John Hickey: DISA Aims to Detect Network Threats Via Identity Mgmt, Cyber Protection Teams


cybersecurityJohn Hickey, cyber development director at the Defense Information Systems Agency, has said DISA relies on cyber protection teams, identity management and integrated security to help detect and protect the agency’s information networks from cyber threats.

Hickey said that DISA collaborates with the Joint Force Headquarters-Department of Defense Information Networks to provide training to CPTs, DISA said Wednesday.

He told Federal Computer Week Security Summit attendees in Washington that CPTs under DISA undergo training on the Joint Regional Security Stacks, cyber situational awareness and big data platforms, as well as immersion training through deployments and exercises.

Hickey also cited the need to deploy the JRSS system, which aims to provide DISA visibility into all network endpoints, and to partner with industry in order to facilitate the integration of security with the cyber environment.

He also mentioned DISA’s programs that work to protect the agency’s networks from unauthorized access and insider threats, such as the Public Key Infrastructure as well as form-factor and derived-credentials programs for tablet computers and other mobile devices.

The Education Department, U.S. Agency for International Development and Office of the Director of National Intelligence will publish their respective public access plans in response to the Office of Science and Technology Policy‘s Memorandum on Increasing Access to the Results of Federally Funded Scientific Research.

Jerry Sheehan, White House Office of S&T Policy assistant director for scientific data and information, writes in a blog post published Friday the plans will increase the number of OSTP-approved U.S. federal department public access plans to 19.

The post noted that the approved public access plans cover approximately 98 percent of the U.S. federal expenditure on R&D and agencies have began efforts to boost the management of access to data that resulted from federally-funded research.

Sheehan added that all agencies possess designated repositories and systems to provide access to publications that resulted from federally-funded research including the National Institute of Health‘s PubMed Central and National Science Foundation’s Public Access Repository.

The National Science and Technology Council committee on science has also launched a new interagency working group on open science to support and facilitate interagency cooperation on topics of common interest.

CIA’s John Brennan: Intell Profession Needs to ‘Flourish’ in Digital Age

CIA Director John Brennan has said the intelligence profession needs to “flourish” in the digital domain where he says “most human interactions take place,” The Atlantic magazine reported Wednesday.

The digital age “has totally transformed the way we are able to operate and need to operate” and the intelligence profession “can’t avoid it,” Brennan added.

Brennan told contributing editor David Rohde that the information age has created both opportunities and vulnerabilities for espionage and has made government management practices of the 20th century outdated.

“U.S. decision-making processes need to be streamlined and accelerated… Because the problems are not going to wait for traditional discussions,” he said.

Brennan introduced several changes to the CIA in 2015 in an effort to address cyber and terrorist threats, Rhode reports.

These changes include the creation of 10 “mission centers” that seek to promote collaboration among CIA agents, hackers and analysts as well as the establishment of the Directorate for Digital Innovation that aims to leverage use of data analytics, online espionage and other technology platforms, according to the report.

MissileDefenseWill Roper, director of the Defense Department’s strategic capabilities office, has said SCO is a “near-term” part of DoD’s third offset strategy, DoD News reported Thursday.

Cheryl Pellerin writes Roper said that SCO can introduce modifications to technological capabilities that could potentially pose a disproportionate training burden to U.S. adversaries as land, aerial and maritime domains become obscure.

“Wherever we can put a burden that comes down to the human level, I think we get an immediate advantage in the near-term,” Roper told attendees at the Center for Strategic and International Studies-hosted third offset conference in Washington.

He noted that the information age calls for the Pentagon to transition from a device-specific department to a data-centric agency, Pellerin reports.

“We’re in a world that is data-centric and data is going to be the fundamental fuel for national security into the foreseeable future,” Roper added.

Defense Secretary Ashton Carter also attended the CSIS conference and talked about SCO’s development work on a cross-domain technological capability for the Army Tactical Missile System, according to the report.

Navy Kicks Off Pilot Test for Mobile Safety Comms Tool


Marines use tablet technology to advance war fighting skillsThe U.S. Fleet Forces Command has kicked off a pilot program to help sailors and their family members access safety and security resources with the use of a mobile application.

Under the six-month pilot program, sailors and their families based in Hampton Roads, Virginia and Rota, Spain will be able to communicate and view locations and hours for emergency services through region-specific maps displayed on the LiveSafe app, the Navy said Wednesday.

“The basic concept was to design a mobile app to help sailors with prevention by providing a one-stop shop for all of their needs,” said Capt. Charles Marks, sexual assault prevention and response officer at U.S. Fleet Forces.

LiveSafe includes links to information on various Navy programs such as sexual assault prevention and response, family advocacy, suicide prevention, drug and alcohol abuse prevention and policy changes.

The app is available for download from the Apple‘s App Store and the Google‘s Play Store, with an option for offline availability.

NIST Drafts Framework to Help Orgs Recruit, Retain Cyber Talent; Bill Newhouse Comments


CyberStockThe National Institute of Standards and Technology has issued draft guidance meant to help U.S. organizations identify, hire and retain cybersecurity workforce.

NIST said Wednesday the Cybersecurity Workforce Framework contains category and description of strategies for employers to build a team of cyber staff to protect their networks.

The agency’s National Initiative for Cybersecurity Education developed the framework in collaboration with industry, academia and the departments of Defense and Homeland Security.

The framework is also intended to assist in the development of training standards and individual career planning.

“The NCWF can help an organization identify cybersecurity tasks within a work role that are vital to its mission and then examine if its current staff can perform those tasks and, if not, hire staff who can,” said Bill Newhouse, NICE deputy director and lead author of the document.

The framework classifies the workforce into seven categories comprised of more than 30 specialty areas such as legal advice, oversight and incident response.

NIST will accept public comments on the draft through Jan. 6, 2017.

F-35Defense Department officials estimate Pentagon will need an additional $530 million to finish the development phase of Lockheed Martin‘s F-35 fighter jet, Bloomberg reported Wednesday.

Anthony Capaccio writes the F-35 program office asked for the money during a closed-door review conducted by the Defense Acquisition Board last month and the DoD continues to assess how the request would be added on the department’s fiscal year 2018 budget proposal.

Joe DellaVedova, Pentagon F-35 office spokesman, told Bloomberg a majority of the $530 million funds, including $265 million for “unforeseen delays”, will be allotted for development flight tests and operational combat testing.

Michael Gilmore, director of DoD’s operational test and evaluation office, said required flight tests will not be completed until November 2018 because of issues such as a 10-month delay in the release for flight tests on the latest F-35 software.

Gilmore added in a memo that additional delay causes include software deficiency reports, insufficient progress on flight testing of combat mission systems and availability of aircraft for flights.

command-control-systemThe U.S. Navy has developed and demonstrated a common control system that works to run unmanned vehicles to facilitate medical evacuation missions through a single ground station.

The service branch demonstrated the CCS with the Air Force and Army in an effort to show how the platform can control an unmanned ground vehicle and autonomous K-Max helicopter in a casualty evacuation event held at Fort Dix in New Jersey in August, the Navy reported Oct. 19.

The Navy collaborated with Neya to develop a set of data transfer interfaces between the CCS and the Air Force’s common mission command center.

BAE Systems and Lockheed Martin used the Neya-built interfaces to develop a functionality that works to facilitate sharing of mission plan data between the CCS and CMCC.

During the demonstration, the CCS worked with CMCC to transmit data to the Army’s Vertical Takeoff and Landing Tactical Interface controller to help the medic evaluate casualty evacuation routes and collection points as well as monitor the victim’s vital signs.

The Navy plans to integrate the CCS platform with ground, aerial, maritime vehicles.

DoD Seeks Concepts to Help in Multi-Domain Warfare Arena


PentagonThe Defense Department wants individuals and private companies to submit ideas on how the Joint Force can address multi-domain warfare issues such as massed or mobile precision attacks, large state adversaries and battle network/guided munitions, DoD News reported Wednesday.

DoD seeks partners that can help answer questions on how to modify future U.S. operational battle networks as well as Joint Force operational and organizational constructs to adapt with future combat operations environments.

Interested parties have until Nov. 28 to submit proposals on how changes in force structure, operational concepts, materiel capacity or investment priorities can address one or more of the challenges that the department will potentially face.

The report noted the Joint Force works to overcome three emerging operational obstacles such as operational battle networks and guided munitions warfare, the lack of large combat formations and adversary investments in counter-battle network systems which cover cyber, electromagnetic warfare and counter-space capacity.

Terry Halvorsen, chief information officer at the Defense Department, has said DoD will constantly update its shared cybersecurity system due to fast changes in the fields of cybersecurity, information technology and software, Federal News Radio reported Wednesday.

Meredith Somers writes Halvorsen told the audience at the Defense Systems Summit in Virginia that DoD’s Joint Regional Security Stacks will never have a last version if it remains functional.

“[Given] the rate of change both in software, tactics, procedures in this field, it has to get better, has to keep morphing, so we’re going to have that issue as we move forward with JRSS,” Halvorsen said.

“If you are in this business, the cyber-IT-software hub, it never can stop,” he added.

Halvorsen noted the Joint Information Environment effort to unify and secure DoD’s IT networks will constantly update to address threats, costs and usability, Somers reported.

He added the department needs to test and boost JRSS governance and operations, the report stated.
