Stephanie Devaney serves as the project manager for the Precision Medicine Initiative of the White House’s Office of the Chief of Staff and helps coordinate the program’s components.

Devaney was previously as a science policy analyst in the Office of the Director at the National Institutes of Health, where she helped to develop research programs such as the Precision Medicine Initiative.

She also served as a staff policy researcher at the Genetics and Public Policy Center at Johns Hopkins University, where she conducted studies on pharmacogenetics and drug labeling technologies, as well as analyzed non-invasive fetal gender genetic tests.

Devaney earned a bachelor’s degree in biology from the Ohio State University and a doctor in philosophy in molecular genetics from the George Washington University.

U.S. Army Lt. Gen. Mark Bowman serves as the director of command, control, communications and computers/cyber for the Joint Staff at the Pentagon.

The 37-year Army veteran oversees analysis and assessment, combined force C4 guidance and C4 requirement evaluation work for the chairman of the Joint Chiefs of Staff.

He was previously the director of architecture, operations, networks and space within the Office of the Army CIO, where he oversaw work to implement a U.S. Army network in a joint environment.

Bowman has also held various joint and operational assignments, and commanded at company and signal brigade levels at the Army.

He was the commander of D Company, 6th battalion, 1st Signal Training Brigade; 54th Signal Battalion, Saudi Arabia; Joint Staff Support Center, Defense Information Systems Agency; and 11th Signal Brigade.

U.S. Navy Rear Adm. Douglas Morton has served as the director of the energy and environmental readiness division (N45) at the Office of the Chief of Naval Operations since April and is based in Washington.

He is formerly the deputy for security cooperation at the Office of the Defense Representative for Pakistan and commander of the Naval Facilities Engineering Command – Atlantic.

He has been a member of the Navy’s Civil Engineer Corps since 1983.

Morton has also served in overseas command tours in Guam and Southwest Asia, facilities assignments in Puerto Rico and various staff assignments across the Navy organization.

He was director of the Naval Civil Engineer Corps Officers School’s facilities planning academic division, executive officer of NAVFAC Mid-Atlantic as well as chief of staff and Seabee policy and doctrine branch head for NAVFAC.

Ken Brennan serves as the Defense Department’s deputy director for services acquisition within the office of procurement and acquisition policy, with responsibility in acquisition-related technical and programmatic evaluation efforts.

Brennan is also responsible for the governance structures and procedures the military departments and defense agencies use to implement services acquisition.

He previously managed the Department of Navy’s services acquisition between 2006 and April 2013.

Brennan started his federal career as a mechanical engineer on the Trident Test and Measurement Equipment project at the Naval Surface Warfare Center before he led the Crane Division’s Metrology and Calibration project.

He also completed a number of developmental assignments at the Naval Sea Systems Command headquarters.

Brennan holds a bachelor’s degree in mechanical engineering from Rose-Hulman Institute of Technology and a master of public affairs degree at Indiana University.

Justin Herman serves as manager of government-wide social media and digital engagement programs within the General Services Administration‘s citizen services and innovative technologies office.

He leads federal efforts to transform public service delivery and oversees the SocialGov network, which comprises more than 1000 digital service leaders at more than U.S. government organizations.

Herman is also part of a White House-formed group tasked with creating a third U.S. National Action Plan for Open Government.

He oversaw the development of several government resource materials, including the U.S. Public Participation Playbook and the Federal Cyber-Vandalism Toolkit.

He was included in FierceGovernment’s list of the 15 most forward-thinking professionals in the government and named by Washington Life magazine as one of region’s most influential young leaders, among other recognitions.

Herman also served as an officer in the U.S. Air Force.

Maj. Gen. Roger Teague serves as director of space programs within the office of the U.S. Air Force assistant secretary for acquisition and holds responsibility over the military branch’s space-related technology development and procurement strategies.

Prior to his current role, Teague directed strategic plans, programs and analyses at the Air Force Space Command in Colorado and worked as vice commander at AFSPC’s Space and Missile Systems Center in California.

He also managed the launch, testing and operational deployment of three Milstar communication satellites during his tenure as 4th Space Operations Squadron commander.

Teague also led the Space-Based Infrared Systems Space Group and SBIRS Wing, where he oversaw the management of geosynchronous, two polar orbiting payloads and a defense support program satellite.

He was commissioned after he earned a bachelor’s degree from the Air Force Academy in 1986.

He also holds an MBA degree from the University of Central Oklahoma.

Susan Gordon serves as deputy director of the National Geospatial-Intelligence Agency and assists the agency director in the management of the National System of Geospatial Intelligence.

Prior to assuming her current role in January, Gordon was director of CIA‘s Information Operations Center and senior adviser to the CIA director on cyber matters.

She worked at CIA for nearly 30 years, starting as an analyst in the Directorate of Intelligence’s Office of Scientific and Weapons Research.

She also brings engineering development experience from her work at the agency’s Directorate of Science and Technology, where she has also served as director of special activities.

Gordon has also held the position of director at the Office of Advanced Analytic Tools and the CIA director’s special assistant responsible for designing the Intelligence Community’s nonprofit venture capital firm In-Q-Tel.

Mark Borkowski has served as the assistant commissioner and component acquisition executive of the U.S. Customs and Border Protection‘s Office of Technology Innovation and Acquisition since 2010.

He is responsible for the execution of technology efforts and the management of acquisition programs at CBP.

He previously held the position of executive director at the Secure Border Initiative’s program executive office, where he provided oversight for the initiative’s implementation across the Department of Homeland Security.

Borkowski was also executive director for mission support at the U.S. Border Patrol headquarters, director for asset management at CBP’s Office of Air and Marine and program executive for NASA‘s Robotic Lunar Exploration Program and Hubble Space Telescope Robotic Servicing and De-orbit Mission.

At NASA, he has also worked as assistant deputy associate administrator for development programs at the Exploration Systems Mission Directorate and ESMD coordinator for the NASA Exploration Transportation Strategic Roadmap.

He is a DHS Level III certified program and acquisition manager and a 23-year veteran of the U.S. Air Force, from which he retired in 2004 at the rank of colonel.

Marianne Bailey serves as principal director at the Defense Department‘s office of the deputy chief information officer for cybersecurity and is responsible for coordinating DoD’s cybersecurity standards, policies and guidelines with those of other U.S. government organizations, partner nations and companies.

Prior to this role, Bailey worked at the National Security Agency as assistant deputy director of trusted engineering solutions from 2013 to 2015 and as chief of NSA’s information assurance directorate for engineering from 2011 to 2013.

She directed the Unified Cross Domain Management Office between 2006 and 2011, became a defense intelligence senior executive service member in 2008 and served as a liaison to the Defense Information Systems Agency from 2003 to 2004.

She also led a team of NSA professionals who operationalized a coalition mission partner network and participated in DoD’s Afghanistan/Pakistan Information Sharing and Collaboration Task Force.

Bailey is a recipient of the National Intelligence Exceptional Achievement Medal and the Office of the Secretary of Defense Medal for Exceptional Civilian Service.

She holds a bachelor’s degree in mechanical engineering from the University of Maryland and a master’s degree in national resource strategy from the Industrial College of the Armed Forces.
