Defense Secretary Nominates Marshall Webb for Air Force Special Operations Command Commander

Lt. Gen Mashall Webb, commander of the North Atlantic Treaty Organization Special Operations Headquarters, has been nominated to lead the U.S. Air Force Special Operations Command in Hurlburt Field, Florida.

Defense Secretary Ash Carter has nominated the 30-year veteran command pilot as commander of the special operations command, Defense Department said Wednesday.

Webb currently leads the NSHQ that handles development, coordination and direction of that works to optimize special operations forces employment.

He has over 3,700 flight hours including 117 combat hours and served as the commander for the 20th Special Operations Squadron, 352nd Special Operations Group, 1st Special Operations Wing, 23rd Air Force, and Special Operations Command Europe.

GAO Urges DoD to Check Accuracy of Real Property Mgmt Data


GAOThe Government Accountability Office has called on the Defense Department to verify the accuracy of its real property inventory system that is used to make reports on leased assets.

GAO said Tuesday it found errors in nearly 15 percent of the Real Property Assets Database‘s lease records for fiscal year 2011 and 10 percent of the records for fiscal year 2013, mostly referring to the lease records for the U.S. Army.

The government watchdog found that the Army did not follow DoD guidance on how to report lease costs and that DoD lacked oversight of how security assessments are performed on leased assets.

GAO also found issues in the Federal Protective Service assessment data for fiscal years 2011 and 2013, such as omissions in schedule within the required period, overwritten data on previously recorded assessment dates and unrecorded dates for completed and next-scheduled assessments.

GAO recommended that DoD implement its guidance to include annual rent and other costs in lease records and request facility security assessment data from FPS.

Report: Mike Stevens to Leave Navy as Master Chief Petty Officer

Mike Stevens

Mike Stevens, master chief petty officer of the U.S. Navy, plans to retire from the military after four years in that role, Navy Times reported Wednesday.

Mark Faram writes Stevens pushed for an expansion of the Navy’s Senior Enlisted Academy and the implementation of a policy to require sailors aiming for a higher enlisted rank to attend the SEA program.

He told  Navy Times in a phone interview he will recommend that the Navy consider “all command master chiefs who are currently or have served at least 18 total months in a billet at the three or four-star level” as eligible to apply for the MCPON post.

The 33-year naval veteran previously led the military branch’s Helicopter Mine Countermeasure Squadron 14 and Helicopter Sea Combat Wing Atlantic units as well as the U.S. 2nd Fleet.

He took on his current role Sept. 28, 2012, after two years as the 16th Fleet master chief for commander.

Senate Passes Bill to Amend Freedom of Information Act


us senateThe U.S. Senate has passed a bipartisan bill that seeks to amend the Freedom of Information Act and is sponsored by Sens. John Cornyn and Patrick Leahy and co-sponsored by Sens. Chuck Grassley, Chris Coons, Debra Fischer and Jon Tester.

The FOIA Improvement Act requires government agencies to adopt a default response to release and not withhold government documents, a release published Tuesday on Grassley’s website said.

If signed into law, the bill will lift the government’s ability to withhold documents that reflect its decision-making process after a sunset period of 25 years, the release noted.

It added that provisions include requiring agencies to publicly release documents that have been requested three or more times; granting additional independence to the Government Information Services and enabling technology that work to process information requests.

“The people have a right to know what their government is up to, but we often hear about how federal agencies are either slow to respond to records requests or even look for ways to avoid disclosing public records,” Grassley said.

“Transparency leads to accountability, and we can all agree that more accountability in government is a good thing.”

The Iowa senator further noted during a speech on the Senate floor Tuesday the bill’s passage coincides with the annual government transparency event, Sunshine Week, which began on Sunday.

FCW: John Edwards Succeeds Doug Wolfe as CIA’s CIO


cloudJohn Edwards, a two-decade Intelligence Community veteran, took over as chief information officer of CIA in February, FCW reported Wednesday.

Sean Lyngaas writes Edwards has worked on the technical operations and engineering aspect of CIA for nearly 15 years before he joined the private sector.

He previously served as a consultant for Accenture and an executive at Agilex Technologies, which Accenture’s federal services business acquired in 2015.

Edwards succeeded Doug Wolfe, who has been appointed to a new senior CIA position, the report said.

Wolfe was instrumental in the Intelligence Community’s transition to a cloud computing platform built by Amazon Web Services, Lyngaas reports.

GSA to Launch Contracting Forecast Tool for Small Businesses; Denise Turner Roth Comments


GSAThe U.S. General Services Administration has launched a beta version of a new contracting forecast tool designed to help small businesses find potential business opportunities with federal agencies.

GSA said Tuesday the Forecast of Contracting Opportunities tool is built to help users access a worldwide contract database sorted by agency, contract award status, location, NAICS code and contract value.

“… [We’re] excited to launch our new automated Small Business Forecast Tool. This tool focuses on acquisition planning, making vendors aware of opportunities early in the acquisition process,” said GSA Administrator Denise Turner Roth.

A beta version of the tool can be tested on the agency’s website.

In this video posted on YouTube, Roth explains the new features of the tool that aims to contribute in economic development through local economic progress of small businesses.

Anne Rung

Anne Rung, administrator of the Office of Federal Procurement Policy, has called for the government to reform the acquisition aspect first in order to improve federal information technology, Spend Matters reported Tuesday.

“The challenge for me in this position is that to improve IT in the federal government we need to fix the acquisition piece,” Rung told the summit.

Federal IT procurements represent more than 10 percent of the government’s acquisition budget, according to the report.

Rung, an inductee into Executive Mosaic‘s Wash100 for 2016, said changes to federal acquisitions involve policy, practice and technology, Spend Matters reports.

Gen. Daniel Allyn, vice chief of staff at the U.S. Army, has said the service branch plans to lay off another 14,000 uniformed personnel as it works to reduce its total military personnel to approximately 980,000 by 2018, Federal News Radio reported Tuesday.

Allyn told Senate Armed Services readiness subcommittee members Tuesday that 10,000 of the planned cuts will be in the officer ranks, Scott Maucione writes.

“With 186,000 deployed on a daily basis in 140 countries, you understand my discomfort with trying to continue to meet emergent demands and current operations with a force that is getting smaller,” he said.

Allyn also noted that the service branch has given the Army National Guard and Reserve a priority to employ military personnel who were affected by the layoffs as civilians.

“It has really helped out reserve components save dollars by taking experienced soldiers into the ranks and not having to retrain them, so that has been a positive benefit of this unfortunate drawdown,” he said.

Tracy Terrill Becomes 1st SBA Chief Digital Officer; Maria Contreras-Sweet Comments

Tracy Terrill has been appointed in December to fill a newly created position as chief digital officer at the U.S. Small Business Administration.

Terrill supports the agency’s digital strategy under the new role, SBA Administrator Maria Contreras-Sweet said in a release published Tuesday.

“Tracy is a key member of my leadership team responsible for our digital strategy,” said Contreras-Sweet.

“In record time, Tracy has built a digital service team with top talent from both the private and public sector.”

Terrill said his work with SBA is similar to the role he previously held at LegalZoom, where he was chief technology officer for more than seven years.

Prior to that, Terrill also held sales, marketing, technology leadership and consultant positions at NBC Universal Studios, Universal Music Group, Warner Brothers and Gartner.

Julie Blanks, principal director for civilian personnel policy at the office of the defense undersecretary for personnel and readiness, has been named director of the defense civilian personnel advisory service at the Defense Department.

Defense Secretary Ashton Carter announced Blanks’ appointment to the Senior Executive Service role in a DoD release published Tuesday.

The Pentagon’s CPP and DCPAS oversee the development of civilian personnel and human resource policies and provide HR platforms and advisory support services to defense agencies and service departments in various areas such as workforce planning, recruitment and performance management.

In her role as CPP principal director, Blanks is responsible for the development of HR management policies, plans and initiatives for DoD civilians.

She previously worked at the Federal Emergency Management Agency as deputy chief component human capital officer.
