Pentagon Details $583B Military Spending Plan for Fiscal 2017


PentagonThe Defense Department is seeking about $523.9 billion in base budget for fiscal 2017 and another $58.8 billion to fund overseas contingency operations, Defense News reported Tuesday.

Andrew Clevenger writes DoD’s proposed fiscal 2017 budget of $582.7 billion represents a 0.4-percent increase from fiscal 2016’s enacted $580.3 billion budget.

The budget includes $7.5 billion to finance operations against Islamic State militants, about $2.5 billion more than the amount DoD allocated this fiscal year, and $3.4 billion for the European Reassurance Initiative, up $2.6 billion from the agency’s previous request.

Clevenger reports the U.S. Navy seeks close to $153 billion in base spending for fiscal 2017, which includes money for the procurement of up to 94 manned and unmanned aerial vehicles.

The U.S. Air Force has proposed a $166.9 billion budget that, if approved, would fully fund the branch’s Long Range Strike Bomber and KC-46 refueling aircraft acquisition efforts.

That proposed budget also includes $148 billion for the U.S. Army, including $125 billion in base funds, the report said.

BudgetDeputy Defense Secretary Bob Work has said the Pentagon took a long-term view of its readiness, workforce and modernization needs when the agency crafted a budget for fiscal 2017, Defense News reported Tuesday.

Jim Garamone writes Work told reporters during a press conference the $582.7 billion Defense Department budget request conforms to a bipartisan spending bill that Congress approved in November.

Work added the proposed budget will also enable DoD to prepare for national security challenges posed by Russia, North Korea, China, Iran and the Islamic State organization.

DoD Comptroller Mike McCord said Tuesday that Defense Secretary Ashton Carter sought to create a balanced fiscal 2017 spending plan in an effort to help the U.S. military manage current and future combat operations, according to a subsequent report by Garamone.

“Leaders have to step back and ask themselves ‘are we investing enough?” McCord told DoD News.

He added the budget offers a 1.6 percent salary increase for service members, the publication reports.

U.S. Chief Information Officer Tony Scott has said President Barack Obama plans to appoint a federal chief information security officer within the next three months, Federal Times reported Tuesday.

Aaron Boyd writes the federal CISO will work to oversee cybersecurity policy and collaborate with the Defense Department and the intelligence community on federal network security.

“That’s a key role that many private sector companies have long implemented and it’s good practice for the federal government,” Scott told Federal Times.

He added that the president added funds for the federal CISO to his fiscal 2017 budget request, according to the report.

A federal CISO would operate under the auspices of the Office of Management and Budget in coordination with the Department of Homeland Security, Boyd reports.

cybersecurityThe Obama administration has unveiled a national strategy meant to help agencies, companies and individuals bolster defense of their computer systems and sensitive data, the Christian Science Monitor reported Tuesday.

Sara Sorcher writes President Barack Obama’s proposed $19 billion cybersecurity budget for fiscal 2017 includes $3.1 billion for government information technology modernization efforts as part of the Cybersecurity National Action Plan.

“We’re going to prioritize applications in federal agencies that have a high cybersecurity challenge,” U.S. Chief Information Officer Tony Scott was quoted as saying.

The White House also plans to appoint a federal chief information security officer to coordinate data security efforts at civilian agencies, Sorcher reports.

According to the Washington Post, the CNAP also calls for the formation of a new commission to recommend cybersecurity strategies on a national basis and the introduction of a campaign to encourage the public to adopt two-factor authentication and other anti-hacking methods.

The Obama administration seeks to establish the $3.1-billion revolving IT modernization fund at the General Services Administration, according to a story by Nextgov’s Jack Moore.

If approved by Congress, the fund would support incremental efforts to replace legacy government applications that have encountered significant security issues and are expensive to maintain, Moore reports.

CyberStockThe National Institute of Standards and Technology has unveiled a new facility in Rockville, Maryland to house projects and operations of the National Cybersecurity Center of Excellence.

Willie May, undersecretary for standards and technology at the Commerce Department and NIST director, wrote in a blog post published Monday that the new facility expands the laboratory space for NCCoE compared to its previous temporary base.

“We’re grateful to our partners, the state of Maryland and Montgomery County, Md. for co-funding with NIST the renovation of the facility to the center’s specific needs,” said May.

Intel, HP, Hytrust, RSA, Symantec and Splunk are among the private companies that pledged to supply hardware and software products to the center.

The center is a public-private partnership NIST launched in 2013 to help government and industry develop off-the-shelf commercial products intended to help address cybersecurity issues.

research and development RDA team of U.S. Army researchers has developed an optical metrology scanning system to obtain 3-D measurements and then reproduce new models of specific objects, the Army reported Thursday.

“We had to be innovative and find a better way to solve measurement problems,” said Tyler Sherrod, a mechanical engineer at the service branch’s aviation and missile research, development and engineering center.

“This is important because if a program needs a computer aided design model of their helicopter, AMRDEC can use optical metrology to scan and recreate [the] CAD of the helicopter,” he added.

Benjamin Thomason, metrology team lead at AMRDEC’s weapons development and integration directorate, said the optical metrology tool works to allow users to scan objects with curves and build new components through the use of photogrammetry and structured light system.

AMRDEC plans to use its optical metrology tools by the middle of this month to generate 3-D scans of a U.S. Coast Guard utility boat in order to develop the vessel’s full model and identify any potential defects, Thomason said.

He noted that AMRDEC plans to work with NASA in an effort to advance the use of optical metrology systems.

transmission tower against the sun during sunsetRichard Kidd, deputy assistant secretary of the U.S. Army for energy and sustainability, has called on Congress to increase funding for the military branch’s efforts to manage energy security at its bases, the Army News Service reported Friday.

C. Todd Lopez writes Kidd said during a presentation Wednesday on Capitol Hill that he believes investing in power-generation and microgrid technologies can help the Army secure its electrical grids against threats.

“There is no budgetary mechanism that allows us to actually go out and do a cost-benefit analysis and buy that energy security,” he told his audience.

“It would be very difficult within the current budget climate to get the military construction funding needed to build more resilient installations.”

He noted the four U.S. military branches work to integrate security measures into their renewable energy, test and evaluation and energy savings performance contracts.

cybersecurityA hacker claims to have gained access to the email addresses and phone numbers of thousands of FBI and Department of Homeland Security employees using a compromised Justice Department email account, Motherboard reported Sunday.

Joseph Cox writes that the hacker plans to release the obtained information on 20,000 FBI and 9,000 DHS personnel to the public.

An update to the report on Monday noted that a pro-Palestine account on Twitter has already published the details of the DHS employees.

“We are looking into the reports of purported disclosure of DHS employee contact information,” a DHS spokesman told Motherboard in an email.

“We take these reports very seriously; however, there is no indication at this time that there is any breach of sensitive or personally identifiable information.”

Cox reports that the hacker said he used the credentials of the compromised DOJ email account to log in to an online virtual machine, which provided him access to the user’s documents and others in the local network.

The hacker added that he downloaded 200 GB of data — including the job titles and contact information of the FBI and DHS workers — from a DOJ intranet, the report said.

ElectronicWarfareSens. Mark Kirk (R-Ill.) and Kirsten Gillibrand (D-N.Y.) have proposed a bill that seeks to provide the Defense Department with more flexibility in terms of allocation of funds for electronic warfare platforms.

The proposed Electronic Warfare Enhancement Act would also incorporate EW platforms into the Rapid Acquisition Authority Program in an effort to speed up the acquisition process for such technologies, Kirk’s office said in an announcement published Thursday.

The inclusion of EW systems into the RAA program aims to allow program managers to facilitate technology deployment within two years through waiver of procurement rules and regulations.

“It is critical that the United States military dominates the offensive and defensive ends of electronic warfare,” Kirk said.

Gillibrand said the proposed bill aims to provide uniformed personnel access to new EW platforms in an effort to reduce their vulnerability to national security threats.

DoD’s electronic warfare executive committee will need to submit a strategic plan to Congress that details the budget and procurement process for EW, training improvements and how military branches plan to collaborate on the development of EW platforms, according to the proposed legislation.

CBO Sees $29B Decline in Federal Deficit Over 4 Months


budget analysis reviewA new Congressional Budget Office report shows that federal budget deficit amounted to $165 billion after four months of fiscal 2016, about $29 billion lower than the figure for the same period in fiscal 2015.

CBO said Friday total amount of revenues earned by the government through individual and corporate income taxes and Federal Reserve remittances rose 3 percent to nearly $1.1 billion.

Federal spending totaled $4 billion over the past four months, which was unchanged from the prior year period’s outlays due to a shift in the timing of certain payments, CBO noted.

The federal government posted a budget surplus of $50 billion for the month of January 2016, compared with an $18 billion shortfall recorded in January last year, the report states.

CBO has forecast the annual U.S. budget deficit measured as a percentage of gross domestic product will reach $544 billion “if lawmakers enact no further legislation affecting spending or revenues” for the rest of the current fiscal year.
