Air Force to Transition 13,000 Employees to New Personnel System


Air Force logoThe U.S. Air Force plans to move 13,000 civilian employees to a new personnel system from the general schedule by June 12, GovExec reported Tuesday.

Eric Katz writes the Air Force Material Command will increase the number of employees who participate in the modernization program by nearly 50 percent under the AcqDemo initiative.

AcqDemo is designed to combine pay bands and help distribute raises and bonuses, according to the report.

The initiative also aims to unify 15 general schedule grades to four categories and create business management and technical management, technical management support and administration support out of the 22 GS system occupational families, Katz reports.

The Air Force remains in talks with the American Federation of Government Employees as part of a move to implement the personnel system across the Material Command, GovExec reports.

The National Institutes of Health Information Technology Acquisition and Assessment Center has lowered the fees for NIH’s government-wide acquisition contracts by up to 35 percent.

NITAAC said Tuesday it reduced the fees for CIO-SP3, CIO-SP3 small business, CIO-CS and value-added services due to the success of these programs.

“I’m so glad to be able to offer further savings to our government-wide customers,” said Robert Coen, program director at NITAAC.

“We’re doing all we can to improve efficiencies in our own program, so we can pass those savings along to our government-wide customers,” added Coen.

NITAAC cut the CIO-SP3 access fee from 1 percent to .65 percent, the CIO-SB3 small business from .75 percent to .55 percent and the CIO-CS from .50 percent to .35 percent.

Eucom Head Philip Breedlove Calls for Increased Forces in Europe to Counter Russia

U.S. Air Force Gen. Philip Breedlove, commander of U.S. European Command, has called for an increased presence of U.S. troops in Europe in order to combat Russia’s militarization in the region, DoD News reported Tuesday.

Jim Garamone writes Breedlove recommended that the U.S. military change how it operates in Europe following attempts to forge ties with Russia over the past two decades.

The NATO supreme allied commander for Europe noted that the Air Force reformed its force structure, intelligence, surveillance and reconnaissance allocations and analytical allocations throughout that time, according to the report.

Breedlove also wants more U.S. capabilities in Europe as part of efforts to adjust the European Command’s approach to Russia, the report says.

“Now every soldier, sailor, airman or Marine that comes to European Command will be focused on redeveloping that high-end kinetic fighting capability,” he said.

FCW: OPM COO Angela Bailey to Step Down, Move to DHS

Angela Bailey, chief operating officer of the Office of Personnel Management, will leave her current role to serve as chief human capital officer at the Department of Homeland Security and will start at DHS Monday, FCW reported Tuesday.

Sean Lyngaas writes Bailey has managed financial and human resources for all programs across OPM over the past two years.

She joined the agency in October 2007 as deputy associate director for recruitment and hiring and served as associate director for employee services and chief human capital officer before she took the COO post in November 2013.

Bailey oversaw the implementation of the White House’s Veterans Employment Initiative and the Presidential Management Fellows Program.

She started her federal career at the Social Security Administration and later worked for the Defense Department, where she held positions such as HR director at the Defense Contract Management Agency.

CellTowerJeff Johnson, vice chair of the First Responder Network Authority board, wrote in a blog entry posted Thursday the agency has implemented initiatives during 2015 to prepare for the construction and implementation of a nationwide public-safety broadband network.

He said FirstNet consulted with federal, state, local and tribal government organizations to gather ideas on how firefighters and emergency medical services personnel coordinate, communicate and gain situational awareness during a critical situation.

The agency also launched efforts to examine the potential use of indoor location technology for emergency response missions and develop a cybersecurity framework for the U.S.’ future public safety communications infrastructure, according to Johnson.

FirstNet’s board approved the project’s final solicitation document in late 2014 and has called on the public and private sectors to collaborate to build and manage the network.

“Collectively, these and other developments from the past year have helped foster an inclusive, transparent and productive dialogue between FirstNet and the public-safety community at all levels of government,” Johnson noted

“As we look ahead to 2016 and beyond, I’m confident we’re on the right path toward building a broadband network that will serve America’s firefighters, EMS providers and other emergency responders,” he added.

Sanjiv Malhotra Named Clean Energy Investment Center Chief at DOE


DOESanjiv Malhotra, a former consultant at the Energy Department’s fuel cells technologies office, has been appointed director of the clean energy investment center at DOE’s office of technology transitions.

Malhotra will oversee a center that will work to help investors access reports on clean energy-focused platforms, collaborate with technical experts and explore new project opportunies, DOE said Tuesday.

“Under Malhotra’s leadership, the center will play a significant and vital role in the administration’s Clean Energy Investment Initiative aimed at expanding private sector investment for innovative technologies that can reduce carbon emissions and combat climate change,” said Energy Secretary Ernest Moniz.

Malhotra founded and served as president and CEO of methanol fuel cells developer Oorja Protonics between 2005 and 2014.

He served as a researcher at the department’s Lawrence Berkeley National Laboratory and as an adviser at venture capital firm Kleiner Perkins Caufield and Byers.

He has also held executive management roles at H Power Corp. and DCH Technology.

Mark Morgan Appointed FBI Training Division Assistant Director


FBIMark Morgan, formerly deputy assistant director of the training division at the FBI, has been named assistant director of the training division at the bureau’s headquarters in Washington, D.C.

Morgan worked for the Customs and Border Protection on a joint duty assignment in 2014 prior to his appointment as the training division’s deputy assistant director, the bureau said Tuesday.

He joined the FBI in 1996 and served as a member of the Crisis Response Squad and the Eurasian Organized Crime Task Force during his assignment at the bureau’s Los Angeles Field Office.

His previous roles at the FBI include deputy assistant director of the bureau’s inspection division, head of the El Paso Division, and section chief of the Critical Incident Response Group’s strategic information and operations center.

The certified firearms instructor is a retired U.S. Marine Corps veteran and a former deputy sheriff in Missouri.

DoD Proposes Rule for Increased Congress Oversight on Multi-Year Defense Contracts


acquisition policyThe Defense Department has proposed a new rule that would facilitate increased oversight by Congress on the department’s multi-year contract procurement activities, Federal News Radio reported Monday.

Scott Maucione writes that the rule would require the defense secretary to certify if a potential multi-year contract meets certain specifications and alert congressional defense committees within 30 days of an existing multi-year contract’s termination.

The proposal works to drive DoD toward cost-saving and cost-efficient contracting decisions in response to provisions in the 2015 defense authorization and defense appropriations legislation, the report said.

DoD will accept public comments on the proposed rule through Feb. 29.

Treasury IG for Tax Admin Urges Update to Return Filing, Account Access Authentication


TaxFormThe Treasury Department‘s inspector general for tax administration calls for the Internal Revenue Service to reform its processes for tax return filing and tax account access authentication to mitigate potential data breaches.

TIGTA said in a report issued Nov. 19 that the deputy commissioner for services and enforcement should implement an oversight strategy to monitor authentication needs and risk levels.

The processes should also comply with government information security standards to protect tax information and prevent identity theft, the report added.

TIGTA noted that its recommendations work to address challenges as taxpayers increasingly use electronic products and services to file their tax returns and access their tax accounts.

IBM’s Gina Loften: Agencies Need Cognitive Computing for Internet of Things-Based Data Analysis


mobile device managementGina Loften, a vice president and chief innovation officer at IBM‘s federal arm has said government agencies should adopt cognitive computing systems in order to facilitate the analysis of data derived from Internet-of-Things-based systems and devices.

Loften wrote in a Federal Times article published Monday the three ways on how agencies can improve service delivery through the implementation of cognitive systems.

One of these ways is the use of cognitive platforms to provide citizens with customized suggestions and insights about government services, she noted.

Loften also cited that such systems have the potential to uncover connections in large volumes of data and assist individuals in their decision-making processes.

“As solutions become even more sophisticated, governments will be able to use data generated from the Internet of Things to encourage citizens to be more proactive about their personal needs and help the government continually improve how it serves the public,” she added.
