Entrepreneurship as a member.

The engineering professional is also a fellow at multiple organizations such as the Institute of Electrical and Electronics Engineers and the  American Association for the Advancement of Science.

NSF works to promote academic research in support of non-medical scientific and technical fields.

DOE Announces Radiation Detection Aircraft

The Department of Energy has introduced a new aircraft unit that will work to enable specialized radiation detection capabilities.

Built by Textron‘s Beechcraft subsidiary as an extended range variant of the King Air 350i system, the King Air 350ER is designed to perform baseline surveys and gauge ground and air contamination through the National Nuclear Security Administration’s Aerial Measuring System, DOE said Thursday.

The department noted the aircraft will augment AMS’s capacities in conducting accelerated wide-area assessments of nuclear activities.

“As part of its dual public safety and national security mission, AMS aircraft frequently support security preparations for high-profile events such as presidential inaugurations, the Super Bowl, Boston Marathon, and other major public events,” said Lisa Gordon-Hagerty, administrator at NNSA.

USAF Gives Name to New Boeing-Made Helicopter for Nuclear Security

The U.S. Air Force has named the MH-139A security helicopter after a wild animal active in North America’s northern segment.

Air Force Global Strike Command dubbed the helicopter “Grey Wolf” at a ceremony in Duke Field, Fla., Minot Air Force Base said Thursday.

Grey Wolf is designed to protect intercontinental ballistic missile facilities in Colorado, Montana, North Dakota, Nebraska and Wyoming, replacing the legacy Huey rotary aircraft. The new helicopter also marks AFGSC’s first major procurement.

The namesake’s representation of the northern region recognizes the presence of the command’s ICBM bases in the area.

Boeing is working to deliver 84 Grey Wolf units under a $2.4B contract with USAF. The contract also provides for associated maintenance and complementary equipment.

The Department of Homeland Security is looking for proposals from small businesses seeking to address the department’s needs in nine technical areas. DHS said Thursday it released its solicitation for the Small Business Innovation Research 20.1 effort on the SAM.gov website.

“I encourage small businesses, women-owned small businesses, and socially and economically disadvantaged small businesses to submit their best innovative proposals for the DHS SBIR Solicitation, so that together we can address critical homeland security technology needs,” said William Bryan, acting DHS undersecretary for science and technology.

Topic areas covered by the solicitation include content analysis technology, sensor data protection, digital paging, security systems for crowded areas, unamnned aerial vehicle tracking,  imaging technology and detection systems for illicit drugs and explosives.

Interested parties may submit proposals until Jan. 22.

Jeffrey Voth Named USDA Chief Cybersecurity Architect

Jeffrey Voth, former branch chief for cybersecurity, administration and operations at the Department of Agriculture’s forest service, has been promoted to chief cybersecurity architect of the department, G2Xchange ETC reported Thursday. Voth brings over 30 years of systems security experience in the public and private sectors to his new role.

Prior to joining USDA, Voth served as information systems security manager at Tampa, Fla.-based electronics manufacturer Sypris Electronics. He held a similar role at Honeywell and spent time at the U.S. Air Force earlier in his career.

He holds a master’s degree in systems management and information systems from the Florida Institute of Technology, a master’s certification in project management from Villanova University and a bachelor’s degree in management information systems from the University of South Florida.

David Bottom, formerly chief information officer at the Department of Homeland Security, has assumed the same role at the Securities and Exchange Commission.

Bottom will manage the security and functionality of SEC’s information technology platforms under his new position, the agency said Thursday.

Prior to his previous capacity, Bottom served as chief data officer at DHS’s Office of Intelligence and Analysis and worked at the National Geospatial-Intelligence Agency for 10 years.

“David’s substantial experience working with complex information technology systems, including in the intelligence sector, will serve the agency well as we continue to focus on the security and operational effectiveness of our systems at the SEC,” said Jay Clayton, SEC chairman.

DHS Requests for Info on Secret Service IT Sustainment

The Department of Homeland Security seeks sources for information technology operations and sustainment in support of the U.S. Secret Service.

DHS plans to award an indefinite-delivery/indefinite-quantity contract for services to sustain an IT network infrastructure that supports USSS’ investigative and security operations, the department said Wednesday in a SAM.gov notice.

Services under the future contract would cover the operation, maintenance and repair of network, storage, application and database, security and mobility infrastructures.

The contractor would also support data, joint operations and enterprise research innovation centers and other related services.

Interested parties may ask questions through Jan. 7, 2020 and submit requested information through Jan. 14.
