GAO: DoD Needs Certifications & Training for Acquisition Intelligence Support PersonnelThe Government Accountability Office has said the Defense Department should develop certifications and training for personnel that provide intelligence support for acquisition programs.

GAO said in a report issued Tuesday a lack of certifications for intelligence support personnel led the services to implement varying levels of training.

Auditors found that the U.S. Air Force requires training for intelligence support while the U.S. Army administers non-compulsory training and the U.S. Navy does not offer formal training.

DoD currently develops two tools to incorporate intelligence into major defense acquisition programs but one tool for threat information sharing lacks a communication plan to obtain user feedback, the report stated.

GAO added there is no funding mechanism to implement and operate the other DoD tool that is designed to help acquisition programs convey their needs to the intelligence community.

Auditors also recommended DoD to prioritize intelligence mission data in acquisition programs, establish a communication plan for a threat information tool and identify the need to develop another tool.

satelliteThe U.S. Air Force is working to develop a strategy to counter the weaponization of space and prepare to defend against potential space-war anti-satellite attacks, Scout Warrier reported Tuesday.

Kris Osborn writes the Air Force will invest approximately $5.5 billion over the next five years in support of efforts to help the U.S. space enterprise address potential anti-satellite technology threats that proliferate around the world.

“Potential adversaries have taken notice of how we use space and have taken steps to replicate those capabilities for their own use and to devise capabilities to take them away from us if they ever got into a conflict with us,” Winston Beauchamp, deputy air force undersecretary for space, told Scout Warrior.

The report noted that disaggregation and diversity as well as proliferation and protection are among the elements that the Air Force will work to focus on to help boost space assets’ resiliency.

DOE to Fund Projects for Connected & Automated Vehicle Energy Efficiency Tech


DOEThe Energy Department will award $32 million in grants for 10 new projects under its Advanced Research Projects Agency-Energy directorate’s Next-Generation Energy Technologies for Connected and Autonomous On-Road Vehicles program.

The projects will utilize new CAV technologies designed to utilize on-board or cloud-based sensors, data and computation capabilities in an effort to mitigate energy usage of connected and automated vehicles, DOE said Wednesday.

NEXTCAR technologies works to provide cruise control and vehicle speed harmonization and energy-saving options for future CAVs and potential vehicle efficiency technologies by co-optimizing with vehicle dynamic and powertrain controls.

Data from CAV systems and NEXTCAR technologies will help vehicles to predict future driving conditions, shifting road grade and interactions between automobiles within multiple intersections.

“As our vehicles become creators and consumers of more and more data, we have a transformative opportunity to put that new information to the additional use of saving energy in our road transportation system,” said Ellen Williams, ARPA-E director.

mobile device managementThe Government Accountability Office‘s inspector general has determined that GAO “effectively” implemented policies and procedures to remove sensitive data from information technology devices that were slated for disposal.

GAO said Wednesday the inspector general assessed GAO’s compliance with media sanitization policies to verify whether laptops and BlackBerry devices were appropriately sanitized before being discarded.

The report stated IT devices require special handling and controls to mitigate unauthorized access, use or disclosure of sensitive data such as personally identifiable information.

GAO noted electronic media should be tracked and secured then permanently deleted to ensure an effective disposal process.

Virginia Kicks Off Cybersecurity Challenge for Students


cybersecurityVirginia Gov. Terry McAuliffe has announced the start of cybersecurity challenge that will run through March 2017 and aims to spark students’ interest in information technology security careers.

The NSA Day of Cyber School Challenge will present real-life cyber scenarios to participating students who will explore methods and tools used by cyber professionals at the National Security Agency, McAuliffe’s office said Friday.

Participants will receive cyber resumes and certificate of completion from NSA.

“It is important that students are being introduced to in-demand sectors like cybersecurity to spark interest in the field and prepare them for success in the new Virginia economy,” McAuliffe said.

His office said that schools will compete to achieve the highest student participation over the course of the next five months in order to win a cash prize that can support their cyber programs.

Marc Panucci Named SEC Deputy Chief Accountant; Wesley Bricker Comments


Securities and Exchange CommissionMarc Panucci, a partner at PwC‘s national professional services group, has been named deputy chief accountant of the Securities and Exchange Commission.

SEC said Wednesday Panucci will lead its professional practice group’s activities and oversee tasks of the Public Company Accounting Oversight Board.

He worked at SEC as senior associate chief accountant from 2007 to 2010 and will return to the commission to succeed Brian Croteau later this month.

“Marc’s prior experience as an SEC senior associate chief accountant as well as his expertise and wealth of experience in public accounting will provide critical service to investors, companies and the Commission,” said Wesley Bricker, SEC interim chief accountant.

Panucci has more than two decades of public accounting, standard-setting and regulatory experience.

He is a member of the American Institute of Certified Public Accountant’s Auditing Standards Board.

super-hornetThe U.S. Navy’s Eisenhower Carrier Strike Group and the U.S. Air Force held a joint air defense exercise Oct. 25 in the Arabian Gulf to accelerate integration of the two military branches’ defense strategies.

The exercise involved simulation of real-world aerial threats the aircraft carrier USS Dwight D. Eisenhower could face during a mission, the Air Force said Tuesday.

Multiple platforms were used for the exercise such as the USS San Jacinto and USS Monterey guided-missile cruisers, the USS Hopper guided-missile destroyer and the squadrons of embarked Carrier Air Wing (CVW) 3 aboard Ike.

The Air Force also deployed two big-wing tankers and two F-22 Raptors from the 525th Expeditionary Fighter Squadron to support 13 aircraft from the Ike CSG.

The two forces were split into hostile threats and the strike group’s air defense force during the exercise to simulate actual engagements with the use of mock air-to-surface missiles.

The Ike served as a high-value unit protected by the cruisers from missile threats during the training.

“Joint missions are the cornerstone of the United States military, and our ability to work with the other services towards a common mission makes us stronger,” said Lt. Anand Jantzen, the San Jacinto’s fire control officer and liaison officer aboard Ike.

Defense Secretary Ashton Carter has unveiled the new components in the Defense Department’s initiative to help the U.S. military attract and retain the workforce needed for future missions.

Carter announced the outreach and ROTC efforts as the fifth and sixth links of the Force of the Future initiative during his visit to City College of New York’s Manhattan campus, the Defense Department said Tuesday.

The new links are meant to grow the geographic, demographic and generational scope of the U.S. military when it comes to recruitment efforts.

“If we’re going to ensure we keep recruiting top talent, we have to help our fellow citizens get to know today’s military, even if they don’t have a parent, a neighbor or a coach who served,” Carter said.

The outreach link aims to develop department-wide military service marketing campaign, establish recognition of the DoD brand and generate interest to serve, with a scheduled launch of these efforts in 2018.

The sixth link is intended to support ROTC programs through collaboration with top tier universities, scholarship payments and stipends, rewards for ROTC cadets and internships or summer training.

Katrina McFarland has retired from her position as assistant secretary for acquisition, logistics and technology at the U.S. Army after a nearly 30-year public sector career, the Army said Tuesday.

McFarland oversaw research, development, procurement, life cycle management and sustainment of Army weapons systems over the past nine months.

“Katrina has done a fantastic job of focusing the department’s efforts on the challenges of acquisition, on streamlining acquisition and on bringing Army modernization efforts to the forefront,” said Army Secretary Eric Fanning.

She led the creation of the Army’s Rapid Capabilities Office in August to help expedite the delivery of new technologies to the force.

McFarland also helped establish the U.S. Air Force‘s Rapid Capabilities Office during her previous role as assistant secretary of defense for acquisition.

The three-decade veteran also implemented the “program management review” process designed to address various factors that divert Army program managers from their regular duties.

She started her government career in 1986 as a general engineer at the U.S. Marine Corps.

NIST Unveils Online Tool to Support Cyber Job Seekers & Employers


PeopleThe National Institute of Standards and Technology has unveiled a new interactive online tool developed to help cybersecurity job seekers find openings as well as assist employers with tasks to identify potential applicants.

NIST said Tuesday the CompTIA-developed CyberSeek online service and the National Initiative for Cybersecurity Education introduced the system at the 2016 NICE conference in Missouri.

NICE helped helped fund the development of the tool.

“This interactive tool will assist its users — students, employees, employers, policy makers, training providers and guidance counselors — to explore opportunities they may have never considered,” said Rodney Petersen, NICE director.

NIST noted employers that seek to move or expand operations can use the CyberSeek map to identify locations with a large base of cybersecurity job seekers while applicants can look for openings based on the size of a metropolitan area.

CyberSeek will also look to provide guidance on how employees can advance in a cybersecurity career from entry-level positions to mid- and advanced-level jobs.
